The passage of the Punjab Sutlej Yamuna Link Canal Bill (2016) by the Punjab assembly on a non-partisan basis has unilaterally sparked a crisis in riparian man-agement. Water availability in India’s 91 reservoirs has now reached its lowest level in a decade, touching 29% of storage capacity. Eighty-five per cent of the coun-try’s water needs are now supplied by rapidly declin-ing aquifers. With increasing tanker dependence, water conflicts are arising — prohibitory orders have been imposed in villages in Latur, Maharashtra, while wa-ter supply to local swimming pools has been cut off. Short-sighted political tactics, combined with irriga-tion inefficiency, have served to make water disputes intractable. Water is a commodity that resists commod-ification — a recipe for market failure. States have of-ten cited the Harmon Doctrine, ignoring externalities and past investments, to support the idea of absolute sovereignty over water flowing through its territories. More successfully, the social contract approach has fo-cused on deciding on an initial allocation of property rights and creating a mechanism to trade such rights. The Inter-States Water Disputes Act (1956) was enact-ed to deal with conflicts, creating adjudication tribunals where direct negotiations failed. However, such tribu-nal decisions have often not been accepted by disput-ing parties, leaving arbitration as a non-binding mech-anism. Interventions by the Centre, as in the Ravi-Beas dispute, have also been unsuccessful. India’s water settlement dispute mechanisms remain opaque and ambiguous. As rivers generally cross state boundaries, the construction of equitable mechanisms for allocat-ing river flows has been a constitutional legacy. With a plethora of stakeholders — state governments, Parlia-ment, courts, water tribunals, central ministries and civ-il society — water disputes have remained a persistent phenomenon. With growing consensus that many such disputes are increasingly intractable, existing institu-tional arrangements have clearly failed to generate out-comes that focus on growth and the national interest. The Cauvery dispute, led to 26 meetings between 1968 and 1990 at the ministerial level, between Tamil Nadu and Karnataka, with no consensus reached.

The US has raised an alarm over end-to-end en-cryption of all messages from Facebook-owned WhatsApp, saying that strong encryption should not provide cyber safe havens to terrorists and child pornographers. “It (WhatsApp decision) doesn’t change our policy or our view of how the federal government and the technology industry can and should be able to work together to ensure that strong encryption can be robustly deployed without giving terrorists or child pornographers or other bad actors a safe haven in cyberspace,” White House Press Secretary Josh Earnest said. “It’s complicated and it’s technical, in part because these policies and the technology itself is rapidly changing. The number of people living with diabetes has nearly quadrupled to 422 million over 35 years, with most living in developing countries, the WHO warned today, adding the world is facing an “un-relenting march” of the disease which now affects nearly one in 11 adults. Factors driving this dra-matic rise include overweight and obesity, accord-ing to a major new report by World Health Organ-isation (WHO) released ahead of the World Health Day. The report warned that the diabetes cases have risen to 422 million in 2014 from 108 million in 1980, 314 million more. “If we are to make any headway in halting the rise in diabetes, we need to rethink our daily lives: to eat healthily, be phys-ically active, and avoid excessive weight gain,” said Dr Margaret Chan, WHO Director-General.

The World Trade Organization on Thursday re-vised its 2016 global trade forecast downward by more than one percentage point, warning that a slowdown in China and broad market volatili-ty continued to threaten growth. In September, the WTO estimated that global trade would rise by 3.9% this year, but lowered that projection to 2.8%, in an updated forecast. “Trade is still reg-istering positive growth, albeit at a disappointing rate,” WTO director general Robert Azevedo said in a statement. Various factors were continuing to apply downward pressure on global commerce, the Geneva-based body said. The rout on commodities prices has shown few signs of reversing, while the full extent of the slowdown in China -- the world’s top commodities consumer -- remains uncertain. The WTO listed “a sharper-than-expected slowing in China (and) worsening financial market volatil-ity” as factors that could further suppress global trade this year. But, the 2.8% growth forecast could prove to be an underestimate if efforts by the Eu-ropean Central Bank to stimulate eurozone growth are successful, the WTO said

Three officers appointed SP are Asra Garg, S Kiran and Daljeet Singh. Tenure of SPs Rajiv Ranjan, Jose Mohan and Rakesh Rathi was extended for three years, the order said.
