Second is incumbent Board Member Nestor Sevillena with more than 52,000 votes with his present colleague in SP Johnny Liban, a proud Gadddang son, with more than 45,000 votes. Graduating Solano Municipal Councilor Carub also another Gaddang produce was able to hail the fourth spot with more than 35,000 votes and former Solano Vice-Mayor Wilson Salas secured the fiſth post with 35, 298 votes. He was able to surpass his own partymate Victor Gines with 987 votes although Gines will still remain as Ex-Officio member of SP being the president of the Liga ng mga Punong Barangay in Nueva Vizcaya. Four days after the election on May 9, 2016, the Commission on Election(COMELEC) proclaimed the winning provincial candidates on Nueva Vizcaya. The provincial canvassing and consolidation of election returns were delayed as problems on the computer which will receive data for the provincial canvassing and consolidation board were encountered.

Winning with 399 votes advantage for the congressional seat is former Governor Luisa “Banti” Cuaresma with 84, 616 votes of United Nationalist Alliace(UNA) party. It was a neck and neck battle for Cuaresma with incumbent Governor Ruth Padilla of the Nationalista Party who garnered 84,217 votes. “Agyamanak kadagiti kaprobinsiyaan ta naikkan nak iti tiyansa nga agserbi kas congressman. Agyamanak iti Apo ta naganus kenni Banti Cuaresma.

Agpasalamat tayo kenni Lord ta nu awan blessing na ket saan ` a mangabak kuma,” was her message right after her proclamation in Sangguniang Panlalawigan. She admitted that it was a close fight but said that they felt the clamor of the people for her to return and serve the people. Liberal Party congressional candidate Dona Lyn Gerdan had 20, 449 votes while independent candidate Lawrence Sta Ana had 631 votes.

Half of the numbers of the newly elected posts in Sangguniang Panlalawigan(SP) belong to Indigenous People(IP) group. Nueva Vizcaya has about 15 major tribes living in the upland towns of the province. Despite problems encountered during the election on May 9 and even transmission of election returns, COMELEC Nueva Vizcaya was proud to declare that the election went on smoothly. COMELEC Provincial Supervisor Atty. Manuel Castillo said the election went well with no election-related violence listed by the Philippine National Police on the said date. “It was a peaceful, credible election despite of some glitches, this is still successful,” Atty. Castillo stated right after the proclamation of provincial level post winners on the night of May 12. The declaration was made four days after the election period after they encountered problems on the program for the Canvassing

and Consolidation System(CCS) which is needed to receive the election returns from the 15 towns and basis for the declaration of winners for the provincial candidates. “We cannot access the computer on the first day so we had it reconfigured in La Union, however the problem was not also fixed there so we had to reconfigure it at Sta. Rosa, Laguna,” Atty. Castillo added. Smartmatic holds its hubs on the said places. He also explained that there were no issues on reconfiguration since the counsels of diffent political parties were able to witness the same data on the election returns from the municipal level and those that were received by the Provincial Board of Canvassers(PBOC). During the provincial canvass the

counsels requested to review the votes for the congressional post only since the manual computation votes revealed that there were only 399 votes between Luisa “Banti” Cuaresma and incumbent Governor Ruth Padilla. The same difference was revealed on the electronic results. COMELEC also reminded candidates that they are yet not through with them despite their proclamations. Winners and losers have to file their statement of campaign expenditure in 30 days from May 9 to check whether they complied with the Fair Election Act. Under the said only, independent candidates are allowed to spend five pesos per candidate while candidates with political party are allowed to spend three pesos per candidate.

Nasampahan ng kasong paglabas sa COMELEC resolution number 10095 o liquor ban ang mga suspek.

Bantay-Ilaw, Ikinasa Sinigurado ng Nueva Vizcaya Electric Cooperative(Nuvelco) na nakabantay ang mga ito para sa pagsapit ng eleksiyon sa ika-9 ng Mayo. Ayon kay Engr.Samuel Galamay, nakataas ang red alert status para sa kooperatiba mula ika-6 hanggang 12 ng Mayo upang masiguro na may supply ng kuryente sa anumang panig ng probinsya bago, habang at pagkatapos ng halalan upang makaboto at mabilang ng maayos ang mga boto ng mga Novo Vizcayano. NGCP reports zero grid-related incidents during May 9 elections NGCP deactivated its 24-hour election monitoring center today, May 10, 2016, after early poll results. NGCP reports that it did not encounter any major system disturbance on election day. The Power Task Force Election (PTFE) 2016, headed by the Department of Energy (DOE), headquartered at NGCP’s Overall Command Center in Diliman, Quezon City and operated round the clock beginning 8 May 2016. The power system condition and restoration activities were monitored hourly, and reports from the Regional Command Centers were received and submitted to the DOE and other external agencies. Satellite Command Centers also operated round the clock in La Union, Benguet, Pangasinan, Isabela, Bataan, Pampanga, Bulacan, Laguna, Cavite, Quezon, Camarines Sur, Cebu, Leyte, Bacolod, Iloilo, Iligan, Zamboanga del Sur, Cagayan de Oro, Butuan, Davao, and General Santos. The corporation will resume its regular maintenance activities and expansion projects on May 17.

Namamparan, Diadi noong ika-9 ng Mayo. Kinilala ang mga biktima na sina Theresa hermoso, 36 anyos, Jeffrey Hermoso, apat na anyos at Jerry Hermoso, siyam na buwan na nakaranas ng pagkahilo at pagsusuka matapos makainom ng tubig mula sa kanilang water jug. Base sa imbestigasyon ng Solano PNP, nagkaroon ng hindi pagkakaunawaan ang suspek na si Pepito Galvez, 36 anyos at ng kanyang live-in partner na si Wendy Naghap. Dahil dito, umalis ang suspek at lasing na bumalik sa kanilang tahanan. Hinanap umano nito ang live-in partner sa tahanan ng mga magulang ng babae subalit hindi niya ito natagpuan. Dito na pinaghihinalaang ginawa ng suspek ang paglalagay ng lason sa inumin ng mga biktima na nagtungo lamang sa nasabing bahay upang makiinom bandang alas siyete ng gabi. Isinugod ang mga biktima sa hospital at nang tuntunin ang dahilan, nakita nila ang pakete na panlason sa daga na wala ng laman. Gayunpaman, walang solidong ebidensiya ang pulisya na ang suspek ang may kagagawan sa krimen kung kaya’t sinampahan na lamang ito ng paglabag sa liquor ban dahil positibo ito sa Alcoholic Breath test.

Walang inaasahang pagtaas ng matrikula ang mga magulang at mga estudyanteng papasok sa mga College at Universities sa buong rehiyon sa pagbubukas ng pasukan ayon sa Commission on Higher Education (CHED). Ayon kay Dr. Honorato Alzate, OIC-Regional Director ng CHED Region 02, pitong paaralan sa buong rehiyon ang humuhiling ng pagtaas ng matrikula na ngayon ay nasa central office ng CHED para sa karampatang pag-aaral kung kinakailangan ang pagtaas . “ Wala pang pagtaas sa ngayon. Although nakatanggap kami ng request pero nasa central office pa lang para sa pag-aaral

nito,” ani Alzate. Ngunit nilinaw ng opisyal na sa ngayon ay wala pang inaasahang pagtaas sa mga higher learning institutions sa pagbubukas ng klase sa Hunyo. Mananatili ang mga babayarin sa iba’t ibang colleges at universities sa rehiyon hanggat’ walang pahintulot galing sa pinakamataas na opisina ng CHED. Ayon pa rin kay Alzate, nakabukas ang opisina ng CHED para sa hiling na pagpapatas subalit maibibigay pa rin naman ito sa central office para sa pag-aaral kung kinakailangan ang pagtaas ng tuition.

The Court of Appeals recently reversed the decision made by the Civil Service Commission and favoured the petition filed by Governor Ruth Padilla to review the case of 214 respondents. On the 28-page decision of Associate Justice Renate Francisco, Associate Justice Danton Bueser, Associate Justice Apolinario Bruselas Jr., Chairman, of CA 14th Division, the appointments of all of the respondents are recalled and nullified. However, respondent employees whose appointments are invalidated herein but were holding permanent appointments to their former positions are directed to be reverted. It is stated in the decision that the 214 appointments made immediately preceding and after the elections, manifest the intention of then outgoing Governor Luisa Llorren Cuaresma to defeat the spirit placed in violation of the pertinent provisions of the Civil Service Law, Local Government Code and Omnibus Election Code, thus, subject appointments are null and void. The case can be traced on the executive order number 3 released by Gov. Padilla on July 1, 2013 after she won the post that year.The EO nullified the two sets of appointments made by her predecessor. The EO was Recalling, Withdrawing, and Revoking appointment issued by the previos administration in violation of the Local Government Code and the Civil Service Laws, Rules and Regulations. Section 80 of the local government code relative to the formation of personnel selection board, provides among others. It quoted CSC memorandum number 10 series of 2011 that all appointments issued

after the election up to June 3 by outgoing lective officials shall be disapproved unless the following requisites relartive to their issuance are met, the appointee has undergone the personnel section board (PSB) screening prior to the election ban. The Sangguniang Panlalawigan also approved a resolution unfunding all vacant positions including those filled up by virtue of appointments made from January 1,2013 – June 2013 due to the excessive and unilateral appointmets instituted on said time and frame, and the equivalent allocation of the same shall be reserved/ earmarked for supllemental appropriations to address the pressing needs of vital offices that cater but not limited to health services. This prompted the employees to file a case at the CSC Regional office where they got a favourable decision. Padilla files an appeal to the CSC Central Office but they affirmed the decision made by their regional office. This time, CA favoured Padilla’s group and reverted the decision made by CSC. Despite the sudden change of the decision on the case, employees are planning to elevate the case to the Supreme Court.

ELECTION 2016, PEACEFUL- PNP NV BAYOMBONG NUEVA VIZCAYA – Generally Peaceful ang National at Local Election 2016 dito sa lalawigan. Ito ang naging pahayag ni P/SSupt. Leumar Abugan OIC Provincial Director ng PNP Nueva Vizcaya sa panayam sa kaniya ng Radyo Veritas matapos ang isisinagawang halalan noong Mayo 9,2016. Ayon kay Abugan, walang insidente na nangyari habang idinadaos ang halalan. Umaabot sa walong daang kapulisan ang ikinalat sa buong lalawigan na nagbantay sa mga ibat-ibang prisinto at nagbigay seguridad sa mga polling places maging sa mga taong bomoto. Maliban aniya sa mga kapulisan na nagbigay seguridad sa halalan may mga kasapi ng 54th IB 7ID Philippine Army at 3rd Infantry Batallion 7ID Philippine Army na nakabase dito sa lalawigan. Kaugnay nito pinasalamatan ni PD Abugan ang hanay ng PNP at Phil. Army dahil sa kabuuan ay mapayapa ang idinaos na 2016 National and Local election dito sa lalawigan. Ayon sa pulisya, ito na ang pinakamapayapang pagdadaos ng halalan sa probinsia. Pinuri din ni Abugan ang kaniyang mga kapulisan na nagsakripisyo lalo na sa pagbabantay sa mga VCM na nasa ibat ibang polling precints bago ang pagdadaos ng halalan hanggang sa matapos ang election. Idinagdag pa niya

na bagamat may kakulangan sa pondo ang PNP nagawa pa rin ang kanilang kakayahan upang magbigay seguridad sa panahon ng halalan sa lalawigan. Hindi lamang sa pagbabantay sa mga VCM na nasa mga polling places maging ang mga lugar tulad ng Municipal Board of Canvassers sa ibat ibang bayan- bayan at hanggang sa natapos ang transmission at bilangan sa ibat ibang presinto hanggang sa MBOC at hanggang sa Provincial Board of Canvassers (PBOC) at hanggang sa natapos ang bilangan at proclamation sa mga nanalong kandidato. Ayon sa pulisya noon pa man mga nagdaang mga idinaos na halalan dito sa lalawigan ay very peaceful ang election kumpara ito sa mga karatig mga lalawigan na may mga nababaril at napapatay na mga pulitiko o kandidato. Pinasasalamatan din niya ang mga Novo Vizvayano na nakiisa sa panalangin upang hilingin sa Panginoon na maging mapayapa ang halalan. Maging ang Diocese of Bayombong sa pangunguna ni Most Rev. When the Rich Wants To Be Poor, Some Poor Feeling Rich

During election, it is an accepted fact that the rich love so-much to be identified with the poor. Every candidate put on their leaflets and campaign materials the story of how poor and simple they are. Some candidates coming from the scion of big time business and political clan even push themselves to act or do things that the poor are doing, to the extent of being kargador, padyak boy, beggar, etc. It was during election time that the poor are being cherished and loved so much by the rich. That even in the remotest village, rich politicians and their campaigners reaches the poor villagers and “happily shake hands, embrace or make beso-beso with them”. During election campaign, it is nice and lucky to be poor!On the other hand, it is during election wherein some poor became rich. Occasions like birthdays, weddings, reunions, drinking spree, etc are celebrated “engrande.” It was also an observation that on the eve of the last day of campaigning, food chains, department stores and market places are crowded. Know the reason why? Maybe because “money flies from the hands of the rich and benevolent politicians and land on the hands of the residents from the poor communities.” For the intention of knowing or finding who are Rich and Poor, may I share the article I’ve read and scanned about How rich is rich in the Philippines? Who are considered “rich” in the Philippines? For starters, you’re “rich” if you belong to the list of the Top 10 Richest Filipinos. However, even if your net worth does not run into billions of pesos yet, you may still be considered “rich” as per the definition of the National Statical Coordination Board (NSCB). Based on NSCB computations using the Family Income and Expenditure Surveys (FIES) and the Labor Force Survey (LFS), a family in the Philippines must earn at least PhP 2,393,126 a year or PhP 199,927 a month to be counted as part of the high-income class in 2010.Simply stated, your family should be

earning P200,000 a month or P2.4 million a year to be considered “rich” in the Philippines.

The Rich, the Poor and the Middle Class Rich people are

indeed a rarity, with rich families numbering only 20,000 or 0.1% of the total 17.4 million families in the country. The middle class, on the other hand, earns an average of P36,934 per month. The low income class earns an average of P9,061 per month.

The NSCB also identified three predictors that are consistently significant for the high income group. These are: household head working as corporate executives, managers, managing proprietors, supervisors, officials of government and special interest organizations; owns at least three air conditioning units; and owns at least three cars / vehicles This means, if the household head is a top executive or business owner or a politician, the family owns at least 3 cars, and their house has at least 3 aircon units, then that family is most probably rich.

Breakdown of Family Expenditures All families regardless of income spend more on food and rent/rental value of their house. Food expense of high income families, however, represent only 21% or one-fifth of total expenditures while for the low income families, this is 53.4%. This shows that the poor spend half of their hard-earned money on food. •For the high-income families,their top 3 expenditures are: Food – 21.1%, Housing and shelter – 16.6%, Transportation and communication – 12.5%, •Middle-class families sharethe same top expenditures, although their spending has a different percentage compared to the high-income families: Food – 34.8%, Housing and shelter – 13.9%, Transportation and communication – 9.8%, •Low-income families doprioritize spending on the basic essentials, such as food, housing, and utilities such as fuel, light and water: Food – 53.4%, Housing and shelter – 10.7%, Fuel, light and water – 7.7% Now that you have known who are rich and poor in the Philippines, Do you consider yourself as poor or rich. Drastic Change

Just a few hours after election on May 9, the Filipinos already knew their leaders for the next three or six years. Despite some technical glitches and controversies or protest they can do nothing but to accept the result unless they file their protest.

The result of election sometimes is predictable with all the trapos or traditional politicians dominating the posts. Their names in the history of politics had become an advantage to their political aspiration. But on this election, new names surged to winning posts. Five new names slashed some icons in the political arena. Even presumptive President Rodrigo Digong Duterte, a city mayor took a landslide vote and overthrew gigantic names to include Vice President Jejomar Binay and three senators-Miriam Defensor Santiago, Grace Poe and Mar Roxas. Binay and Poe were having their share of solid followers and were soaring on surveys. Issues hound each candidate as they strive to lift their own image and break the image of their opponents. Millions were spent on public relations to build their image with the best of their personality, but failed to sell this time.But here comes a frank, to the point of rude, politician from Davao, promising to do things for a change. The eradication of drug problem in three to six months was one of the most admired plan although seemingly impossible promise made by presumptive president Digong. His harsh stand against heinous crime criminals was applauded. His bluntness was preferred over the smooth talks or refined words of other politicians. Even his cursing was taken easily into stride while it would be a bomb to his opponents. His honesty about his wives, his cruel punishment to violators of laws were admitted and even commended. His wit and sense of humor also generate laughter. And he won the presidential race. Gathering from this occurrence, Filipinos seem to be thirsty for a change, for the relieve and improvement of the society that they heard from Digong. The sweet promises of his opponents went awry. Maybe this is the election period when Filipinos got tired of the usual platforms and would prefer a drastic change, even of the leaders they choose. The people have become thirsty of security, prosperity and overall improvement that they only heard from a newcomer on the national position such as Digong. He is not excused from controversial issues such as his alleged hidden wealth at BPI, his joke about a rape victim among others. He was also lambasted for these and other issues. But his flaws, even his cursing and brutality issues were ignored over the fact that he could give a solution to one of the most common problems even to smallest community. Now all eyes are into Davao’s political pride, hoping to duplicate his best practices from a small city to the 7100 islands of the Philippines. More than 15 million people were able to relate to Digong’s vision of change, entrusting their votes to him and lead them for the next six years.

Tuwing panahon ng halalan sa bansa lagi na lamang problema ang mga nawawalang pangalan ng mga tao sa listahan o master list ng Commission on Elections o COMELEC. Hindi ba’t malayo pa lamang ang halalan ay nagsagawa ng general registration ang COMELEC at mahabang panahon ang ibinigay sa mga tao upang makapagrehistro? Ayon sa COMELEC may mga nakapagparehistro subalit hindi sila nakapag-biometric. Bago pa man ang halalan sinabi ng Commelec na malinis na umano ang kanilang listahan. Subalit ang nakapagtataka libu-libo pa rin ang mga nawawalang pangalan sa masterlist? Ayon pa sa COMELEC kung dalawang election period daw ang nakalipas at hindi ka naboto automatic daw na matatanggal ang pangalan mo sa listahan ng Commelec. Totoo kaya na nalinisan na ang listahan ng Commlec ano sa palagay

niyo mga tsong at mga tsang? Maniwala ba kayo na malinis na ang kanilang listahan? Para sa akin hindi totoo na nalinisan na ang listahanng COMELEC. Nito lamang katatapos na halalan, daan –daan kundi man libu-libo pa ang mga pangalan

ng mga tao na nawawala at hindi nakaboto sa ating bansa. Isang halimbawa na lamang dito sa lalawigan ng Nueva Vizcaya ang total number of registered voters at umaabot ng 246,540 subalit ant total number of voters actually voted ay 201,905 lamang nangngahulugan na may 44,635 voters ang hindi nakaboto. Ano ba ang malaking rason kung bakit hindi nakaboto ang bilang na ito? Kung minsan may pagkukulang din ang mga tao dahil hindi nila sinunod ang payo na NO BIO- NO BOTO ibig sabihin pag hindi nakabiometric hindi makakaboto. At ang ilang sa mga pangalan ng mga voters ay nalipat sa ibang presinto dahil na-cluster nga dahil sa Bilang ng vote counting machine (VCM) at siguro tinamad silang maghanap ng kanilang pangalan sa ibang presinto kung kayat hindi na sila nakaboto. Pero ito ang titingnan natin mga kaibigan, bakit

National Nutrition Council together with members of Cagayan Valley Nutrition Action Officer and District/ City Nutrition Program Coordinator Federation conducted their first semester meeting last March 8 in Department of Agriculture Cagayan Valley Research Center, San Felipe, City of Ilagan, Isabela. Dr. Rosarita Mariano, President of CVNAO and PNAO of Isabela, warmly welcomed the participants as the host province for the said meeting. Meanwhile, Ms. Rhodora G. Maestre stressed in her opening remarks her appreciation for the members of both federations. She also said that their willingness and commitment to the federation should continue for the next years in order to attain their objectives and plans. After the opening preliminaries, both of the groups proceeded to their respective areas to conduct their meeting proper. CVNAO was presided by President Mariano while DCNPC was presided by President Cabrera. The following agenda were discussed in the said back to back meetings, NAOs and DCNPCs Plan for 2016, Updates about status of Funds, and update on Constitution and By-laws. Ms. Rhodora G. Maestre, Nutrition Program Coordinator, gave a nutrition update for the participants. She discussed about the first 1000 days in a child’s life, Pinggang Pinoy and other nutrition related topic. The meeting ended at 5 in the afternoon with the discussion and plans made the agency is hoping and looking forward for a fruitful 2016.

Regional Bantay ASIN Task Force (RBATF) Region 02 halted and sent back to origin a total 0f 69, 111Kgs of inadequately iodized Salt in 2015 and 25, 000 Kgs in first quarter of 2016 through its strengthened Bantay Asin Checkpoint situated in Sta. Fe, Nueva Vizcaya. According to Mr. Orlando Pichay, Head of Sta. Fe Bantay Asin Checkpoint, most of the shipments came from Pangasinan area, which is known for their massive salt production. However, noticeably the largest violator in 2015, 15,000 kgs in November, was from Arvin International Marketing Incorporation. Moreover, the 25, 000kgs reported in 2016 was also from Arvin International Marketing Incorporation, hence, the RBATF R-02 through Department of Health-Food and Drug Administration Region 02 (DOH-FDA R-02) will conduct a salt visitation in the said corporation to review and monitor their salt production and salt iodization processes. Salt iodization program is one of the major programs of National Nutrition Council Region O2 to lessen cases of iodine deficiency disorder in the country. In an interview, Ms. Rhodora G. Maestre, Regional Nutrition Program Coordinator, emphasized that NNC R-02 through the RBATF R-02 will continue to assure the people of Cagayan Valley that only adequately iodized salt will enter the region. Further, she encourages people to patronize only iodized salt with 30-70ppm due to the beneficial effects of adequately iodized salt. She added that the organization is currently drafting resolutions and memorandum of agreement with the bus liners to subject their buses for inspection when they have passengers who carry salt. This will further ensure that only adequately iodized salt will enter the region. Lastly, RBATF R-02 will continue its strict implementation of RA 8172 or ASIN Law and will strive to find solutions and alternatives in order to eliminate the presence of inadequately iodized salt in the region.

Ang pinakagrabe mga kaibigan noong natapos na ang botohan ganap na ika-5 ng hapon, hirap na hirap makag-transmit ang election return sa Municipal Board of Canvassers (MBOC) hanggang sa pagtransmit sa Provincial Board of Canvassers (PBOC) dahil sa sobrang mahina ang signal mula sa ibat ibang polling precints. Ito pa, noong magsisimula ng tumanggap sana ng election return mula sa mga MBOC ay hindi makatanggap ng election return ang PBOC dahil hindi mabuksan ang SD CARD.

Kailan pa kaya maayos ang kanilang serbisyo? Mantakin niyo, walang ibinigay na contingency na SD Card sa lalawigan bakit hindi ba ito naforsee ng kumpaniya? Napakahaba ng panahon ang ibinigay sa Smartmatic pero palpak pa rin ang kanilang serbisyo. Sana sa susunod na mga idadaos na election ay hindi na mangyari ang naranasang aberiya at palpak sa panig ng Smartmatic. Considering na malaki ang halagang nailaan dito tapos ay palpak pala. Dapat sinuri muna nila ang mga VCM na ginamit bago ito ginamit sa halalan. Considering din na nasstock sa kanilang warehouse, dapat nasigurado na dekalidad ang mga VCM na gagamitin sa halalan sa ating bansa.#

Our society is severely suffering from discipline problem from simple to the most complex situation of our lives. I am not certain why we are into such situation except the fact that this maybe rooted in our cultural background. The modernization of the world has taken tool on our life as a citizen. The inactive role of parents on the life of their children has affected societal discipline. Because discipline has to sides, the active and the passive side of it. The active side of discipline demonstrate that parents or elders are actively imposing either corporal punishment or pro active counselling for children to avoid undesirable activities that will put family’s name into shame or simply behave the way a person should at all circumstances. The other side of the story is the passive discipline. Anything

that is not said, rebuked or outrightly said to be wrong are presumed to be correct and acceptable. So when parents do not stop their kids bullying their fellow kid, then the child will think it is alright to do so. When

parents consent to an illegal activities of kids at a young age, then the children will presume that it is correct to do such thing. For example when a child enters a no trespassing property just to get guava, banana or anything that is of importance to their age and no adult barred him/her to transgress private property then it becomes accepted specially when the place is uninhabited. The minor will think that entering an uninhabited place and get anything becomes an accepted thing and he/she is not liable to any offense. Problems of discipline may arise in a lot of circumstances. A child riding on a bus hurled the corn hull on the street after consuming the boiled corn, sometimes parents instruct their children to do so or parents themselves throw the thrash on the street. A child mindlessly

drop on the street candy wrapper after eating the candy. A student cramming up for the final examination because he lack the skill of managing time efficiently. An employee who comes to work late most of the time and never receive a memo will keep on doing the same thing over and over again. In a classroom situation, when a student is noisy we often say he/she lacks discipline. A tricycle driver will suddenly stop in a less populated area in order to urinate against a wall or on a vacant lot instead of going to a restroom. A taxi cab driver will stop anywhere to pick up passengers or overspeed on the street in order to get passenger ahead of the other taxi drivers. A parlor attendant smoking in the presence of many other clients. Is this not a gross disrespect to others inside the business establishments? Or an ordinary citizen, after sweeping leaves on the lawn area, drop all the leaves and other litter on the flowing river and have it washed away. Worst some would burn their litters and mindlessly violate RA 9003.We are patron of compadre system. It is whom you know and not what you know when we talk about applying for work. In queeing up to

pay at a grocery counter some would do the shortcut method and do the “pasuyo o pasingit” .This is similar to enrolment period in school. These and many more are litany of discipline problem and manifestations of our societal problems. What then is/are the solutions to our discipline problem? We do self-introspection. Analyze what have we contributed to the society and probably we will realize that we fall short of the expectations of our generation. Self-discipline is what we need and not the discipline as per dictates of our political oligarchs. Discipline that emanates from within guided by our conscience. Doing good because it is good and morally right and not the discipline that is imposed upon people something that is not acceptable among them. I am certain that as a people we have that innate goodness in us that is dormant. We need a good stimulus to awaken the consciousness of our people to be more critical and impose a self discipline that is anchored on the belief that if we have self-discipline this country will progress especially when we have good leaders.#

Leumar Abugan ang Oplan Baklas operation ng mga election paraphernalias na ginamit ng mga kandidato noong panahon ng pangangampaniya sa mga ibat-ibang bayan-bayan dito sa lalawigan noong nakaraang halalan. Kasama ni PD Abugan sina PS Efren Geraban Deputy for Operation ng Nueva Vizcaya Police Provincial Office (NVPPO), PSupt James Nalliw, Chief ng Investigation Section at PCI Norly Gamal na siya namang naatasan na mamuno sa Provincial Election Monitoring Action Center (PEMAC). Nagsagawa ng Oplan baklas operation noong May 14, 2016 sa mga bayan ng Bayombong, Solano, Bagabag, at iba pang bayan dito sa lalawigan sa pamamagitan ng mga Hepe ng pulisya at mga kapulisan dito sa lalawigan. Nagkalat ang mga election paraphernallia sa mga daan, mga poste ng kuryente, puno ng kahoy, pader, maging sa mga bakod, harapan ng mga bahay-bahay at waiting shed. Ang mga binaklas na paraphernallias ay itinapon na sa basurahan. Ayon pa kay Abugan medyo nahirapan silang nagbaklas sa mga paraphernallias dahil ang ilan sa mga ito ay ibinitin sa matataas na puno ng kahoy, poste ng kuryente at maging sa mga establishimento. Winning Ifugao provincial candidates proclaimed

Comelec, PNP report peaceful, fast and successful election in Cordillera

LAGAWE, Ifugao, May 12 (PIA)- - The Provincial Candidates of this province for Congressman, Governor, Vice Governor, Vice Governor and Board Members who won during the May 9, 2016 election were proclaimed after the Provincial Canvassing of election returns were completed late afternoon of May 11. The proclamation of the winning provincial candidates was delayed because the canvassing experienced some technical problems wherein some SD cards cannot be opened but ultimately was solved and the counting of the election returns finished. Proclaimed as Congressman is incumbent Ifugao Representative Teddy Baguilat Jr. who will serve his last term as representative of the province while incumbent Vice Governor Pedro Mayam-o won as governor unseating incumbent Governor Denis Habawel.

Also proclaimed as vice governor is incumbent Board Member Jordan Gullitiw who is finishing his last term on June 30. For District 1 Board Member are Robert Mangyao, Victor Bunnol Jr., Geronimo Bimohya and Robert Humiwat while for District 2 are Noli Maguiwe, Frederick Dulnuan Jr., Rufino Bongtiwon and Federico Juguiad Jr. Except for Humiwat and Bongtiwon, the other six winners are incumbent SP members. Earlier last May 10, all the winning municipal candidates from the eleven municipalities of the province were already proclaimed. The newly elected officials will take their oath on June 30,and assume their posts beginning July 1, 2016 to continue the governance of the province in the next three years. BAGUIO CITY, May 12 (PIA) - - Peaceful and orderly, fast, accurate , and successful political exercise, is how the Commission on Elections(Comelec) and the Philippine National Police(PNP) describe Monday’s(May 9) national and local elections in the Cordillera Administrative Region. During the kapihan forum on Thursday at the PIA grounds here, Comelec Regional director Ederlino Tabilas reported that election was successfully conducted in all the polling precincts in the six provinces and in this city. By May 11, all the provinces and Baguio City have already transmitted their election results to the National Board of Canvassers. Police Regional Office – Cordillera Regional Director Ulysses Abellera, in the same forum, reported that aside from the

isolated incidents in Abra and Kalinga which were promptly responded to, the conduct of election in the region was generally peaceful. Abellera bared that aside from a shooting incident in barangay Pang-ot, Lagayen, Abra between supporters of opposing parties morning of election day, they found no tension or incident in the polling precincts in the province when they made their rounds. Abra has been put under Comelec control just days before the election.The police officer noted that politicians in Abra have reached political maturity with candidates abiding with the Comelec rulings and they complied with the peace covenant they signed. Manuel Mamba of the Liberal Party as the winner of the gubernatorial race here. Mamba won against rivals Atty. Cristina Antonio, daughter of incumbent governor Alvaro Antonio, and incumbent vice governor Odi Fausto. Detainees of NV Cast Votes Even behind bars, detainees were able to exercise their right to vote in the two detention facilities of Nueva Vizcaya last May 9. The Commission on Election(COMELEC) and management of Bureau of Jail Management and Penology(BJMP) located in Solano and Provincial Jail inside the provincial capitol conducted the election peaceful where detainees were able to vote for their president down to their partylist representative. In the provincial jail, a total of 61 detainees were able to cast their votes while 127 detainees were allowed to vote at BJMP. BJMP Warden Lawrence Rosales said there were more detainees who

registered to vote but were released or bailed out of jail before the election day. One of the released detainees returned to jail to vote at BJMP while three detainees released from provincial jail tried to vote inside but refused when they learned that they cannot vote for the local posts. “They may try to vote to the precint where they are registered outside but if they have problem outside, they may return and vote inside the jail,” Jail Warden Pacion said. Their ballots were then taken to the precints for the electronic counting after the closing hour. But both facilities were able to finish their election period way before five o’clock period since all voters were all within the detention facilities.
