Rules and Regulations

All the rules and regulations documented in this document are in addition to the existing

cricketing rules.

Section I: Team Owning Processes 1. Owners would be selected through a bidding process.

2. Bidding date and time would be announced and it will be a 1 day event.

3. All SPL members apart from committee members should participate in the

bidding.

4. Minimum amount for bidding is $50.

5. Top 5 bidders would be selected as team owners.

6. If there is a tie for getting into the top 5 spots because of equal bidding

amount by members, then a lucky draw will be conducted by the

committee to select the winners.

7. To encourage all members to participate in the bidding process, the

committee has followed the below Special enthusiastic rule:

Important: If you do not bid, default $50 will be

considered. Also, if the difference is more than $50, only

$50 will be considered.

Bottom line: The more you bid closer to the last winning

owner’s bidding amount the lesser you contribute.

8. The team owners should publish their team names and their

team logos to the Committee. Please note that there are

certain size (pixel, height & width) restrictions for Team Logos. Please

connect with committee for details.

9. Team orders for match fixtures would be based on the highest bid.

Section II: Membership Policy

Existing members Club

1. The Members who were part of earlier SPL / FSC and enrolled for this year.

Privileged Members Club

1. The members who have played at least one previous season and cannot

enroll before the deadline due to the reasons like out of state or country or

any unavoidable circumstances, are eligible to enroll any time during the

tournament with full membership fee and minimum bid amount.

2. The member available for a short term will be considered for matches like

any other existing member, however with a fee determined by the

committee as and when it happens.

Section III: General Rules

1. Pitch length: 20 yards (1828 cms). Refer below sketch for Pitch/Batting &

Bowling crease Measurements.

2. Players' rest area/pavilion should be outside playing area.

3. New ball shall be used at the start of each innings, if lost in trees or

damaged, same kind of an old ball would be used. The match umpires

would select the ball with the consensus of the playing team captains.

Under any circumstances, ball change request can be placed with umpires

and committee request the umpires to consult with captains before taking

the final decision. No players other than the captains should be involved in

the decision of picking the ball. The bowlers or the batsmen cannot involve

in selecting the old ball from the given kit.

4. At any given time there can be only a maximum of 11 players in the field

from the bowling side.

5. If ball falls down by hitting tree instead of forward progress and player

catches it below, it’s NOT OUT as no tree catches are allowed.

6. For both bowled and run outs, bails should be dislodged from the stumps.

7. During a run out, if the bail(s) are already dislodged, one of the stumps

should be lifted off the ground with or without base.

8. At any point, batsman should save his crease not to be run out (before ball

is dead). If the ball is wide and if still the batsman is outside the crease, it will

be treated as stumping and a wicket to the bowler.

9. If the batsman is unable to complete his run due to any obstacle, it will be

treated as run out provided the umpire feels that the obstacle is

unintended.

10. Any Batsman who retires due to reasons like injury etc. can come back at

any point of time (as per international rule). But when a batsman retires

voluntarily, he will be allowed to play only at the end of the innings.

11. Only when batsman cannot run due to injury, bi-runner would be allowed

with consensus from opposition captain.

12. No Leg byes or Byes are allowed.

13. No extra runs for any no ball, dead ball and first 3 wide balls. After 3 wide’s

had been bowled in a single over, every other wide ball in the over will have

an extra run added in the batting team’s score.

14. Boundaries, G2’s and Circle for fielding restrictions would be decided

based on ground.

15. Players should disclose their availability for the match no later than

Thursday 10 AM. If that is a long weekend and if a game is scheduled,

Player’s availability should be disclosed before Wednesday 5 PM.

16. Owners should announce their teams with a captain no later than Friday

10 AM. The team owners should also announce min. of 6 member elite

panels of umpires and 3 member elite panels of scorers from each team for

the match. The umpire and scorer selection should be done by

the opponent team owner (vice- versa) on consensus.

17. On time starting of the match is going to be strictly enforced and

encouraged. The match should be started by 7:00 AM with at least 9

members on each side. Players who come to the ground after 7:15 AM

would not be considered for the fair play priority in the next match. This will

be recorded by the committee.

18. Guest Players

a. Guest players will be included only when less than 30 SPL members

available for the week. This will be notified on Friday after 10 AM.

b. Guest players are allowed for a week, however max cap of 32 players

will be fixed. Guest players would be selected on “first come, first serve”

basis. The max cap can be changed by the committee based on the

players interested for the games.

c. Availability of the Guest Players needs to be informed as stated in

point15.

d. Guest players are allowed to play 1 week without any fee. But if they

wish to continue, a weekly fee of $5 would be collected. The SPL

Member who refers the guest player would be responsible for collection

of the Fees.

19. Ground Support: A group of 5 members will be announced as ground

support for every week. This group will be responsible for ground setup

before beginning of the session 1, but during and after the play, it’s

everybody’s responsibility to setup and clearing the field.

Section IV: Tournament Format

Round Robin (League matches) – 32 Overs Match (Split Innings - 16 Overs per innings)

1. There will be 1 group with 5 teams.

2. The league matches round will be played in Round-Robin Fashion within the

group i.e. each team will play against rest of the teams once (i.e. 4 matches

per team).

3. Only one league match would be played every week.

4. For each match, winner gets 6 points, Loser gets none (0) and in case of a tie,

3 points each.

5. In addition to normal point secured, a team has chance to earn more points

in below cases:

a. Lead in 1st innings (L1): 2 Points

If a team has a lead over the opponent team in 1st innings, they will be

awarded with 2 points.

b. Tie in 1st innings (T1): 1 Point

If teams have the same score at the end of 1st innings, both the teams will

be awarded with 1 point each.

c. Fair Play Bonus Point (FPBP): 2 Points

If a team follows all mandatory rules (i.e. Fair Play, Bowler Usage and

Fielding Rotation) then it will earn them 2 bonus points. Please refer

respective rules for more details. In a scenario when match gets over before

any of the above rules partially or fully followed, the team will still get 2

bonus points.

d. Winning Bonus Point (WBP): 2 Points

If the chasing team achieves the target within 1/4th of the total overs left

or if the defending team restricts the chasing team within 3/4th of the target

set by the defending team, then the bonus points is given. Note: In case a

team hands over innings defeat, then they will be awarded with the bonus

points.

e. Punctual Team (PT): 1 Point

It is the responsibility of the captains to complete the innings within the

stipulated time (1hour per innings of 16 overs). The team which completes

the innings in time would be awarded one point each for every innings

played.

6. At the end of the league round, top 4 Teams will advance to play Qualifier

rounds and the following criteria will be used in the order below:

a) Number of points secured by the Teams

b) Maximum Bonus Points earned

c) NRR - Net Run Rate = (Total Runs scored/Total Overs faced) aggregated

from both the innings – (Total Runs conceded/Total Overs bowled)

aggregated from both the inning (Note: If a team bowled out before

finishing the allotted overs, total overs faced would be total allotted overs

in NRR calculation)

d) Tie Breaker (Refer Super Over)

Qualifier Rounds, Semi-final & Final – 40 Overs Match (Split Innings - 20 Overs

per innings)

1) Top 4 teams from League Matches will make it to Qualifier Rounds.

2) Top 4 teams will be designated as Table Topper 1, Table Topper 2, Table Topper

3 and Table Topper 4.

3) Table Topper 1 will play against Table Topper 2 [Qualifier-1] and Table Topper

3 will play against Table Topper 4[Qualifier-2].

4) Winner of Qualifier-1 will directly move to FINALS [Finalist-1]. Loser of Qualifier-

1 will still get a chance to play the Semi-final game.

5) Winner of Qualifier-2 will move to Semi-final

6) The teams entering the Semi-final will not carry any points from League

matches.

7) Loser of Qualifier-1 and Winner of Qualifier-2 will play the Semi-final to secure

a place in Final [Finalist-2]

8) Finalist-1 and Finalist-2 will clash for the championship (FINALS).

Note: In case of a tie in Qualifiers, Team that had

more points & higher NRR (up to 3 decimals) from

the League matches will be decided as winner.

Note: In case of a tie in Semi/Finals, Team that has

followed all mandatory rules (i.e. Fair Play, Bowler

Usage and Fielding Rotation) in that match would

be announced as winner. If both the teams have

followed or have not followed all mandatory rules,

then Super Over will be conducted between the

teams to decide the winner.

Section V: Game Rules

1. All players are required to assemble at the ground no later than 6:45 A.M EST.

2. Scheduled start time for ALL Matches is 7:00 AM EST unless changed by SPL

committee

3. If both the team does not have min of 9 players available, the match would

be called off.

4. If one team has more than 9 players and another team does not have

minimum strength and the total number of players consists of 2 teams are 18

or more, owners should select a new team on field to commence the game.

In a scenario like this, the team owner who had the most number of players

shown up for the game will be automatically entitled to pick the 1st player

instead of using the toss method.

5. If one team has less number of player presence than other team (assume both

team has minimum Requirement of 9 players) no additional privileges would

be provided (like player swapping\last man batting\additional over’s for

bowlers etc.).

6. If member(s) not selected for any team due to their unavailability, but still

managed to turn in for a match, cannot be considered for play for that week.

But committee can decide otherwise provided a consensus is reached

between the two team owners/captains.

7. Innings Break: (if any match starts late, then in match proceedings, break time

would be reduced accordingly)

a) There will be a 5 minutes turnaround time between innings.

b) There will be a 15 minutes turnaround time between sessions.

c) All the players should be available and ready to take the field as soon as

possible.

8. Dead ball: No runs and no out will be given.

a) 2 or more bounce before the batting crease will be called as dead ball.

Umpires will take a call on this in case of any dispute.

b) In case of ball rolled in ground, no matter where it pitches, it will be a dead

ball.

9. Wide Ball:

a) Cones would be placed to measure a wide ball.

b) Anything over or outside the cone would be called as a wide

in offside and down the leg side is always a wide.

c) Maximum of 3 wide would be allowed per over. One run would be

awarded for every extra wide after the third wide (i.e., each wide starting

from the fourth one].

10. No Ball:

a) Full toss above the hip is no ball, If not hit.

b) One bounce above shoulder height is a no ball provided batsman is on or

behind crease line and does not hit the ball.

c) Bowler’s complete step outside crease: If the bowler's front foot step is

completely outside the crease or if the bowler's front foot goes completely

outside the side line: There will be 1 warning per over. Even for the 1st over

step no ball, the warning is given only when the back foot stays within the

crease while delivering the ball else the ball would be deemed a “no ball”.

Any other ball in same over as mentioned above, is deemed as a “no ball”.

d) When a “no ball” called;

I. Ball would not be counted.

II. Runs scored would be counted.

III. Only run-out is valid.

e) Free Hit: The next valid ball bowled after no-ball will be a free hit and when

it’s called;

I. Ball would be counted.

II. Runs scored would be counted.

III. Only run-out is valid.

Note: Free Hit only applicable for overstepping no

ball.

11. Fielding restrictions: Any point of time only 5 fielders should be outside the circle

excluding the power play sessions.

Note: Only umpires have the power to make the

decision on the Dead ball/wide/No ball and

intervention of any members on the ground will not

be entertained. Also, it’s Umpires responsibility to

ensure it.

12. Match Reschedule:

a) If more than 2 matches rescheduled due to any reason in the League

Matches, committee will discuss with the owners and decide on the match

reschedule.

b) A reserve day will be in place for Semifinals and Finals. In fact, if any league

matches cannot be played due to weather / any unforeseen reasons, the

next day(Sunday) will be considered as Game day provided the team

owners get the players concurrence ELSE it will be re-scheduled by

committee in the coming weeks (as appropriate).

Section VI: Special Rules

Power Play

a) Power play session cannot be split; it should be used at a stretch.

b) Only 2 players from the fielding side should be outside the circle (circle

markings will be done based on the ground).

c) Batting team and Bowling team Power Plays cannot overlap.

Fair Play Team Selection:

a. Fair play players should be selected first before picking main players. The toss

winning owner has the option to start picking from fair play players, or give the

opponent owner to start picking from fair play list players and continue one

shot till the entire team being finalized.

b. If owner is not available to pick the team, then committee will pick an owner

from the available players using lottery. If any person chosen to be an owner

using lottery, cannot back out from selecting the team. The

committee members and opposite owner cannot be the part of

lottery.

c. Committee will review every completed week match to identify the members

who didn’t get opportunity or got the least opportunity of any sort.

d. Identified players (6 members per match) will be notified to the team owners

playing next week before picking their teams.

e. During the team selection process, both the owners MUST pick the 6 players

identified and notified to them by the committee. Care should be taken by

the owners that both the team has equal number of fair play players in their

team (3 per team).

f. Team owners/captain should make sure that the notified 6 players should bat

in one of the 2 innings.

g. Out of 3 FP players for a team, two FP players should bat before 5th down in

the 1st innings and one should be batting right after the 1st wicket falls in 2nd

innings. Exception is that if all the 3 Fair Play players get an opportunity in 1st

innings, then there is no FP rule for 2nd innings for a team.

h. In case very few batsman/bowlers got opportunity or match ended soon, the

members who did not get their chance will automatically be considered for

the next FP priority based on the formula.

i. Owner/Captain should not use the VETO power on the fair-play players due to

open the innings. Captain has been provided with the freedom of using the

VETO power on the remaining fair-play player but he would lose the fair-play

bonus point for that match

Batting:

1. There is no restriction in the no. players that can bat in an innings

2. 1st Innings:

a) The batting innings is deemed to be over when all the players of the

team get out within the innings.

b) Players who did not get to bat in 1st innings will be carried over to the

2nd innings.

c) Also, Players who got to bat after 16 overs (in a 20 overs innings) remain

not-out will be carried over to continue in the beginning of the 2nd

innings.

Players who got to bat after 12 overs (in a 16 overs innings) remain not-

out will be carried over to continue in the beginning of the 2nd innings

d) Note: If the Players got to bat after 16 overs (in a 20 overs innings) OR

after 12 overs (in a 16 overs innings) and gets out, then the opportunity

will not be considered as a batting innings while applying Fair Play

formula.

3. 2nd Innings:

a) The batting innings is deemed to be over when all the players of the

team get out within the innings.

b) Note 1: In case the players carried over from 1st innings do not get their

opportunity even in the 2nd innings and the match gets over, then they

will be considered in the Fair Play order for the subsequent weeks by

virtue of the FP formula.

c) Note: If the Players got to bat after 16 overs (in a 20 overs innings) OR

after 12 overs (in a 16 overs innings) and gets out, then the opportunity

will not be considered as a batting innings while applying Fair Play

formula.

4. The captain can plan the 2nd innings batting for the players, who had

batted in 1st innings, in any order after the first opportunity is provided to all

players for the day i.e. all the carried over 1st innings players have batted

in 2nd innings.

5. A player can bat only once in an innings i.e. if a carried over 1st innings

player get out in 2nd innings, then he cannot bat again in the 2nd innings.

CARRY OVER OF "NOT-OUT" 1ST INNINGS BATSMEN

1. If the Players got to bat after "x" no. of overs get completed and remain

not-out, then the players will be carried over to 2nd innings.

Fielding:

1. Fielding rotation is applicable only when there are more than 11 players in the

Bowling Team.

2. A Fielding Rotation Interruption will be called by the Umpires and Scorers as

per below table, irrespective of Power Play if any, in progress.

3. No player can rest outside the field for more than one Fielding Rotation

Interruption unless until all the player in the team took their turns.

Owners/captain should ensure that the players who have not rested yet for

the innings should be considered first before cycling back to the players who

have already rested for the innings.

4. Once all the players have rested at least once for the innings, then the captain

can rest any players of his choice but still the players should not be rested

continually as stated in point 3.

5. A special section will be available in the score sheet to track this.

6. Fielding rotation per innings

Bowling:

Bowling restrictions:

20 overs Innings / 16 overs innings: 6 Overs is the max for each bowler across 2

Innings wherein a bowler can bowl only 3 Overs in an innings.

Captain/Owner should use number of bowlers as mentioned in the below

table. The opponent team captain/owner will be responsible to verify this

bowler usage after 15 Overs bowled (in a 20 overs innings) and after 11 overs

bowled (in a 16 overs innings).

Legal Bowling Action

1. Along with the motto of having fun, we do thrive to maintain the

cricketing sense/sportsmanship.

2. In case the owners are unhappy with someone's bowling action, he can lodge

a formal complaint to the committee after the match is over via mail.

3. On receipt of the 1st complaint, Committee will review and talk to the

respective bowler(s) and request to change his/their action(s).

4. On receipt of the 2nd complaint from a different match, Committee will give

the 1st warning to the respective bowler(s).

5. In case further complaints are received on different matches, then the

committee will bar the bowler(s) from further bowling opportunities for the

season.

6. It is important that No complaints are lodged by the owners on the field either

to the umpires or to the committee. This is to ensure that the community

harmony is intact, which is our priority.

7. Complainant will be kept anonymous.

Section VII: References

Split Innings [Round Robin – League Matches]

1. Each team will be playing a 32 over match spanned across two innings i.e. 1st

Innings of 16 overs and 2nd Innings of 16 overs.

2. If the cumulative runs (1st innings + 2nd innings) of the first team is less than the

runs scored by the second team in first innings, then the second team will win

the match without playing the second innings.

3. If the cumulative runs (1st innings + 2nd innings) of the first team is more than

the runs scored by the second team in first innings, then the second team will

be playing the second 16 overs to achieve the target.

Split Innings [Qualifier-1 & Qualifier-2, Semifinal & Final]

1. Each team will be playing a 40 over match spanned across two innings i.e. 1st

Innings of 20 overs and 2nd Innings of 20 overs.

2. If the cumulative runs (1st innings + 2nd innings) of the first team is less than the

runs scored by the second team in first innings, then the second team will win

the match without playing the second innings.

3. If the cumulative runs (1st innings + 2nd innings) of the first team is more than

the runs scored by the second team in first innings, then the second team will

be playing the second 20 overs to achieve the target.

Super Over

After League Matches, in case more than 4 teams are tied up for the top 4 spots

after applying the Fair play points and NRR, then Super Over method would be

used to decide the team that goes to the next round. The scheduling of these

matches will be decided by organizing committee on any of the reserve day.

Owners will be selecting the team as usual.

Rules:

A. One over match will be played to determine the winner.

B. Bowling team should use 6 bowlers to bowl 6 legal balls (1 ball each).

C. Batting team should use 6 batsmen to bat 1 legal ball each.

D. Team owners should provide the list of 6 bowler/batsman along with their

order in which they will be bowling/batting respectively to the umpires

before the start of the super over match.

E. Runs Scored / wickets taken in the super over will not be recorded.

F. All other aspects will be same as regular play.

G. In case of a tie in the super over, a new “Super Over” will be played. This

will be repeated until we get a winner.

Section VIII: Rain/Washouts/Bad Weather/Bad Light/Bad Pitch/Fusion

Events

1. Games not played or abandoned at the scheduled date/time due to the

above reasons, will be rescheduled towards the end of the Round. For the

rescheduled matches, after consulting with the captains the committee would

decide whether the match should be re-scheduled depending upon a

number of factors. If it’s not possible to reschedule the game then the game

will be considered a tie and each team would get 2 points and this is

applicable only for League Matches. The final decision about

rescheduling would be taken by the Committee.

2. If it has rained the previous night or is raining, a decision would be made after

pitch inspection by the committee and playing captains. If the captains deem

play is possible, match can be commenced.

3. Whatever happens, the final decision, after consultation with the playing

owners, will be made by the committee.

Section IX: Captains and their Responsibilities

1. One player from each team will act as Captain for the duration of the

match. Only captains are responsible of match proceedings.

2. They should be conversant and proficient with the laws of cricket and rules

of SPL 2017 (This document).

3. They should respect the umpire's opinions and decisions.

4. They will keep time all breaks, and notify the players as to when to resume.

Note: Committee members have unanimously

decided to announce that none of the committee

member(s) will accept the honor from any of the

team owner to CAPTAIN a side during this SPL 2017

cricketing season.

Section X: Umpires and Umpiring Duties

1. They will remain impartial at all times on the field.

2. They are the Final Authority during the game and their decisions are final.

However both the MAIN umpire and LEG umpire are requested and

6. Umpires should make sure the crease markings are clearly visible before the

ball bowled.

Section XI: Scorer Responsibilities

1. Clear guidelines will be provided by the committee before the beginning of

the match.

2. The scorers are requested to follow the guidelines strictly.

3. Scorer is responsible for maintaining on-field scoreboard with the help of any

of his team member.

Section XII: Code of Conduct / Discipline

1. As far as the SPL code of conduct is concerned; the members are here to have

fun and to sigh a bit of relief during the weekends. So we expect to see a sense

of camaraderie and sportsmanship.

2. Members are requested to act with respect for others and not engage in bad

language, offensive remarks and/or other behavior.

3. We encourage the participating teams to play in line with the laws and spirit

of the game.

4. It’s the duty of the captains to maintain discipline and decorum on the field.

5. Members are requested to wear black track pants during the matches to

maintain uniformity.

Section XIII: Scoring and Highlights for Website

1. The batting team should take the responsibility of maintaining the scoring sheet

and hand it over to committee member at end of the every innings.

MAN OF THE MATCH

After completion of every match, a player from the winning team will be selected

as “Man of the Match” by the committee in consultation with the match umpires

based on player’s performance on the field.

GLADIATOR OF THE MATCH

After completion of every match, a player from the losing team will be selected as

“Gladiator of the Match” by the committee in consultation with the match umpires

based on player’s fighting performance for the losing side on the field.

MVP OF THE TOURNAMENT

After completion of the season, based on the batting & bowling performances,

committee will choose an all-rounder and honor him with the “MVP of the

Tournament” trophy.

BEST BATSMAN OF THE TOURNAMENT

After completion of the season, based on the batting performances, committee

will choose a best batsman and honor him with the “Best batsman of the

Tournament” trophy.

BEST BOWLER OF THE TOURNAMENT

After completion of the season, based on the bowling performances, committee

will choose a best bowler and honor him with the “Best bowler of the Tournament”

trophy.

BEST FIELDER OF THE TOURNAMENT

After completion of the season, based on the fielding performances, committee

will choose a best bowler and honor him with the “Best Fielder of the Tournament”

trophy.

SUPER SIXERS

After completion of the season, based on the number of SIXERS, committee will

choose a batsman and honor him with the “Super sixers of the Tournament”

trophy. Note: Committee will try to distribute the prices to next eligible player, if same player is eligible for

more than one award

WINNER & RUNNER OF THE TOURNAMENT

The Committee will decide the prize money & trophy based on the bidding

amount. Prize/Award details for the winner & runner will be furnished later

separately.

The Committee reserves the right to “amend the rules and change of venue for play” at

any time, if it considers such action is required to be in the best interests of the

competition.
