It’s January alreadyand, as I write this,we have seen our fairshare of wind andrain. To begin with Itake this opportunityto wish you all abelated happy andprosperous NewYear.

By now many of ushave already brokenthe usual New Year resolutions but one of minewas to take a hard look at the magazine and see ifwe can “spice it up”. As ever, I’m so grateful to theregular contributors but if there’s anyone else outthere with something they want to say or abudding David Bailey who can let me have somesuper pictures then please get in touch.

As for “spicing things up”, is it just me who thinksthat Buckinghamshire has some of the worst roadsin the UK. I travel a bit around the UK and feel thatwe do have some of the biggest and best pot holesyou can find, many of which are in this area!

Lastly, as ever, HS2 has proven to be quite acontentious issue and, to show just how

contentious, I have published a letter regarding theSpeen Firework Night and the burning of the HS2train effigy. For my part, I thought it was a bit offun and the somewhat hysterical letter was quitesurprising but, there again, I bet the writer wouldbe happy to fill the Countryside with wind farmsand solar panels. He is certainly entitled to hisopinion but, what do you think?

Child Bereavement UK

Snowdrop Walk at West Wycombe ParkSunday 9 February 12 - 4pm

The Saunderton based charity Child BereavementUK is delighted to invite families to take part intheir fourteenth annual Snowdrop Walk at WestWycombe Park, on Sunday 17th March from noonuntil 4pm.

The Snowdrop Walk is a special day to rememberthe babies and children who have died and thechildren who are bereaved each year. Snowdropswill be available for purchase on the day andcharity staff and volunteers will be on hand tohelp with the planting at The Temple of Venuswithin the park.

Special activities for children will include aRhyming Creature Hunt so children can join inand find the missing rhyming creaturesthroughout the walk and receive a fun-filledgoody bag at the end.

Hot food and refreshments will be available fromWest Wycombe Village Hall at the end of thewalk, where some extra children’s activities will

also be taking place including colouring andpuzzle building.

Chief Executive of Child Bereavement UK, AnnChalmers, said “The Snowdrop Walk has beenwell supported over the years by local families.As ever, we are very grateful to Sir Edward andLady Dashwood, for their ongoing support onthis special day in Child Bereavement UK’scalendar. It’s a lovely way to spend a Sunday in abeautiful setting and to admire the grounds of thepark. Down on the FarmFor this month’s article I thought I would giveyou a glimpse of the industry as seen by theFarmers Weekly, which is the weekly magazineread by the majority of serious farmers. It sohappens that the magazine was launched almostexactly 80 years ago when farming was animportant industry. It then sold 250,000 copies aweek; its editor dined with the prime minister,had a flat in London and a chauffeur driven car.Today’s editor bemoans her lot by comparison!

The articles in the first editions appear to havechanged little over nearly a century: poorcommodity prices; anger at imports of beef andwheat, flooding in from Argentina; plus warningsto prepare for future years of drought! Since its

inception the magazine has given farmers weeklyprices of all kinds of farm animals, feed stuffs,machinery, fencing materials, land etc; theinformation being collected from the manyfarmers markets held round the country.Formerly it was one of a few sources of privatestock sales, jobs vacant and wanted or servicesprovided. Now as in other industries, thisfunction has been taken over by the Internetwhich has the advantage of being international.The hard manual labour under difficultconditions does not appeal to the average ‘Brit’,so again like in other industries, we rely onforeign labour.

This week’s Farmers Weekly reports ‘The OxfordFarming Conference’ where the great and good ofthe industry from all over the world exchangeideas. The message that reaches me is thatfarming businesses will continue to increase insize, with outside investors playing an ever moreimportant role. (Not good news for us!) Alsoreported is Prince William’s foray into farming atCambridge. It sounds like a good idea as long ashe follows it up with a week’s work on a workingfarm to find out what really happens. I seem toremember that Prince Charles worked on one ofthe Duchy Farms when he was a young man.

‘Arla wants more milk’ is one of the headlines.You will all have disliked the building of thegiant Arla milk processing factory near Aylesburyas a scar on the landscape (which it is!), but wehave reason to be very grateful for it. The factoryis the first carbon neutral one of its type and is‘high tech’ in all respects, with a cold storemanned by two forklift drivers filling lorries withmilk, through 30 loading bays, from pallets ofmilk prepared by 50 computer controlleddriverless fork lift trucks. High tech indeed! Thissuper-efficient system has enabled Arla to pay usmore for our milk and so raised the price forother producers. Here I must pay tribute also toThe WI (and others) for their campaign for a fairprice for milk which has at last come to fruition,enabling milk producers like us to stay inbusiness.

The Farmers Weekly continues to keep its readersup to date with the latest technology, whichinvariably means bigger factories and biggermachines. We fear the days of the family farm arenumbered.

Speen Pre-SchoolOfsted, Fundraisers and The Nativity Service

As mentioned as a ‘Stop Press’ at the end of thelast edition’s article, we received our Ofstedinspection on the day the article was filed. Sincethen we have received our full Ofsted report. Wewere delighted to have received confirmation thatthe grade has been uprated to “good” from“satisfactory”. One quote from the report tohighlight the positive aspects of our small villagepre-school:

“Children make good progress in their all-rounddevelopment in this inclusive and welcoming pre-school. Children achieve well because the qualityof teaching and learning is good.This in turnhelps the children to grow in confidence and self-esteem”.

Much effort has gone into the pre-school by thestaff, committee, parents and Bucks CC since thelast inspection in 2011. It was critical that wereceived a good status at a time when theimportance of Early Years Education is undercloser scrutiny than ever before. We risked losingour funding from Bucks CC and it is likely that atsome point the pre-school would have had toclose. This would likely have had undesirableknock-on effects on other parts of the village.

However, now we are officially “good” we canapply for funded 2 year olds to attend and canadvertise our service to a wider audience in amore confident fashion. The focus now not onlyremains continuous improvement until we reachour goal of becoming an “outstanding” pre-schoolbut on how we can increase the numbers ofchildren attending to ensure that as a charity webreak even financially. Although we can only take20 children a day our numbers fluctuate acrossthe years, months and even days of the week.

Our fundraisers continue to help us to raisemoney for new equipment and staff training sothanks to all of you who have supported usacross the many fundraising activities we carriedout last term – from buying our hotdogs, burgersand chilli at fireworks, to visiting FatherChristmas at the Christmas Bazaar or making useof our Christmas Tree recycling service.

Thanks to the chapel for hosting our traditionalNativity service that was attended by manyparents and grandparents. To finish the termparents, staff and the children all enjoyeddifferent Christmas parties and meals out.

Our thoughts are turning to fund-raising activitiesthis term as Easter Eggs and Hot Cross buns havealready been spotted in the supermarkets. Keep aneye out for posters and updates on the VillageMessenger for details of our annual Easter EggHunt. Hopefully we won’t have any snow this year!

Speen & North DeanToddler Group

Speen and North Dean Toddler Group meetsevery Tuesday morning during term time from10amish to midday.

We meet in North Dean Village Hall. The recentlyrefurbished hall has much improved facilitiesincluding brand new kitchen to prepare refresh-ments and clean, modern toilets with baby changer.

We are a small and friendly bunch and are alwayskeen for new families to come and join us,especially now some of our older children aremoving on to Pre-School. It is a great way to meetother parents/carers in the local villages and thechildren start building long term friendships atToddler Group moving on to Pre-School and

Infant School together.

We welcome all parents and carers from Speen,North Dean and surrounding villages with babiesand toddlers aged from birth to 3+ years.

We take turns to serve refreshments every weekand a variety of play equipment is on offer for thechildren. We hold a party at Christmas and in theSummer for the children. When the weather isdry we also make use of the play area outside thevillage hall.

High Speed 2 Update –January 2014Members of SAAG - Speen Area Action Groupagainst HS2, (Denise Bolland, Secretary; TonyBobroff, Chair; Tony Davies;, Mel Foster; MivHughes; Keith Rosling, Treasurer; and JeremySymondson) continue to represent the area atmeetings of Bucks HS2 Summits, ChilternConservation Board, Chilterns Wider AONB,Central Chilterns Community Forum Group andHS2AA.

The Environmental Statement ES, lodged with theHybrid Bill, has been published disclosing evenmore damage and potential damage than hadbeen anticipated.

SAAG together with other local action groups inthe Central Chilterns Community Forum areresponding to the 50,000 page documents andmaps. 56 days have been provided to the publicto study the ES and respond and requests,submitted to Patrick McLoughlin, TransportSecretary, to extend this very short period, havebeen declined.

Amongst the key aspects for concern are:• destruction of the Chilterns AONB• impacts of construction and construction traffic• socio-economic impacts• impacts on health and well being• destruction of ancient woodlands• impact on wildlife habitats• impact on footpaths and bridleways• issue of compensation

Aspects of the Hybrid Bill provide extensivepowers to the government on, for example, thepurchase of whatever land is required if HS2provides an opportunity for development,ignoring Green Belt controls, and the lifting ofrestrictions on heavy lorry movement includingLondon night time ban. There is significant risk ofadverse public water supply problems to this areaand NW London. There are likely to be asignificant traffic delays on the A413 at Denham,the Chalfonts, Amersham, Great Missenden andWendover. The A4010 will also be affected.

Copies of the ES Key Introductory and LocalCommunity Forum area reports are available atGreat Missenden, Wendover, Amersham, LittleMissenden and Wendover libraries.

We are adopting a top down approach for ESresponses with Bucks CC and the ChilternsConservation Board covering the major issuesaffecting this area. We will also be providingsupport to local groups for Petitioning during thesecond reading of the Hybrid Bill.

The longest possible fully bored tunnel under theChilterns AONB would alleviate, significantly,many of these detrimental impacts if, indeed, theproject goes ahead. The demand for this will becentral to all local responses.

At the time of writing no decision has beenhanded down by the Supreme Court followingthe Judicial Review Appeal although one hadbeen expected by the end of November 2013. Thedelay is unexpected and may mean there is notunanimity between the Judges.

Increasingly public and political figures are nowopenly opposing or questioning the scheme;however, the Government still clings to the beliefthat this hugely expensive vanity project is worthdoing. Costs are likely to exceed £70bn but thereare many better uses of this money. Resurfacingof roads and water defences are just twoexamples. Speen Playing Fields2013 was another fine year in the history of thePlaying Fields.

May saw the official opening of the half pipe,which has been very popular, never more so thanfor the Bike Park Challenge during the Festival.This was a first class event for all age groups. ThePre-School continue to use Ridgeley’s Field fortheir Forest School at least once a week.

You will be pleased to know that Fun Day willreturn this year, bigger and better than ever. 7thJune 2014 is a firm date in the diary.

The Village Fete on the field in July was a greatsuccess and we were all the more grateful to theFete Committee who this year shared the profitsbetween the Village Hall and ourselves. Thankyou. The following day saw the Speen GroupCraft Fair, with the additional attraction of 50Porsches and MGs. Many thanks to Chris Jamesfor organising.

The Festival made great use of the field again forthree weeks in September, especially Grease andthe Proms (despite the weather).

However the climax of the Playing Field calendarthis year was Bonfire night. Christian ArsonistNagele and Pete Design Symonds combined theirsubstantial talents, to create a massive scale modelof HS2, 20 metres long by 3 metres high (seeaccompanying pictures). The structure was almostdouble the size of last year’s Houses of Parliament!This combined with Keith’s fireworks and foodsupplied by the Pre-School mums combined toensure a great evening. Many thanks to all youbuilders, including young helpers. This was astrong performance; moreover the event generatedalmost half our annual funding requirements.

The closing event, as always, was the Lighting ofthe Christmas tree and onto the Village Hall,where Kate Laughton conducted a children’sperformance then led us all in carols. Manythanks to Debbie and Lesley for organising andfor the mince pies and to Chris Walsh whodonated the Mulled Wine. We even managed tocollect £60 for the Air Ambulance service.

We look forward to an overwhelming response tothe Spring work party in April. Work to be donewill include spreading of a new bark surfaceunder the climbing frame play area and cuttingback ivy from trees behind that area.

Letter to the EditorAs residents in Speen, Buckinghamshire

for the last 37 years, having previously lived inthe UK for many years north of Watford and westof Reading, my wife and I were horrified,appalled and ashamed to see the image in “TheTimes” on Monday 4 Nov 2013 of the BonfireNight in Speen two evenings earlier, showing theimage of an HS2 locomotive in flames.

Burning an effigy or representation of aconcept with which one does not agree is apastime that is – we suggest - associated withparts of the world where democracy, educationand literacy are limited. It is not an activity wehave ever associated with this village.

We are ashamed that this act will tarnishthis village as being an epicentre of unthinking,selfish nimbyism by a self-centred, inward-lookingminority. This stupid, infantile act has severelydamaged the reputation of all of us who live here.It is deeply embarrassing to those of us who havefriendships and business interests in other parts ofthe United Kingdom, where others recognise theneed to accept an equitable share of theinfrastructure for industry, transportation, energy,utilities, communications, defence, etc., when thisis identified by democratic processes as being forthe benefit of all of the citizens of this great county.

Whatever one’s feeling on the subject ofthe HS2 project, this means of making a pointdoes not persuade. It simply hardens opposition.What a terrible example to set to local children,who will now see demonstrations like this as asubstitute for rational debate. Sadly many of thechildren – no doubt instructed by parents to givea thumbs down for the photo - have now learntfrom this that such activities can replace rationaldebate. This is wrong.

Those who perpetrated this immature,puerile, damaging act should be deeply ashamed.They should apologise to local residents and atthe national level.

North Dean Village HallRefurbishmentBuilt in 1921 and regularly used to this day,North Dean Memorial Hall has provided the mostwonderful setting for hundreds of family,community and social club gatherings.Improvements have been made to the hall overthe years, including the installation of electricityand the purchase of a piano in 1930, theinstallation of swings in 1935 and more recentlythe addition of a proper play area for the youngergeneration. No major renovation works havetaken place, until last summer.

With a £50,000 grant from The RuralDevelopment Programme for England (RDPE*), a£5,000 grant from Hughenden Parish Council,funds from the Village Hall accounts and someloans, we have been able to extend the north endof the hall, and build a brand new kitchen, toilets(ladies, gents and disabled) and welcoming lobbyarea. The whole of the exterior has also beenredecorated too. The result is the most wonderfulfully modernised venue which has trulyimpressed all those that have been inside.

The first official function hosted in the refurbishedHall was an evening of musical comedyentertainment by ‘Victor and Albert’ (Theatre inthe Village project) where the packed out audiencewas treated to a few hours of hilarity from the twovery talented gentlemen. This is an annual autumnevent held at the Village Hall, and is invariably asell out, so if you want tickets this autumn be sureto buy tickets early.

The sounds of merriment oozed out of the Hall onDecember 23rd, during the Christmas Carolsevening. A good gathering of villagers enjoyedwine and nibbles in between carols and wishingneighbours an enjoyable festive period. Ourthanks must go to those from Speen BaptistChurch who so kindly played the piano, andhelped keep the singing on track and in time! Theinevitable singing contest took place - this yearbetween Team 1: Peter Keen/Ivor Beeks andTeam 2: Judith, Megan and Jemima Broadley.Despite Team 1’s best (painful) endeavours, theladies were triumphant!

North Dean Village Hall committee is currentlyworking on a promotional brochure, to beavailable electronically, which will contain allrelevant information for those wishing to rent theHall. The Speen WebsiteFifteen years after Speen had its firstwebsite, and four years after the newwebsite was started,(www.SpeenBucks.org.uk) it is receivinga major overhaul. It has a ‘new look andfeel’! Andy Forkgen is updating thesoftware and sifting through the wholesite to make it more attractive andaccessible. To use Andy’s technicaljargon, he has:

• Updated the theme (website skin) toprovide

o New dynamic fonts o New menu layouts o New compatibility with mobile devices

(responsive theme) and iOS devices (noflash)

o Refreshed colour scheme o Cleaner and faster codebase

• Updated the slider to work across all devices(this is a whole new image slider system that can be updated from within the WordPress menu)

• Updated the WordPress version to 3.7.1• Added new sidebar “widgets” which allow for

“quick links” and “recently updated” - wecan add as many of these as we like

All this means that the following issues may occur:

• The menu is now completely manageable via appearance/menus - but o Some items may be missing although I

have tried to include everything o Some people may not like the ordering

of things; there is no specific ordering or bias here and we can re-order using “drag and drop”

I just wish I understood all of this (even some of itwould be a good start!), but the end result is amore modern look and better intuitive use forthose who are just looking at it, and a set of pageswhich are easier to edit, update and write for allthose who are maintaining their sections.

The whole idea of the Village Website is toprovide a place where everyone in the villages ofSpeen and North Dean can do something. A placewhere every club, society and group can letpeople know what they are doing, and where wecan all find out what is going on in our villages.The more people that are involved, the less thewebsite relies on one or two individuals to keep itup to date and relevant.

It would be great to have even more peopleinvolved, there’s even an opportunity for one ofthe younger villagers to learn how to administer awebsite and perhaps develop a skill that can usedelsewhere.

At present the website has six main sections:

Useful Tools - This is where you’ll find theVillage Diary; a detailed map of Speen, naming ornumbering most houses; a list of links to otherrelevant websites (amazing what you can findhere); and the Lost & Found page for reunitinglost property with happy owners!Schools – brief information about the school &pre-school, although both have their ownwebsites.News – This is for this free magazine. It lists allthe advertisers and provides links to their advertsas well as giving access to many Back IssuesGroups – This should be the heart of the website,providing ‘micro sites’ for all of the clubs,societies and groups in the villages. There are 11groups appearing, most of them are regularlyupdated, but some want a bit more TLC. Howabout the group you belong to?Businesses – There are quite a few businessesbased locally, and this section provides ashowcase for them. At present there are fourteenbusinesses that can be found in this section.HS2 – This is probably the largest of the microsites, although since the direct threat to the NorthDean valley has faded, maintenance of this part islagging behind current developments.

The website is hosted by GlobalizeMe andoperated on the WordPress platform. There is asteady trickle of daily visitors, with the villagediary being consulted by far the most often. TheHS2 section is next, closely followed by the map,marquee and village hall pages.

Visiting the site is easy, just typewww.Speenbucks.org.uk into your web browser.You can make comments in response to mostpages, but you need to be registered with thewebsite to do so. Registering is fairly easy, justvisit the site and click on “logged in” (bottom lefton the home page).

Speen School & PTAAnother year has flown and the children, staffand PTA have collected many happy memoriesalong the way.

Back in 2012, the school introduced a new EnglishScheme, Read Write Inc, which combined withextensive offsite staff training achievedexceptional KS1 Sats and Phonic Check results in2013. The current Y2 also reached the level atwhich they could start the next stage of thescheme, ‘Literacy & Language,’ and is testimonyto the excellent teaching quality at the school.

In September, the PTA was delighted to receive avery generous donation from the Speen FeteCommittee. This was a brilliant start to the schoolyear and much appreciated.

Also back when the skies were still blue, the PTAsupported by Prayerworks organized the annualMacmillan Coffee Morning once again held in theschool playground. Well attended by parents andfriends of the school, the morning raised animpressive £130 due to some brilliant bakingskills and the persuasiveness of Y2 whotraditionally serve the cakes.

Always keen to support other charities, the childrentook part in the Rotary Club Shoe Box Appeal andbrought donations to the Harvest Festival Service.Staff and children also donned spotty attire,enjoyed a spotty pizza lunch and raised over £130for Pudsey Bear and Children in Need.

The Royal Albert Hall was the destination for thewhole school trip. Music for Youth provided aprogramme of musical contrasts and a broadrepertoire of classical and modern piecesperformed by schools and colleges. Followed by avisit to the Science Museum, the trip was a greatsuccess and Mrs Nayna was delighted to reportthat the children’s behavior was exemplary!

National Book Week was another success – manythanks go to Mrs Hayman for her time spentorganising this event and to Mrs Hearn who hadthe difficult task of judging the children’s bookdesign competition. Congratulations to SarahMorris, Caleb Rees and Holly Forkgen for theirwinning designs.

With lots of hard work and willingness to give upprecious weekend time, a small team of parentsmade a fantastic effort to clear the school pondmeaning that come the warmer months thechildren will be able to start enjoying thisrediscovered oasis.

Afterschool clubs remain as popular as ever and ahuge thank you goes to the fantastic team of PTAvolunteers who create such fun to do extracurricular activities. Thanks also go to the parentswho run the weekly Friday Draw and organiseand house the school uniform stock.

Theatre in the Villages returned to Speen and theschool hosted an evening well supported byvillagers who enjoyed an excellent production ofDiary of a Nobody.

Festive celebrations and activities took up most ofthe last few weeks of the year with Mrs Laughton(mum to Edward & George) once againencouraging parents, teachers and staff to head intoschool for the early Morning Yawn singing sessions.The children enthusiastically sang this year’sChristmas song ‘Santa Clause is Coming to Speen’at the annual Christmas Fair. It was a wonderful,happy and relaxed lunchtime full of arts and craftactivities, delicious refreshments and lots of fun hadby all and raised £1000 for PTA funds. Thank you toeveryone who helped in the run up and on the day.A production of The Tale of the Christmas Tree wasperformed with great enthusiasm by the childrenunder the talented direction of Mrs Lidington.Parents had worked hard on an array of costumesincluding woodland animals, fairies, trees, naughtygoblins and a Christmas Tree who really rocked!While the Nativity Play, held at St John’s Church,was enjoyed by children and parents alike withsome beautiful singing, music and readings by thechildren – thank you to Rev Dr David Williams,Rector of Princes Risborough for leading the service.

At the end of the year, the school bid a fondfarewell to Peter Johnson, the school’s caretakerfor over 17 years, wishing him a very happyretirement and welcomed Mrs Karen Woodwardwho has stepped into the role.

2014 promises to be an exciting year. The currentbuilding work is due to finish by the end ofJanuary and will mean Mrs Lidington her classwill have more space and a dedicated IT area forthe school to log into. There are also plans to refitthe kitchen, which with a combination ofgovernment grant and PTA funds will mean thatschool lunches will soon be on the menu.

The Safari Supper returns on Saturday March 22with another evening of great food, wine andcompany. Everyone is welcome and it’s a greatway to meet past and present parents. As alwaysthe evening starts with a starter at one of the hosthouses before moving on for the main curse, afterwhich everyone treks back to the school forpuddings and mingling until late. And plans are being made for the Speen SchoolBall. Last year’s event was blessed by fantasticweather and was deemed a great success. As always, everyone at Speen School would liketo thank the invaluable support and interest thatthe village gives. County Council News -January 2014

May I wish you all a very Happy New Year2014.As you may be aware but I representRidgeway West Division on Bucks CountyCouncil which includes Speen but not NorthDean as that falls within the Ridgeway EastDivision and my colleague Cllr David Carroll isthe elected member.

So here is the latest news from Bucks CountyCouncil. After the Local Elections in May 2013,the County Council recognised that followingseveral bad winters with snow and rain that theroads had deteriorated considerably that it wasdecided that an extra £25m would be spent onimproving the roads over the next 2 years and afurther £3m was vied across from Reserves toaccelerate the repairs in 2013/14 taking the extratotal to £28m.In the previous 2 years a further£30m was invested in our roads. However inreality, £300m needs to be spent within theCounty to bring the main roads up to a standardwhich we sadly do not have the resources for.

We now are at the stage of setting budgets for theforthcoming year 2014/15 as well as the MediumTerm Plan. A public consultation took place in theAutumn asking for Residents views on variousoptions available for potential increases inCouncil tax. Sadly after 3 years of a Freeze onCouncil tax, we have no option but to look at anincrease. If we increase Council below 2%, we donot need to hold a referendum. One of the optionsproposed was to increase Council tax by 5%which would enable a greater fundingopportunity for investing in our roads. If thatwould be the case, a referendum would need tobe held in May to coincide with the EuropeanElections which would incur considerable costsand would be after the Council Tax Bills had beenissued. If the electorate rejected the increase, thenthere would be additional costs in reissuingCouncil Tax bills at less than 2% and budgetswould have to be adjusted accordingly. Therefore,proposals are being sought for a 1.99% increase inCouncil tax from 1st April 2014, which will gobefore Council on 13th February. For those of youhave internet access, you can follow the Budgetdebate live as Council meetings are webcast.

Towards the end of 2013, in our area I am pleasedto say that Main Road in Lacey Green was fullyresurfaced which was part of the roadsprogramme. I will continue to ensure that we cansecure further funding for other roads in the area. Ifyou find there are roads which are in need ofimmediate attention, please don't hesitate to contacteither Transport for Buckinghamshire or myself.

District Council News -January 2014

As everyone will know, the new Waste Service wasintroduced at the end of October and overall, thishas been a great step forward for recycling. Likemany people I have spoken to, I have not needed tomake any trips to the bottle bank or tip and theincreased range of items that can be collected, suchas batteries, is a significant improvement.

However, I am aware of some problems withmissed collections and it is unfortunate that thehandover to the new contractor has not been assmooth as we would have liked. With lots of phonecalls and prodding, the situation is improving, sohopefully everything will have settled down withinthe next few weeks.

At the end of January an important consultationwill begin on the WDC Local Plan. This crucial Planprovides the policy framework, used alongside theNational Policy Planning Framework (NPPF), todetermine planning applications. The Local Planmust demonstrate how the District will respond tothe anticipated growth in demand for housing andemployment through to 2031. Without a clear andcomprehensive Local Plan, which has to beapproved by the Government’s Planning Inspector,the Council has no mechanism to effectivelymanage and defend any part of the District,particularly the Green Belt, from overdevelopment.

Speen Heritage GroupWe are planning to make Bob Johnston’s remarkableArchive more readily accessible. When we do, therewill have to be a section on the village cricket teamwhich flourished – and won Championships – formany years but is now in abeyance.

Can anyone tell us the history of the Speen cricketteam? In Joan Janes’ article (SNDN Issue 56) we pub-lished a photo of the 1950 team and would be verypleased to receive any similar photos of other years.Can anyone give us the date of this team photo?

Can anyone tell us more about the celebratedcricketer Ian Peebles who died, in Speen, in 1980,aged 72? Does anyone have a photo of him inSpeen? He was one of the few Test cricketers tocome from Scotland. Aged 18, he played in the1927/8 Tests in South Africa - that was evenbefore he played for Middlesex and OxfordUniversity. At Constantia, the MCC innings wasgoing well and, as he was a tailender, he joinedsome local lads for a dip in the river. He lost trackof time and, having raced back to the match, wasdevastated to find that the English team werealready fielding. Next day, the scorecardpublished in the Cape Times read: “Peebles,absent, bathing … 0.”

On his return, Ian Peebles played for Middlesexand Oxford University - in the 1930 Varsity matchhis leg-spin took 13 Cambridge wickets. Later thatyear, at Old Trafford, he famously discomfitedthe great Donald Bradman. Bradman wrote:“When I got to the crease I found Peebles bowlingextraordinarily well, and, I may as well admitthat for the first time in my life I was unable todetect a bowler’s leg break from his “bosey”(googly). I watched Peebles as closely as I knewhow, but there was no use. Neither by watchinghis hand nor the ball could I detect it, anddefinitely this day his bowling was too good forme. I had a most unhappy time.” Ian Peeblesplayed a total of 15 Tests and captainedMiddlesex in 1939 - they came second. During an air raid in WWII he lost an eye andretired from the game, but, amongst other things,he became the Cricket Correspondent of theSunday Times and wrote several amusing and

very popular cricket books. Wikipedia says IanPeebles was: “A noted bon viveur and raconteur”.Any anecdotes ?

Speen WIAt the Annual meeting in November, Jean Elderwas re-elected as President for the coming year and the new committee was announced.

The programme for 2014 offers speakers on topics as diverse as the History of Hughenden Manor, life as a paramedic, an insight into patchwork and Rock and Roll. As well as the monthlymeeting in the village Hall, a wide selection ofother activities will be on offer. These includetheatre visits, shopping trips, outings to places ofinterest, craft get-togethers and rambles.

Members are also looking forward to the manyevents that are planned by the County Federationof WIs: A science day, a visit to the Gems andJewels of London, quiz nights and rambles toname but a few. One highlight will be hearing(and seeing!) Chris Beardshaw at the CountyAnnual Meeting in April.

The Gardener’s club will continue to offer speakerevenings, the first of which is on March 19th inthe Village Hall when the speaker will be fromthe Oxford Botanic Garden.

Three garden visits are planned for 2014.Thisoffshoot of the WI has become so successful that itnow has its own organising group and worksindependently.

2014 will be a busy year as usual for WI membersin Speen and all the dates can be found in thevillage diary. Find us on our own page of theSpeen website and come as a visitor to one of ourmeetings and find out what WI can mean for you.

Speen Village HallAfter a busy Autumn we held our annualChristmas Bazaar which was very well supportedand raised a record amount for Village HallFunds. Thanks to all those who attended and tothe Committee and other volunteers who helpedmake it such a success.

The Hall has hosted a number of birthday partiesand on New Year’s Eve it was the venue for aparty for five local families.

We are planning another meal and film night forthe Spring and will publicise the date.

We would also welcome any Speen resident whowould like to join the Management Committee –the job is not onerous – four meetings a year. TheHall is owned by the village and is a significantasset to village life – please help us maintain it forfuture generations.

Speen ChurchIt was probably our busiest Christmas in recenttimes at Speen Church – and some said it was thebest. We held three services in 24 hours withquite different approaches, and appealing todifferent people, and this worked.

It was great to have the chapel pretty muchstanding room only for the community carol serviceon Christmas Eve which is something we try to'give away' as much as possible. Speen Churchprovided the musicians and singers, directed byRichard Hearn, who lives around the corner inBryant's Bottom, and members made themselvesscarce to make precious seating available to guests,who spanned a complete age range. The Speencommunity also provided the readers: parishcouncillor David Clay, Olivia Cowan from the OldPlow Restaurant, local businessman andraconteur/historian David Warlock, AlisonTempleman from Speen Stores, Speen Festivalmusical director Sam Laughton and Speen Groupmember Diana Summers. Roger Clarke, both astrong community champion and a church member,brought a short message with just the right amountof challenge to focus the real meaning of Christmas.

We also held a reflective not-quite-midnightChristmas communion, which proved popular,while Christmas Day was noisy and definitelyjoyful.

This term we have a concert from our ownblues/folk/rock singer-songwriter Kevin Brownon Saturday, 15 March – put that date in yourdiary, we'd love to see you there.

How much do you knowabout your Parish Council?Lacey Green Parish Council (LGPC) - What doesit do? How does it function? What responsibilitiesdoes it have?

Well, I’ll try to enlighten you as briefly as I can;maybe you know as little about Parish Councilmatters as I did when I was invited to be a ParishCouncillor over two years ago.

I say ‘invited’ because at the time there were noother nominations or volunteers wanting torepresent the Speen Ward where there was avacancy, and I thought it would be good tobroaden my knowledge of the Parish and itsissues.

These are some of the things you may not know:

Jurisdiction: Lacey Green, Loosley Row andSpeen Wards.

Meetings: At 7.30pm on the first Monday of mostmonths of the year, alternating between Speenand Lacey Green village halls. This year’s datesand venues are posted on the LGPC notice boardat the end of Water Lane.

Members of the public are welcome and mayspeak on matters relating to Parish affairs in thefirst ten minutes. Thereafter, they are welcome tolisten to discussions regarding Agenda matters orleave the meeting.

Councillors: There are 5 Councillors representingthe combined Lacey Green & Loosley Row Wardsand 2 Councillors representing the Speen Ward.

We work as volunteers for the community withonly minimal expenses covered, i.e. attendingDistrict or County meetings, printing and the costof preparing specifications for work required inthe Parish.

A paid Parish Clerk assists the Council andseveral other Parish Councils to make up a full-time job based in Princes Risborough. LaceyGreen Parish is fortunate in having a veryexperienced Clerk who ensures we Councillorswork within the guidelines of Council Laws.

Responsibilities: Around the beginning of eachyear we are asked by the District Council tosubmit an estimate on funds we think the Parishneeds to meet its responsibilities for theforthcoming year (April to March). This includes:Grants to village organisations (e.g. SpeenFestival, Speen Playing Fields, Village Halls);General maintenance (e.g. footpaths, benches,shelters, ponds); Playground equipment safetyand maintenance; Website management; Admin(e.g. insurance, use of Village Halls, Clerk’ssalary); One-off expenses (such as the War

Memorial replacement in the Garden of Rest inLacey Green).

If the District accepts the modest(!) budgetestimate from the Parish then this is reflected inthe council rates for each Parishioner in theforthcoming year.

Examples of current matters for the ParishCouncillors’ attention include the activities takingplace in Monkton Woods (although outside ourParish Boundaries) by a logging company fromWales; planning applications; sign cleaning; useof land by travellers in adjoining parishes; and,the official opening of the new War Memorial inLacey Green in the anniversary year of the start ofWorld War I which will take place on 8th June2014.

Speen Tennis ClubOn behalf of all the members of Speen TennisClub, the Committee wish to say an enormousthank you to Cherry Seekins who, after over 20years in the role, has relinquished her duties asMembership Secretary. As all of you who use thetennis court will know, Cherry has made a hugecontribution to the club during her time in chargeof membership. Ever enthusiastic about findinginnovative approaches to encourage newmembers, she has also been a stalwart supporterof youth coaching and worked hard to developthe ladies' social tennis mornings with LaceyGreen Tennis Club.

Cherry handed over the reigns as MembershipSecretary last November to Philipppa Lane, towhom the Committee wish to extend a verywarm welcome.

In the meantime Cherry, all the very best of luckfor the future ~ and don't forget to pay yourmembership fees this year!
