SAFETY NOTICE

As an institution, municipality, or private operator, it is important to be aware of the potential liabilities which may arise in normal parking operations. To ensure the safety of your personnel and your patrons, use the following checklist to make sure that all of the following “safety first” measures are implemented at your site:

❑ Use vibrant colors on parking equipment at entrance lanes and exit lanes.

❑ Use universally identifiable icons, or pictograms, in all entrance and exit lanes, roadways, posts and walls.

❑ Post “No Pedestrian,” “No Wheelchair,” “No Bicycle” and “No Motorcycle” pictograms on the roadway adjacent to the parking barrier gate.

❑ Always provide proper signs, both on the roadway and on other equipment.

❑ Maintain the manufacturer’s warning stickers on gate arms and on other equipment.

❑ Use safety devices such as mirrors, buzzers, and flashing lights, especially if there are sidewalks that cross the path of exit or entrance lanes.

❑ To prevent injury to pedestrians, maintenance personnel, and persons on bicycles or motorcycles, monitor all entrance and exit lanes to ensure barrier gates are not accidentally lowered or raised. Take special care when commanding any equipment from a centralized computer system, especially when the equipment is not in your line of vision.

❑ Institute the following equipment maintenance and inspection policies:

● Ensure that maintenance is performed by the factory, a factory-trained technician, or an authorized distributor at least twice a year. Create a maintenance log to track maintenance history.

● Ensure that the equipment is inspected frequently by a factory-trained technician to ensure that it is operating properly. Create an inspection log to track inspection history.

SHOCK HAZARD—to reduce the risk of severe personal injury or damage to equipment, turn off the power to the equipment before performing any maintenance or repairs. Failure to heed this warning could result in injury or even death of those who come in contact with the product.

Overview

The 3M SST Merchant Validator is a non-powered, hand-operated device that allows merchants to holepunch patrons’ parking tickets, for parking fee discounts. When the holepunched ticket is inserted into an SST device with an SST/HP-1 Transport, the SST Transport reads the ticket and sends data to the 3M Parking Fee Computer (version 2.0 or higher, with the Voucher option). The payment device processes the merchant and fee discount information, eliminating the need to manually enter the information.

Note: Both the SST/HP-1 and the SST/HP-4 Transports can read tickets holepunched by the SST Merchant Validator if the ticket is inserted with the arrow on top and pointing toward the Transport. Since the SST/HP-1 Transport will only accept the ticket if it is inserted this way, the holepunch validation will always be read when the ticket information is read. However, since the SST/HP-4 Transport can accept the ticket four different ways (any direction, top or bottom), the holepunch validation will be read only if the ticket is inserted with the arrow on top and pointing toward the Transport, even though the other ticket information will be read. (If inserted another way, the full fee will be charged.) If this happens, the patron may cancel the transaction and then insert the ticket the correct way to allow the Transport to read the holepunch validation on the ticket to apply the discount.

Overview of a Validated Ticket

Each ticket may receive up to four validations. Figure 1.1 illustrates a validated ticket.

When a ticket is validated, it receives the following:

1. A coded series of holes, which are punched into the ticket with steel pins located inside the Merchant Validator in a 4 x 4 matrix (16 possible positions for holes). Each Merchant Validator has a hole pattern that is configured at the factory for one merchant account. Refer to “Account Pin Patterns,” page 10, for the hole patterns for accounts 1-100.

2. A three-digit ink stamp, which is printed on the ticket by an ink stamper inside the Merchant Validator. The number it prints corresponds to the holepunch configuration. The ink stamp is not necessary for the normal operation of the validation process; it is provided so that the merchant can easily determine the number of validations the ticket already has, and the parking lot cashier can determine the type of validations the ticket has received, in the event the SST equipment cannot read the validations.

The ink stamper is capable of printing a three-digit number from 000 to 999; however the number of merchant accounts available for use is limited by the maximum number of merchant accounts available in the payment device. Depending on the option purchased, the payment device may be capable of 26, 208, or 624 merchant accounts.

Requirements for Reading Validated Tickets

In order for the SST Transport to read tickets validated by the SST Merchant Validator and the payment device to calculate deductions in fees, you must set up the following in your system:

■ Close DIP Switch 7 on the SST CPU Board. For more information on setting DIP switches for the SST CPU Board, refer to the SST Ticket Spitter MG-1000/SST Exit Verifier ML-3000 Operator Manual.

■ Program a merchant account for each merchant that will use an SST Merchant Validator, in the payment device. You may do this at the payment device or in ScanNet. When you do this, you must program the following for each account (for more information about programming accounts, refer to the 3M Parking Fee Computer Operator Manual or the ScanNet Operator Manual):

● Account Name

● Status: Valid & Vouch

● Account# field in payment device or Holepunch box in ScanNet: Enter the number that corresponds to the holepunch configuration number that is assigned to the merchant account and to the specific SST Merchant Validator. This is the number that will print on the ticket when it is validated.

● Deduction Type (for example, Fixed Amount or Full) and amount of deduction, if applicable.

Ticket Channel

When you place the ticket into the Merchant Validator, the ticket must sit flat on the ticket channel, and the ticket’s magnetic stripe must be on the left side, facing upward. When the ticket is placed in the Merchant Validator correctly, the tab on the ticket fits within the notch on the slide.

Slide

The slide on the Merchant Validator is used to place the ticket in the proper position for validating. You push the slide into one of four positions shown on the Merchant Validator that correspond to the place on the ticket where the holepunch and stamp will occur.

Transaction Counter

The Merchant Validator has a five-digit counter that advances by one digit with each transaction. This allows the merchant to track the number of validations occurring at its location. Once the counter reaches 99999, the next transaction begins again at 00000. Note that the counter will advance whenever the validator handle is pressed, even if a ticket has not been placed in the Merchant Validator.

Operation

To operate the Merchant Validator to validate a ticket, follow these steps:

1. Place the ticket in the Merchant Validator, with the ticket’s magnetic stripe appearing on the left and facing upward. (A graphic on the device shows the proper orientation of the ticket.) This is the only way a ticket may be placed in the Merchant Validator for the holepunches to occur on the proper area of the ticket.

When the ticket is placed in the Merchant Validator correctly, the tab on the ticket fits within the notch on the slide, allowing the ticket to sit flatly in the ticket channel.

If the ticket is not placed in the Merchant Validator properly, the magnetic stripe on the ticket could be damaged, causing the ticket to be unreadable.

2. Move the slide to the correct validation position (labeled 1 to 4 on the Merchant Validator), depending on how many validations the ticket already has. For example, if there are already two validations on the ticket, move the slide to the third validation position.

Make sure the slide clicks into place at the correct validation position. If the selector is set between two validation positions, one or more validations will not be readable. Also, if the ticket is validated twice at the same position, neither of the validations will be readable.

3. Press the validator handle to validate the ticket with a holepunch and ink stamp. For information about the validation on the ticket and what the ticket should look like, refer to “Overview of a Validated Ticket,” beginning on page 1.

Note: Pressing the validator handle without a ticket present may result in a build-up of ink on the bottom inside of the Merchant Validator, which may cause excess ink to appear on the tickets. This also advances the transaction counter by one digit even though a validation transaction did not occur.

Preventive Maintenance

Paper Clean-Up

As you validate tickets, the paper punched out of the tickets from the holepunches will collect inside the Merchant Validator. Empty the Merchant Validator periodically to prevent a build-up of paper. To empty it, turn it over so the paper will fall out from the open paper receptacle at the back. Refer to Figure 3.1.

Ink Stamper

When the ink printing on the tickets becomes too light to read, you must re-ink the stamper inside the Merchant Validator. To do this, follow these steps:

1. Turn the Merchant Validator over, and remove the rubber feet from the base plate, by either unscrewing them by hand or with a screwdriver.

2. Remove the base plate.

3. Unscrew the four screws that hold the top cover on (they are the four closest to the front of the device, opposite the handle), turn the unit over, and remove the top cover by pressing the validator handle slightly to clear its notches from the top cover.

4. Bring the validator handle all the way forward to the front of the unit (the end with the slide).

5. Pull back the spring that is on top of the stamp module, far enough out of the way so that you can lift out the stamp module. You may need to use a screwdriver or other slim object to insert under the spring.

6. As you hold the spring back, lift out the stamp module.

7. Apply about two drops of Royal Mark red inking fluid to each digit of the stamp pad, and let it soak in for about 10 minutes.

Note: It is recommended that you use only the Royal Mark brand of inking fluid; other brands may damage the stamp pad. See Table A.2 on page 15 for the part number to order this from 3M.

8. Pull back and hold the spring again and place the stamp module back in place, so that the numbers will print on the ticket in the proper direction when the Merchant Validator is used. Make sure the stamp module snaps tightly into place. Lower the spring back down on top of the stamp module.

9. Place the top cover back on the Merchant Validator, pressing the validator handle down slightly so that its notches clear the top cover.

10. Turn the unit over and replace the four top cover screws that you removed earlier.

11. Place the base plate back on the unit and replace the four rubber feet on the base plate.

Troubleshooting

If any of the following (or other) problems occur with your SST Merchant Validator, refer to Appendix B, “Support” for information on getting assistance from 3M.

❑ Holes are not punching through the ticket.

❑ Movement of the device is not functioning properly.

❑ Transaction counter will not advance.

❑ Pin pattern or stamp number on ticket is not accurate, or validation is being deducted inaccurately. Verify that the pin pattern matches the number that is stamped on the ticket. Refer to “Account Pin Patterns,” in the following section, for the pin patterns of accounts 1-100.

Placing an Order

To place an order:

1. Locate the applicable part number. Refer to “Finding a Part Number.”

If the part number is not included in this manual, contact 3M Customer Support for part names, part numbers, prices, and delivery information at one of the following telephone numbers:

Finding a Part Number

Contact a 3M Parking Customer Support representative for part number information. For the United States and Canada, call 877-777-3571; the 3M global number is 512-984-9255.

Requesting a Repair

If a problem occurs with a product part, in many cases you can return the part to the Repair Center for repair. All repairs require the following:

- Returned Materials Authorization (RMA) form.

- Purchase order (PO) number. A PO number is required whether the repair is under warranty or not.

To request a repair:

1. Contact Product Support at 877-777-3571; the 3M global number is 512-984-9255.

2. Acquire a PO number from your company.

3. Fill out the RMA form. In addition to the Customer and Product information, be sure to include the following information:

- In the Customer PO Number field, enter the PO number assigned by your company. A PO number is required whether the repair is under warranty or not.

- If the part is under warranty, enter the original sales order number in the Warranty box.

- If the part is no longer under warranty, check the Billable box.

- To expedite the repairs, check Yes next to Expedited Service Requested.

Note: The cost of expedited service is indicated on the RMA form.

4. E-mail or fax the form to the e-mail address or fax number provided on the bottom of the form. Within 36 hours, you will receive an RMA number from 3M Customer Support.

Ship the part to the address indicated on the RMA approval.

SHIPPING/RECEIVING NOTICE

Include the RMA number on the shipping label. 3M cannot accept packages without RMA numbers.
