MESSAGE FROM THE MAYOR

I was delighted and privileged to be elected as thenew Mayor of St. Annes on the Sea at the AnnualTown Council Meeting held on 7th May 2016and to accept the responsibilities of the positionwhich your trust and faith has placed on me.Having said that, I must admit I can hardly control my impatience to get on with the job butI guess I'll have to wait at least until the end ofthe inauguration ceremony for this to happen!

Although I was born and raised in Liverpool, Ihave now actually spent far more years here inbeautiful St. Anne’s than in my home town. Itruly believe that St. Anne’s on Sea is a wonderfulplace to live. Apart from its beautiful situation,the town has a beating heart which is revealed inthe vast number of people from all parts of thecommunity and organisations that work tirelesslyto safeguard all that we value and improve ourcommunal life.

I am looking forward to representing youthroughout the year and, especially as Chairmanof Leisure and Communities, I know at firsthandwhat can be achieved – from promoting eventssuch as the fabulous Kite Festival to the wonderful Christmas Lights.

Our Town Council’s activities have greatly increased since I became a town councillor sixyears ago with the initiation of the Neighbour-hood Plan and the formation of the St. Anne’sEnterprise Partnership as examples of this.

For the past 6 years I have represented the interests of Fairhaven Ward not only St. Anne’son Sea Town Council but also on Fylde Councilwhere I hold the position of Chair of the Tourismand Leisure Committee.

In addition I am also a member of Friends of St. Anne’s Palace, President of Ashton GardensBowling Club and Chair of Governors of Weeton Primary School. Lowther and SGD

I am very grateful to my family, friends and supporters for their belief in me that enables andencourages me in all I do.

My Mayor’s Charity will be the local RNLI andthose who know me will know why – as throughfraternity I have had some considerable involvement with them !!!!

I am honoured by the trust you have shown inme and privileged to be Mayor of such a lovelytown, and you can be assured that I will do mylevel best to show myself worthy of your trust inthe coming year.

I am hoping to meet as many of you as possiblein the next year.

For the fith year, the St. Anne’s Kite Festival returns on the 30th and 31st of July 2016. This year we will be welcoming the Al-Farsi Kuwait Flying Team with one of the biggest collections of huge inflatable kites.

Kites of all shapes and sizes, including a 30 metre long inflatable octopus and new for this year - Oscar - THE WORLD'S LARGEST TEDDY BEAR KITE.

With live music on the beach and “Samba Sunday” we willbring a taste of Brazil to St. Anne’s beach

Bring your teddy bear or cuddly toy to take part in the teddyparachute drop sponsored by Storytellers Inc Book Shop. Each brave teddy will receive a special certificate of

achievement. Entertainment for "kids of all ages" including market stalls, face painting, and fairground rides for pre-teens.

So pack a picnic, gather together family and friends, and head down to St. Anne’s beach from 11.00am to 5.00pm on Saturday 30th and Sunday 31st July 2016 for All The Fun of The Air!

It’s been a busy few months for the town’s YouthCouncillors as they have continued their work insupporting community events and organisations.ree additional young people have also joinedthe group, taking over from previous memberswho have moved on to college and university. Several Youth Councillors supported the Leg Itfor the Lifeboat event held recently. FormerChairman Will Harris ran in the event and finished 8th and insisted on wearing his YouthCouncil T-shirt to emphasise the Youth council’ssupport for community events such as this one.After the race he was chosen to be interviewed byRadio Lancashire.

Rosie Rothwell, Zara Harris and Laura Harrison,one of the few remaining founder members helpedat the event marshalling the runners on the beachand manning some of the many stalls during theday.

At every monthly meeting the Youth Councillorsbrings along items for the Fylde Food Bank andin April the young Councillors gathered togethertheir contributions and passed them on to DavidMiller one of the volunteers at the St. Anne’s foodbank headquarters.

e town’s Youth Councillors enjoyed a talkabout the history of Ashton Gardens by Support-ers of Ashton gardens Chairman Jon Harrison.ey learned about the original use of the gardens, their chequered history, the impact ofLord Ashton’s involvement and the current statusof the Gardens and the forthcoming centenarycelebrations in August 2016.

Following the illustrated presentation YouthCouncillors agreed to support the centenaryevent on Aug 6th 2016 offering help with guidedtours and marshalling. e Youth Councillorswill also be assisting at St. Anne’s Carnival andthe Lifeboat Fun day.

Noise nuisance for residents on Appealing Lane, St. Anne's

I wonder how many residents of St. Annes on the Sea realise the strange history of our town centre gem, AshtonGardens. The origin of the Gardens goes back to the founding of St. Annes itself and involves many interesting changes of fortune before they evolved into our present day town centre sanctuary.The full history of the Gardens will be presented in series of Power Point presentations that comprise just one of the attractions lined up for the Supporters of Ashton Gardens Centenary Celebration on Saturday, 6th August this year,a hundred years since Lord Derby officiallyopened the Gardens to the public.There will be a mixed bowling Tournament andtrophy awarded on the day.The day will include entertainment for all. From10.00 am, and at various times, there will be entertainment from a George Formby tributeact, Garden Croquet, a traditional Punch &Judy for the youngsters, the Bluebird Big Band,a Coconut Shy, Target Bowls, a demonstration

by Guide Dogs for the Blind, ladies in vintagecostume, vintage perambulators, Clog Dancers,Plant sale, Morris Dancers, and the Pavilioncafe will have on offer a variety of meals and refreshments plus an all day BBQ and in theevening folk music.Entrance is free as are most of the entertain-ments. It is oursincere hope that families and individuals will join in thecelebration and take agood lookat Ashton Gardens in all their glory.

Residents whose properties adjoin the Airport, are beingconstantly bombarded by noise from scramble bikes, quadbikes, etc., using a piece of land at the end of Amy JohnsonWay. This occurs most weekends and evenings.

The land is privately owned by Rock Developments of Northern Ireland and is currently up for sale. Previously, theowners have been contacted by the Police on an informalbasis asking themto secure thearea, to prevent Anti Social Behaviour takingplace.

However, following numerous recent complaints and withthe co-operation of Fylde and Blackpool Councils and thePolice, a Community Protection Notice has been served onthe owners.

This situation is on-going and there is also the option ofAnti Social Behaviour notices being given to the peopleusing this site – they could even have their bikes confiscated.

If you are experiencing this noise nuisance, please call thePolice on 101 and lodge your complaint – the Police need evidence that it is affecting many people.

I am told that, in the past, Blackpool residents have alsobrought up this issue at Stanley Ward PACT meetings.

Please note, for scramble and quad bike enthusiasts, thereis a special area in Preston which caters for this type of activity and in a safe, permitted environment.Councillor Karen Henshaw

As part of Her Majesty The Queen’s official90th birthday celebrations, the Town Council isproviding a free event on Saturday 11th June2016.To commemorate this very special occasion weare holding a concert in the RNLI Lifeboathouse at St Anne’s featuring the Fylde ConcertOrchestra, starting at 2pm.Making a popular return to this venue, the Orchestra will perform a programme of well-known tunes in honour of the royal birthday.Admission to the concert will be free but donations to the RNLI will be very welcome.In addition to the musical entertainment, theCarnival committee will have a varied selectionof refreshments on sale with all proceeds goingto the Carnival charities.The Town Council has invested in new buntingwhich will be going up around St. Anne’s intime for concert and which will stay in placeuntil after the Kite Festival, so the town will belooking very colourful in readiness for all of thesummer events.Come along and celebrate this landmark event with us, it is sure to be a wonderful occasion.

religious services, many at our local St. Margaret’sChurch. One of the year’s highlights was our twintown visit to Werne in Northern Germany, where

about 30 of us were entertained by thetown council at their annual Sim-Ju festival, attended by some 100,000 people…a remarkable event, where theentire town centre is closed off for 5days! A personal highlight for methough was my Mayoral Ball at thePalace building, and I do hope my successors will continue the tradition. Finally, Winter arrived and our Christmas lights switch on event was

the best organised yet. My charity this year hasbeen Sign Hi Say Hi! For local deaf children andI hope I have helped in a small way to improvetheir services. Linda and myself have some greatmemories and photographs of this past year, andI thank you for the honour of representing ourwonderful town as Mayor.

It seems a long time since May last year when Istarted my mayoral year, but I do have wonderfulmemories of many lovely events, which I shall always remember. Summertime waswhen it was most busy, and of coursewe had our two big outdoor events, thewell established Carnival and the upand coming Kite Festival, both ofwhich I believe get better every year! Ihave also attended many social andgroup events, and have realised howmany special interest groups there actually are in St. Anne’s. One event Ifelt honoured to attend was the Battleof Britain Memorial Service, followed by a reception at the RAFA home , where I had a longchat with a gentleman who had flown Spitfiresamongst other aircraft inWorld War 2. Absoluteprivilege to listen to his stories, which he recalledso vividly.It was also a privilege to be invited to various

1st International Food Fayre & Festival Weekend.August 2016 will see the very first annual FoodFayre to be staged in St. Anne’s on the Sea. The Fayre coordinated by the St. Annes Enterprise Partnership (STEP) is an idea bornfrom the public consultations initiated by thepartnership in October of last year. There is adefinite need to highlight the fact that thistown has some of the finest restaurants on theFylde Coast and indeed in the entire North-west. Taking that into account and adding inthe specialist tea rooms and cafes, take-aways,bars, and hotels that cater food and drink, wehave a town with amazing choice and variety.With over a dozen different nationalities forrestaurants it seemed obvious to run this firstyear alongside the dates for the Brazil OlympicGames, which runs from 5th – 21st of August.

The monthly Farmers Market is in town onThursday 4th so it also felt natural to start onthis day. In the centre of these dates, across the12th, 13th and 14th August there will be a central Festival Weekend, with plans for addedstreet activity, taking the food out of the restaurants and into the town. Veli Kirk ownerof Anatolia Turkish Restaurant who is a 5 starchef and a member of STEP states, “All wewant is to bring a buzz back to St. Anne’s. Toshow what we can do when we work together. I know I’m a restaurant owner but my first aimis to promote this town and to see it thrivingagain.”

During the course of the 18 days the FoodFayre will be promoting the towns varied eatingand drinking establishments. Locals and visitorswill be encouraged to try different locations.

Participating venues will be encouraged to promote their own nationalities and culturewith music and art, interactive quizzes (to seehow much we really know) about their homelands.The festival will be promotedthroughout the town by all participating sites,local papers, social media, websites, councilwebsites and hopefully YOU!

St. Anne’s Neighbourhood Plan PUBLIC HEARING ON 7th JUNE 2016 from 10.00 amST. ANNE’S PALACE, 18 GARDEN STREET, ST. ANNE’S, LANCASHIRE FY8 2AA

WHY ARE WE HAVING A HEARING?The independent examiner who has been appointed to consider the Neighbourhood Plan,Mr John Slater BA(Hons) DMS MRTPI, hasmade the decision to hold a public hearing.There are various reasons for this decision, including the size of the town (27,000 residentsapproximately), recent legal challenges and thelack of a recent Fylde Local Plan

THE PROCESSThe hearing will be held on 7th June 2016 at St. Anne’s Palace, with responses from supporters, objectors and representatives fromboth Fylde Council and St. Anne’s TownCouncil. The Town Council is there to answerspecific queries raised by the examiner on

St. Anne’s Neighbourhood Plan. Fylde Council will attend to respond to questions regarding housing allocations, Blackpool Airport and other strategic housing matters.

WHAT HAPPENS NEXT?After the hearing the examiner will advise asto if Neighbourhood Plan policies are supported and if any amendments need to bemade to our Plan and associated documents.

REFERENDUMAfter this Fylde Borough Council mustarrange for the referendum to take place. If more than 50% of those voting in the referendum vote ‘yes’, then the plan will become a legal entity.

SUMMARYe process for making a Neighbourhood Plan isslow, frustrating and requires a great amount ofwork. Whist the process to make our Neighbour-hood Plan part of the formal planning process hasbeen delayed, the Town Council is as determinedas ever to complete the process. Yes, we are disappointed, however are committed on delivering our Neighbourhood Plan in 2016.

Again, we would like to thank everyone whohas been involved and supported our ambitionfor ‘a garden town by the sea’. We could nothave this far without your views, passion, enthusiasm, time and commitment.

BIG WEEKEND

As chairman of the Carnival committee it givesme great pleasure to thank Hannah, the currentCarnival Queen, for representing the town of St. Anne’s so well.Hannah is looking forward to presenting acheque to North West Air Ambulance from thefunds she has been raising throughout the year.is presentation will take place at about 1pm inAshton Gardens on the 9th July after the parade.As usual there will be stalls, entertainment and refreshments for all over the weekend.e theme we have chosen for this year’s Carnivalis ‘Gardens’ this is to support the 100 years of theenjoyment of Ashton Gardens. A venue whichthe Carnival has enjoyed using for many years.e Carnival is part of the history of the town soplease support in any way you can either by taking part in the parade, having a stall, donatingmoney or just helping on the day manning a barrier or collecting money during the parade. It is your Carnival and we cannot do it withoutyou.

Also don’t forget the competitions you can enter. is year they are:Saturday Best decorated gingerbread person.

Obituary

David Woode Town Council is sad to report David Wood, aprominent and loved member of the local community, passed away on 31st March 2016.A former postman and long-serving crossing patrolman,David, was actively involved with Lytham St. Anne’sTwinning Association, the Blackpool and Fylde RailUsers’ Association, campaigns for road safety and theCampaign for Real Ale. David was also a keen fund raiser for a variety of charities and his familiar whitebeard was sacrificed on many worthy occasions.Tony Ford, Councillor for St. Anne’s Town Council and Fylde Borough Council said: ‘As well as being acolourful member of the Twinning Association, David was a very good friend of the Town Council and supported much of its work. Only recently he donated a clock to the Town Council to commemorate the link that Sir Nigel Gresley of Flying Scotsman fame had with the town. Sir Nigel married a St. Anne’s girl at the Parish church’. David appeared as Father Christmas and John Bull at several St. Anne’s festive lights switch on ceremonies. He also travelled to Werne, our German twin town, as part of the Fylde party last autumn. Last September, David was presented with a certificate of appreciation for all he had done to support the town council. Vince Settle. Mayor of St. Anne’s Town Council (2015-16) said ‘David was passionate about St. Anne’s and was always full of ideas for the good of the town. He will be sadly missed’.

St. Anne’s In Bloom going from strength to strength

St. Anne’s In Bloom going from strength to strength. More tradersare joining In Bloom and supporting the group’s activities and thenumber of volunteers is increasing too! Follow on from sponsorship of planter containers by Guy Penn Insurance and Sopers a couple of months ago, three businesses onGarden Street joined forces and approached St Anne’s In Bloomvolunteers to see if they could help brighten up their forecourts.As a result, 5 half-barrel planters filled with spring blooms appeared on shop fronts a couple of weeks ago Jane Biagi, one ofseveral traders on Garden Street who have paid for planters to addsome spring colour outside their premises, is “thrilled to bits withthe results.”She said “I am really pleased with the speed with which In Bloommembers rallied to our call for some colourful planters. ey’vebeen great.”Two other businesses on Garden Street, Palace Pets and Giftedhave also joined in by sponsoring planters for this appropriatelynamed street.And it hasn’t stopped there. Traders on St. Alban’s Road and StDavid’s Road have also got together and contacted In Bloom tohelp them acquire plant containers for the front of their premisestoo. Signed up so far are Brothertons TV, Alice's Tearooms, Clayton's Jewellers, Cobblers Den, Michael Bond Kitchens, St Anne’s Carpets and Flooring and Happy Tails Groomers andmore are promised. Treasurer of the In Bloom group Cllr. Tony Ford said, “Despite the extra work its creating for us it’s great that local businesses andcoming forward and wanting to be involved. We have recruitedmore volunteers recently so now we have some activities for themto really get their teeth into.” With such a demand for planters we are having to acquiring someadditional resources.” Fiona Boismaison, who recently becamechair of St. Anne’s In Bloom in November commented, “We are sopleased that more and more businesses are backing our efforts. We really want to make the town look as good as it can.”St. Anne’s In Bloom have recorded several other notable successesrecently, securing a grant of £8,000 from the Tesco Bags of Helpfor refurbishment of the Peace and Sensory Garden in the townand this came on the back of £2,000 grant from Fylde Community Projects Fund for the purchase of a new trailer to support their activities.

New rail operator northern (part of Arriva Trains North) has taken over the running ofthe railways in northern England with the promise of new trains, new routes, and additional services. Whilst improvements to the South Fylde Line will be slower in coming than other prestige proposals, travellers will see the return of a winter Sundayservice from 2017 and new trains will be replacing the Pacers which will be phased outbefore 2020. In fact, the new rolling stock is already under construction in Spain – let’s hope the new carriages come with good weather and bright sunshine as standard!

Allmotivations are equally valid and equally valuableprovided they contribute to a sense of communityownership.Friends groups make stations more attractive, promoting events, help keep the station environstidy, maintain the gardens to the station entranceand approach etc. and encouraging greater trainusage. Friends Groups also lobby for improvements, newfacilities but overall they all manage to make theirstations more welcoming and attractive. Already Lytham St Annes Gardening Club, St. Anne’s In Bloom and the Blackpool and FyldeRail User group have undertaken a ‘Spring Clean’of the station approaches, the platform and the shrubbery. Unfortunately, no one can do anything about thestate of the derelict platform opposite the station asit’s in the hands of a private developer who doesn’tlive in the area and appears to have no interest in improving the site which is an eyesore and blightscentre of the town. One of the first tasks for the group will be tackle the poor state of the fencing by giving it a lick ofpaint and then painting all the kerb edging to givethe car park a fresh clean look. I have a number of interested parties already but Iwould welcome approaches from anyone else whowould like to get involved. Following a number of complaints from residents about speeding along Kilnhouse Lane,the Police have installed “Police Speed Check Area” signs and have had the SPID (speedindicator device) out to monitor drivers.

They are continuing to check the area and would welcome any information from residents regarding speeding cars – make, model, colour, driver description and registration number (if possible).

Please call them on 101 to pass on any details – they are determined to catch persistent offenders. Help them to make our roads safer for everyone.

LIONS IN ST.ANNE’S ON THE SEAYour local Lions club was established 54 yearsago in the former Majestic Hotel joining whathas now become the world’s largest service organisation with 1.4 million members in morethan 200 countries. In 2017, Lions Clubs International will celebrate 100 years of local and worldwide community service. Individual clubs are beingencouraged to support a local project to commemorate this event and your local club isready to consider suggestions from clubs andindividuals in the town who may have a proposal currently held in abeyance due to lackof funds. It must be a project which will be a reminder of the Lions organisations’ centenaryyear.The club’s membership is made up of peoplefrom many walks of life and both male and females are equally welcomed into membership.There are no rules concerning age and in recenttimes recently retired individuals or peoplemoving into the area have joined the club. Acommon ethos expected to be shared by allmembers is that of the Lions motto of ‘WeServe’. Welfare projects are many and varied. Theyrange from financial support for individual casesof need or hardship or to support for local charities such as Fylde Coast Women’s Aid whogive support and shelter to victims of domesticabuse; financial support for outings for youngcarers’ looking after sick parents; single parentsupport groups in St. Anne’s; the purchase andfitting of specially designed access steps for thedisabled to gain easier entry into St. Anne’sSwimming Pool; support for Fylde Sharks Disabled Swimming Club.In a typical year, the club raises and spendsmore than £20,000. The majority of this israised at the club’s annual Swimarathon, now inits 31st year which has in total raised funds inthe amount of some £220,000 all of which hasbenefitted local ‘good causes’. Whilst TrinityHospice and Derian house have been benefici-aries, in more recent times the Lions’ effortshave begun to be concentrated on help for children and young people. Every primary and infant school in the areahave had hi-vis jackets bought for pupils to

wear on school outings. Every Junior and Senior school in our town, the swimming poolin St. Anne’s and Kirkham and special schoolsin our area have all been equipped with defibril-lators of the most up to date kind. Their staffhave had a course of instruction in their use bythe local St. John’s Ambulance Brigade or theNorth west Ambulance Service. All paid forfrom Lions Swimarathon funds. The St. Anne’sPool defibrillator has had to be used recently!

In recognition of the 28 defibrillators bought byour Lions Club it is proud to have beenawarded a Gold CardiacSmart Award by theNorth West Ambulance Service which is nowmounted in the swimming pool reception area.

Last year and again in May 2016, young peoplewill be able to have a confidential screening by aunit from the national charity CRY (CardiacRisk in the Young). This year’s recordSwimarathon of more than £15000 will bemeeting this expenditure together with the provision of specialist lecturers spending a dayin our local junior and infant schools to supportteachers and speak to children about HealthyLiving subjects.
