• Article VI: “Officers or employees of aparty state rendering aid . . . shall beconsidered agents of the requestingstate for tort liability and immunitypurposes…”

• Article VII: …”nothing herein containedshall preclude any state from enteringinto supplemental agreements withanother state or affect any agreementsalready in force…”
• Article IV: “…the state rendering aid maywithhold resources to the extentnecessary to provide reasonableprotection for such state."
