We are all saddened by the loss of our Police Officer Matt Melchionda. His service reflects the excellent performance the members of our Police Department provide to our community. I had the privilege of sitting in on his interview and it was clear he was a most outstanding candidate. On behalf of our department and our residents I want to thank the Mayors and Police Departments of the surrounding communities for their help and support. Also, special thanks to our Rescue Squad and Fire company and the Somerset County Sheriff’s Department for their participation. Police Chief Bill Stahl and his department deserve a special thanks for their help in covering our department and organizing the funeral procession. We have closed title on the Ness property and have started the process of cleanup. Since there are residents on the property, it is not open to the public. We have begun the process of relocating those residents and once that has been accomplished we will begin the final cleanup. In the interim, I am forming a com- mittee to develop a plan that will create our new, exciting, recreational area. We purchased the 20 acre farm for $8.2 million and I have secured $1 million from Somerset County toward the purchase price. The sellers have agreed to post a $400,000 escrow account for the cleanup. I am looking forward to having the same success as we had with Watchung Lake. The Library Advisory Board presented its report at our March 9 th council meeting. Traffic and Beautification

2006 is going to be another big year for the Watchung Traffic & Beautification Commission.

Operation Pride-our annual town wide cleanup will be early this year, Saturday, March 25th, to coordinate with the Scout cleanup. Participants will meet at 9:00 A.M. at Texier House to receive their assignments and T-Shirts. Come join us for a fun morning with family and friends.

Our biggest project this year is Spratford Park located on Somerset Street. Enhancing this area is one of our largest endeavors and will make that entrance into Watchung very inviting.

The end of May will be our annual flower planting in the Triangles. Thank you to our wonderful volunteers, these areas are always so beautiful.

These projects will give our year a big start and will make our town one of the prettiest in New Jersey.

Dept. of Public Works—Spring Cleanup

The Dept. of Public Works will again have a Spring Cleanup. Use biodegradable paper bags for all lawn debris and secure small branches and twigs in manageable bundles at your curbside. Trash or refuse will not be picked up and only small branches arranged in manageable bundles will be accepted. Your own contractor should remove large limbs/trees, which have fallen outside of the Borough’s Right-Of-Way. Remember, raking of leaves and debris into the gutter is strictly prohibited by ordinance and may result in the issuance of a summons. The curbside spring pickup will begin on April 3rd and continue through April 28th. If you have any questions regarding our conditions, please call the Dept. of Public Works at 756-0080 ext.35.

Watchung Historical Committee

Most residents are aware that there is a designated room on the second floor at the Library for the Historical Committee to display items of interest to the history of the Borough. There really is not enough room to house all of the artifacts collected and the Library is so pinched for room that they often use this room for other events as well. The Historical Committee and the Borough had hoped it would be possible to use the Coon/Santucci House, behind the Watchung Ridge Assisted Living building, as a permanent home for Historical. Unfortunately that did not work out and Mayor Ellis and the Council are trying to find another home for the Historical Committee. Once there is a permanent place, the Committee hopes to dazzle residents with all the historical items collected!

In the meantime, the Historical Committee continues to gather items of interest for the Historical Collection and work on other projects. For the past several years, the Committee has collected articles about Watchung in newspapers and magazines, summarized the history of each year and maintained a scrapbook for each year.

Those residents who have been on the upper levels of the Police Headquarters have long admired the paintings of scenes of Old Watchung. These paintings are the work of long-time resident Bill Titus. The Muscular Dystrophy Association selected one of Bill’s paintings for a national project and it still hangs in their headquarters in Tucson, Arizona. The Historical Committee is working with the Borough to have some of these paintings copied to hang in Borough Hall and, in the future, some to hang in the site chosen for Historical. This will allow many more residents to enjoy these wonderful works of art. In addition, Barbara Diem has offered to have some of her personal paintings of Old Watchung, by artist Henry Viebrock, copied for the same purposes. We look forward to having these paintings viewed and admired by many more residents.

The Historical Committee will also be using Bill Titus’ paintings for a fund-raising project. Note cards of eight of his paintings will be offered for sale. Look for publicity about this project in the spring of 2006. Betse Titus has generously approved of both projects.

We have many requests for the book “Images of America, Watchung”, written by David Page, Arcadia Publishing Company. All copies were sold out several years ago. We are in the process of getting this book reprinted and copies will be available soon. Contact Barbara Diem, 908-756-5949 or Betty Aldrich, 908-755-6575, to reserve a copy.

Any money earned from these two fundraisers will go for the archival preservation of the Watchung scrapbooks that are in the library.

Another project in the works is a book to be titled, “Watchung, Then and Now” featuring pictures of homes and sites in Watchung in the past and present. Anyone with old pictures of their own home or any other place in the Borough, please call Barbara or Betty as above.

The Historical Committee for 2006 consists of Susan Feibush, Chairperson, Diddy Addario, Betty Aldrich, Barbara Diem, Betty Black, Ginny Cooper and Betse Titus. Steve Pote serves as the Council Liaison.

RABIES CLINIC

The Middle-Brook Regional Health Commission will be offering one rabies clinic this spring to help our residents protect their pets against rabies. All residents are en-

couraged to have their dog or cat vacci-nated against rabies. Spring is upon us and we can expect to see a restart of rabies activity in our local wildlife. Along with this activity comes the increased risk of

exposure to rabies. If your pet has been previously vac-cinated, the health department recommends that your dog or cat be vaccinated every other year. If your pet has not been vaccinated against rabies, now is the time. The clinic is free to all.

SMOKE-FREE AIR

The New Jersey Smoke-Free Air Act was passed overwhelmingly by the New Jersey Legislature and Acting Governor Codey signed the legislation January 15, 2006. It goes into effect on April 15, 2006. The Act says, “The Legislature finds and declares that...tobacco smoke consti-tutes a substantial health hazard to the nonsmoking major-ity….and it is clearly in the public interest to prohibit smok-ing in all enclosed indoor places of public access and workplaces.” State Health Commissioner Dr. Fred Jacobs stated the following regarding the passage of the law. “In my view, smoking and exposure to second-hand smoke are the biggest public health threats that we face today. Smoking is the leading preventable cause of death in New Jersey. Today’s action of the Legislature will indeed result in lives saved.”

The law requires smokefree environments in al-most all indoor workplaces and places open to the public including places of business and service-related activities except for a few specifically named exemptions. Affected sites that must be smokefree include, but are not limited to:

♦ Offices, factories, commercial buildings and govern-ment facilities

♦ Restaurants, bars, clubs, theatres

♦ Bowling alleys, sports facilities, race tracks, bingo sites

♦ Shopping malls and retail stores

♦ All elementary and secondary schools, child care facili-ties, museums, places of worship

♦ Health care facilities and offices, nursing homes

♦ Hotels, public transportation vehicles and stations and platforms, parking garages

♦ Apartment building lobbies and public areas in other private buildings.

It also prohibits smoking on the grounds of any public or nonpublic elementary or secondary school, in ad-dition to indoor school facilities. The New Jersey Depart-ment of Health and Senior Services will be developing regulations for the enforcement of this act, but effected parties should be aware of the change and begin to plan for April 15th.

The Middle-Brook Regional Health Commission urges you to protect yourself against cancers. Eating well, exercising, and avoiding exposure to potentially hazardous environments are all methods of preventing cancers. For example, stopping smok-ing is the number one way you can reduce your risk. Smoking is the most preventable cause of death in our society. Avoiding exposure to the sun can reduce your risk of skin cancers and a diet rich in whole grains, fruits, and vegetables, and low in fats and meats, can reduce your risk of developing cancer. Maintain-ing a healthy lifestyle is your defense against cancer.

According to current information, 628.7 men and 453.7 women out of every 100,000 in New Jersey will be diagnosed with a cancer. The American Cancer Society states that the 5 year survival rate for people with cancers is about 82%. This number could be increase to about 95% if more people had early detection testing. What does this mean? It means if you are female you should be conducting monthly breast self-exams.

For women in their 20s and 30s a clinical breast exam should be conducted by a health care practitioner every 2 to 3 years. Begin-ning at age 40 clinical breast exams should be done annually. It also means you should have an annual mammogram starting at age 40. For men, prostate exams should begin at age 50 and be con-ducted annually thereafter. This include both a prostate-specific antigen test (a simple blood test) and a digital rectal exam. Men at higher risk should start the testing earlier depending upon their risk. If you have questions or concerns about your risk or are inter-ested in more detailed information, please check the American Cancer Society website at www.cancer.org or contact the health department.

Living a healthy lifestyle, a healthy diet, and exercise combined with cancer checkups and early detection should be a part of all our lives to reduce the cancer burden. Speak to your doctor and find out what is best for you.

BIKE HELMET LAW CHANGING

In 1992 New Jersey became the first state in the country to require children under the age of 14 to wear a helmet when riding their bicycle or skateboard. Helmet use can reduce the chance of head trauma by up to 85% thus greatly increasing the chance of survival as was demonstrated by a 60% reduction in bicycle related fatalities following the enactment of this law.

In the spring of 2006 New Jersey’s bike helmet law will be changing with the hope of saving even more lives. The new law requires individuals under age 17 to wear a properly fitted helmet whenever they operate or ride on a bicycle, skateboard or roller skates. While not required, we encourage everyone riding a bicycle, skateboard, or roller skates to wear a helmet. It could save your life.

Cancer Prevention and Early Detection

Lyme Disease Reminders Lyme Disease is still very prevalent in our environment. Following are suggested precautions which can be taken to protect against exposure to ticks:

-Avoid tick-infested areas such as wooded areas and edges, and landscaped areas covered in leaf litter, dense vegeta-tion, or high grasses or shrubs.

-Wear light-colored clothing that makes seeing ticks easier.

-Tuck pants legs into socks and shirts into pants so ticks are forced to crawl on the outside of clothing where they are easier to see and remove.

-Use repellants to reduce the chance of tick exposure. Be sure to read and follow the label directions completely.

-Examine yourself and family members promptly after re-turning from the out-of- doors to reduce the chance of ticks feeding.

West Nile Virus

You can reduce your risk of becoming infected with West Nile Virus by taking the following precautions:

-Use insect repellant on clothing & exposed skin as per manufacturers’ instructions.

-Wear long sleeved shirts & pants when outdoors.

-Limit outdoor activities when mosquitoes are most active (dawn, dusk & evenings).

-Eliminate stagnant water around the home.

Stagnant water is a leading source of mosquito breed-ing and can lead to a major mosquito problem. Stag-nant water can collect in many places around the home, such as birdbaths, empty ceramic pots, dis-carded tires, buckets, clogged rain gutters and plastic wading pools.

If you notice stagnant water that is not being cor-rected, please notify the Health Department at

Cat licenses are due during the month of May. The most efficient method is to mail your license request to Borough Hall. Simply enclose a copy of the updated rabies certificate (the State Board of Health requires that the vaccination against rabies be valid through April of the licensing year) with your check for payment, and a stamped, self-addressed envelope. Using this method will alleviate the inconvenience of waiting at Borough Hall. Licenses can also be purchased in person Monday through Friday from 8:00 A.M. to 4:00 P.M.

All original documentation will be mailed to you with the license and tag. A license cannot be issued without proof of a current vaccination. All cats seven months of age or older must be licensed. If you have more that one cat to register, please provide requested information for each cat. You may use a separate sheet of paper or pick up additional registration forms at Borough Hall. You can also obtain this form on the Borough website, www.watchungnj.com. Proof of vaccination must be submitted with this form for each animal registered. PROTECT OUR WATER

You can make a difference in your own backyard

1. Use pavers or bricks rather than concrete for driveways and sidewalks.

2. Divert rain from paved surfaces onto grass to permit gradual infiltration.

3. Landscape with the environment in mind. Choose the appro-priate plants, shrubs and trees for the soil in your yard; don’t select plants that need lots of watering (which increases sur-face runoff), fertilizers or pesticides.

4. Maintain your car properly so that motor oil, brake linings, exhaust and other fluids don’t contribute to water pollution.

5. Keep stormwater clean. NEVER dump litter, motor oil, ani-mal waste, or leaves into storm drains or catch basins.

Nonpoint Source Pollution—(People Pollution)

We can stop nonpoint source pollution with simple changes in our daily livestyle.:

♦ Place litter, including cigarette butts and fast food containers in trash receptables. Never throw litter in streets or down storm drains. RECYCLE AS MUCH AS POSSIBLE.

♦ Avoid overuse of fertilizers and do not apply before a heavy rainfall.

♦ Follow the label directions carefully on all pesticides.

♦ Used motor oil—DO NOT DUMP DOWN STORM DRAINS.

♦ Car Washing: wash only when necessary or use commercial car washes. If you wash at home, use non-phosphate deter-gent.

♦ Pet Waste contains bacteria and viruses that can contaminate shellfish and cause beach closings. Pick up after pets and dispose of in the garbage or toilet.

♦ Septic Systems should be kept in proper working order. Avoid adding unnecessary grease, household hazardous prod-ucts and solids. Inspect tank annually and pump it out every three to five years.

♦ Household Hazardous Products—many common household products (paint thinner, moth balls, drain and oven cleaners, etc.) contain toxic ingredients. When improperly used or discarded, these products are a threat to public health and the environment. DO NOT discard with regular household trash. Use natural and less toxic alternatives whenever possible.

For almost 30 years, the Watchung Arts Center has been offering a wonderful array of musical performances, art exhibits and classes. The volunteer run nonprofit 501c3 corporation excels in cultivating an eclectic mix of professional and emerging artists in the perform-ance and visual arts.

The Garden Club of Watchung

During “Garden Week” the Garden Club of Watchung, celebrating their 50th Anniversary this year, will be dedicating a “DEER RESISTANT” Garden, behind the Watchung Art Center, on Saturday, June 3, 2006, at 2 PM. Mayor Ellis will officiate at the dedication and light refreshments will be served.

The Garden has been a “Labor of Love” for those involved in the project. Plant materials that will be used include a variety of grasses, herbs, perennials, peonies and lavender.

WATCHUNG FIRE DEPARTMENT

During 2005, the Watchung Volunteer Fire Department responded to 284 calls and held 28 training drills totaling over 2500 man-hours.

Help us find you in case of an emergency. House numbers should be clearly visible to all emergency services. Numbers should be a minimum of 3” and reflective. It is rec-ommended that these markings be on a mailbox or lawn marker at the street. Valuable time can be lost trying to determine the correct address for our response.

Remember on April 1st, when you change your clocks, change your smoke and carbon monoxide detector batteries. Test your detectors at least once a month. As a family, prepare an evacuation plan with 2 ways out of each room and a meeting place outside your home. Practice your plan so you are prepared in case of an emergency.

Are you planning major renovations or even rebuilding your house? You can help the fire depart-ment by allowing us to train at the structure prior to demolition. We can perform search, rescue, ventila-tion, ladders, hose line advancement and other valuable training in a real setting. Information is available at the Construction office at the time you apply for the demolition permit.

Are you planning to sell your home? If so, there is a new law in ef-fect that requires the seller to have a minimum of one 5 to 10 pound ABC dry chemical fire extinguisher mounted and visible in the kitchen area of the

residence. As a reminder, you must also have smoke and carbon monoxide detectors mounted, operating, and inspected prior to the sale. For assistance on the number and location of these required items, please contact the Bureau of Fire Prevention at (908) 756-0080.

Do you have a hydrant on or near your property? During the spring and summer months they can become hard to find when grass and plants start to grow. You can help us by keeping these hydrants clear and visible to us. Cut back new growth in the warm weather. Being able to quickly find a hydrant can save us precious time in an emergency. Please adopt a hydrant and help us out.

The Watchung Volunteer Fire Department is always in need of new members. Any person, 16 year of age or older with a desire to serve their community, can join. We have many responsibilities to perform from firefighters to drivers and pump operators. Training is provided at no cost to you. If you would like to know more about membership, please stop at the firehouse at 57 Mountain Blvd., on Sunday mornings between 10:00 AM and 12:00 noon or call (908)561-9389 and leave a message with your name and phone number.
