Still time: Take the 2019 Recreational Marijuana Implementation survey This SEMCOG/Metropolitan Affairs Coalition survey will gather a broad range of perspectives on recreational marijuana in the State of Michigan. This information will be shared with local and state policy makers, and may be useful as they consider the rules and regulations needed to implement legalization in a balanced way. Responses will remain anonymous. Take the survey.

One Water public education blitz in June Deadline to order free materials extended until tomorrow

On June 1, the One Water public education is being launched by SEMCOG, the Great Lakes Water Authority, and the Cranbrook Freshwater Forum. The goal of One Water is to raise awareness of the value of the region’s water resources and increase understanding of the interrelationship between drinking water, wastewater, and stormwater. Order free campaign materials, including disposable waste bags for fats, oils, and greases; foldable water bottles; dog waste bags; and tip cards for your community now. Complete this form by tomorrow, April 30, to order materials (supplies

limited!) in time for June 1. Stay tuned, as we will be sending out additional materials closer to launch of the blitz.

Legislative news: Senate reports transportation budget without new funding source Last week, the Senate Transportation Appropriations Subcommittee reported the budget bill that will impact transportation funding for the 2019-20 fiscal year. The legislation did not contain any of the revenue proposed by Governor Whitmer associated with the 45-cent-per-gallon fuel tax increase.

The proposed budget for transportation did include an increase of $132 million in General Fund revenue for FY 2020. This additional revenue effectively completes the phase-in of $600 million in General Funds support for roads as required under the 2015 road funding plan. The full phase-in of the $600 million General Fund support for roads was not scheduled to be completed until FY 2021.

The Senate’s position will likely impact numerous other aspects of the state budget, including K-12 schools, community colleges, universities, and revenue-sharing. The governor’s fuel tax proposal had an impact on each of these state programs.

In response, Governor Whitmer has threatened to veto the budget if it does not create a long-term solution for transportation funding. The Senate Majority leader has indicated his preference to deal with the issue outside of the budget process, likely beginning discussions over the summer. Budgets must be enacted by October 1 in order to avoid a potential shutdown of state government.

Ozone Action season begins on May 1 Please help us share the messages with your community residents Ozone Action season in Southeast Michigan begins May 1. This is the 26

th year of the voluntary program that helps

keep Southeast Michigan’s air clean. In 2018, there were nine Ozone Action days.

We need your help in promoting the Ozone Action season and helping everyone understand that we all have a role to play in keeping the air clean in Southeast Michigan. Please link to this information and watch news releases and social media for Ozone Action day announcements. We ask that you share this information with your residents.

Air quality is one of the important measures identified in SEMCOG plans and programs for creating desirable communities and a positive image for Southeast Michigan. One of SEMCOG’s key messages is that individual actions taken by many can make a difference. This is why we continue to stress the importance of everyday actions by everyone to help keep the air clean in Southeast Michigan. We look for that support again this summer.

Commuting news Survey results: Commuter Choices survey shows high interest in changing how commuters get to work Southeast Michigan residents recently took an online survey, sponsored by SEMCOG and the Metropolitan Affairs Coalition, to provide their experiences and perceptions and on commuting in Southeast Michigan. Nearly half of all respondents who are currently driving alone are interested in changing their current commute. Carpooling and transit are the modes they are most interested in trying.

Additional key findings from the commuter choices survey:

• The most common reason respondents are less likely to try an alternative commute is that they are inconvenient or take too much travel time (48%).

• The most common incentives that would encourage respondents to try an alternative commute include: o A free ride home is provided in case of an emergency (50%) o Employer pays for some/all of the expenses (45%)

Results of this survey are being used to evaluate and enhance the Southeast Michigan Commuter Connect program.

annual Commuter Challenge takes place in May: SEMCOG members are encouraged to communicate this information to residents The Commuter Challenge is a month-long competition that encourages employees to try alternative commuting during

the month of May.

The Commuter Challenge is an excellent opportunity to reduce roadway congestion, improve air quality, and save commuters money. Single passenger drivers are "challenged" to try a new method of travel to work (e.g., carpool, bus, vanpool, bike, walk, or work from home) during the month of May, and participants are eligible for great prizes. By reducing the miles we drive alone, we reduce air pollution in Southeast Michigan.

In addition, Friday, May 17 is Bike to Work Day. Organized rides will be coming from the north, east, and west, and will meet at Spirit Plaza in downtown Detroit.

SEMCOG local government members are encouraged to communicate this challenge to residents via web and social media platforms.

Learn with SEMCOG Register now for these upcoming SEMCOG University workshops Redevelopment Ready Communities (RRC) Best Practices 4, 5, 6 (May 8, 2019) – In partnership with the Michigan Economic Development Corporation, two training workshops are aimed at building capacity of local governments in communities eager to work toward and adopt all six RRC best practices.

NEW! Designing Bicycle Friendly Roadways (May 20-23, 2019; choose one day only) – In partnership with the Michigan Department of Transportation, this on-road bicycle facility design workshop – Wheels 2.0 – is coming to Southeast Michigan. This one-day course will focus on the newest planning and design features for on-road bicycle facilities. It consists of classroom instruction using state and national guidance, followed by an on-road bicycling segment through downtown Detroit or Ferndale.

Planning Tools and Actions for Local Recreation Implementation (May 22, 2019) – Highlights from SEMCOG’s new Parks and Recreation Plan for Southeast Michigan, including regional policies, implementation actions, planning tools, and best practices from throughout the region.

Safe Routes to School Regional Training (August 27, 2019) – SEMCOG and the Michigan Fitness Foundation are offering a Safe Routes to School (SRTS) regional training in Detroit. The training will consist of small-group, hands-on sessions designed to help build or sustain a SRTS project and presentations meant to share best practices and success stories for some of Michigan’s most innovative projects.

SEMCOG University: Designing Bicycle Friendly Roadways

SEMCOG has partnered with the Michigan Department of Transportation to bring this on-road bicycle facility design workshop -- Training Wheels 2.0 -- to Southeast Michigan. This one-day course focuses on the newest planning and design features for on-road bicycle facilities. It consists of classroom instruction using state and national guidance, followed by an on-road bicycling segment.

Participants will casually ride through downtown Detroit or Ferndale and analyze various types of accommodations for bicyclists such as separated or buffered bike lanes and roadway/bikeway design challenges.

Who should attend?

Counties, county road commissions, cities, villages, townships, DDAs, transit agencies, planners, and engineers.

SEMCOG is partnering with Land Information Access Association to host a SEMCOGUniversity addressing coastal resiliency. Communities are evaluating land use, newdevelopment and infrastructure challenges associated with changing lake levels andprecipitation patterns. Local government staff and elected officials will learn how to addressthese dynamic challenges and build greater resiliency in their communities. The workshopwill provide a broad overview of Coastal Dynamics and Resilience Planning. In addition, theworkshop will provide an engaging overview of scenario-based planning tools and howplanners and local officials can use data to inform local planning. Details are still beingfinalized, but look for a formal registration shortly.
