SATUrdAY, JUNE 11, 2016

QUOTE OF THE

DAYPunjab’s problem is not a film, but who is to tell it to the censors

The efforts by the Central Board of Film Certification (CBFC) through the years to live up to its sobriquet “censor board” have never been as intense, or as lu-dicrous, as seen in its determination to trip up the film Udta Punjab on the ground that it defames Punjab by projecting the state’s drug problem. The review panel of the CBFC suggested many cuts, including the ridic-ulous proposition to remove references to Punjab in the title and in the dialogues, for the film to be eligible for certification. The producers of the film claimed that the report of the review panel was provided to them only after they approached the Bombay High Court. Just when Bollywood seems to be emerging from its co-coon of fantasy films to create works that reflect India’s current realities, the CBFC seems to be making a de-liberate attempt to stall it. Chairperson Pahlaj Nihalani has got it all wrong about the mandate of the CBFC. He and the board seem unable to fathom that the CBFC has not been established to provide a moral compass to filmmakers or act as a political filter. It is not for the CBFC, a quasi-judicial body, to act as the govern-ment’s censor, as in the days of the Emergency. Films, like all works of art, try to speak the uncomfortable and inconvenient truth. That’s the morality of art and, Udta Punjab, appears to have tried to speak the truth, which appears to have upset the CBFC panel mem-bers. Udta Punjab is said to depict in stark manner the widespread problem of drugs in Punjab. Why should such a film become a target of the “censor” board un-less some people want to hide this reality? The drug problem in Punjab, as evident in the ongoing investi-gative series in this newspaper, has many layers. It’s as much about politics as it is about law and justice. The Akali Dal, in office for a decade, has been defensive about it, providing the opposition Congress, which too is guilty of ignoring the problem when it was in power, and the Aam Aadmi Party, with ammunition to target the government. With the assembly elections a few months away, the Akalis seem to attack any discussion of Punjab’s drug problem as “a conspiracy to defame” the youth of the state. The BJP, an ally of the Akali Dal, appears a willing partner in this strategy. Nihalani, who has taken every opportunity to advertise his admiration for Prime Minister Modi and gratitude to the BJP, has been remarkably sounding like the Akali leadership on the issue. How much better it would have been, both for politics and policy, had the Akali Dal-BJP coalition welcomed the film, if not as the complete truth, as a timely and much needed wake-up call to a social prob-lem that needs to be addressed urgently.

“It was important to make Punjab drug free. In the present situation in Punjab, everybody should come forward to make the state drug free and save the youths of Punjab,” - Art of Living founder Sri Sri ravi Shankar said on Friday

that the need of the hour was to make Punjab drug free and appealed to people to keep yoga above politics, during a meditation session at the Paraplegic Rehabilitation Centre (PRC) in Mohali.

With Housefull 3 mak-ing new records at the box office despite mixed reviews, the makers of the franchise are keen to come up with another in-stallment. Produced by Sajid Nadiadwala, the comedy, which released on June 3, stars Akshay Kumar, Abhishek Bach-chan, Riteish Deshmukh, Jacqueline Fernandez and Nargis Fakhri. When asked about the possibil-ity of Housefull 4, Na-diadwala told reporters last night, “It is a good franchise. Definitely we will be doing (Housefull 4) very soon.” On the occasion, Akshay said

the scripting of a possi-ble Housefull 4 will take time, as it is not an easy subject to make. “We will sit and talk about it. It will take time. There was a gap of nearly four years between ‘Housefull 2’ and ‘3’. The script takes a lot of time. It is not an easy task to assemble ev-eryone in one home, you need a strong reason for that,” he said. “So, it is not an easy subject, it is difficult to make. As superstar Balakrishna is all set to celebrate his 56th birthday on Friday, his myriad fans are a fren-zied lot with the release of the first look of his 100th film ‘Gautamiputra Satakarni’ on Thursday. Balakri-sha carried the legacy of his father, legendary NTR for the last three decades with consummate ease and shared screen space with his father and stole the show with his perfor-mance as Abhimanyu in ‘Dana Veera Sura Kar-na’, despite NTR essay-ing four key roles in the mythological film. “He is the only actor among his contemporaries like Chiranjeevi, Nagarjuna and Venkatesh who has acted in varied genres including folklore, my-thology, history, social and family dramas to live up to the legacy of NTR. A plodding, cliche-ridden melodrama in which mis-fortune after spirit-crush-ing misfortune is heaped upon the two protagonists, Do Lafzon Ki Kahani is not quite the breeze that the title might suggest. Making its point with the means of just two words is simply beyond this film. It takes an eternity plus a few hours to reach its cli-max, by which time you just want the tortuous tear-jerker to be banished from your sight. The stated runtime of Do Lafzon Ki Kahani is 127 minutes - a little over two hours - but it feels four hours long, if not more, so enervat-ing and exasperating are its dramatic coincidenc-es. De-spite almost no help forth-coming, Biswas’s quest for justice is relentless and he does everything he can to achieve that. Most of the first half concentrates on this. Then, a turn of events that plays a cru-cial role in unfurling the mystery that unravels in

the climax breaks out in the pre-interval. Anoth-er young boy, who is the grand-child of Manohar Sinha (Chakraborty) is kidnapped in circum-stances almost similar to Biswas’s grand-daugh-ter’s. so is the audience, but definitely not for the rea-sons that director Deepak Tijori would have had in mind. A national-level uproar is evidence enough that if released, ‘Udta Punjab’ would bring about a pos-itive change in address-ing the menace of drugs in the state. India Obvious Candidate To Push Global Growth: HSBC

Government may relax FdI norms in brownfield pharma companies

WhatsApp update will let you quote messages

India is the “obvious candidate” to push global growth amid a lingering slowdown but it will need sustained GDP expansion to reach, by the middle of next decade, the share of world GDP that Chi-na had at the height of its boom in 2005, says an HSBC report. “If the West is not bouncing back to its former strength any time soon, where will growth come from? India is the obvious candi-date,” HSBC economists said in a note. China as the economic engine has “begun to sputter” and India is the only other country with over a billion plus people and also grew “a tad faster” than its northern neighbour in the last year. The note made it clear that the country’s economy is not large enough to make up for a slowdown in mainland

China but added that it holds great potential.

WhatsApp has started rolling out an update to its An-droid beta testers. The updated WhatsApp for these users will enable them to reply to a specific message and quote it while doing so. The process is simi-lar to how people reply to comments on many old-school online forums. The feature will be applicable for person-to-person chat and also for WhatsApp groups. After long pressing on a message, the menu on top will now have a reply icon along with the older forward, copy, and delete options. The feature will come handy at a time when you need to refer to an older message. After selecting the reply option, which appears on long pressing a message, the orig-inal message will appear as a quote over your text box. You can add your reply with it. And send! The quoted reply will appear as preview on the top of your message. The feature will be more convenient for people in group chats as it will help add context to a message in a long conversation. Any of the par-ticipants in the chat can get to the original message by tapping the quoted reply. The chat window then will automatically scroll up to the position of the

original message.

Government is considering a proposal to relax foreign direct investment (FDI) norms in existing pharmaceutical companies with a view to attract-ing more overseas inflows. According to a propos-al of the Finance Ministry, FDI up to 49 per cent should be allowed through the automatic route and anything beyond through approval of the Foreign Investment Promotion Board (FIPB), sources said. The Department of Industrial Policy and Promo-tion (DIPP) and the Finance Ministry are discuss-ing the proposal. Currently, FDI up to 100 per cent is permitted in new projects in the pharmaceutical sector, but in brownfield ones –the existing compa-nies– the foreign investment is permitted through FIPB approval. DIPP has already commissioned a study to assess the impact of foreign direct invest-ment in existing pharmaceutical companies amid concerns over mergers and acquisitions of domes-tic drug manufacturers. FDI in the sector is a con-tentious issue as concerns have been raised over some mergers and acquisitions of Indian pharma

companies by foreign giants.

tedious by the traditional formula. To over pass this problem they have invent-ed an easy formula for In-travenous fluid drip rate calculation. Indoor pa-tients are routinely treated with the IV fluids for the volume expansions oras a drug injection vehicle. Routinely for Iv drip rate calculation, a computer based machine or mobile application or calculator is required for precise amount of drip rate but the new formula which is invented by the duos does not required any help. So this can be the blessing in

medical field. Talking to Dr Mukund V Patel a se-nior Consultant Physician and Dhurv kumar Patel 3rd year MBBS Student, the Inventors said that “The idea behind invent-ing this formula was to make easy and accurate calculation of Intra ve-nous fluid drip rate for any doctor’s, nurse and other para-medical staff. Espe-cially if we talk about the hospital scenario in India there are so many hospi-tals but the staff is less so we can say like one nurse has to take care of many patients.
