A Message from theExecutive Director

Dear Families and Participants,

Since the beginning of COVID-19 outbreak, South East Consortium has been developing contingency plans and working with its partners to address the concerns of parents, participants, staff, and community members. The South East Consortium Risk Management Committee met to discuss our response to date on the Coronavirus and plan for future contingencies.

South East Consortium has verified our cleaning procedures are in-line with State Guidance. All Supervisors were briefed on and discussed the current cleaning procedures and how to assure continued regular disinfection of equipment. In addition, we have verified all cleaning procedures at our recreational facilities are compliance with State and CDC Guidelines. SEC will continue to implement good hygiene practices, by having all participants and staff members wash hands before/after programs, prior to eating or handling food or equipment and after using the restroom. Hand Sanitizer and wipes are also available and encouraged.

Just a friendly reminder, it is important to stay home from program when you are sick with respiratory disease symptoms or if you have a compromised immune system.

On another note we have rerouted programs to available spaces as facility closures occur. We have hit many road blocks with large outings (social dances, competitions, etc) and have just received notice our annual South East Formal has been postponed until further notice. We understand this is major disappointment to many of our participants, however the health and wellbeing of every individual is our top priority.

South East Consortium is updating policies and practices to reflect our ever changing needs to provide the best services for our families. We are asking for a current photo to be placed in your participants file for emergency identification purposes. Please send these photos by email or mail to Austin Cunney - [email protected].

Program Enrollment will begin Monday, March 16th at 10:00 A.M. through our registration portal. Please click on the Program Enrollment page on our website. If you need help with enrolling online please visit the SEC office on Monday, March 16th from 9:30AM - 4:30PM so program staff may assist you with the process. Please do not register for a program if you do not plan on attending due to the recent health concerns. We have reduced our enrollment and staffing numbers to reflect the decline in program participation for the Spring Season. South East receives reimbursements through Medicaid/FSS for providing services to your participant, but only if your participant attends the program. If your participant has spotty attendance or simply doesn’t attend at all, it has a significant financial impact on South East.

If you are interested in attending one of our Summer Day Camps or Teen Travel Program please visit our website, download a camp packet and register online. If you have questions regarding summer camps please call the SEC Office at 914-698-5232 and we will be happy to assist you through the process. Sibling Discount:If a family has more than one participant registered in our programs, South East offers a 15% discount for each sibling. Please note that this will be adjusted in-house and a credit applied to your account.

Who We Serve:The South East Consortium proudly serves children and adults (age 5 and beyond) with various disabilities and special needs who reside in the following member municipalities: Town and Village of Mamaroneck, Town of Pelham, Village of Rye Brook, Village of Port Chester, Village of Larchmont, City of Rye, Village of Scarsdale, Town of Eastchester, Village of Bronxville, Village of Tuckahoe and the Town and Village of Harrison.

Each of the member municipalities contribute tax dollars to the South East Consortium. Residency is based on which municipality you pay taxes, not by school district or mailing address. Due to overcrowding and limited resources, SEC can no longer accept NEW enrollments from individuals who reside outside the Consortium municipalities. If you are unsure of member eligibility, please contact the office for assistance.

Enrollment Criteria:The following criteria and conditions for enrolling in South East Consortium (SEC) programs applies only to NEW individuals residing with their families/guardians or independently in any of the Consortium municipalities. This DOES NOT apply to individuals residing in IRAs or group homes or individuals who were previously enrolled in program(s) prior to the fall 2017 session.

SEC can no longer accept any NEW registrations from individuals who have not completed the OPWDD Front Door Eligibility Process and have been issued a Front Door Authorization Form stating respite units have been confirmed.You must provide a copy of your Eligibility Status letter to be considered for the transitional fee category.

HCBS Medicaid Waiver: SEC will only accept individuals who are Medicaid Waiver eligible after all the required documentation is properly submitted by the Care Coordinator. SEC needs to be correctly noted on the Life Plan/Individual Service Plan (ISP) as a service provider; a Front Door Authorization Letter or (SAL); Notice of Decision (NOD) and Level of Care (LCED). Once this documentation has been received by SEC it will be submitted to OPWDD. Individuals may not begin programs until SEC is notified the billing for reimbursement process is completed.

Late Pick-up Policy:Late pick-ups and early drop offs are continuing to create several problems for us especially when a facility needs to remain open (expensive) and staff need to provide extended supervision (more expensive) before or after program time. We understand an occasional glitch in your schedule, but if this becomes a trend you will be billed $10 for every additional 15 minutes staff is required to provide supervision either before or after program schedule times.

Admission and Medical Forms:South East Consortium is required to keep a completed up-to-date admissions application and medical form on file for all program participants. A new program admission application is now online for enrollment. Participants who have expired information on file will be required to update the information prior to participating in any South East programs. In addition all participants will need to provide a current photo to be kept on file for secirity purposes.NOTE: Please be advised that your participants social security number is now mandatory to participate in all SEC programs, no exceptions.

Program Attendance:When registering your participant for a program please be aware of this important concern. South East receives certain reimbursements through Medicaid for providing services to your participant, but only if your participant attends the program. If your participant has spotty attendance or simply doesn’t attend at all, it has a significant financial impact on South East. Also, since South East has a “wait list” for most of our programs it is unfair to others who wish to participate.

We understand an occasional absence, but if you know beforehand, especially with a community outing or special event, that your participant will not be attending or is dropping a program, please let us know immediately so we can attempt to fill that vacancy. This may affect any possible program refunds to you.

Registration Restriction:If a participant has an outstanding balance due to South East for attending previous programs, that participant will not be permitted to register for the new session until the outstanding balance is paid. Please note with the new enrollment system your account will be locked until the outstanding issue is rectified. In addition, if your participant has outstanding paperwork (LP, IEP, NOD, LCED, Medical form, etc.) they will not be allowed to enroll/attend South East Programs until the paperwork has been submitted.

SATURDAYSATURDAY SWIMSessions will consist of 30 minutes of swimming; participants will be grouped by their age and ability. Lessons may be conducted in group format or similar pairings. We strive for consistency with our program, but sometimes our staffing patterns do not allow for swimmers to have the same staff member each week or guarantee a one-to-one ratio. This is a structured, safe program, but may be inappropriate for individuals with severe disabilities or extreme fear of the water. Participants who are lap swimmers may only sign up for section 110 due to space and age restrictions. Open to Participants Living At Home Only.

Participants enrolling in AM Athletics will receive priority for the first two sessions of swim.
