To provide Government Services to citizens at their door step using

Electronics Delivery System (EDS) in an efficient manner and at an

affordable cost

1.) ESTABLISH A COMMON OBJECTIVEeGovernance

Vision

Advantages

• Citizen will get those services at their doorstep for which they have to go to

block, tehsil and district level offices

• There will be saving of travelling expenditures and other expenses for the citizen

and citizen will be able to get Government Services in time bound manner.

• The citizen will need not to interact with the Government officials for the services

which will reduce the chances of their exploitation.

• Senior officials can monitor the daily progress of disposal of the application by

their subordinates and can have the better control over their working.

State Wide Area Network (SWAN)• All the 885 centre with 2Mbps bandwidth upto block level established out

of which 845 are fully operational

Status of Core Infrastructure Projects Under NeGP

Common Service Centres (CSCs)• Front-end delivery points for the delivery of Services being established at village

level (target – 17909)

• Performance of two SCAs were not satisfactory hence contract (with M/s 3i

Infotech Ltd. & M/s Comat Technology Pvt Ltd) for 6409 CSCs terminated and

new SCA (M/s Vayam Technologies Ltd has been selected and LOI issued)

• 5900 CSCs against remaining target of 11500 established, rest by March-2011.

• Remaining 6409 to be established by Nov-2011

State Data Centre

• M/s TCS Ltd has been selected as Data Centre Operator (DCO) to

establish and run the SDC

• Presently, the Data Centre of NIC, UP is being used for various eGov

applications

six District (Ghaziabad, Gautambudh Nagar,Sitapur, Sultanpur, Gorakhpur & Raebareilly

- 22 Services being delivered covering about

9% population of the State.

• Complete Backend Computerization (Electronics Delivery System

& Digital Signature)

• Business Process Re-engineering done for eachService & GOs for new processes of delivery released .

State Service Delivery Gateway (SSDG)

• 35 Services of 09 department identified for which eForms are being

developed. NIC is Implementation agency for SSDG, State Portal

project.

• These forms will be available from CSCs by December-2010 across the

State

• For delivery of Services, Computers and other peripherals (1412 sets

with Broadband connectivity) for the officials responsible for the delivery

of services at the field level, are being provided.

• Six to Eight Servers along with other infrastructure is being established

in NIC

• Will cover 100% population of the State

LOKVANI & TEHSIL DIVAS

– Any Complainant can file his complaint from any of the

LOKVANI Centre and he can also track the status of his

complaint from the website

- Tehsil Divas is organised weekly at Tehsil HQ where

complainant gives his application which is uploaded on

Tehsil Divas server within 24 hours. The compliance is

updated and the complainant can track the status/remedial

action of his complaint on the web

• Lokvani & Tehsil Diwas are integrated and integration from

CSCs is proposed within one month.

Revenue Department – BHULEKH

• All the Land Records in the State have been digitized and

delivery of Records of Rights (RoRs) to farmers is only

through computers (Manual RoR totally banned)

• Digitized data of 20 crores land records of 2.50 crores

farmers of one lac+ villages in the State is available –

Implemented in all 317 tehsils of the State

• Process for delivery of these RoRs from CSCs is being

finalized and it is expected to be rolled out from CSCs

within a month

Arogaya Yojana – District Baghpat

• Under NRHM, the scheme is implemented in which all section of the

society in rural areas are informed about vaccination, child care, safe

delivery etc using innovative ICT tools (through phone and SMS)

• In addition, they can get information on various health related subjects

through a call centre phone

Arogaya Yojana – District Baghpat

JJSK – Jhansi Jan Seva Kendra• 24x7 Grievance Redressal System for the citizen in a time bound manner

• Complaints lodging through telephone call

• Review of default departments on every Thursday

• To avoid false complaints, the voice of the complaint is recorded and

through Phone-ID, tel phone number of the complainant is recorded

• Roles and responsibilities of each and every official is fixed and

monitored regularly

• 22 Services enabled in 06 pilot district shall be rolled out in remaining 66

districts by December-2011 subject to condition that GoI roll out scheme

is approved by GoI latest by Dec-2010.

• 35 Electronic Forms (eForms) to be made available from CSCs by

December-2010.

• It is expected that by March-2011, the DPRs of 17 MMP departments shall

be approved by GoI. After that, in next 1-2 years, i.e. by Dec-2012, the

MMPs will be implemented in the respective departments which shall give

approximately 50+ more services which will be available from CSCs

• 72 Services of various departments have been identified and instruction

along with their delivery process has been issued. It is expected that with

the roll-out of eDistrict and implementation of MMPs, these citizen centric

services with full back-end process automation shall be ready for delivery

from CSCs by March-2012.

Service Delivery – Future Plans

In all, approx 100+ citizen services with complete back-end process

automation shall be available in next 03 years which will have

coverage across the State and shall be delivered through CSCs also

• Capacity building training for middle class officers and those

operating at grass root level.

• Two experts should be deputed for all the Mission Mode

Departments under the capacity building head.

• Common framework (standard technology for service

delivery for all the States across the country) for issuance

of Land Records (Record of Rights) is required

• Opening of CSCs in phased manner and opening of one

Jan Suvidha Kendra in each Collectrate, Tehsil & Block

level from DIT funding.

• Additional provision for diesel for the SWAN POP Centers.

• State Govt. should be allowed to use the savings of Sate

Data Center for future expansion as the State requires large

databases such as 20 Crore Land Records (RoR) of 2.5

Crore farmers, millions of transaction under VAT etc

• Connectivity (Including Horizontal Connectivity) is a major

issue – BSNL should offer special and affordable package for

CSCs and departmental horizontal connectivity with implified

approval procedures.

• CSCs to be declare BC (Business Correspondence) for

banks – initiative should be taken at GoI level
