You and I are on same page re: timing. My 2-year perspective offers the following observation: mayor-
council form of government lays the foundation for strong mayoral leadership ... mayor has optimum
opportunity to lead Council to approve and pass policy at beginning-of-terms of newly seated members
of Council. Encampments that are personally and less rationally charged occurred as terms matured...
the victim: progress for our City.
Thank you, by the way, for exercising your combination of negotiating knowledge and tenacity in the
historic collective bargaining "chapter".
