Hi Holly,I hope you enjoyed the long weekend! I left you a message yesterday. Thanks for letting me know about PESB.Let's connect sometime today and you can let me know how things went with the board and we'll make sure we're on thesame page about the conditional cert requirements.Best,Lindsay

Are the candidates aware of all the steps they have to go through to get a conditional cert?1

You had also asked what the Board is voting on tomorrow-they're not actually voting on anything, but we are introducinqa generic authorization for conditional certificates in case anyone is going to need Board action. The Board will actuallyvote on this on August 17, if any TFA candidates are pushed forward for hiring. Because their vote will be so late inAugust, it'll be really important for any TFA candidates who are hired to get their info into aSPI quickly so that they can beready for the first day of school

I understand that private donors are paying for some of the cost of the fulfilment of the district's agreement withTeach For America.

I would like to know the names of each donor, and the amount of their pledge.

There was no memo from us to the UW-I believe what they are referring to was actually something from TFA to the UW.I'm going to send you an email from P and C McCormack that references this. I cannot stress enough-there is no secretagreement to hire TFA teachers! What TFA does with the UW in terms of teacher training is up to them, and we are notinvolved.

Holly - do you have this document:I am particulalry interested in a document I learned about recently. Please request from Holly Ferguson a copyof an SPSmemo to the University of Washington's College of Education relating to teacher vacancies datedJanuary 24, 2011

The first part looks pretty straight forward; please search your files for any hard copies ofTFA communication and I'llconduct an email search for the on-line communication. Also, her request specifically asks for documents sent by private email or text message accounts, etc. I can locateemail/text sent on district phones/blackberry's within our email search. Do you recall sending anything regarding thissubject from your personal email or personal phone? If so, we'll need to discuss that in more detail on how we'llrespond. I'll speak with Ron, Noel, and Kevin regarding this piece of the puzzle.I've given an initial response date of November 9, but can adjust that if necessary. If anyone has any questions, just let me know. Thanks,Colleen

Dear School Board Directors,I would greatly appreciate your assistance with regards to the following inquiry:The October 5, 2011 School Board meeting considered a request for a conditional teaching certificatefor the following individual:Name: Daniel CalderonSchool: Rainier Beach High SchoolGrade/Classes to be taught: BilingualCollege: Macalester CollegeWest E areas: Bilingual Education, Elementary EducationSllbtest 1, Elementary Education Subtest 2, andEnglish Language LearnersDegree/Subject: International Studies/Hispanic Studies (2011)

Bilingual Ed (050)Elementary Education Subtests (005 and 006)English Language Learners (051)

If I am not mistaken, Mr. Calderon took the following West-E exams

Has Daniel Calderon been hired as a Spanish teacher at RBHS, as reported by Rita Green and CarlinaBrown? If so, it would appear none of the tests cited would demonstrate Mr. Calderon's mastery forteaching Spanish. Just because someone majored in Hispanic Studies (history, literature, culture) orcan speak Spanish, would not necessarily give one the competencies to TEACH Spanish, particularlyat the high school level. From the PESBwebsite, it would appear that Mr. Calderon should havetaken the West-E for Designated World Languages (100).Furthermore, Mr. Calderon has less than stellar qualifications. His work experience amounts to fourmonths coaching soccer and four months as an intern/translator. He was arrested for vandalism lastyear and paid restitution. How is it that this representative of the "best and brightest" even got intoa Seattle Public Schools classroom? Has the board NO interest in the hiring practices of our district? Finally, so that the Board is better informed on district hiring methods I offer the following from thedistrict's application (dated September 6, 2011) for Mr. Calderon's emergency substitute certificate:"Mr. Calderon has been selected to teach in Seattle School District and is a Teach for Americacandidate. His conditional certificate will be approved by the Seattle School Board (emphasisadded) and he will receive his certificate once processed by OSPI. To ensure that he will be eligibleto teach, the emergency substitute certificate is requested. This statement renders the Board's vote as predetermined and barely relevant. It is insufficient basisto request an emergency substitute certificate. Once again, the Washington Administrative Codespells out the conditions under which an unqualified person may be granted an permit to teach ourchildren.WAC 181-79A-231 Limited Certificates

If so, it would appear none of the tests cited woulddemonstrate Mr. Calderon's mastery for teaching Spanish. Just because someonemajored in Hispanic Studies (history, literature, culture) or can speak Spanish, wouldnot necessarily give one the competencies to TEACH Spanish, particularly at the highschool level. From the PESBwebsite, it would appear that Mr. Calderon should havetaken the West-E for Desiqnated World Languages (100).Furthermore, Mr. Calderon has less than stellar qualifications. His work experienceamounts to four months coaching soccer and four months as an intern/translator. Hewas arrested for vandalism last year and paid restitution. How is it that thisrepresentative of the "best and brightest" even got into a Seattle Public Schoolsclassroom? Has the board NO interest in the hiring practices of our district? Finally, so that the Board is better informed on district hiring methods I offer thefollowing from the district's application (dated September 6, 2011) for Mr. Calderon'semergency substitute certificate:"Mr. Calderon has been selected to teach in Seattle School District and is a Teach forAmerica candidate. His conditional certificate will be approved by the SeattleSchool Board (emphasis added) and he will receive his certificate once processed by OSP!. To ensure that he willbe eligible to teach, the emergency substitute certificate is requested. This statement renders the Board's vote as predetermined and barely relevant. It isinsufficient basis to request an emergency substitute certificate. Dear Board members -Today we are announcing The Seattle Foundation (and specific donors) who are funding Teach for Americacandidates. This press release will go to the public and the media later today. Please let me know if you have any questions!

The Seattle Foundation announces financial support for Teach for America inSeattle Public Schools

The non-profit Seattle Foundation today announced they will finance the yearly fee for the Teach for Americaparticipants in Seattle Public School. The Seattle School Board voted in November 2010 to approve a contract with TFA. Seattle Public Schools has hired threeTFA teachers for the 2011-12 school year, with two additional applications pending School Board approval. The TFAcandidates went through the regular school-based hiring selection process, which includes interviews with communitymembers and staff.

The TFA teachers receive a typical first-year salary from the District and are members of the Seattle EducationAssociation. They will, however, receive additional support from TFA during the school year. The Seattle Foundation willcover the $4,000 fee per teacher paid to TFA- an estimated $20,000 total. This fee is used to offset the cost of training."We know that an exceptional teacher in every classroom can help close the achievement gap and increase theacademic success of all of our students. Teach for America brings even more exceptional and motivated teachers intoour classrooms," said Norman B. Rice, President and CEO of The Seattle Foundation. "Education remains one of ourtop priorities, and I want to thank local community members for supporting Teach for America by donating to TheSeattle Foundation, including James R. Faulstich, Matt Griffin and Evelyne Rozner, Intelius, Inc., Will Poole and JanetLevinger, Ann Ramsay-Jenkins (William M. Jenkins Fund), and the Satya and Rao Remala Foundation."If more TFA teachers are hired in Seattle during the next year, Teach for America can use additional Seattle Foundationgrant funds for the training and support of those teachers, Rice said. For more information on TFA, see www.teachforamerica.org.Click here to read more about the District's contract withTFA.
