When I assumed the Ministerial re-sponsibility for SCASPA two years ago, itwas not long before it became evident to methat SCASPA was in need of urgent inter-vention if it were to remove its dependencyon the central Government for significant fi-nancial inputs and become a viable corpo-rate entity. Fortunately, within relatively quicktime, there was a unity of vision by our Min-istry and SCASPA’s top management andBoard, supported by a Cabinet decision totake all necessary steps for change.

The achievement by SCASPA in 2011 of anet profit for the first time in over 15 years isa direct result of the commencement in thelast quarter of 2010 of its organizational re-form strategy. Placed in the context of a con-tinued sluggish macro-economic environ-ment and an ongoing tightening of local con-sumer activity in 2011, SCASPA’s reorgani-zation could not have been timelier. Thisachievement therefore was mainly as a re-sult of radical cost-cutting measures, includ-ing a staff rationalization program and therefinancing of a major loan and overdraft fa-cility. Staff reduction costs caused by thevoluntary separation program in 2010, cou-pled with the debt restructuring exercise in2011, resulted in an annual saving and im-provement in cash flow of more than EC $8Million.

I hasten to add that a profit in one year

should not in itself suggest that SCASPA’sbattle for viability has been won, and itdefinitely should not result in chest-beatingby SCASPA or anyone involved. The fi-nancial performance in 2011 is neverthe-less a strong indicator that SCASPA isnow on the right track, but we can expectthat the ability to repeat such a perform-ance will be an ongoing test. Measuresalready taken to improve cash flow mustbe built upon with revenue enhancementprojects. Improvements in operational effi-ciencies and customer care must continueif SCASPA is to become a genuine longterm success story. Moreover, efforts toimprove the professionalism and overallproductivity of SCASPA’s human re-sources must also be an ongoing priority.At the same time, SCASPA’s importanceand relevance to our country’s economicgrowth and the social well-being of our citi-zens and communities must become moreevident. Government’s policy to createmore self-sufficient State Corporations isunder the political microscope andSCASPA is expected to be one of the suc-cess stories.

All stakeholders, including its valued cus-tomers, can therefore be assured that myMinistry will continue to be supportive, butwatchful, of SCASPA’s progress to viabil-ity. We will also strengthen our partnershipwith SCASPA on matters related to em-ployee training for the delivery of interna-tional security and safety standards, inboth civil aviation and maritime affairs. In2011 we also began working more closelytogether on tourism industry related is-sues, including destination marketing initia-tives, airlift growth-based relationships andcruise sector development. In this regard,it has become an established policy of myMinistry for SCASPA, the St. Kitts TourismAuthority (SKTA), the Urban DevelopmentCorporation (UDC), and the Frigate BayDevelopment Corporation (FBDC), to col-laborate on all tourism related matters.

My Ministry is therefore pleased to datewith the early results of SCASPA’s efforts

at progressive change, as depicted in the2011 performance. We are especially heart-ened by the efforts to improve both the wel-come and farewell experiences for all travel-ers through the RLB International Airport. Itis my hope that the encouraging financialachievement of 2011 will be the start of anew era for SCASPA that will cement itselfas a positive force for the improvement andgrowth of our beloved country.

On behalf of our Government and our Minis-try, I commend the Board, management andstaff of SCASPA for a successful year’s per-formance in 2011. I want to take this oppor-tunity to especially commend our past CEOTerrance Crossman and his team for con-tinuing the implementation of the agreedstrategy for change in 2011, and to thankpast Board Chairman Linkon Maynard for hisleadership support during the difficult deci-sions. The foundation for viability has beenlaid in 2011. SCASPA must now focus onconsolidation, revenue growth, and sustain-ability.

Despite the difficult economic climate andits accompanying challenges, 2011 was arewarding year for SCASPA. Not only didwe overcome the serious financial chal-lenges that had plagued us for severalyears, but we improved our core businessand enhanced our image as a corporate citi-zen.

The year in review marked a turning point inSCASPA’s history, as an annual profit wasrealized for the first time in fourteen years. Iam pleased to report a full year profit of$578,165 just over one year after implement-ing a strategy to create a sustainable busi-ness model. This result is evidence that thestaff rationalization exercise in September2010, the debt restructuring initiatives in2011 and other cost-cutting measures wereeffective in achieving our goal of profitability.Our ability to turn around our financial posi-tion in a relatively short period is noteworthy;however, maintaining a viable operation re-quires a continued strong focus on cost andfinancial discipline and the generation of newrevenue streams.

Enhancing the quality of service to our cus-tomers remained a top priority throughoutthe year. We fully computerized our billingsystem and the result there has been ashorter turnaround time for customers andshipping agents. With the acquisition of newcritical pieces of equipment for cargo opera-tions our service has become more reliable

and efficient. SCASPA and the Customsand Excise Department began the processof developing a single cashier system whichwould shorten the process of clearing cargoat the Seaport. Also, a revised seaport tariffstructure was finalized through consultationwith members of the Shipping Associationand the Chamber of Industry and Com-merce. We will continue to collaborate andconsult with our stakeholders to offer highervalue to our mutual customers.

Our commitment to ensuring that St. Kittsremains a top choice destination was dem-onstrated by our efforts to improve the visitorexperience. The decision to include all de-parture taxes in the airfare to be in line withinternational practices has created a moreefficient and pleasant experience for out-bound passengers at the airport. Our reno-vated Port Zante Arrivals Hall has created apositive first impression of St. Kitts for ourcruise passengers. Given the importance ofthe tourism industry to the economy,SCASPA will play its part to ensure that fa-cilities, service, procedures and overall ex-perience encourage visitors to return.

We continued to build a culture of excellenceby developing a disciplined, motivated andproductive team. There was a significantreduction (over 90% in both areas) in late-ness and absenteeism in 2011 compared toprior years. We improved benefits to staffby implementing a non-contributory medicalinsurance scheme which offered a widerrange of coverage than the previous planand extended to all immediate family mem-bers including common law spouses. Also,we instituted our pension plan which isscheduled to be implemented early in 2012.The plan is retroactive for all staff from dateof hire at a rate of 6% of total earnings todate of implementation, and 3% employercontribution thereafter. There is no manda-tory contribution from staff; however, em-ployee contributions in the same amount asor above the employer portion is voluntary.The institution of the pension plan repre-sents one of the most significant achieve-ments as the staff had had a long expecta-

tion of this benefit being realized. In recogni-tion of the hard work done during the yearand particularly in the months immediatelyfollowing the restructuring (2010), a bonuswas paid to staff at the end of the year. Staffclearly understands, however, that in the fu-ture performance will heavily influence deci-sions such as promotions, bonuses, trainingand termination. The Board and Manage-ment remain committed to investing in staffto build loyalty, boost morale and producehigh output as we transform the culture toone of excellence.

The celebration of SCASPA’s eighteenth an-niversary in September under the theme“Pursuing excellence; Celebrating ourachievements” was an occasion to recognizeand reward our dedicated employees and tostrengthen our commitment to responsiblecorporate citizenship. Many staff eventswere planned including a grand awards din-ner and the participation of employees andtheir families was commendable. Commu-nity projects were executed as SCASPApartnered with volunteer groups to constructbus stands in Saddlers and Sandy Point,and to upgrade facilities at Saddlers PrimarySchool and Tucker-Clarke Primary School.An impressive sign was erected in the round-about at the entrance to the Robert L. Brad-shaw International Airport to create aestheticappeal and welcome visitors to St. Kitts.The activities all served to develop astronger sense of SCASPA family, build rela-tionships with and within communities andraise SCASPA’s profile as a corporate citi-zen serious about making a positive impacton the lives of the persons it serves.

Many outcomes were achieved in 2011 ofwhich we are proud. While we applaud thefinancial success so far, 2012 must be ap-proached with cautious optimism. The chal-lenge will be to reengineer the business fur-ther while creating more value for customersin a global economy that is still in recession.The creation of new sources of revenuesand further reduction in operational cost

must be a critical part of the mandate ofManagement if SCASPA is to continue onthe path to sustainability. Already, energysaving measures as well as alternativesources of energy are being explored to re-duce the high energy bill. With a continuedstrategic focus, innovative business model-ing and a staff committed to high perform-ance and productivity, SCASPA is well posi-tioned to achieve its objectives.

On behalf of the Board of Directors, I ampleased to present the Annual Report andAudited Financial Statements of the St.Christopher Air and Sea Ports Authority(SCASPA) for the financial year ended 31December 2011.

2011 marked SCASPA’s eighteenth year asa statutory entity. For many reasons the yearwas an historic and memorable one for thecorporation. Although the global economicturmoil continues unabated, the organisationmanaged to register, for the first time in 15years, a net profit. This milestone wasachieved by no small measure because ofSCASPA’s bold steps to come to grips withthe serious issues that had threatened toderail its progress. The changes thatSCASPA has undergone in the last twoyears will go a long way in ensuring that theorganization will weather the global eco-nomic storms that seem to have no end.

Economic Realities and Impact onSCASPA’s PerformanceECCB reported in its September 2011 Eco-nomic and Financial Review that economicactivity in St Kitts and Nevis declined in thefirst nine months of 2011, compared with theoutturn in the corresponding period of 2010.The significant drop off in construction was aprimary causal factor for this decline. Con-sidering that, according to ECCB, GDP de-clined in St. Kitts and Nevis by 4.2% in 2010,it is quite clear that the global shocks thatstarted in 2008 continue to reverberate

throughout the OECS with St. Kitts andNevis being no exception.

The fortunes of SCASPA in 2011 continueto reflect the reduction in economic activityin the Federation. Thus SCASPA experi-enced a reduction in operating revenues of1.5% in 2011 relative to its performance in2010, moving from $35.8M in 2010 to$35.3M for 2011. The biggest contributorto this decline was a 2.7% decline in Sea-port revenues, reflective of the generaldownturn in economic activity and specifi-cally construction in St. Kitts and Nevis. Itis notable though, that rising revenuesfrom cruise passengers continue to be thebright spot in all of SCASPA’s operation.The synergies which have been nurturedbetween SCASPA and the Ministry ofTourism must be maintained and strength-ened to ensure that this sector continuesits upward trend. However, it must be reit-erated that for an extended period, theseaport and airport operations revenuehave essentially stagnated. This situationis a clear signal that if SCASPA is to re-main viable, new avenues of related busi-ness must be explored to ensure the con-tinued expansion and support ofSCASPA’s critical infrastructure.

Human Resource and ProductivitySince the human resource restructuring inlate 2010, SCASPA’s staff must be compli-mented for the commitment that they haveshown in a more streamlined SCASPA.Apart from the obvious loyalty they havedemonstrated over the last year, it is evi-dent that they have taken seriously the no-tion that SCASPA’s success is inextricablybound up in their ability to be a productiveand committed staff. The phenomenal im-provement in attendance and punctualityand reduction in sick leave and off-daysare all signs that SCASPA has really be-come of age as a mature and responsibleand productive entity.

fied programmes for the recognition of pro-ductive as well as long serving employeesthrough incentive initiatives and a progres-sive social activities programme. Theseinclude but are not limited to:1.“Tomorrow’s Leaders” Summer Intern-ship program (for staff members’ children)2.Scholarship Awards (for staff members’children)3.Monthly Birthday Bash4.August Monday Beach Extravaganza5.Staff Christmas Party

Loan Portfolio Restructuring and FiscalAnother of the significant undertakings in2011 was the conclusion of renegotiationsof our loan portfolio with several of ourcreditors, including St. Kitts-Nevis-AnguillaNational Bank (SKNANB). As a result,78% of SCASPA’s loan portfolio now has aweighted average rate of interest of 5.4%falling from 8% in 2009. The immediateimpact of this restructure has been an im-provement in SCASPA’s cash flow situa-tion. The emergence of SCASPA fromsuch burdensome loan obligations servesas a stepping-stone to enhanced fiscalprudence. Thus, for the first time in fifteenyears, SCASPA will not depend on an ex-pensive overdraft facility to take care of itsday to day operation. Furthermore, as aStatutory Corporation, it is hoped thatSCASPA will also benefit from the govern-ment debt restructuring exercise and fur-ther ease its debt burden.

Consolidating For the FutureSCASPA recognizes that the road aheadis nothing like the road that we have trav-elled in the past. In charting a course forthe future SCASPA must engage far andwide, little and small, docker and account-ant, security guard and air traffic controller,to ensure that we get the right mix. Wemust be creative and innovative for wemust appreciate that in order to fulfill itsmandate as a developmental “agency”,

SCASPA cannot continue to depend sim-ply on the collection of cargo dues, pas-senger fees and aeronautical fees as itsprimary and only sources of revenue. Asthe custodian of the country’s most impor-tant real estate, SCASPA must find crea-tive ways to strengthen and explore meansof increasing its revenue base.Thus in the near future SCASPA will con-tinue to seek partnerships with relatedbusiness interests. As a national trend set-ter in the area of renewable and sustain-able energy sources SCASPA will en-deavor to retrofit its electricity requirementto wean itself from up to 50% from the na-tional electricity grid by investing in envi-ronmentally friendly renewable energy. Tothis end, SCASPA formed an ElectricityReform Committee for the purpose of im-plementing its green programme. As thepremier custodian as far as our transporta-tion needs are concerned (sea & air),SCASPA will aggressively encourage dis-cussions with respect to the construction ofa bridge to connect the islands of our Fed-eration.

FAREWELLAs this is my last Chairman’s report, I wantto take this opportunity to publicly acknowl-edge the support of the Minister of Fi-nance, the Honorable Prime Minister, theMinisters responsible for SCASPA duringmy tenure; Minister Asim Martin and Minis-ter Skerritt. My heartfelt appreciation isalso extended to the members of theBoard who served with me for the overseven years that I served. I could not haveasked for a more supportive and coopera-tive group to work with. But most of all, Iextend my deepest gratitude and apprecia-tion to the SCASPA management andstaff who have proven to country duringthe last five years that in spite of cynicismand apathy in some quarters, with resolveand commitment we can rise to heightsnever imagined. We have come this far,not by faith alone, but by hard work, sacri-fice and perseverance. May SCASPAscale to even loftier heights!

Mr. Maynard holds a Masters of Business Administration fromthe University of Liverpool, UK and a Bachelor of Science inNatural Sciences from University of the West Indies. He is thePlant Manager at Carib Brewery (St. Kitts & Nevis) Ltd. Heserved as Chairman of the Board from March 2005.

Of the 27 years Mr. Evelyn has been employed atHarowe Servo Controls, he has held the position ofplant Manager for 17 years. He has been a boardmember for 4 years.

Mr. Hanley has served on the board for the past 6 years. Heholds a Masters Degree in Education & Human Resources and aBachelor of Science degree in Psychology & Social Work. Cur-rently he is employed as the Director of Youth in the Ministry ofEducation, Youth, Social & Community Development and Gen-der Affairs.

With 9 years of service on the Board of SCASPA, Mr. Richard-son also brings to the table 30 years of Business experience.He is currently the Managing Director of KISCO Group of Com-panies.

Ms. Clarke holds a Bachelor of Science in Accounting and a Mas-ter of Business Administration with a concentration in Interna-tional Finance. She is a Certified Public Accountant and a Certi-fied Anti-Money Laundering Specialist. She is the Director of theFinancial Services Regulatory Commission and has served forthree years on the Board of SCASPA.

Employed as a Parliamentary Counsel in the Ministry of Justice,Miss Hughes holds a Bachelor of Law, an asset she brings toher 6 years of service to the Board of SCASPA.

Ms. Wigley is employed as a Supervisor in the Ministry of SocialDevelopment, Community and Gender Affairs. She has delivered10 years of dedicated service to SCASPA as a Board member.

Mr. Douglas is a retired Chief of Security personae. He contrib-uted 16 years of service to SCASPA as a board member.

Terrence Crossman - CEOWith a MBA in Finance, a BA inAccounting and an Associates ofArts in Management, Mr. Crossmanjoined SCASPA in April 2010 by appoint-ment. Before joining SCASPA Mr.Crossman was Head of RetailSales & Service atCable & Wireless (now LIME).

Marcellus Phillip— CFOA Fellow of the Chartered Associa-tion of Certified Accountants and aholder of a BSc. in Accounting, Mr.Phillip joined SCASPA in 2008.Formerly he was a Managing Di-rector of an Investment subsidiarycompany owned by the PortsAuthority of St. Lucia.

Shelley Isles - In-house CounselMs. Isles has been a Barrister and Solicitorpracticing in the Federation since 2002 Shewas appointed to the post of Legal Counselat SCASPA in July 2008. Ms. Isles holdsa Bachelor of Law degree from theUniversity of the West Indies.

Marilyn Rogers -Human Resources Manager

Mrs. Rogers came to SCASPA in2006 with 37 years of experiencein the field of Education and a BAin History. Prior to her retirement

from the field of Education, sheserved as Acting Principal of

the Clarence Fitzroy BryantCollege.

Elsworth Warner - Airport Manager Ag.Mr. Warner has successfully completed trainingin Meteorology; Air Traffic Control;Aeronautical Information Services; andAviation (with exposure to Airport SafetyOversight)... He was appointed to theposition of Senior Air Traffic ControlOfficer in 2003 and later asAirport Manager (Ag) in 2010.

Rosevelt Trotman - Seaport Manager.Mr. Trotman holds a Masters of Business

Administration (MBA). Before joining SCASPAhe was employed as Assistant Secretary in

the Ministry of National Security, Justiceand Immigration. Mr. Trotman hasworked both in the Civil Service and inprivate practice and has been employedwith SCASPA from August 2006.

She has been employedwith SCASPA since November 2007.

Delcia Bradley-King -Head of corporate Affairs & Public RelationsMrs. Bradley-King holds a BA in English anda MA in Speech Communication. She servedin the field of Education for over twenty years,and was the Language Arts Coordinator atthe Curriculum Development Unit prior tojoining the Authority in May 2006.

Airport Operations DepartmentElsworth Warner - Airport Manager (Ag).

2011 started with a very busy week of air travel,primarily departures, as is the custom annually.The other busy periods of the year were Julyand December. No major issues were experi-enced in relation to the processing of passen-gers and aircraft movements throughout theyear. Over 129,000 passengers entered theFederation via the airport in 2011 as comparedto approximately 126,000 in 2010.

Safety remained a priority in the operationalprocesses of the airport. A contract was se-cured with Stedor Limited for the repainting ofthe runway markings as they were fading quicklyand began presenting a challenge to pilots in thetaxi process. This job was completed during themonth of August. Our aircraft navigational aids(NDB, DME and PAPIS) were flight checked inthe month of February with a satisfactory report.An ECCAA representative visited our airport ona mission of inspecting our Air Traffic Servicesprogram and was generally satisfied with ourefforts to adhere to and maintain high standards.

During the month of August we commenced theprocess of implementing a Quality ManagementSystem in Meteorology which is an ICAO re-quirement with a due date November, 2012. Themonth of August also saw the receipt of foursmall lightweight oxygen cylinders to be used forrespiratory emergency situations at the airport.These were given by St. Kitts Industrial Sup-plies.

Security matters were given their full share ofattention. The ten foot clear zone on either sideof the airport’s perimeter fence was established.Except for a couple of small areas on both theinside and outside, one could now drive bothinner and outer perimeter roads next to thefence as required. By March, the general land-scaping works brought the best appearanceever seen at the airport in decades. One couldeasily view any point of the airport unobstructed.The employment of additional security officersmade it possible for us to resume airside patrolsvery early in the year. We were faced with a

TSA inspection during the period 7th to 11th April.We did very well during that exercise.

Our operational equipment used in the aid of theairport processes had their up and down times.Conveyor belts, screening machines, elevator,escalator, PA system, ATC radio system, electri-cal generator and AC chiller were all in this cate-gory. At the failure of any of these systems, con-tingency measures were resorted to as quickly aspossible.

The training of staff, which is very essential fortheir development, was a part of the year’s activi-ties. Messrs Kevaughan Leader and Xavier Grantcompleted their training in Air Traffic Control andreceive their appointments. Ms. Vincia Browne,Mr. Elmo Burke and Mr. Delver Martin attendedMeteorological meetings and or workshop training;Mr. Darec Maynard attended Bureau of Standardstraining; there was training in cardiac arrest andrespiratory difficulties for officers from various de-partments of the airport.

We also saw the establishment, withdrawal andchange in procedures, services and facilities. Fivepull bag ramps were erected on the airside of theterminal building, connecting terminal and apron.Two wheelchair ramps were erected on the landside of the terminal building, connecting the mainvehicle parking lot to the road under the canopy ofthe terminal building. The screening area for de-parting passengers was also reorganized, provid-ing more enclosed space for passengers in thatqueuing process. This took place very early in theyear. In the month of September we rearrangedthe stanchions at arrival proceeding Immigrationand those at departure proceeding Emigration.

2011 saw great strides in Airport Operations’ ef-forts to be an integral contributor to SCASPA’soverall goal of meeting and surpassing customers’expectations; a goal this department will continueto work hard to meet.

Human Resources DepartmentMarilyn Rogers - Manager.

The Human Resources Department is pleased topresent this overview of its programs, initiativesand accomplishments in 2011. In the face of con-tinued change and challenges, we made steadyprogress towards our goal of achieving a positivework environment and climate and fostering em-ployee development and engagement which arecritical to SCASPA’s continued success.

We facilitated a number of training and develop-ment opportunities to ensure that staff areequipped with the tools necessary to performtheir jobs. These included training in SecurityService, Customer Service, Port Managementand Air Traffic Control. A major accomplishmentwas the successful hosting of an OccupationalHealth and Safety workshop in collaboration withthe Port Management Association of the Carib-bean (PMAC). In addition to the benefits of thetraining, in terms of fostering a safe and healthywork environment, hosting the workshop un-doubtedly helped to boost SCASPA’s profile lo-cally and within the region.

The provision of improved benefits for our em-ployees was another important area on which wefocussed during 2011. To this end an enhancedmedical insurance plan was implemented on 1st

February. The new plan covers dental and visioncare, air ambulance service as well as life insur-ance.

In September we celebrated ‘SCASPA Month’under the theme Pursuing Excellence, cele-brating our Achievements. The Human Re-sources Department was charged with the re-sponsibility of leading the central committee thatplanned and organized the activities and eventswhich included Church Service and Lunch, Com-munity Projects, Health Walk and Breakfast, BoatRide, Awards Dinner and a Grand Concert atPort Zante. All the activities were executed atan extremely high standard clearly demonstratingthe capacity of staff to work together and achieveexcellence. We salute the Chairs of the varioussub-committees whose commitment, hard workand enthusiastic participation made ‘SCASPAMonth’ a tremendous success.

Another area of focus was the review, develop-ment and implementation of human resource re-lated processes, policies and procedures. ThePerformance Appraisal System was revisited andreintroduced in July. Management and staff havedemonstrated their commitment to ensuring thatthe system works effectively and contributes sig-nificantly to increasing SCASPA’s overall effi-ciency and productivity. The implementation ofthe Ascentis HR Management System has im-proved the efficiency of the Human ResourcesDepartment in respect of the management ofemployee benefits, payroll process and person-nel information. We also developed a DraftCode of Conduct and Disciplinary Policy and Pro-cedures in collaboration with the Legal Counseland the Department of Labour.

The monthly ‘Birthday Bash’, ‘August MondayBeach Extravaganza’, ‘Christmas Gala’, andManagement’s recognition of SCASPA’s moth-ers and fathers on ‘Mothers Day’ and ‘FathersDay’, were all instrumental in boosting moraleand fostering unity and a sense of familyamong staff.

The year past was one in which SCASPA gainedhigh visibility and redefined its role in society. In-deed, the public relations activities and thegreater involvement in the development of com-munities served to grow SCASPA’s reputation asa corporate citizen with a strong sense of socialresponsibility and, in general, enhance its image.

With the objectives of generating greater under-standing and appreciation of SCASPA’s role innational development, promoting educational ac-tivities and providing healthy competition amongstudents, the Best in Class Quiz Competition forsecondary and primary schools was successfullylaunched in 2011. During April-May, third formersfrom six high schools in St. Kitts vied for the title“Best in Class Champion” which was captured bythe Charles E. Mills Secondary School. In No-vember, grade six students from twenty primaryschools competed with the Seventh Day AdventistPrimary School emerging winner. The Best inClass Quiz Competition certainly proved to raiseSCASPA’s profile, and won much praise from thepublic, with many persons expressing the need formore such educational activities.

SCASPA continued to invest in the developmentand sustainability of the cruise industry. Onceagain, SCASPA was represented at the CruiseShipping Miami Conference and Exhibition held inMarch, and partnered with the St. Kitts TourismAuthority to secure a booth to market St. Kitts.The destination as well as cruise port was adver-tised in Cruise Industry News and InternationalCruise and Ferry Review, and the latter also fea-tured an article written by Head of Corporate Af-fairs and Public Relations. Officers also partici-pated in the Florida Caribbean Cruise Association(FCCA) Conference and Trade Show in Octoberthat was hosted by Puerto Rico. One-on-onemeetings were extremely positive, as issuesneeding attention were discussed, and cruise ex-ecutives shared complimentary feedback and thehigh ratings that St. Kitts received from theirguests. During these meetings, Royal Caribbeandelivered the exciting news that an additional ves-sel, Independence of the Seas, would be de-

ployed to St. Kitts during the 2012-2013 CruiseSeason. Plans for the inaugural visit of the Allureof the Seas in December were further detailed.

SCASPA’s commitment to playing its part as aresponsible corporate citizen was underscoredduring the Eighteenth Anniversary celebrations inSeptember. Collaborating with communitygroups, SCASPA built well-needed bus sheltersalong the main road in Sandy Point and Saddlers.

All public primary schools were also beneficiariesthrough SCASPA’s Adopt-a-School programme.Members of SCASPA’s management team wereassigned to a school and, on a designated dayduring the month of activities, made a presenta-tion during which there was the symbolic hand-over of a cheque for $1,000. Additionally,SCASPA sponsored the retrofitting of the kitchenat Saddlers Primary School and the upgrading ofthe playing field next to the Tucker-Clarke PrimarySchool. The impressive signage at the round-a-bout by the Robert Llewellyn Bradshaw Interna-tional Airport further demonstrates the serious-ness with which SCASPA views its social respon-sibility.

The year ended with the much anticipated visit ofthe Allure of the Seas on December 30, a historicdate on the Federation’s calendar. The plaqueand key exchange ceremony and lunch on boardthe vessel for invited local guests won high praise.The commendation expressed by Royal Carib-bean International executives was a strong indica-tion of their confidence that St. Kitts can deliverthe expected destination experience for their Al-lure of the Seas guests.

Without a doubt, the year in review recorded manyaccomplishments which raised SCASPA’s profileand grew its reputation as a dynamic, service-oriented organization. SCASPA will continue tobuild on relationships established with local andinternational stakeholders, as it seeks to positionitself to impact the development of the Nation inan even more significant manner.

Security DepartmentRaymond Cotton - Manager

The SCAPA Security Department since its incep-tion has implemented many key security opera-tions and achieved important goals and mile-stones in many areas to create and strengthen afoundation to reach its potential. As it continuesto mature, however, more work remains for theSecurity Department to strengthen the efficiencyand effectiveness of those efforts to achieve itsfull potential.

Paramount among these include but are not lim-ited to (a) the need to further develop its officersthrough increased training both international andhome-based (including on-the-job) and (b) en-sure that the Authority continues to meet thestandards of the International Ship and Port Fa-cility Code (ISPS), Eastern Caribbean Civil Avia-tion Authority (ECCAA) and Transportation Secu-rity Administration (TSA) inspections.

Examples of progress made include:

Other Achievements:Corporal Dario Isaac was adjudgedSCAPA’s Employee of the Year by thethen CEO, Mr. Crossman. He received acruise as his prize.

Given the Security Department’s leadership re-sponsibilities in Air and Seaport Security, it iscritical that its programs are operating as effi-ciently and effectively as possible, are sustain-able, and continue to mature to address pressingsecurity needs. The Security Department has in-deed made significant strides in protecting ourmajor ports.
