In a historic move, the flagship Aajeevika Skills Program and Ministry of Rural Development has been aligned with SSCs. On Nov. 21st 2013, a workshop with Programme Implementing Agencies (PIAs) of Aajeevika Skills was held to align their Curriculums with Qualification Packs as described in the Process Manual issued by SQA team at NSDC through Sector Skill Councils.
A presentation on Star Scheme was made to raise awareness and widen the scope for Aajeevika Skills PIAs to participate in the Star Scheme. The event was attended by Aajeevika Skills, NSDC, Sector Skill Councils and Programme Implementing Agencies (PIAs).

Aajeevika Skills aligned to SSCs
There were many positive outcomes of this session. It was decided that Curriculum Alignment with Qualification Pack and obtaining a QP-NOS compliance certificate will be a pre-requisite for the tranche disbursement of PIAs under Aajeevika skills. All the PIAs will align one selected job role course curriculum to the QP by 1st December 2013 and eventually align all their curriculums with Qualification Packs. All Aajeevika skills PIAs will be affiliate to the respective Sector Skill Councils for Assessment and Certification. PIAs affiliation with the Sector Skill Councils will be facilitated online.

Strengthening partnerships in Skill initiative, India and Australia signed 6 agreements on 30 November, 2013. A workshop was conducted by CII and NSDC for SSCs and VET providers for both countries. The partnership between NSDC and Australia is yielding good skill specific partnerships.

International Labour Organization meets NSDC
The National Skills Development Corporation (NSDC) and the International Labour Organization (ILO) convened a meeting of several Sector Skills Councils (SSCs) to discuss a proposal to develop National Occupational Standards (NOS) and Qualification Packs (QP) for Assessors and Teachers/Trainers of Technical and Vocational Education and Training (TVET). The meeting was held at NSDC on Wednesday 14 November, 2013. Initial inputs and feedback on the ILO’s NOS proposal were received from the SSC representatives present as well as their endorsement to progress the proposal.

Seokyung – Has models with parameter measurement. Not cost effective. VTP's can approach OEM/ Tier I and get used products to serve the purpose.

CGSC Workshops for Development of National Occupational Standards
CGSC organized a series of workshops and meetings with the companies and industry associations that are part of the Capital Goods Sector to elucidate the objective and process of development of Occupational Standards. A series of four workshops were organized at four locations followed by surveys, one to one meeting and shop floor visits at the company premises across Bangalore, Mumbai, Chennai, NCR Region, Rajkot, Ahmedabad, Kolkata and Coimbatore. The workshops were attended by over 70 members from the capital goods industry and industry associations. Similar exercise will continue in the coming weeks covering more cities and the States of Punjab and Gujarat. During the workshop, CGSC highlighted the benefit the industry would realize with the improvement of skills, skilled workforce and thereby improvement in the productivity at the shop floor. The participating industry members discussed in length on the subject and extended their support through active participation and sharing of knowledge, experience and strategic details to make this initiative industry driven. The outcome was a detailed occupational mapping of the sector which will clearly identify the priority job roles for development of Occupational Standards.

Gems & Jewellery Skill Council of India
Gem and Jewellery Skill Council of India signed a Memorandum of Understanding with the Kerala State Government. The Kerala State Government is implementing the Additional Skill Acquisition Program (ASAP) to enhance the employability of Higher Secondary School students by equipping with them industry relevant skills. The Kerala State Government and GJSCI will work together to provide training for three job roles in the Gems and Jewellery sector. The MoU was signed on November 6th 2013 at Thiruvananthapuram on the side lines of Skill Enterprise Engagement for Empowering Kerala (SEEK’13) summit.

Training of Trainers
Gems and Jewellery Skill Council of India conducted a training session for Master Trainers for the job role of Jewellery Retail Sales Associate (QP: G&J 8303). The two day training program was conducted by Mr. Dharmesh Sodah, CEO, GJSCI and Ms. Puja Gandhi, Head-Industry Affiliations, GJSCI at Sun City Premier Seepz SEZ, Mumbai on November 26th and 27th, 2013. The program was attended by master trainers from GJSCI affiliated training partners, IL&FS, Centum, IACM, LabourNet, Indian Institute of Jewellery, SB Global, Edulight Careers and Future Sharp. The program was also attended by assessment design team from GJSCI affiliated assessment agencies, Manipal City and Guilds and Aspiring Minds.
Mumbai Gems and Jewellery Trade Fair
GJSCI was invited for a panel discussion to review the Indian Jewellery Industry for 2013 at the FICCI-UBM Gems and Jewellery Conclave on November 27th 2013 at Bombay Exhibition Centre, Mumbai.
GJSCI was also invited to address a gathering of leading jewellery retailers and manufactures of Maharashtra under the aegis of the Maharashtra Saraf and Suvarnakar Mahamandal (MSSM).

Mr. Dharmesh Sodah, CEO, GJSCI, briefed the gathering on the benefits of the STAR Scheme for the Jewellery industry. Maharashtra Saraf and Suvarnakar Mahamandal (MSSM) has pledged support to the GJSCI and will mobilize learners from all across Maharashtra to get trained under the STAR Scheme.
In the month of December, All India Gem and Jewellery Trade Federation invited GJSCI for their GBOD meeting held at Jaipur to introduce the trade to the STAR Scheme. Prominent retailers and manufacturers attended this meeting held on 21st December 2013. Gem and Jewellery Skill Council of India has tied up with All India Gem and Jewellery Trade Federation of India to implement the STAR Scheme across India for the Qualification Pack / job role of the Jewellery Retail Sales Associate (Basic).
Training of Trainers
Gem and Jewellery Skill Council of India conducted a training session for Master Trainers for the job role of Jewellery Retail Sales Associate (QP: G&J 8303). The two day training program was conducted by Ms. Puja Gandhi, Head-Industry Affiliations, GJSCI. The training was conducted at the GJSCI office on December 26-27th, 2013. During the month of November 13, 2013 the NOS and QPs already approved were aligned with the National Classifications of Occupations (NCO-2004) made by DGE & T and MoLE.
Indian Plumbing Skills Council
• Curriculum for Level 1 and 2 ready, being validated by the Industry.
• Progress report in a prescribed format is being submitted.
• The first batch of 90 students were registered, 32 in Alwar and 58 at Delhi.
• Training Partners were asked to submit Curriculum and content for Level 1 and 2 for validation by IPSC.
• 1st Assessment was held on 28th January 2014.
• SDMs link and Pw to be provided by NSDC for TPS.
Discussions are on with the Department of Higher Education, Government of Kerala to collaborate with them for Skilling under their Additional Skill Acquisition Programme (ASAP) and other schemes. A MoU to be signed with them is under discussions. Discussions are also underway with Commissioner of Employment & Training, of Gujarat for a MoU to implement Star Scheme and other trainings in the state.
IPSC brought out its first brochure; the same was distributed at the World Plumbing Councils Conference (WPC) held at New Delhi on Nov. 14-15, 2013 and has also been uploaded on the IPSC website and had commenced work on a full-fledged website (till date a ‘Blog’ format).
Discussions with Skills Tech, (TAFE) Australia had first been initiated at the FICCI organised 'Global Skills Conference held in Delhi on 4-6th, 2013. A MoU for mutual cooperation has been signed with them during the CII–National Skills Conference held at Delhi on Nov. 29th, 2013.

December Updates
1st AGM of the IPSC was held on December 2013 followed by the 5th Governing Board meeting. Both the meetings were well attended.
NSDC held the Qualification Review Committee meeting (QRC) on 24th Dec 2013 to review and approve all the 25 job roles and their NOS & QPs. Further interviews for Industry validation and the balance seven Workshops are being planned in Jan. '14. During the month all the NOS and QPs were aligned with the National Classifications of Occupations (NCO-2004) made by DGE & T and MoLE and have been uploaded on NSDC & IPSC websites. The members from Industry and academia can still offer suggestions on the same till May 2014.
NOS-The NOS Committee had several meetings to review and finalize the job roles proposed in the first phase of the study. The first workshop on the same was held in Delhi on 16th Dec. 2013 presenting 25 job roles and Qualification Packs. Based on the inputs received and further discussions held on December 13 an Occupational map of the various job roles was done and linked to the corresponding NVEQF levels.
A notification dated 27th Dec. 2013 has been issued by Ministry of Finance based on the decisions taken in the Cabinet Committee on Skill Development meeting held on Dec 19, 2013 for a 'National Skills Qualification Framework' (NSQF). The exact implications of this are yet not clear, except that it is supposed to bring unification of the various certifications going on under AICTE, CBSE, MES and SSCs and give the Government support and recognition to the certificates of SSCs. NSDC has organized a workshop on the matter on January , 2013 the first meeting of the Committee for implementation NSQC is scheduled to be held on 09th Jan.14.
IPSC has not opted to take up the Regional and National contests to be planned as part of the next World Skills Competition to be held in August 2015 in Brazil due to the short time available. A competition would be conducted at 'Plumbex' in February 2014 to be held in Mumbai.

Awareness Programme on STAR Scheme
During December 2013, the Leather Sector Skill Council organized Awareness Programme on STAR Scheme in three clusters namely Bangalore (December 5, 2013), Mumbai (December 13, 2013) and Kolkata (December 17, 2013) and was attended by 113 representatives of leather industry.

Security Sector Skill Development Council
SSSDC co-sponsoring the Security Skills and Leadership Summit 2013 alongside the 8th Annual Conference of Central Association of Private Security Industry (CAPSI) and Association of Private Detectives & Investigators (APDI) held at PHD House on 14th and 15th December 2013.
The Summit was attended by 400 CEOs from the private security sector, key functionaries of NSDA, heads of training & assessment bodies and security protagonist from across the country. The Chief Guest for the inaugural session was His Excellency Shri Shivraj Patil, Governor of Punjab, who was received by Maharaja Bhanu Prakash Singhji, Former Governor & Union Minister, Chief Patron CAPSI and KunwarVikram Singh Chairman SSSDC. At this inaugural session, Mr J P Rai, Director General NSDA was a special guest of honor.
6th Bi-annual NSDC Partners Meet
Kunwar Vikram Singh, Chairman SSSDC and Lt General S S Chahal, CEO attended the 6th Bi- annual NSDC Partners' Meet held at the new TCS complex Chennai on 19 December and 20 December which gave them an opportunity to interact with a vast cross section of training providers who attended the meet.
On the second day, CEO formed part of a special panel to discuss various issues related to the execution of the STAR Scheme. In particular, CEO spoke on the methodology being adopted for accrediting Assessment Bodies and their functioning.

STAR Scheme
Despite some of the teething troubles in implementing the STAR Scheme, the response from the private security sector participating in the scheme was very encouraging.
Affiliation of Training Providers (TP): A total of five TPs were affiliated during the month bringing their total to 87.
Allocation of Targets: Based on the performance upto 31st December 13, SSSDC is in the process of allocating targets for the second quarter ending March 2014.
T3 and Assessor Courses
1. New Delhi: The18th T3 course was conducted at CAVALIER, New Delhi from December 13 for 25trainers.
2. Gurgaon: The 12th and 13th Assessors courses were conducted at SSSDC on 07 and 14th, 2013.

Validation Workshop Film & Television Institute of India, Pune:
MESC conducted a validation workshop in the FTII, Pune on the October 2013. The occupations pertaining to Film and television were modified and validated by the head of the departments of various trades like, Art Direction, Set Crafts, Editing, Sound, Cinematography and Actors. The workshop was a success and makes the validation easier by industry experts in the future.

Validation Workshop on Animation, Gaming and VFX at Media and Entertainment Business Conclave (FICCI), Bangalore.
MESC conducted the validation workshop for Animation and gaming experts on 30th October 2013, in Bangalore, with support from Association of Bangalore Animation Industry (ABAI), the premier association for Animation, Visual Effects, Gaming and Comics (AVGC), is a Bangalore. The workshop brought new stakeholders in the field of animation together for validation and support.

NIOS had organized a workshop for designing the curriculum and course for Sound Designer in association with CEMCA. On the first day of the workshop, MESC was also invited for giving a brief about the QP on Sound. With MESC's participation it was brought to the notice that the courses should be prepared for the entire QP of Sound instead of Sound Designer. NIOS agreed to the same and MESC conducted the entire workshop by itself on 28th October and gave attendees an understanding about the QP and the Job Roles pertaining to sound. MESC received the validation for the same from each of the attendees. On 30th October 2013, MESC participated in the workshop for developing infrastructural guidelines for the curriculum prepared by the attendees. The workshop was attended by all the academicians Media and Entertainment sector from Jamia Milia Islamia Univeristy, FTII, G.G.S I.P University, Indian Institute of Mass Communication (new Delhi) & Nagpur University to name a few.

Retailers Association's Skill Council of India
RASCI is the first Skill Council in India to have reached 100+ training partners with a reach of 3300+ centres for Retail Skilling in a span of 3 months. Their industry assessor pool touched 200 by November 2013.

11th November 2013 - 13th November 2013: RASCI conducted Train the Trainer (TTT) for 9 trainers from various training partners for Trainee Associate (RAS/Q0103) & Sales Associate (RAS/Q01014) at Mumbai.
On 25th & 26th Nov'13, RASCI conducted their third engagement with Service Skills Australia for enhancing collaborating on the Retail Skilling eco-system of India.
December Update
RASCI appointed its 125th training partner – 'Gram Tarang Employability Training Services Pvt Ltd.' and crossed the 25000th enrolment on 28th, 2013.
Also, it is the first Skill Council in India to launch Training Centres Andaman & Nicobar Islands.
RASCI is the first Skill Council in India to start All Girls Batch with SNDT, Mumbai through its Training Partner.Infinite Myriaads launched its first RASCI STAR scheme batch on 11th December 2013 at SNDT College Malad. The batch was the first all girls batch across all sector skills councils.
The programme was launched by James Raphael, COO, RASCI. He spoke to the students about the Retail sector, the importance of getting skilled, sector skill councils etc. He kept the audience engaged with anecdotes and real life cases.

The batch was then addressed by Mr Sanjay Engineer, MD, Infinite Myriaads, where he enthralled the audience with life in the retail sector, how to manage customer experience.

Rubber Skill Development Council
First batch of RSDC Certified Trainees Felicitated at HASETRI
HASETRI, RSDC's first affiliated training partner, conducted training for mill operator at Kankroli, Rajasthan. A convocation ceremony was organized by HASETRI on Nov 26, 2013 for the first batch of RSDC certified candidates on successful completion of the training. HASETRI, in association with Rubber Sector Skill Council of India, offered the said training under the STAR SCHEME (Standard Training Assessment & Reward) to train candidates for the Rubber Sector. HASETRI, RSDC's affiliated training partner started one more batch of students consisting of 37 trainees for the job role of Tyre Building Operator – Commercial Tyres on 16th December 2013.
Out of 28 certified candidates trained at HASETRI, 14 candidates have already been recruited by JK Tyre Kankroli unit. JK Tyres is willing to hire resources at other locations as well. The Chief Guest of the ceremony was Dr. Preetam B Yashwant, IAS, District Collector, Rajsamand, the event was also attended by Mr. Vinod Simon, Chairman RSDC and Ms. Anupama Giri, CEO RSDC.

New training batches started by LabourNet
LabourNet, RSDC's affiliated training partner added another feather to our cap by successfully completing the assessment of 175 trainees for batches conducted at Metro Tyres, Govind Rubber & Ramsons Cycles, Ludhiana, for the job roles of Mill Operator, Compression Moulding Operator and Extruder Operator. Labour Net has its hands full with various trainings programs launched in association with different rubber companies. New batches have been started for Tyre Moulding job role in association with companies like Poddar Tyres and Metro Tyres, Ludhiana. Along two more batches have started at Bony Polymers, Faridabad, for 46 trainees for the job roles of Compression Moulding and Injection Moulding Operator.

RSDC-ASAP event in Kerala
RSDC participated in an event organized by ASAP (Additional Skill Acquisition Programme), Government of Kerala to encourage the students of Kerala to take up skill oriented/vocational course to enhance their career prospects. The event was organized on 21st December 2013 and was a huge success.
The primary aim of the event was to get students enrolled for the “Junior Rubber Technician” (JRT) job role. RSDC has put up stall at 8 different locations in Kerala namely Cochin (Perumbhavoor), Alleppey, Calicut, Trissur, Mallapuram, Palghat, Pathanamthitta and Kottayam. The event witnessed walk-ins of more than 5500 enthusiastic students making it a huge success. The team from LabourNet, RSDC's affiliated training partner, who was representing RSDC at the event, welcomed the students as they walked into our stall. The students had various questions regarding the JRT course, which were addressed by the counselors present in the stall.
RSDC certified trainer, Mr. Ratheesh also counseled the students at the Cochin stall and helped students choose course according to their skills and aptitude. The RSDC stall was continuously buzzing with the questions from an enthusiastic crowd. At one point, we had to conduct a mass counseling for the students in groups because it became difficult for the counselors to take up individual questions from the students. The activity at Trissur location witnessed the highest number of walk-ins of more than 1400, closely followed by the Cochin and Alleppey city which individually received walk- ins of more than 800 students. Batches for JRT course will be initiated by end of January, 2014.

MOU Signing with Kerala Government
In order to give skill development a boost in the state, Mr Oomen Chandy, the Chief Minister of Kerala, inaugurated a two day National Seminar “Skill Enterprise Engagement for Empowering Kerala (SEEK) 2013” on 5th and 6th on November 2013 at Trivandrum was presided over by Mr P K Abdu Rabb, Minister for Education. Panel Discussion was held for the Telecom sector and was steered by TSSC, with active participation from the State Government Industry (Railtel & Huawei) and accredited Training Providers (Centum, TMI & Xntuate). This culminated with the signing of a MoU between TSSC and the State Govt being represented by Dr K M Abraham, IAS, Additional Chief Secretary (Higher Education) and Mr P Riyas, Head Strategy, ASAP, Kerala. In addition, TSSC also lent its expertise in the evaluation of RFPs received from various TPs, thereby reinforcing its commitment towards furthering skill development for the state of Kerala.
India – Australia Skills Conference
India Australia Skills Conference 2013 - the second in its series (first of which was held in Perth, Australia in July 2012) organised by AIEC, CII and NSDC was held at Le Meridian, New Delhi on 27th November, 2013 under the aegis of the India-Australia Working Group. The objective of the partnership between TSSC – E-Oz – IBSA was to develop comparable industry-led occupational standards for the Telecom Sector. Cmde J Jena, CEO TSSC submitted a joint report and gave a presentation along with E-Oz & IBSA, which showcased the progress made by TSSC in mapping QPs for 9 job roles. Subsequently, a Workshop was held at TSSC to demonstrate the Mapping Process of QPs to other SSCs, Industry and TPs, with job role of Broadband Technician, taken as a case study.

Broadband Tech India 2013 Conference
Broadband Internet being the back-bone for development for all sectors and having a high growth potential, TSSC was invited to participate in the 10th International Conference "Broadband Tech India 2013" held at Le Meridian, New Delhi on 28th November 2013. Mr. B. Ravinder, Director TSSC was one of the speakers at the Seminar. He highlighted the importance of skill development, which was projected as one of the challenges facing the industry more so in the Telecom industry.
TSSC had identified 6 job roles, covering aspects pertaining to Sales, Managerial and Technical areas, for which the National Occupational Standards are available and needs leverage. He added that training had already commenced for some of these job roles on a pan- India basis, but required to be scaled up. The overall approach for ensuring quality vocational training was an eye opener to most of the participants and the benefits that would be accrued by the industry were well appreciated.

MoU Signing with MITSOT
TSSC signed MoU with MIT Pune's MIT School of Telecom Management (MITSOT) Pune on 28th Dec 2013. Speaking on the occasion Cmde J Jena, CEO TSSC said that Indian Telecom sector has emerged as the second largest & fastest growing Telecom market in the world registering a consistent overall growth rate of more than 35% over the past decade in terms of subscribers. With m-governance, m-commerce & many such new innovations, Telecom is set to increasingly permeate the lives of common Indians in coming years. The Indian Telecom success story would continue with 3G / 4G networks and smartphones, besides focussing on the under-penetrated rural markets. However lack of adequately skilled manpower is affecting the industry. In an effort to bridge the gap, TSSC has been taking plenty of initiatives and this MoU is one such important step in that direction. Dr. Sunil Karad, Executive Director MIT Group of Institutions said that the declaration of this duo's promise of bringing together the Industry and Academia will be a concrete step forward for telecom sector which is feeling the heat of lack of manpower.
Culmination of IBSA - TSSC - E-OZ Project Phase – I
Subsequent to India Australia Skills Conference 2013 held on 27th November 2013, a workshop was organized at TSSC on December 2013 to demonstrate the Mapping Process of QPs to other SSCs, Industry and TPs, with job role of Broadband Technician, taken as a case study. Post workshop, TSSC team along with Australian delegation documented and prepared a project report highlighting various achievements in Phase I and the targets envisaged for Phase II. The report will be submitted to both AIEC and NSDC.

TSSC at India Telecom 2013
Telecom Sector Skill Council participated in the eight Edition of India Telecom: “India Telecom 2013”, held from 5th – 7th Dec 2013. The event was inaugurated by Hon'ble Prime Minister Shri Manmohan Singh and was attended by various dignitaries and prominent Telecom Industries the in India and Overseas. In his inaugural speech, the Hon'ble PM highlighted, how competition and growth of Telecom Sector in India is benefitting the Indian economy. More than 75 Telcos attended the event, wherein TSSC got the opportunity to sign an MoU with Opterna Technologies Pvt Ltd, a US based Telecom Company.
Distributors Meet, Pune
In order to strengthen its foundation by taking on-board more Industry players, TSSC organised its first Distributors meet in Pune. This was attended by various potential employers like Handset Distributors, Retailers and Passive Infra Service Providers. TSSC signed MoUs with 4 key handset distributors prominent in Western India thus enhancing its visibility and reach within Telecom Industry.
