A TRULY INTERNATIONAL EDUCATION DESTINATION

CALL FOR EXPRESSIONS OF INTEREST SPRINGFIELD INTERNATIONAL SCHOOL

As one of three pillars upon which Greater Springfield has been built, education has always occupied a prominent role in our city’s development.

Over the course of 27 years, Greater Springfield has achieved many educational milestones, all of which have contributed to its evolution into a Learning City.

Today, residents can select from a range of quality educational options spanning early childhood to university studies. A distinct hallmark shared by our ecosystem of providers is their co-location within the city’s knowledge precinct and the extensive manner in which they collaborate to achieve the best possible outcomes for our learners.

This has not been achieved by chance, rather through purposeful design, which has itself resulted from an active desire to shift the conversation around how our learners learn, our teachers teach and the rapidly changing community expectations around how to equip today’s learners for tomorrow’s world.

An essential part of this preparation lies in connecting our learners to an increasingly diverse and global learning community. To that end, this call for expressions of interest for Springfield International School marks yet another significant and innovative educational milestone for our city.

This represents a rare opportunity for an experienced consortium partner who is passionate about learning excellence to co-create something unique in Australia — a selective, private school comprising a rich mix of international and domestic students, offering internationally recognised qualifications within a diverse, global learning community.

With current conditions so favourable, I encourage early enquiry from organisations keen to make a significant and lasting contribution to the educational fabric of our learning city, one committed to developing our next generation of global citizens.

We look forward to sharing our vision with you.

Maha Sinnathamby Chairperson, Springfield City Group

If you had the freedom to create a modern, planned city from the ground up what might that look like? Welcome to Greater Springfield, Australia’s newest emerging city.

Located in a fast-growth corridor in Southeast Queensland, just 35 minutes’ drive from Brisbane, Greater Springfield is the largest, privately owned, masterplanned city in Australia — only the second since Canberra to hold legislative planning certainty.

Now twenty seven years old, Greater Springfield is home to 43,000 residents (January 2020), with projections indicating a population of 80,000 by 2030, expanding to 115,000 by 2036.

Liveable by design, residents are attracted by Greater Springfield’s diverse, affordable and meticulously planned neighbourhoods, ten-minute commutes, a 24-hectare green city heart and 11km of boardwalk, cycling and walking tracks. Greater Springfield is a truly open, yet connected city.

Conveniently located, Greater Springfield also provides seamless connections to three international airports and the cities of Ipswich (15 mins), Brisbane (35 mins) and the Gold Coast (50 mins), each of which is easily accessible by public or private transport.

Designed upon the three foundations of world class education, advanced healthcare and new information technologies, Greater Springfield is a progressive city — a proving ground for initiative and innovation. One such example is the city’s stated goal to achieve net zero energy by 2038, an ambitious vision for which planning is already well underway.

This visionary approach extends to the provision of world class educational choices. With population projections signalling the need for up to twenty schools by 2036, Greater Springfield has already achieved many significant educational milestones, with a rapidly developing ecosystem of providers currently operating within the city. Spanning early childhood to higher education, these institutions cooperate to provide a range of educational pathways, equipping students with the skills and knowledge required to make a meaningful contribution to today’s connected, ever changing and increasingly diverse society.

Keen to adopt best global practice, Greater Springfield is committed to connecting learners not only to their local communities, but also to the wider State of Queensland and the world beyond.

To achieve this Greater Springfield is now calling for expressions of interest from consortium partners to fund, design, build and operate a private international school situated on a reserved site in the heart of Greater Springfield’s knowledge precinct.

One of the few examples of vertical school learning environments in Australia, the school will be selective, offering the International Baccalaureate (IB) program to a rich mix of up to 1,500 fee paying domestic and international students (years 7-12).

This represents a rare opportunity for an innovative and experienced consortium partner to work with the Springfield City Group to help realise the next step of the city’s vision for a connected, learning city.

EDUCATION MILESTONES

CITY MILESTONES

Over the course of 27 years, Greater Springfield has established itself as a desirable family location, providing ease of living, a well-planned built environment and an array of choices. Much of this is due to the clear vision upon which the city is founded. This vision has been exemplified by an impressive number of city-wide and educational milestones, all of which have made significant contributions to the city’s evolution.

The following timeline outlines key developments in Greater Springfield’s history, illustrating the well-considered integration between the city’s infrastructure and the educational aspirations upon which it is built. A lot has happened and there is certainly more to come.

With firm educational foundations already laid, we are now ready to realise the next component of our educational vision for the city.

Reflecting our view of the global nature of education, we seek expressions of interest from experienced consortium partners for the funding, design, building and operation of Springfield International School.

Innovative by design, the school will operate under a private, selective-entry model, catering for up to 1,500 full fee-paying students, comprising a rich mix of domestic and international students (year 7-12).

Delivering the international baccalaureate (IB) curriculum, the school will cater to a global and diverse learning community, providing integrated pathways into higher education both within Australia and abroad.

What sets this opportunity apart is that this project faces few legacy constraints. It is a greenfield opportunity within a young and fast-growing masterplanned city that places education at its core.

It will be a welcome addition to a high-functioning ecosystem of local providers, co-located with others who have a proven track record of collaboration enabled through their participation in ‘The Learning Coalition’. The Greater Springfield community is already experiencing tangible benefits from this collaboration, through initiatives such as the recent ‘Festival of Learning’.

In anticipation of securing an appropriate consortium partner, a school site has already been reserved. Occupying a premium location within Greater Springfield’s knowledge precinct, the site represents a rare opportunity to create one of the few examples of vertical school learning environments in Australia, the design of which will be optimised for both learning and teaching.

A RARE OPPORTUNITY TO CREATE SOMETHING SPECIAL

Education is the soul of Springfield and the currency of the future

We know education benefits through design-led thinking and the level of design focus we place on our educational environment is unparalleled, reflecting the latest research around collaborative spaces. With three quarters of our population either directly engaged in schooling or supporting those who are, we think it essential.

We also know that collaboration between institutions can be fostered through good design, so we developed The Knowledge Precinct with connectivity in its DNA.

However, design alone is not enough to guarantee success. Demographic facts and industry trends must also align to enable successful outcomes. Greater Springfield is very fortunate in that regard, with multiple factors combining to provide a powerful combination of favourable conditions, giving us confidence that the time is right for a development of this nature.

Consider the following points »

KEY SPRINGFIELD DEMOGRAPHIC FACTS INTERNATIONAL EDUCATION INDUSTRY FACTS

We’re growing fast, with population projections indicating a need for over 20 schools by 2036

We have an enviably young population with an average age of 29 and 3.2 people per household

Our residents are financially comfortable, with an average annual household income of A$103.3k/annum; approximately 38% higher than the Australian median (Census 2016)

We have a healthy proportion of high earners, with more than 60% of households having at least one person earning over A$90,000 p.a.

The annual value of international education to Queensland rose 16% in the year to 1 July 2019, injecting A$5.38 billion into the Queensland state economy

1 in 3 international students are based outside the Brisbane metropolitan area, countering the national trend toward metro-dominance

In the year to 1 July 2019, Queensland outperformed the national growth trend of 15% and NSW (14%), Australia’s largest international education market by state (Australian Bureau of Statistics)

27% of international students already staircase into Queensland-based higher education

It’s fair to say that this opportunity will not suit everyone.

Potential partners will need to demonstrate aligned values and a proven track record of innovation and delivery excellence within the education sector, either within Australia or abroad.

Skillsets will need to span the myriad of disciplines required for a project of this nature and the selected partner will also relish the opportunity to collaborate with Springfield City Group to co-create an outcome that delivers our vision.

With a key project outcome being the integration of learning pathways to higher education, an important consideration for partner selection will be the breadth and quality of existing networks as well as a reputation for operational excellence.

World class results will require a world-class partner.

Potential partners will need to be comfortable becoming an active member of the community of existing providers through ongoing participation in The Learning Coalition.

During this initial stage, we are committed to remaining open minded about the origin and type of partner, also the manner in which this project will unfold. We are keen to take a collaborative approach and are willing to explore a range of possible consortium configurations and eventual operating models.

Organisations already operating within Australia will be considered equally alongside those of international origin, as will a collaboration between both. Similarly, the project may be delivered by an independent operator or joint venture structure formed specifically for this project.

While flexibility is a hallmark of initial project discussions, one constant is our desire to appoint a visionary, innovative and collaborative partner.

WHAT OUR TIMELINE LOOKS LIKEAlthough specific project timelines are dependent on the outcome of partner discussions, the following provides an indication of major project phases and timings
