Phase One of the Riverwalk Project is complete with the installation of the lights on the west side of the Susquehanna River, Clearly Ahead Development will now set their sights on the east side of the river for the coming years of 2016 and 2017. The overall concept is to construct a multi-occupancy building at the intersection of Market Street and Water Street. The site will be adjacent to the West Branch of the Susquehanna River and over- looking the Riverwalk. Clearly Ahead will be pursuing an anchor tenant for the first floor of the multi-use facility. Plans are for the first floor concept to entail a restaurant or Brew pub concept with outdoor seating along the Riverwalk. The second floor of the facility will consist of multi-occupancy space for professional offices, conference room amenities, and a balcony. Portions of Water Street and Locust Street will be changed to one-way travel with the creation of diagonal off-street parking and concrete walkways to connect Market Square to the to the Riverwalk and Lower Witmer Park. A ground breaking ceremony for the Riverwalk is planned for April 23, 2016 at 10:00AM, thanks to the efforts of the Clearfield Revitalization Corporation. Clearly Ahead Development Achievements for 2015:

Strategized with local and out of area businesses to see what Clearly Ahead could do for their business. 85 local businesses 139 out of area meetings/contacts 76 community outreach events. Loaned $434,300 in local business loans via the CCIDA Revolving Loan Fund

Along with administering projects, we took on duties for the Clearfield Foundation. This led to the management of the Clearfield Commerce Park. Clearly Ahead helped make the park unique as it became the first “Certified Food Site” in Pennsylvania. The certification is a huge tool to promote the area for business attraction. Also in 2015, Clearly Ahead reported figures to the Pennsylvania Economic Development Association (PEDA) for the year of 2014. These numbers represent performance criteria Clearly Ahead has administered with private sector business-es in association with loans, grants, and capital projects in Clearfield County.

$4,208,500 reported loans and bond activity to PEDA for state and local agencies. $250,000 reported grants with state funding. $15,000 reported grants with local funding. 14 projects required assistance by Clearly Ahead Development 14 projects administered with a total project cost reaching $29,507,450. These 14 projects created 120 jobs while maintaining 700 jobs.

Clearly Ahead Development Goals for 2016:

Continue building off our strong relationships with our local private industry located throughout Clearfield County.

Continue to promote Clearfield County’s Pro-Business Environment by working with our local businesses with inter-nal expansions, incentives and financial packaging to assist with creating and retaining jobs in our community.

Continue the promotion of the Commerce Park to site selection consultants and international developers for food manufacturing industries.

Assist the Clearfield Foundation with the relocation of Tafco to the Commerce Park. Tafco is constructing a 100,000 square foot building that will house the manufacturing of walk-in coolers and freezers. With this relocation Tafco plans to expand their workforce by 10%.

Continue to promote domestic and international recruiting efforts to attract energy intense industry to the Riverhill Power site in Karthaus.

Continue to focus on the Riverwalk Project for 2016 and the development of the hotel and market square concepts along the riverfront.

Promote the Curwensville Industrial Park formerly H.L. Tannery industrial site.

Clearly Ahead Host Lanling County

In November 2015 Clearly Ahead Development hosted a delegation from Lanling County of Linyi City, China. The purpose of this delegation was to establish an economic development collaboration including sister-ship between Clearfield County and Lanling County. Lanling County belongs to Linyi City, Shandong Province, located in the southern part of China. Lanling has a population of 1,306,000 and a total area of 1,724 square kilometers. The delegation consisted of 3 entrepreneurs and 4 officers of the local government including Xue Feng, the Governor of Lanling County, Su Yuntao, the Mayor of Lanling Town, Shen Xiufeng, the Director of the Department of Commerce of Lanling County, and Liu Jingbin, the Deputy Director of Human Resources of Linyi City. The 3 entrepreneurs who accom-panied the delegation were from the agricultural, energy/mining, and real-estate industries.

A meeting convened at the Clearly Ahead Development office for a presentation by Paul McCloskey to showcase the assets and key businesses of Clearfield County. The presentation was immediately followed by a personal tour by the Clearly Ahead Development staff to visit key areas of interest by the delega-tion. The tour started at the Riverhill Power Site located in Karthaus, PA to explore development opportunities. Riverhill is a 1,800-acre site with a 60-acre pad-ready site for construc-tion of energy-intense industries. After the site tour the delega-tion toured Walker Lum-

ber in Woodland, the delegation learned about the area’s quality hardwoods and export opportunities to China that Walker Lum-ber currently offers. The delegation also toured the 162-acre Food Certified Site at the Commerce Park to learn about its de-velopment opportunities. The final stop included the walk of the Riverfront Development project. After the site tours, the delegation proceeded to Moena’s restaurant for a formal dinner with Commissioners John Sobel and Tony Scotto.

Clearly Ahead and County Representatives Visiting China

From April 7 through April 14th Rob Swales and Paul McCloskey will be traveling to China to visit the County of LanLing. Accompanying Rob and Paul will be Clearly Ahead Board Chairman David Schultz and Clearfield County Commissioners John Sobel and Tony Scotto. While in China, Rob and Paul will meet with companies to discuss development opportunities in Clearfield County.

Clearly Ahead Development Representatives attend Site Selectors Guild

Clearly Ahead Development attended the Site Selectors Guild hosted in Nashville, Tennessee. This year’s

forum included 41 site selectors around the world. Meetings were established to discuss with site selec-

tion consultants the assets which set Clearfield County apart from other areas in Pennsylvania – specifi-

cally, the 162-acre certified food site, located immediately off Interstate 80, Exit 120 and the 1,800-acre

Riverhill Power Site located in Karthaus, PA.

The Site Selectors Guild is the highest association for world site selectors. Members of the Guild are

proven site selection leaders and nominated by their peers. The Annual Forum opened with a discussion

on the State of Site Selection and a key note presentation about the importance of developed infrastruc-

ture. Following lunch, guild members broke into seven breakout sessions covering: Request for Site In-

formation, Diligence/Fieldwork, Incentives, Workforce/Talent, Sites/Facilities, Organizing and Deploy-

ing Tech & Innovation Centers, and Changes in Supply Chains & Impact in Site Selection. On day two,

the Guild hosted corporate officials for roundtable discussions on location selection from the corporate

team perspective with representatives from PepsiCo, Hanes Brands, and Zimmer Biomet.

CCIDA Revolving Loan Fund (RLF)

The Clearfield County Industrial Development Authority (CCIDA) administers a Revolving Loan Fund Program (RLF) to assist businesses with lending options. Requirements to be eligible to apply are as follows:

Funding amount: Up to 50% total project cost or $100,000 whichever is less.

Interest rate as low as 3.5% fixed rate

Eligible entities include: Any private, for profit entity involved in manufacturing, industrial related services, warehousing or distribution sectors. With operations in Clearfield County.

Eligible use of funds: Land & Building with a term up to 15 years. Machinery and Equipment with a term up to 7 years. Working Capital ($100,000 Max) with a term up to 3 years.

Other Criteria: The borrower must create or retain 1 job for every $35,000 borrowed. The Mort-gage will be subordinate to the position of other participating mortgage lenders of greater amount. If the borrower is financing machinery and equipment, a UCC Financing Statement and Promisso-ry Note and a commercial security agreement are required. Refinancing of existing debt or facade improvement is ineligible.
