Beginning May 1 the Village will switch to a monthly municipal utilities billing system, ending

the bimonthly mailing of the bills to residents.

Reasons for the change include resident comments that monthly billing will make household budgeting more convenient. Village officials also point out that water leaks that increase a bill will be discovered quicker with monthly

meter readings.Bill payment will be due on

the 15th of each month or the following business day. Public Works employees will read meters at the end of each month; the bills then will be mailed at the beginning of the subsequent month to give residents approximately two weeks to make payment.

If a municipal utilities bill is not paid by the regular due date,

a 10-day late notice requesting payment will be mailed. Failure to pay the late bill will result in a 24-hour notice of water shutoff.

Questions regarding the new billing system may be directed to the Water Department at 708-758-8434.

Residents and businesses may use credit cards and bank debit cards for all Village

transactions, including vehicle stickers, municipal utilities bills and permits.

The Lynwood Village Board approved an agreement with the Illinois State Treasurer’s Office to use Illinois Fund E-PAY for the electronic payment services.

Payments for all transactions except the municipal utilities bill must be completed in person at the Village Hall. Utilities bills may be paid online via the Lynwood Village website. The E-PAY system accepts American Express, Discover and MasterCard credit cards.

The Village does not charge a fee to customers, but payment

processors may assess a fee for electronic payments. The payment system is a new Village service.

The annual Lynwood Cleanup Program will begin Monday,

May 5. The free Village service

is an opportunity for residents to discard unwanted household articles and debris. Items that may be placed out for collection include furniture, appliances and clothing.

Items to be discarded must be neatly placed on a parkway no later than 7 a.m. May 5. Residents may put out debris beginning Saturday, May 3, but no earlier than that date.

The Village Public Works Department will make one pass down each street for the pickups. Liquids, paint and oil must be apart from other debris because they will be collected separately. Tires and electronic items will not be picked up. Residents may dispose of electronics May 5-8 at a drop-off site behind the Lynwood

Fire Station, 3107 Glenwood-Dyer Road. Household garbage should be put out only on regular garbage collection day.

Removal of junk vehicles will be provided by the Police Department with proper paper work; residents may phone the Police Department at 708-758-4744 to request this service.

Thankfully, spring finally has arrived and we do not have to think about another winter

for seven or eight months. I am pleased to report that the Village received positive resident comments about the work of Lynwood Village employees during the extreme winter we endured. The snow and bitter cold kept the Public Works crew very busy plowing and salting our streets.

Residents are noticing several recent improvements in Village government operations. As announced on page 1 of the newsletter, billing for municipal

utilities will be monthly beginning May 1, making budgeting easier for residents. Also, the Village is accepting credit cards and bank debit cards to pay for Village transactions, a payment method many prefer. For Village information and news, check the Lynwood Web site at www.lynwoodil.us in its updated format.

The work on a new Lynwood Comprehensive Plan is nearing completion. The Village will be informing residents and businesses about details in the updated Comprehensive Plan in the near future. The new plan will serve as

a community guide to Lynwood’s development and growth. One project that is key to further development is the Cook County undertaking to extend Joe Orr Road through Lynwood east to connect with Main Street in Munster, Ind. Cook County is now in the process of acquiring right-of-way from Torrence Avenue to Burnham Avenue to continue the planned roadway. The Village anticipates that completion of the Joe Orr Road project will create interest in additional economic development in our town.

The annual Lynwood Cleanup

Program that starts May 5 is an opportunity for residents to accomplish some spring cleaning. I also encourage participation in the Cancer Walkathon on Mother’s Day, May 11, a fundraiser for a good cause. Additional information about these events is included in this newsletter.

The Village has initiated a new program to annually inspect single-family rental homes. The

Village has been conducting regular inspection of multifamily residential properties for years.

Jerry Jones, Lynwood building commissioner, said owners of single-family rental homes are now

required to register their properties annually with the Village. After registration, inspectors will visit the rental homes at least once a year to ensure that the buildings comply with the Lynwood building code. Inspections focus on safety and maintenance issues that protect property values.

“The mayor and our Village trustees are committed to maintaining the good condition of rental residential structures to ensure a high level of standards throughout our community,” Jones said.

The Village will hold a Cancer Walkathon fund-raiser on Mother’s Day, Sunday, May 11. The event will honor Tammy Phillips, a Lynwood resident who succumbed to breast cancer.

The Walkathon will be from 8 to 11 a.m. at Liberty Memorial Park, behind the Fire Station on Glenwood-Dyer Road. More information is available by contacting the Village Hall at 708-758-6101.

The Village is reminding residents that May 1 is the annual date for renewal of

Lynwood vehicle stickers and pet licenses and for registration of security alarm systems. Details follow:

■ Vehicle owners may purchase the 2014-15 Lynwood Village sticker at the discount fee beginning

May 1. The 2013-14 sticker expires May 31 and must be renewed.

■ Pet licenses also will be sold starting May 1. A Village ordinance requires a pet license tag for dogs and cats. The purpose of a tag is to identify the owner in order to return a pet if it strays.

■ The Village also requires annual registration of permits for residential and business security alarms. The deadline to register alarm systems is May 31.

(Please note: Residents of Lynway Estates, which is not in the Village of Lynwood, do not have to purchase the vehicle stickers.)

Storm water awareness is important because it is against the law to pollute and because

of concerns about protecting the environment.

Storm water is rain, hail or snow that eventually drains into a municipal drainage system. The drainage system is a series of catch basins and drainage ditches that collect and channel runoff from streets, driveways, sidewalks, parking lots and vegetated land surfaces. This network of pipes and ditches directs water flow into

bodies of water such as lakes, streams and rivers. Lynwood¹s storm drainage system flows into Lake Lynwood, Lincoln Lansing Drainage, North Creek and West Creek before flowing away.

Pollution that enters the drainage system pollutes our local bodies of water. Pollutants can impact our groundwater, wetlands and waterways and contaminate our drinking water, endangering people, fish and wildlife. By keeping our catch basins and drainage swales uncontaminated, we help keep the

environment clean.

A citizen who sees someone illegally dumping a pollutant into a storm sewer or catch basin should notify the Lynwood Public Works Department at 708-758-8434.

The Lynwood Fire Department has welcomed two new

firefighters, James Gaffney and Troy Eriks.

Gaffney and Eriks are recent graduates of the Third District Fire Academy

in Homewood. The academy is a six-month program that includes classroom instruction and firefighter training. The Department has a force of 25 firefighters with

the addition of the new personnel.

What are the Village Hall hours? The Village Clerk’s Office is

open Monday, Tuesday, Thursday and Friday 9 a.m. to 4:30 p.m. and Wednesday 9 a.m. to 7 p.m. The Village Hall is closed on the following holidays: New Year’s Day, Dr. Martin Luther King Day, Presidents Day, Good Friday, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day and the Friday after Thanksgiving, and Christmas Day.

Which holidays delay garbage pickup?

Homewood Disposal observes the following holidays: New Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving and Christmas Day. If a holiday occurs on a Saturday, Homewood Disposal will observe it on the prior Friday; if the holiday falls on a Sunday, the firm observes it on the following Monday. When the holiday occurs prior to

garbage pickup day, collection will be delayed one day.

Can I put electronics with my garbage?

Homewood Disposal will not pick up any electronics, including televisions, computers, monitors, stereos, etc. They must be taken to an electronics recycler. Also, tires will not be picked up; they must be taken to a local tire store for recycling.

Does the Village maintain trees in the parkway?

It is a homeowner¹s responsibility to trim tree branches that hang over the sidewalk creating an interference for pedestrians. Periodically the Public Works Department trims low hanging branches that interfere with snow plowing vehicles. The Public Works Department only removes trees from parkways when the tree

is 75% dead. The Public Works Department does not have the capability to remove stumps; therefore, trees are cut as close to ground level as possible. To submit a request to have a tree inspected, contact the Public Works Department at 708-758-8434. The Village will remove dead trees as funding becomes available; however, a resident may have a dead parkway tree removed without waiting for the Village to do the job. Also, the Village is not replacing trees at this time.

What do I do with branches? Branches trimmed by a homeowner can be placed in the parkway along the curb with stub ends facing the opposite of traffic flow. They should be cut in four- to six-foot lengths and piled neatly for weekly chipper pickup on Fridays beginning April 25. There is no need to call for a pickup

because a Public Works crew will make one pass on each street. Trees trimmed or removed by a contractor must be taken away by that contractor. IMPORTANT NOTICE: Small twigs should be broken up and placed into biodegradable paper bags for yard waste pickup. It is dangerous for Village employees to put small twigs through the chipper.

What should I do if I notice a problem with a streetlight? The Village is responsible for all streetlights on metal poles; all wooden poles are the responsibility of ComEd. You may contact Public Works to report the location of the streetlight problem and specify if it is a wooden or metal pole.

Two business enterprises that began operations in Lynwood approximately three decades

ago—AVAN Precast Concrete and Lynwood Bowl—are family-owned and successful.

AVAN Precast Concrete, which was founded by Johan VanderGenugten in 1964, has been in operation in Lynwood since 1984. In charge of the business today are the founder’s sons, Roger and Brian, the firm’s co-presidents. Lynwood Bowl owner Tom Vierk has been overseeing his business since it opened its doors at 2581 Glenwood-Lansing Road in 1985.

Precast Concrete Production

AVAN produces custom precast concrete products, such as wall panels, columns and beams, used in the construction of commercial buildings, schools, water purification facilities and stadiums. “We also provide precast concrete products to some of the largest precast manufacturers in the Midwest,” said Roger VanderGenugten.

In AVAN’s Lynwood plant at 3201 211th Street, the company designs and constructs forms used to create its concrete products. Plant employees in four minutes can make 4,000 pounds of concrete to be poured into the various forms. AVAN has produced precast concrete used in the construction of buildings developed for customers that have included major companies such as

Unilever Corporation and the Meijer store chain.

Lynwood Bowl has 16 lanes for league and open bowling, a large lounge, a snack shop, a pro shop, and video and other electronic games. “We offer weekly specials such as half-price bowling and an all-you-can-bowl late night rate,” Vierk said.
