Said project falls under CRZ Area and not obtained CRZ Clearance from competent authority.

SRO Mumbai-I reported that project proponent has completed G+7 Storey and now constriction activity is stopped.

The case was discussed in CC Meeting dated 24/12/2013 and it was decided to keep case in abeyance and refer matter to MCZMA for starting construction without obtaining CRZ Clearance.

Accordingly letter issued addressed to Member Secretary, MCZMA Dated 16/1/2014 regarding referring matter to MCZMA for starting construction without CRZ Clearance.

PP has communicated letter dated 30/4/2014 which is received in HQ Dated 5/5/2014 in which PP has submitted their explanation in brief (Copy attached)

undertaking on 100 Rs stamp paper stated that construction activity has been stopped on site from August 2013.

Resubmission 

• The  application  for  consent  to  establish  was  discussed  in  CC  meeting  held  on 29/04/2014, during discussion  it was decided  to  issue SCN  for  refusal of  consent  to establish  and  stop work  as  PP  has  started  construction work without  C  to  E  and environment clearance. Board has issued SCN on 09/05/2014. 

• After  hosting  minutes  of  meeting  on  website  applicant  has  submitted  reply  on 06/05/2014  in  reply applicant  stated  that “we have already  stopped  the work  from August 2013 and affidavit  for the same was submitted along with the application of consent  to establish. We assure you  that we will not  initiate any construction work before obtaining Environmental clearance and Consent to Establish”. 

• In view of above we may consider consent to establish with BG & BR with affidavit.

1. PP has applied for renewal of consent. 2. Earlier consent was valid upto 31/03/2013 for residential project. 3. PP  has  obtained  consent  to  operate  for  total  plot  area  13603.33  sq.mtrs  and  BUA 

20145.91  sq.mtrs  on  dated  29/05/2010  for  same  area  PP  has  obtained  Environment clearance from MoEF on dated 22/07/2008.

5. For  this  847.87  sq.mtrs  additional  builtup  area  applicant  has  not  obtained  consent  to establish.

• Application for consent to establish was discussed in CC meeting held on 31/01/2014. During discussion it was decided to issue SCN for non provision of MSW plant as per consent condition. Board has issued SCN on 11/02/2014. 

• Applicant has not submitted reply of the SCN issued but submitted reply of query letter issued by SRO as per reply PP has submitted additional consent fees from 30/03/2012, but not mentioned about MSW treatment. 

• In view of above we may refused consent to operate or we may give 3 month time with separate BG for installation of MSW plant.

started. Till completion of crushing season 2013-14 it was working efficiently with proper results as per the norms.

2. You have not provided 15 days storage tank for treated effluent,

We already have started the work of 15 days storage tank of treated effluent. The excavation work is in hand. The storage tank will be ready in all respect before starting of crushing season 2014-15.

3 Air pollution control system is not provided as per the CREP Norms,

The issue of providing wet scrubber / bag filters to all the boilers as per CREP norms is put up to Hon. Management for Approval. It is expected that the issue will be solved before starting of crushing season 2014-15.

4 Effluent generation is not achieving 100 ltrs of per ton cane crushing

Planning to provide various arrangement in the plant to reduce waste water generation. We have already installed various instruments like cooling tower single entry condenser, hot condensate for mill imbition, continuous sulphur burner cooling water is recirculated in the service tank to minimize water consumption. Maintaining house keeping properly we are trying to achieve effluent generation 100 Ltrs per ton of cane.

5 using kaccha laggons to store the untreated effluent

The existing kuccha lagoons will be scrapped during this season 2014-15 forever. Now our crushing season in over and distillery also is stopped so generation of waste water, spent wash is automatically stopped.

6 You have not submitted the Bank Guarantees as per the previous consent condition
