QUOTE OF THE

DAYAadhaar bill: For ‘one citizen, one identity’ reality

The Lok Sabha passed the Aadhaar bill on Friday to make sure its subsidies and services reach the people directly, thereby going beyond the scheme’s current mandate of assigning a unique identity to residents. First mooted by Nandan Nilekani in 2009, the concept of using a citizen-centric unique identi-fication mechanism was embraced by the UPA gov-ernment via an executive notification. However, as the gamut of citizen’s personal information collect-ed by the government began increasing, there were demands to make this process more accountable and transparent in its operations. After two failed attempts in 2010 and 2013 to establish the National Identification Authority of India (NIAI) by the UPA Government, the Aadhaar (Targeted delivery of fi-nancial and other subsidies, benefits and services) Bill, 2016 provides for establishment of a Unique Identification Authority of India (UIDAI). Coming on the back of a pending Supreme Court case to address the apprehensions about the lack of ade-quate provisions to protect the privacy of citizens, this bill is expected to have far reaching impacts on the way citizen’s data is collected, used, shared and protected from misuse by government agencies. The bill, while defining a subsidy as any form of aid, support, grant, subvention, or appropriation, in cash or kind, to an individual or a group of individ-uals provided by the central government, mandates that the beneficiary furnish or enroll for an Aad-haar number while seeking benefits. However, it goes on to inform that if an Aadhaar number is not assigned to an individual, the individual shall be offered alternate and viable means of identification for delivery of the subsidy or service by the gov-ernment. The bill draws heavily from the National Identification Authority of India (NIAI) Bill (2010) in nature and scope, but has some significant addi-tions, primarily focused on bringing in more clarity in definitions, incorporating provisions protecting citizen data privacy and widening the scope of pe-nal provisions for unauthorized access to citizen’s personal information. It categorises the personal information collected from citizens in four main categories. The government should also look at in-troducing amendments to other acts that permit for collection of information such as the Census Tax Act (1948), Income Tax Act (1961), Passport Act (1967) etc. and align them with the strong penal provisions in this bill.

The rumours may just be true on this one. Looks like Malaika Arora Khan has indeed filed for di-vorce from her husband of 17 years, producer-ac-tor Arbaaz Khan. Malai-ka is not ready to recon-sider her decision even on brother-in-law and superstar Salman Khan’s request, suggests a re-port in Mumbai Mirror. The two recently hosted a TV reality show, Power Couple on Sony Enter-tainment Television, to-gether. However, Arbaaz was often left on his own

as Malaika would repeat-edly leave to tend to oth-er commitments. They appeared together in just three episodes but after much persuasion, agreed to shoot together. How-ever, they would always reach the sets or leave for home in seperate cars and stay in separate hotel rooms. Malaika moved out of their Bandra home recently and shifted to an apartment in Khar, along with her 14-year-old son Arhaan. This apartment is in the same building in which her sister actor Amrita Arora Ladak’s in-laws stay.

I think the term ‘SUV’ has been overly abused not just by the industry and manufacturers, but also by consumers. It doesn’t take anything more than a broad similarity to a ‘typical’ SUV body shape for a vehicle — product characteristics notwithstanding — to get bejewelled with many SUV mentions in marketing gabber, and that makes an impressionable impact in the minds of commoners too. It’s perhaps the lack of being able to come up with an official term for such cars that we still use the term ‘SUV’ with some sort of an accompanying word like ‘com-pact’ or ‘lifestyle’ with it for such pretentious cars. I’ve driven everything that this segment offers — Ford EcoSport to the latest Mahindra KUV100 — and they’re really not SUVs. Not one bit. There’s the TUV300 by Mahindra which is a ladder frame construction and sounds truest to what an SUV is in its traditional sense, so I won’t condemn it yet — especially because I’ve not driven it in any, even

slightly, off-road condition, to be honest.

Instead of logging into your smartphone with sweeping gestures, doodling with one or more fin-gers might be an option soon. Researchers from Rutgers University in the US have performed the first study of free-form gesture passwords for smartphones in the field. Free-form gesture pass-words allow people to draw a password of any shape with any number of fingers, researchers said. The results, combined with previous studies, show that free-form gesture passwords are a serious al-ternative to text or other login methods, especial-ly for mobile devices, they said. Free-form ges-ture passwords are very suitable for touchscreens, faster to use, easy to remember and hard to guess. “Preventing people from hacking into your smart-phone is a major issue, and it becomes even more important because people carry their smartphones everywhere,” said Janne Lindqvist from Rutgers

University.

In a significant step, the Indian Health Ministry has banned around 350 fixed dose combination (FDC) drugs that are widely available in the mar-ket over safety concerns. These medicines are also incorporated FDCs based on codine, used in pop-ular cough syrups like Phensedyl and Corex. The Health Ministry has already approved the ban or-der with immediate effect from Friday, although the gazette notification is likely to be printed by Monday. It is said that these drugs contain codeine which cause lethal damage to brain and psyche, prompting the government to restrict manufactur-ing and sale of these medicines. These drugs were found to be “irrational” without any therapeutic ef-ficacy and use. Also, there were concerns about the misuse of these medicines as they were considered unsafe for mass consumption. The Health Ministry has also reportedly issued a show cause notices to companies manufacturing and selling these drugs.

Rafa Benitez took over as manager at Newcastle United on Friday as the Premier League strugglers sacked Steve McClaren and gambled their top-flight survival on the expe-rienced and wily Spaniard. Hours after Newcastle ended McClaren’s nine-month spell in charge, the north-east club confirmed the former Liverpool and Chelsea manager Benitez would be returning to the Premier League having signed a three-year con-tract. The Spaniard, who has been out of a job since

leaving Real Madrid in January, will be immedi-ately thrust into action at league leaders Leicester City on Monday and has just 10 matches remain-ing to secure Newcastle’s Premier League survival. The club are second from bottom in the table hav-ing lost three successive games and five of the last six with the possibility of a return to the second tier for the first time since 2010 prompting Friday’s managerial change. The risk of falling out of the top flight has been mag-nified by a record-break-ing three-year 5.1 billion

He may struggle to get winning positions in tournaments but when it comes to World Champi-onships and Candidates Tournaments, Viswana-than Anand is a different player altogether. Not a lot of people had given him much importance in the 2016 Candidates Tourna-ment that started in Mos-cow on Friday following some indifferent results in 2015, but the 26-year-old Indian GM showed that he is still a force to reck-on with in this format. On Friday, Anand defeated former World Champi-on Veselin Topalov in the

first round of the 8-player double round-robin tour-nament in Moscow to start the 2016 Candidates Championship on a rous-ing note. Anand’s victory is very significant because the games on the other two boards on the opening day ended in draw. Young Anish Giri of Netherlands was still engaged in a mara-thon battle with Armenia’s Levon Aronian at the time of going to press. So while the top two favourites for winning the candidates here – Fabiano Caruana and Hikaru Nakamura of the United States – played out a draw, Anand made a strong start by overcoming

Topalov, the man he beat in a World Championship Final match in Sofia in 2010. In a clash between the two oldest players in the tournament, the 46-year-old Anand got a slight advantage going into the middle game after To-palov opted for Anti-Ber-lin attack in Ruy Lopez opening. Anand, playing with white pieces, cap-tured a pawn offered by Topalov but the Bulgar-ian had enough counter-play to compensate for the loss. He did develop his pieces well but Anand maintained his slight ad-vantage and slowly build on that.

The South African squad that will face India in the first of their two warm-up ties on Saturday is packed with players who play in the IPL. In the list of teams most familiar with Indian conditions, South Africa rank quite high. Consid-ering all factors, in the lead up to the World T20, their playing XI seemed well-balanced. However, on the eve of their arrival, Hashim Amla, snubbed in the last two IPL auctions has changed the narrative and is poised to make the playing XI. The all-round ability of the current Indian crick-et team excites former captain Rahul Drav-id, who feels Mahendra Singh Dhoni’s men are a certainty for at least the semifinals of the World Twenty20 Champion-ships. Dravid, who was in Mumbai for the Lau-reus Sport for Good pro-gramme ‘Magic Bus’ in his capacity as a member of its World Sports Acad-emy, said India looks to be the most “formidable” team of the tournament, the main draw of which gets underway from March 15. “I think India

Amla scored an aggressive 62-ball 97 that also saw him partner Quinton de Kock to put on 47 runs in four overs. The uncharacter-istic innings included eight boundaries and four

sixes. While, the knock did not hand the Proteas a win, it did manage to push his case. “In World T20, form is important. You pick the players who are in form first.
