The Central Government with the means toimplement its industrial policies, several legislationshave been enacted and amended in response to thechanging environment. The most important beingthe Industries (Development And Regulation)Act, 1951 which was enacted in pursuance of theIndustrial Policy Resolution, 1948. The Act wasformulated for the purpose of development andregulation of industries in India by the CentralGovernment. 4. Special Economic Zones (SEZs) are Growthof Engines that can boost manufacturing,augment exports and generate employment.The Government has introduced the schemeof SEZs in order to provide a hassle freeoperational regime and encompassing state ofthe art infrastructure and support services. 27. The draft SEZ Rules were widely discussed and theDepartment of Commerce offering suggestions/comments. Around 800 suggestions were receivedon the draft rules. After extensive consultations, theSEZ Act, 2005, supported by SEZ Rules, came intoeffect on 10th February, 2006, providing for drasticsimplification of procedures and for single windowclearance on matters relating to central as well asstate governments. 28.
