SFP Level Instrumentation SFP Order Milestones

5/31/2012 – NRC issues draft ISG 6/29/2012 – Industry comments on draft ISG 8/31/2012 – NRC issues ISG 2/28/2013 – Plants submit plans to NRC – ask for relief, if needed Response to RAIs, may get plant specific orders 12/31/2016 – (or 2 refueling cycles after ISG issued, whichever is first) – full implementation

One fixed primary channel, one fixed or portable backup Even though not required, it may be prudent to employ diverse

technologies between primary and backup Diverse technologies present a stronger argument for system

survivability A portable channel might be cheaper to install but will require

procedures for when and how to deploy it • FLEX will also provide portable level instrumentation

Separation and independence between channels Missile shielding via building recesses and corners Much of the shielding will be provided by the pool structure itself How will missiles be analyzed? Will NRC expect an analysis?

SFP Level Instrumentation Requirements Discussion 2/3

Seismic mounting Instrument shall maintain design configuration during

maximum seismic event Seismic Cat 1 requirement conspicuously absent from order

Alternate power connection independent of plant AC and DC power distribution, i.e., portable generators or replaceable batteries Procedure and training to be provided for connecting to

alternate sources Are two independent portable generators (or generator +

battery) needed to retain channel independence?

Testing and calibration capabilities shall be provided as part of the instrument design In-situ calibration capability of fixed channel would save labor

versus remove, calibrate, replace method

SFP Level Instrumentation Requirements Discussion 3/3

Display location may be the control room, alternate shutdown panel, or other “appropriate” and accessible location Powering the system from the display location may allow the

best solution for locating the alternate power source or easiest battery replacement What constitutes an appropriate versus inappropriate location? How is accessibility determined, what is it based on?

Display either continuously or on demand Pushbutton at display for taking momentary readings after loss

of normal power can prolong battery life and makes using small batteries feasible.

Training and procedures for instrument testing, calibration and use

Instrument requirements are well defined. NRC guidance is needed for some installation related questions.

SFP Level Instrumentation Installation Aspects

Mounting solutions Mounting of a device alongside the fuel assemblies Space near the transfer mechanism Access to pool – available trenches for conduit or pipe Are floor penetrations needed Mounting to liner

Locating the equipment Wet vs. dry measurement Protection of electronics and any organic parts

Adjacent rooms for electronics Wall penetration for waveguide

Location(s) for level indication Control room / Alternate shutdown panel / Other

Measuring range – to top of fuel elements or deeper

A strain gauge is mounted to the inside of a stainless steel housing Higher water level means more pressure on the housing, leading to elongation of the strain gauge The resulting change in electric resistance is translated into the water level information For calibration, a defined pressure is applied to the transducer in situ

SFP Level Instrumentation How It Works: Through-Air Radar

Live demonstration of Radar and Transducer will be available starting in May at AREVA’s SFP mockup in Lynchburg, VA!

A packet of microwave pulses are transmitted by the antenna system This pulse is reflected by the water and received by the same antenna system The running time of the RADAR pulse from emission to reception is proportional to the distance to the water surface. „Distance to water surface“ is translated into the level information.

SFP Level Instrumentation Advantages of the VEGA Radar Solution

No parts in the pool. Liner not touched, no in-pool mounting, independent from pool water forces. IEC 61508 SIL 2 (Safety Integrity Level) Design Certification, Seismic Cat 1 No need for under water work for calibration or cleaning. No moving parts, very few parts in total (horn, pipe, electronics) very simple overall. No organic parts or electronics in the SFP room (horn and pipe are all stainless steel) Independent from room pressure changes. Very flexible mounting (floor, wall, ceiling) Bent waveguide tube is not larger than any other connection with its protection Very rugged: explosion proof, all metal housing, waveguide tube can be thick walled for missile protection. Measurement forgives pipe dents. Extremely low power consumption, can be operated using two standard 9V batteries. No calibration needed; very simple if desired (swivel flange to turn horn for calibration) Widely used, mature devices (300.000+ sold worldwide) Easy and long-term qualified service and spare parts availability. Most Reliable, 50+ Year MTBF Self Diagnosing (Smart Error Messages)
