Minutes:
• The meeting was held at the HHCTC Project offices — Ali'i Place (1099 Alakea Street), 17 th Floor.
• Self introductions
• Dave Takehara will be replacing Edward Simeona representing the Honolulu Fire Department.
• Minutes of the April 2, 2009 meeting were reviewed and approved as written.
Project Update (Agenda item IV)
• Harvey Berliner gave the project update.
• The Administrative Draft Final Environmental Impact Statement (Admin Draft FEIS) was submitted today
(June 18) to FTA and the cooperating agencies.
• The West Osahu/Farrington Guideway Design-Build RFP Part 2 is underway, and proposals are due at the
end of July.
• City staff is evaluating the proposals received for the Core Systems Design-Build-Operate-Maintain RFP
Part 1. Part 2 will be released to selected proposers in July.
• The Maintenance & Systems Facility Design-Build RFP Part 1 has been released and proposals are due in
early July.
• The project remains on schedule and we are still planning to receive a ROD and groundbreaking by the
end of the year.

Overview of Operations and Control Center (Agenda Item V)
• Mike Becher provided a PowerPoint presentation on the Operations and Control Center, located in the
Operations and Service Center within the Maintenance and Systems Facility.
• The presentation covered how the OCC works, the design criteria used, where it will be located, what it
will include, and the applicable standards and codes.
• The OCC will manage the transit system and will include a control room, and a temperature controlled
equipment room. The control room will have interfaces with all of the operating systems and
communications systems.
• The OCC is located on the 3 rd floor of the Operations and Servicing Building. Mike showed a floorplan
and walked through the layout. A glass viewing area of the control room will allow visitors to view the
room without interrupting operations.
• Workstations will integrate with any or all of the systems.
• Mike noted that the security desk will have 2 workstations, with one permanently occupied, and the
second available for use by others (such as HPD) during incidents.
• The MSF will be a LEED Silver campus. A detailed presentation on the MSF will be given at the
September meeting.
• A Commissioning Agent is being hired right now.
• The typical train station has 25 cameras, which sums up to approximately 400-500 cameras for the
entire system when on-board cameras and others are added in. The average person can monitor
approximately 13 views at one time. All images are recorded and stored for 31 days. Some cameras will
have pan/tilt/zoom capability. The cameras will be programmed to detect incidents and track them
from camera to camera. The system at this time is not expected to have face recognition capabilities.
• A back-up OCC will mimic the main OCC but will be smaller and more intense. It can be used for training
and software installation. It will consist of 2 workstations in approximately 200 SF, with an additional
500 SF for equipment. It will be able to take over communications within 15 minutes, and it will be able
to resume operation of trains within 3 hours. The interim location will be on the West Osahu /
Farrington line segment by 2012. The permanent location will be in the Joint Transportation
Management Center (JTMC) at the Alapai Transit Center by 2017.

Overview of Blue Lights and Power Shut-off (Agenda Item VI)
• Mike Becher presented a description and overview of locations of Blue Light Stations.
• These are code-related (NFPA 130) and allow for the quick disconnect of the power distribution system
in an emergency. They also allow for direct communications with the OCC.
• The blue light stations will be located at the ends of the station platforms, at TPSS sites, at gap breaker
stations, and at the MSF.
• Disconnecting the power results in significant procedures to re-energize the system, so this is for
emergencies only.

HPD visit to West Coast transit properties (Agenda Item VII)
• Mark Ward and Kevin Lima from HPD visited three West Coast transit properties following the APTA Rail
Conference in LA: Los Angeles Metro, San Jose/Santa Clara VTA, and Portland Trimet.
• They presented an overview of their adventures and observations to the meeting attendees. One key
observation common to all transit properties visited was that each agency had specific transit
ordinances to support enforcement and fare inspection.
• They also noted that HPD should have some input on any artwork developed for the system. They
specifically cited the case of Portland's "Living Room" installation. This emphasized the need to employ
CPTED (Crime Prevention through Environmental Design) principles to the design of our system.
Fire Life Safety Design Criteria Status (Agenda Item VIII)
• Harvey Berliner stated that three chapters of the Design Criteria are available for SSORC attendees to
review. Lee Williams briefly reviewed the contents of the following chapters:
o Chapter 21 — Fire and Intrusion Alarm Systems
o Chapter 23 — Fire Life Safety
o Chapter 25 — System Safety and Security
• Chapter 21 will be sent to HFD and to anyone who requests a copy. Chapters 23 and 25 will be sent to
all attendees within the next week or so.
Development of the Safety and Security Management Plan (SSMP) (Agenda Item IX)
• Harvey Berliner will be updating this document within a month. He requests comments on the original
from SSORC members.
Development of the State Safety Oversight Agency (SSOA) (Agenda Item IX)
• Glen Soma (State) is working with the Governor's office to issue an Executive Order to make HDOT the
SSOA for this project.
Action Item Log (Agenda Item X)
• Lee Williams reviewed the action items log with the committee. Log items 08-01, 08-02, 08-05, and 08-
10 were closed.
Other Issues (Agenda Item XI)
• The Transit Symposium will be held on June 23 — it's free and all SSORC members are invited to attend.
• The next meetings will take place as follows:
o July—cancel
o September 17, 2009 — This meeting will include a presentation on the MSF, a discussion with the
security specialist, and possibly a visit by the TSA.

• Following the completion of the agenda, Martin Hall discussed the locations of the Blue Light Stations
and Fire Hydrants at the MSF. He explained the elevation issues, how tracks will be crossed when they
are at-grade in the yard, the blue light and hydrant locations, the emergency diesel generator, and the
hazardous storage building. A meeting will be set up with HFD to discuss hydrant locations.
Post-Meeting
Subsequent to the SSORC meeting on 18th June, 2009, Ken Caswell from RTD, Lorrin Matsunaga and Bundit
Kanisthakhon from Urban Works and Kanu Parmar from PB met with HFD Chief Eric Adams HFD and Timothy
Hiu, Acting DPP Building Division Chief, City and County of Honolulu to discuss special situations at Chinatown,
Civic Center, Lagoon Drive and Pearl Harbor Stations for exiting.
It was explained that in accordance with exiting guidelines for fixed guideway transit and passenger rail system
safety requirement- NFPA 130, the concourse at a typical HHCTCP station is designated as point of safety and is
equipped with no less than two exits discharging the passenger safely to a public way. However, due to the
urban context and physical limitations only ONE exit is provided from concourse to a public way at Chinatown,
Civic Center, Lagoon Drive and Pearl Harbor stations as a substitution to the above requirement. The concourse
level and connecting bridge is designed with roof and railing as wall to be open all around and to provide
adequate protection to passengers being evacuated to safety outside of the station.
This proposition was carefully examined and received full support from Chief Eric Adams and Mr. Timothy Hiu.
Mr Hiu later confirmed in an email that he agrees, that NFPA 130 allows the configuration of transit station exits
to be as proposed for the Chinatown, Civic Center, Lagoon Drive and Pearl Harbor stations as indicated on the
sketches shown during the discussion.
