The. new. building,.which. has. been. used. as.office. space,. provides.more. room. for. all. of.Neighbors’.programs,. in-cluding.the.food.shelf,.as.well. as. more. privacy. for.Neighbors’. clients.. Fare-well. 6,800. square. feet,.hello.19,000.square.feet.
According. to. Execu-tive.Director.John.Kemp,.Neighbors. had. been.looking.quietly. for. a. few.years. at. other. properties.with. no. luck.. Once. they.let. others. know. that. a.search.was.on,.the.action.picked. up.. That’s. when.the. agent. for. the. build-ing’s. former. owner. ap-proached.Neighbors.
“We. toured. the. build-ing,. exited. and. called.board.members,”.recalled.Kemp..“It.was.just.right.”
The. new. location. is.just. as. accessible. as. the.current. one. at. 218. S..13th. Ave.,. he. said.. It. is.near. three. bus. stops. and.a. senior. highrise.. Neigh-bor’s.current.location.has.13. parking. spaces;. the.new.one.has.64.
“Sometimes. we. think.we’ve. died. and. gone. to.heaven!”.Kemp.mused.
Renovation. is. sched-uled. to. begin. in. Janu-ary. and. Kemp. expects.to. move. in. at. the. end. of.April.. Two. tenants. that.have.leases.will.remain.in.the. building. until. their.leases.expire.
The. thing. that. Kemp.is. .most.worried.about. is.that.people.won’t.get. the.word. in. a. timely. fash-ion. that. the. agency. has.
moved,. although. a. mar-keting. campaign. will. be.designed. to. inform. the.public..
“That’s. one. of. the.things. that. keeps. me.awake.at.night..That.and.raising. $2.25. million.”.He. was. referring. to. the.3-year. capital. campaign.launched. in. May. to. cov-er. the. costs. of. the. new.building..Kemp.is.excited.at.the.prospect.of.ending.the. campaign. in. 2012,.the. 40th. anniversary. of.Neighbors.
Kemp,. who. joined. the.agency.in.2003,.expressed.gratitude. to. the. city. of.South. St.. Paul,. Dakota.County,. but. most. of. all.the. people,. faith. com-munities. and. businesses.in. the. area. for. support-ing. Neighbors. with. food.drives,. toy. drives. and.winter.coat.drives..It’s.all.been.necessary.because.of.increased.need.
“When. this. building.opened.in.1984,.we.were.serving. 43. families. with.about. 1,000. pounds. of.food. per. month,”. said.Kemp.. “Now,. every.month.we.have.250.fami-lies,.(and.we’re).providing.28,000-30,000. pounds.of. food,. not. including.our.summer.or.Christmas.programs.”
Northern. Dakota.County. is. dotted. with.food. shelves. and. an.amazing.amount.of.need,.said. Kemp.. Nonetheless,.some. people. think. that.people.using.food.shelves.are. “looking. for. a. hand-out.”
“Nothing.could.be.fur-ther.from.the.truth,”.said.Kemp.. “It’s. painful. to.ask. for. help.. They. do. it.because. they.have. to.and.
to. make. sure. their. kids.are. getting. fed.. Half. the.people.who.are.served.are.children..We.have.clients.who. eventually. confide.in. us. that. they. drove. by.three. or. four. times. be-fore.stopping.and.getting.out.of.the.car..That’s.how.hard.it.is.to.ask.for.help.”
How. does. he. remain.optimistic. in. light.of. the.growing.need?
“It’s. easy,”. he. said..“The. volunteers. are. in-credible.. They. come. in.with. bright. smiles. and.happy. attitudes.. The. in-credible. support. that.the. community. gives.us. every. single. day,. ver-bally,. with. envelopes. (of.contributions),. bags. of.groceries.. You. can’t. help.but. feel. positive.. Do. I.get. depressed. with. the.economic. situation?. Do.I. get. worried,. scared. to.death. when. the. Legisla-ture. convenes? .The. cur-rent. attitude. seems. to.be. to. balance. the. budget.without. raising. taxes,. so.that. means. budget. cuts..I. can. get. very. depressed.about. that..Then. I. come.in. here. and. see. the. staff.and.volunteers..This.staff.is. not. just. here. because.of. a. paycheck. or. a. job..They’re.here.because.they.want.to.be.”

Once. completely. set-tled.into.the.new.building.and.organized,.Neighbors.will.hold.an.event.to.wel-come.the.public,.donors,.clients. and. volunteers..Kemp. said. he. wants. do-nors. to. see. it. and. be.proud.of. it. and.everyone.to. know. that. it’s. a. good.place. to. seek. assistance.when.they’re.in.need.
Although. the. build-ing. requires. renovation,.including.the.addition.of.an.elevator.to.the.existing.elevator. shaft,. volunteers.are. already. hard. at. work.
there.. With. Christmas.just. around. the. corner,.clothing. and. toys. must.be. sorted. then. displayed.according. to. sizes,. ages,.gender,. and. so. forth. for.the. “Love. Your. Neigh-bor”.program,.which.will.serve. about. 900. families.—.or.2,700.to.2,800.peo-ple.—.during.holidays.
“If.we’re.lucky,.half.will.be. ‘adopted’. through. the.‘Adopt-a-Family’. pro-gram,. and. the. rest. will.be. helped. by. ‘Love. Your.

all.veterans.was.dedicated.at.Veterans.Field.in.South.St..Paul..V.F.W..Post.#195.of.South.St..Paul.hosted.a.Veterans.Day.program.at.the. site. to. commemorate.the. installation. and. its.important. remembrance..It.is.the.third.monument.honoring. veterans. in. the.city.. The. others. are. lo-cated. in. Oak. Hill. Cem-etery. and. on. the. site. of.the. former. City. Hall. in.Lawshe.Park.at.the.top.of.the.Grand.Avenue.hill.
South. St.. Paul. has. a.long. history. of. honor-ing. the. past. through.public. monuments. and.historical. signage. but.often. these. monuments.become. invisible. as. citi-zens. drive. past. them. fre-quently. and. never. pause.to. read. the. inscriptions.or. examine. their. sig-nificance.. The. earliest.monument. in. the. city.
is. on. Highland. Avenue.between. 11th. and. 12th.Avenues. North.. The. site.was.donated.to.the.South.St.. Paul. School. District.by.former.mayor.and.real.estate. developer. Charles.W..Clark.for.the.purpose.of.providing.a.permanent.burial.site.for.the.remains.of. the. Dakota. Indians.whose.skeletons.had.been.unearthed. during. many.years. of. excavations.. On.Oct..29,.1938,.the.bones.that. had. been. preserved.by. Bernie. Andrus. and.other. excavators. were. re-interred. at. a. funeral. ser-vice.on.the.site..A.bronze.plaque.was.mounted.on.a.large.boulder.to.mark.the.site.. It. read. “Final. Rest-ing. Place. of. the. Indians.Who. Inhabited. the. Vil-lage. of. Kaposia. Located.on.This.Site.”.
On. Aug.. 1,. 1958,. Bill.Schowalter.was.operating.a.loader.at.the.sandpit.on.Bryant.Avenue.and.a.skull.rolled.out.of. a.bank. that.was.being.excavated..The.county. coroner,. Joseph.
Klecatsky,. was. called. to.the. site. and. he. carefully.removed. the. rest. of. the.skeleton.. Artifacts. un-earthed.with. the. remains.included. a. pipe,. brass.bracelet,.steel.table.knife,.fire.steel.and.a.leather.to-bacco. bag.. The. skeleton.was. identified. as. an. In-dian.and.was.reburied.on.the.Highland.Avenue.site.on. Oct.. 12,. 1958.. De-
scendants. of. Chief. Little.Crow.of.the.Kaposia.Vil-lage. were. in. attendance.for.the.ceremony.and.the.brass.plaque.was.replaced.by.words. carved. into. the.boulder. reading,. “The.Last. Known. Remains. of.the.Kaposia.Indians.Who.Resided. in. This. Area.1839-1852. –. Reinterred.1958.”.
The. second. oldest.monument. in. the. city. is.located. at. the. intersec-tion. of. Concord. Street.and. Butler. Avenue.. It. is.also. in. commemoration.of. the. Kaposia. Indians.and. was. built. and. in-stalled. by. the. Minnesota.Historical. Society.. Mar-tha. McConnell. Burnley.of.South.St..Paul,.wife.of.Charles.Burnley.who.was.advertising. manager. of.the. South. St.. Paul. Daily.Reporter,.was.the.chair.of.the.local.committee.over-seeing. the. monument..Dr..Arthur.Larson.of. the.Minnesota.Historical.So-ciety. and. Bernie. Beadle.of. the. Dakota. County.Historical. Society. spoke.at. the.dedication.on.July.
23,. 1941.. The. plaque.on. the. center.wall.of. the.stone. structure. reads:.“Kaposia. Village.. Here.on. the. Mendota. Trail,.from.1839.to.1852.stood.the. Sioux. village. of. the.Little. Crow. family.. An.attempted. Chippewa. at-tack. in. 1842. precipitat-ed. the. battle. of. Kaposia.across. the. river.. After.the. treaty. of.Mendota. in.1851.the.band.moved.up.the. Minnesota. River. to.the. Lower. Sioux. Agency.region.near.Redwood.”
The. third. historical.monument. in. South. St..Paul. was. dedicated. on.Oct.. 28,. 1989.. It. stands.on. the. northwest. cor-ner. of. 2nd. Street. and.
3rd. Avenue. North. in.Lawshe. Park. and. com-memorates. the. original.South.St..Paul.City.Hall,.which. once. dominated.this.site.at.the.top.of.the.Grand. Avenue. hill.. The.monument. was. commis-sioned. by. the. South. St..Paul. Chapter. of. the. Da-kota. County. Historical.Society.. The. inscription.reads:. “South. St.. Paul.City. Hall,. 1890-1956..This. monument. com-memorates. the. first. City.Hall.which.occupied.this.site. for. more. than. 60.years.. The. stone. globe.adorned. the. top. of. the.original. structure.. Bricks.used.are.from.the.former.Armour. &. Company’s.meat.packing.plant.”
In.the.base.of.the.mon-ument. is. another. plaque.which. reads:. “South. St..Paul. Centennial. Time.Capsule. Compiled. in.Honor. of. the. City’s. His-tory,. 1887-1987.. To. Be.Opened. on. the. 200th.Birthday. of. South. St..Paul,. Minnesota,. March.2,. 2087.”. There. are.South. St.. Paul. children.alive. today.who.will.per-haps.be.around.when.the.time.capsule.is.opened.77.years.from.now.
