Mrs. Seals recommended approval of the agenda with the addition of items 4,C,8-10 on the Consent Agenda and striking the Executive Session, item 13. Mr. Thompson made the motion to accept the agenda as recommended and Mrs. Noah gave the second. All members voted YES. 4. Mrs. Seals recommended the approval of the Consent Agenda. Mrs. Noah made the motion and Mr. Green gave the second. All members voted in favor. A. Minutes-January 28, 2008, February 4, 2008 B. Fixed Assets-Disposition Request February 2008 (a copy of this report will follow these minutes) C. Travel 1. AMS-selected faculty member(s) and students to travel to Louisville, Kentucky on May 9-10, 2008 to compete in the National Archery in Schools Program Tournament 2008. Expenses will be paid by fundraisers and individual participants. 2. MHS-selected faculty member(s) and baseball players to travel to Louisville, Kentucky on March 24-27, 2008 to participate in a Spring Break Baseball Tournament. Players will pay their own expenses. 3. MHS-selected faculty member(s) and Senior Beta Club to travel to Atlanta, Georgia on March 21, 2008 to participate in Math & Science Day at Six Flags. Students are responsible for their own expenses. 4. ECTC-selected faculty member(s) and the students to travel to Atlanta, Georgia on April 1, 2008 to visit the Centers for Disease Control (CDC). Expenses will be paid by fundraisers and individual students. 5. SCCHS-selected faculty member(s) and Spanish students to travel to Atlanta, Georgia on April 4, 2008 to tour the World of Coca-Cola museum. Students will pay their own expenses. 6. Central Office-selected employees to travel to Atlanta, Georgia on April 6-9, 2008 to attend SREB Leadership Curriculum Module Instructors Training. Expenses will be paid by Jacksonville State University. 7. MHS-selected faculty member(s) and students to travel to Atlanta, Georgia on April 4, 2008 to visit the Georgia Aquarium. Students will be responsible for their own expenses. 8. SCCHS-selected faculty member(s) and baseball players to travel to Carrollton, Georgia on March 24-25, 2008 to play two baseball games. Students will be responsible for their own expenses. 9. OMS-selected faculty member(s) to travel to Destin, Florida on June 10-13, 2008 to attend the Nuts and Bolts Middle School Symposium. Expenses will be funded through state, federal and Title II Professional Development. 10. OMS-selected faculty member(s) to travel to Myrtle Beach, South Carolina on July 7-10, 2008 to attend Best Practices Institute. The regular meeting of the St. Clair County Board of Education was held on Monday, February 25, 2008. The meeting began at 6:00 pm at the central office with the following board members in attendance:

1. President Scott Suttle called the meeting to order. 2. A quorum of the board was present. All board members were in attendance. 3. Mrs. Seals recommended approval of the agenda with the addition of items 4,C,8-10 on the Consent Agenda and striking the Executive Session, item 13. Mr. Thompson made the motion to accept the agenda as recommended and Mrs. Noah gave the second. All members voted YES. 4. Mrs. Seals recommended the approval of the Consent Agenda. Mrs. Noah made the motion and Mr. Green gave the second. All members voted in favor.

MJHS Received an award for an original poem entitled, The Raven’s Deliverance. His poem made the “Best of 2007” list at Aphelion-Webzine. The Raven’s Deliverance, which can be found at http://www.aphelion-webzine.com/poetry/2007/05/RavensDeliverance.html is a sequel to Edgar Allen Poe’s poem, The Raven. Matt Byers has previously published Grecian Rune in 2004.

6. The following audience members addressed the board: A. Mrs. Laura Slezak asked the board to explain the purpose of the Student Code of Conduct committee. She also wanted to know who schedules the meetings and if parents and citizens can serve on this committee. B. Susan Lambert addressed the board saying that her interpreter did not show up and asked for more sensitivity from the board regarding this issue. She also asked if interpreters would be included in the budgets for next year. 7. Laura Nance gave the financial report for January 2008. 8. Mrs. Seals recommended the approval of the Personnel Agenda. Mr. Green made the motion to approve the recommendation and Mr. Brasher gave the second. 9.B. Mrs. Seals recommended the approval and authorization of the lowest bidder for item B, the New Field Lighting for Baseball and Softball Fields at St. Clair County High School (PSF). Mrs. Seals recommended to strike the bid portion for the Baseball Fields pending a lower price. The low bid for the Softball Fields was presented to Littleton Electric. Mr. Brasher moved to accept the recommendation and Mr. Green gave the second. All members voted in favor. 9.B. Tabulation of Bids New Field Lighting For Softball Fields at St. Clair County High School

10. Mrs. Seals recommended the approval of the Change Order #1 for the Ragland Window Replacement Project. Mrs. Noah moved to accept the motion and Mr. Green gave the second. All members voted in favor. 11. Mrs. Seals recommended the approval of the 2008-2009 Scholastic Calendar. Mr. Green made the motion to accept the recommendation and Mrs. Cobb gave the second. Mr. Suttle, Mrs. Noah, Mrs. Cobb, Mr. Thompson, Mr. Brasher and Mr. Green voted YES. Mr. DeGaris voted NO. The motion carried. (A copy of this calendar will follow these minutes) 12. Mrs. Seals recommended the approval the new School Based Drug Policy replacing JT subject to federal funding of the grant. Mr. Brasher made the motion to accept the recommendation and Mr. Thompson gave the second. All members voted in favor. (A copy of this policy will follow these minutes) 13. Executive Session was cancelled. 14. Board members offered the following comments: A. Mr. Brasher thanked everyone for the gifts that he received for Board Member Appreciation Month. He said that he has enjoyed his almost six years on the board and that it has been challenging and rewarding. B. Mr. Thompson thanked the administrators for coming and showing an interest. He too said that he has almost six years and that he has worked well with the board. He said that he has enjoyed it and he will be seeking re-election. C. Mr. Suttle said that as stated in the past, the board does not like to address on the spot questions when presented in the meetings. He said the board likes to wait so that the questions can be answered properly. He also commented on the weighted grade system of recognition. He said that he spoke with a teacher from a different school system regarding this issue and she said that her system followed the same procedure. She said that she did not understand why we were having such a controversy. He said that at this point he feels that the board has made the right decision.

15. Mrs. Seals offered the following comments: Mrs. Seals said that she attended a meeting in Montgomery with Dr. Morton about state finances and he said that Alabama seems to be fairing better than many states. She is hoping that the foundation program will stay intact and that K12 education will continue to be supported heavily by our legislators. She followed up with the board members regarding an e-mail where we received $301,000.00 in grant money and thanked John Moore for writing those grants. She also wanted to thank Blaine Galliher and Jim McClendon for their support in receiving these grants. She said that we would be recognizing them at the March 31st board meeting. She said that she was excited about schools in our area receiving ACCESS grants. She said that RHS received a grant for the 2007-2008 school year and AHS and SCCHS will receive their grant next year. MHS and SHS are scheduled for the 2009-2010 school year. She then recognized Holli Hicks, the new assistant principal at OES. 16. Announce next Board Meeting-Monday, March 31, 2008 at 6:00 p.m. at the Central Office. 17. President Scott Suttle recommended approval to adjourn. Mr. Thompson moved to approve the recommendation.
