Allpersonsresponsibleforateamandallthespectatorsshallsupportthereferee.Failuretodosowillunderminethereferee’sauthorityandhasthepotentialofcreatingahostileenvironmentforplayers,therefereeandallotherparticipantsandspectators.

Consequently,theCoastalYouthSoccerLeaguehasadoptedthefollowingrule:

prEsidENT’s LETTEr

Welcome to the 2008 spring Coastal Youth Soccer League Season. This is an exciting year as the MTOC moves from UMass, Amherst to the MYSA field complex, Citizens Bank Fields at Progin Park, Lancaster, MA. The field complex has 5 artificial fields and 11 grass fields. Information about the schedule and parking arrange-ments will be published later in the season.

CYSL playoff schedule is in the book. U12s will play at Forges Fields in Plymouth. U14s and older (if necessary) will play at Coppens Fields, Chandler St., Duxbury. Playoffs games are only rescheduled for school events that affect the whole team. Division 1 play during the week and Division 2 on weekends and occasion-ally weekdays. If you team may be in the playoffs, let your associa-tion know so the league can be notified. CYSL makes final decision on all rescheduling.

Please review the Zero Tolerance Policy. Make sure your play-ers and parents understand this policy. The policy was created to create a positive atmosphere for players, coaches, referees and parents. At the younger ages but at all ages, the referees are learn-ing along with the players and coaches. Training all three parts is what youth soccer does.

Take your team to a Revolution game. Steve Nicol does a great job coaching the team. Ball down the wing, centered to a player making a run into the penalty box. Parkhurst is a defensive player worth watching.

Enjoy the season and remember if all your players sign up for fall soccer, you did a great job.

ARTICLE 6: dUTIES Of THE EXECUTIVE COmmITTEE ANd dEfINEd APPOINTEd POSITIONS a. ThePresidentshallpresideatallmeetingsoftheBODandEC,

callallregularandspecialmeetings,appointandmaintaincon-tactwithworkinggroupsoradhoccommitteesandrepresenttheCYSLatmeetingswithStateandNationalfederations.ThePresidentwill, subject to the approvalof theBOD,appoint aStandardsCommittee,aCompetitionCommitteeandothercom-mitteesasrequired.ThePresidentshallvoteonlytobreaktiesatregularandspecial’meetingsoftheBOD.ThePresidentshallhave theauthority tocarryout thepoliciesestablishedby theCYSL.

b. The1stVicePresidentshallgenerallyassist thePresidentandassumethePresident’sduties inhis/herabsence.The1stVicePresidentshallchairtheStandardsCommitteeandothercom-mitteesatthediscretionofthePresident.The1StVicePresident

g. TheRefereeCoordinatorshallberesponsibleforrecruiting,traininganddevelopingrefereeswithintheCYSL.He/sheshallberesponsibleforschedulingrefereesforCYSLTourna-ments,JamboreesandPlay-offgames.

h. IfanECmemberdoesnotattendmeetingsforthreeconsecu-tivemonths,theBODmayreviewandvotetodetermineifthatmembershouldcontinueintheirposition.

i. TheStatisticianwillmaintaingameresultsandstandingsforteCYSLseason,includingplayoffs.

ARTICLE 7: mEETINGS a. TheBODwillmeetatleastmonthlystartinginAugustthrough

June.Meetingschedulewillbesetfornext12monthsstartingattheAugustmeeting.

b. b. AllrosteredplayersshallresidewithinthattownorAssociation.RequestforplayerwaivermustbebroughtbeforetheCompeti-tionCommitteeforapproval.RostersusedatallCYSLU-12andoldersanctionedcompetitionsmustbearthesignatureofboththeAssociationRegistrarandtheCYSLRegistrar.

c. Dual Rostering. No player may simultaneously play on morethanoneCYSLteamduringtheseason.IfaplayerisdetectedplayingonasecondCYSLteam,themattershallbereferredtotheStandardsCommittee.

i DualRosteringreferstoaplayerovertheage14asoftheimme-diatelyprecedingAugust1st,playingformorethanoneteaminaCYSLsanctionedsoccercompetitionorforateamintheCYSLandateamwhichdoesnotcompeteforaMTOCchampionship(suchasMAPLE).

ii. Playersage14andyoungerasoftheimmediatelypreceding August1st,mayplayonaCYSLteamandateamwhichis notcompetitivewithCYSL(suchasMAPLE)inthesame season.

iii.DualRosteringeligibilityisbasedontheplayer’sage,not theagegroupoftheteamonwhichtheplayerisrostered.

d. Playoffformatsareinthebook.Checktimesanddatescarefully.Playoffgamesand dates are not adjusted unless the majority of the team has a school activityconflict.Aboutmidseasonifyourteammayqualifyforplayoffs,checkwithyourplayersandnotifyyourassociationsotheycannotifytheCYSL.Alldivisiongroupwinnersaredeterminedbypointsfromthewinsandties.Ifteamsaretiedinpointsthentheproceduresbelowwillbeapplied.Allplayoffslotswillbedeterminedbyteamsplayingatleastonegame.ThosegameswillbescheduledbytheCYSLasnecessary.Teams winning or tied for first in their section during season receivepins.

ToprotestaplayoffgameyoumustnotifyaCYSLofficialandyourassocia-tionwithintwohoursofthegameend.Yourassociationmustagreetosupporttheprotest.Rememberjudgmentcallsbyrefereescannotbeprotested.Onlyincorrectapplicationofagamelawcanbeprotested.Protestfeeis$100.00guaranteedbytheteamsassociation.Acheckmustbesubmittedwiththewrittenprotest.Playoffsmaycontinuewhileaprotestisheard.Theprotestfeewillbereturnedifprotestisupheldandforfeitedifaprotestisdenied.

Iftwoteamsaretiedforfirstinaseasonwheretwoteamsareeligiblefortheplayoffsthentheheadtoheadrecordwilldetermineteamplacement.Ifteamstiedinheadtohead,firstplacewillbedeterminedbytheblindcrawbelow.

Ifthreeormoreteamsaretiedinasectionwheretwoteamsqualify,theblinddrawwillbeusedtodetermineplayoffordertoqualifyfortheCYSLPlayoffs.

TiesinsectionswhereoneteamqualifiesforCYSLplayoffswillusetheblinddraw to determine playoff order of tied teams.All teams will play ay least onegame.

8. COmPETITION COmmITTEE a. TheCompetitionCommitteewillconsistofseven(7)members,

includingthe2ndVicePresident,andshallbemembersoftheEC or PrimaryAssociation Members from MemberAssocia-tions.TheCYSL2ndVice-Presidentwillchairthiscommitteeandonlyvotetobreaktievotes.TheCYSLRegistrarandLeagueStatisticianshallbemembersofthiscommittee.CYSL2ndVice-Presidentwillsubmitcommitteemember’snamestotheBODforapproval.

b. ThepurposeoftheCompetitionCommitteeistodevelopevencompetition.TheCompetitionCommitteewillestablishplace-mentofteamsandseedswithineachdivisionofplayinaccor-dance with By-law #1.The Competition Committee will alsoestablishtheformatsandseedsfortheCYSLPlayoffsandTour-naments.

c. The Competition Committee will have the right of access toteam’srecordsforallgamesplayedwithMYSAaffiliation.

d. The Competition Committee will have the option to reviewchangesmadetoteamrostersandhavetheauthoritytodenyros-terchanges.

e. TheCompetitionCommitteewilladministratetheCYSLplayerpool.

f. Ifthecommitteehastwoormoremembersfromthesameasso-ciation,theassociationwillhaveonlyonevotedunngcommitteeproceedings.

g. AtleastoneAssociationmembermustbechangedontheCom-petitionCommitteeeachyear.

9. PROTEST a. Arulesviolationmaybeprotested,areferee’sjudgmentcannot. b. Any dispute must be communicated to the Chairman of the

c. CurrentFlFA,USYSAandMYSArulesshallbeineffectexceptasspecificallystatedintheserules.TheCYSLStandardsCommitteewillbethefinalauthorityonanypointcoveredbythegameRules,FIFA,USYSAorMYSArules.

1. CYSL STANdINGS a. DuringCYSLplay.Teamswillbeawardedpointsasfollows: Win=3points,Tie=1point,Loss=0points b. Intheeventofaforfeit,theteamforfeitingreceives0points:the

IfthetopteamsinanyFirstDivisionsectionfinishtheprogramwithatiedrecordofpoints,aplay-offgameorgameswillbescheduledtobreakthetie.TheExecutiveCommitteewillsched-ulethesegamesataneutralsiteandprovidetheofficials.ThesedecisionsareusuallymadeontheMondayaftertheseasonendsat a league meeting. The Board of Directors of Massachusetts Youth Soccer Association and the leaders of the affiliated leagues are concerned about the conduct of all coaches and referees during games at all levels, from recreational to premier to ODP.

we want to ensure that games are fair, posi-tive and enjoyable experiences for all of the chil-dren and adults involved. A soccer game should be friendly and unifying - a spirited social and athletic occasion for players, coaches, referees and spectators.

To clarify expectations of coach conduct, we jointly expect all coaches to conform to this code of conduct.

• Before, during and after the game. be an example of dignity, patience and positive spirit

• Before a game, introduce yourself to the opposing coach and to the

referee.• During the game, you are responsible for

the sportsmanship of your players. If one of your players is disrespectful, irrespon-sible or overly aggressive, take the player out of the game at least long enough for him/her to calm down.

• During the game, you are also responsible for the conduct of the parent of your players. It is imperative

to explain acceptable player and parent. Encourage Them to applaud and cheer for good plays by cither team. Discourage them and you may need to be forceful and direct from yelling at players and the referee.

• During the game, you are also responsible for the conduct of spectator rooting for your team

• During the game, do not address the referee at all. If you have a small issue. discuss it with the referee calmly and patiently after the game. If you have a major complaint, or if you think the referee was unfair, biased, unfair or

incompetent, report your opinion to your league. Your reactions will be taken seri-ously if they are presented objectively and formally.

• After the game, thank the referee and ask your players to do the same.

we stress two points: Referees - especially young and inexperi-enced ones - are like your players and yourself, in that they need time to develop. You can play an important role in helping them to improve by letting (hem concentrate on the game. You can help by encouraging them, by accepting their Inevitable, occasional mistakes and by offering constructive post-game comments. On the other hand, you could discourage and demoral-ize the referees by criticizing their decisions by verbally abusing them and inciting - or even accepting -your own players’ overiy aggres-sive behavior. Your example is powerful, for better or worse, if you insist on fair play. If you concentrate on your players’ enjoyment of the game and their overall long term development, and If you support the referee, your players and their parents will notice. If you encourage (or allow) your players to play outside the rules, if you’re overiy concerned about results, and if you criticize their referee harshly, your players and their parents will also notice.

Think about what you’re doing during a game, Uphold the Spirit of the Game. If you follow the expectations described above, the spirit of the game will be alive and well in Massachusetts and will grow along with the enjoyment of all. Coaches who don’t follow the expectations described above will be disciplined or removed
