    1.7 BASIS OF DESIGNA. The contract docum ents are prepared on basis of one manufacturer as"design equipment," even though other manufacturers' names are listedas acceptable m akes. If Contractor elects to use one of the listed makesother than "design equipment," submit detailed drawings, indicatingpropose d installation of equipm ent. Con tractor shall make all necessary

    field measurements and investigations to assure that the equipment andassemblies will meet contract requirements. Show maintenanceclearances, service removal space required, and other pertinent revisionsto the design arrangeme nt. Make requ ired changes in work of all othertrades, at no increase in any contract. Provide larger motors, electricalfeeders, circuit breakers, equipment, additional control devices, valves,fittings and other miscellaneous equipment required for proper operationand assume the responsibility for proper location of roughing andconnections by other trades. Remove and replace door frames, accessdoors, walls ceilings or floors required to install other than design makeequipm ent. If revised arrangem ent subm ittal is rejected, revise andresubmit specified "design equipment" item which conforms to contractdocuments.

    1.8 INTENT OF DRAW INGSA. The drawings are diagram ma tic, unless detailed dime nsioned drawingsare included. Drawings show approximate locations of equipment, andfixtures. Exact locations are subject to the approv al of the O wner'sRepresentative.

    1.9 ELECTRO NIC CAD DRAW ING FILESA. The Engineer may provide the Con tractor with Cad files for this project

    with the understanding that these Cad files shall be used for referencepurposes only, and not as shop drawings or as-built documents. It is theContractors' responsibility to provide detailed, coordinated shop drawingsand docum entation prior to installation. The purpose of the Con tractors'coordination shop drawings is to account for all trades and field conditionsand identify any conflicts that sh all be resolved prior to installation.B. Any additional cost for change s due to conflicts as a result of theContractors' failure to provide properly coordinated documents will be theresponsibility of the Contractors and not of the Engineer.C. If the Contractor requests electronic Cad files from the Engineer and thisrequest is granted the Contractor shall pay the Engineer's $100 perdrawing to processing the request.

    1.10 QUALITY ASSU RAN CEA. Ma nufacturers of equipment shall be firms regularly and currentlyengaged in the production of equipment and accessories provided. Thedesign and size of each item of equipment provided for this project needsto have been in satisfactory and efficient operation on at least three (3)installations for not less than three (3) years.B. Suppliers of equipm ent must have factory trained and authorizedpersonnel for the service of all equipment provided.C. App ly and install ma terials, equipm ent, and specialties in accorda nce withma nufacturer's written instructions. Con flicts between the manu facturer'sinstructions and the contract documents shall be referred to the Owner'sRepresentative for resolution.D. The contractor shall engag e the services of a qualified installer for theinstallation and application of joint sealers, flashing, access panels, cutting

    and patching.

    E. All work shall be done in a neat and workm anlike man ner. All me thods ofconstruction, details of workmanship, that are not specifically described orindicated in the contract documents, shall be subject to the control andapprova l of the Owner's Repres entative. Equipment and materials shallbe of the quality and ma nufacture indicated. The equipm ent spec ified isbased upon the acceptable manufacturers l isted. W here "approvedequal" is stated, equipm ent s hall be equivalent in every way to that of theequipment specified and subject to approval.

    PART 2 - PRODUCTS

    2.1 EQUIPMENT AND MATERIAL MINIMUM REQUIREMENTSA. Provide Materials That Meet the Following Minimum Requ irements:

    1. Materials shall have a flame spread rating of 25 or less and asmoke developed rating of 50 or less, in accordance with NFPA255.2. All equipment and material for which there is a listing service shallbear a UL label.3. Potable water systems and equipm ent shall be built according toAWWA Standards.4. Electrical equipment and systems shall meet UL Standards andrequireme nts of the N.E.C. This listing requirement app lies to theentire assem bly. Any m odifications to equipmen t to suit the intentof the specifications shall be performed in accordance with theserequirements.5. All ma terials, unless otherwise spec ified, shall be new and be thestandard products of the man ufacturer. Used equipment ordamaged material will be rejected.6. The listing of a ma nufacturer as "acceptable" does not indicateaccep tance of a standa rd or catalogued item of equipm ent. Allequipment and systems m ust conform to the Specifications.

    2.2 SUBSTITUTIONSA. The Materials, products and equipm ent described in the BiddingDocuments establish a standard of required quality, functions, dimensions

    and appearance that must be m et by any proposed substitution.B. Proposed substitutions must be subm itted in writing to the Architect andEngineer a minimum of ten (10) days prior to the date for receipt of Bids.

    1. Each request shall include the name of the proposed material orequipment being substituted, cut sheets, installation drawings,performance and test data, warranties and location of three(3)similar installations with reference names of Owner or Facilitypersonnel responsible for maintaining equipment.2. At that time the equipment or will be evaluated and if determined tobe acceptable an Addendum will be issued to all bidders.

    C. Requests for substitution shall be made only by a Bidder. Reque sts forsubstitution from sales representatives, vendors or suppliers areunacceptable and w ill not be considered.2.3 FACTORY-ASSEMBLED PRODUCTS

    A. Provide maximu m standardization of com ponen ts to reduce spare partrequirements.B. Manufacturers of equipment assemblies which include compo nents madeby others shall assume complete responsibility for final assembled unit.

    1. All components of an assembled unit need not be products ofsame manufacturer.2. Constituent parts which are alike shall be product of a singlemanufacturer.3. Com ponents shall be compatible with each other and with the total

    assembly for intended service.4. Contractor shall guarantee performance of assemblies ofcomponents, and shall repair or replace elements of theassemblies as required to deliver specified performance of thecomplete assembly.

    C. Com ponents of equipment shall bear manufacturer's name or trademark,model number and serial number on a name plate securely affixed in aconspicuous place, or cast integral with, stamped or otherwisepermanently marked upon the comp onents of the equipment.D. Major items of equipm ent which serve the same function must be thesame m ake and mode l. Exception will be permitted if performancerequirements cannot be met.

    2.4 COMP ATIBILITY OF RELATED EQUIPMENTA. Equipme nt and materials installed shall be com patible in all respects withother items being furnished and with existing items so that a complete andfully o perational system w ill result.

    2.5 SPECIAL TOO LSA. If any part of equipm ent requires a special tool for assem bly, adjustme ntor maintenance thereof and such tool is not readily available oncommercial tool market, it shall be furnished by the Contractor.

    2.6 LIFTING ATTACHM ENTSA. Provide equipm ent with suitable lifting attachm ents to enable equipm entto be lifted in its normal position. Lifting attachme nts sha ll withstand anyhandling conditions that might be encountered without bending or

    distortion of shape, such as rapid lowering and braking of load.2.7 FIRE-STOPPING

    A. Fire-stopping shall be provided by a Fire Stop Contractor.

    PART 3 - EXECUTION

    3.1 SHOP DRAW INGS/PRODUCT DATA/SAMPLESA. Subm it Shop Drawings on all items of equipm ent and ma terials to befurnished and installed. Subm ission of Shop Drawings and sam ples shallbe accompanied by a transmittal letter, stating name of project andcontractor, number of drawings, titles, and other pertinent data called forin individual sections.

    B. Shop drawings shall be dated and contain the following information.Incomplete submittals will not be accepted. Number each submittal.1. Name of project.2. Name of prime professional.3. Name of prime contractor.4. Description or names of equipment, materials and items; andcomplete identification of locations at which materials or equipmentare to be installed.

    C. All products specified in an individual Division 22 section shall besubmitted at the same time.D. Indicate deviations from contract requireme nts on Letter of Trans m ittal.E. Corrections or com me nts mad e on the Shop Drawings during the reviewdo not relieve Contractor from compliance with requirements of thedrawings and specifications. The Con tractor is respon sible for confirmingand correcting all quantities; checking electrical characteristics anddimensions; selecting fabrication processes and techniques ofconstruction; coordinating his work with that of all other trades; andperforming his work in a safe and satisfactory manner.

    3.2 COORD INATION DRAWINGSA. Before construction work com me nces, Contractors for all trades shallsubmit Coordination Drawings in the form of reproducible transparenciesdrawn at not less than 3/8" = 1'-0" scale. Coo rdination Draw ings arerequired throughout all areas for all trades. These drawings sh all identifyand show resolutions of trade conflicts. Me chanical Equipment R oomsshall be drawn early in the Coordination Drawing process, simultaneouswith all other congested areas. Prepare Coord ination Drawings AsFollows:

    1. The Division 23 (HVAC) Contract will prepare the base planCoordination Drawings showing all ductwork and all pertinent pipingand equipmen t. Thes e drawings may be sepias of the requiredductwork Shop Drawings. The drawings shall be coordinated withcable tray, lighting fixtures, sprinklers, air diffusers, other ceilingmounted items, ceiling heights, structural work, maintenanceclearances, electric code clearance, reflected ceiling plans, andother contract requirements. Rep osition proposed locations ofwork after coordination drawing review by the Construction

    Man ager and the Architect. Provide adjustments to exact size,location an d offsets of ducts, p ipes, conduit, etc., to a chievereasona ble appe arance objectives. Provide these adjustme nts aspart of Base Bid Contracts. Minor revisions nee d not be redraw n.2. The Division 23 (HVAC) Contract will provide sepia transparenciesand/or prints and submit the base plan to all major tradesContractors.3. Electrical, Com mu nications, Plumbing and Fire ProtectionContracts will draft location of piping and equipment on the baseplan, indicating areas of conflict and suggested resolutions.4. Do not install equipment, equipment foundations or piping untilCoordination drawings have been approved.

    3.3 P R O T E C T I O N O F P E R S O N S A N D P R O P E R T YA. Contractor shall assum e responsibility for Con struction Safety at all timesand provide, as part of contract, all trench or building s horing, scaffolding,shielding, dust/fume protection, mechanical/electrical protection, specialgrounding, safety railings, barriers, and other safety feature required toprovide safe conditions for all workmen and site visitors.

    3.4 EXISTING SYSTEMS AND CON DITIONSA. Prior to beginning work inspect and test all existing systems that will be

    affected by the work in this contract. Provide a report to the Own erindicating any problems o r defects fou nd . If no problems or systemdefects are submitted, the contractor shall be responsible for correctingproblems found at the completion of the project that are determined to becaused by the work of this contract.B. Inspect the entire work area for defects in the existing construction suchas scratches, holes etc. Subm it a com plete list and photogra phs ofexisting dam age, to the Owne r prior to beginning work. If existing dam ageis not documented the contractor shall repair all damage to like newcondition, that is determined to have been caused by the work in this

    contract.C. The Ow ner's representative shall determ ine if the contractor has dam agedexisting systems or construction and approve the repairs.

    3.5 A S B E S T O S R E C O G NI T I ON A N D P R E C A U T I O N SA. The contractor shall be responsible for coordination of all required

    removal work, coring, cutting and patching with the Owner's asbestosmanagement plan. Prior to performing such work identify areascontaining asbestos. Notify the Owner so that they may makearrangements for abatem ent and/or containment prior to work proceeding.The contractor shall be responsible for cleaning all areas where asbestosis released due to the failure to coordinate with the asbestos managementplan. Refer to Division 1 sections for further requirements.

    B. The disturbance or dislocation of asbe stos-conta ining ma terials causesasbestos fibers to be released into the building's atmosphere, therebycreating a health hazard to work me n and building occupants. Consistentwith Industrial Code Rule 56 and the content of recognized asbestos-control work, the Contractor shall apprise all of his workers, supervisorypersonnel, subcontractors, Owner and Consultants who will be at the jobsite of the seriousness of the hazard and of proper safeguards and workprocedures which must be followed, as described in New York StateDepartment of Labor Industrial Code Rule 56. Fluorescent Bulbs whichare not specifically designated as not containing Mercury shall bedisposed of in compliance with the requirements of the New York StateDepartment of Environmental Conservation and all applicable FederalLaws.

    C. Refer to Division 2 Sections for further requireme nts.3.6 REMOVALS

    A. W here existing equipm ent remova ls are called for, subm it com plete list toOwn er's Represe ntative. All items that Owner wishes to retain that do notcontain asbestos material shall be delivered to location directed byOwner. Items that Owner does not wish to retain shall be removed fromsite and legally disposed of. Removal and disposal of material containingasbestos shall be in accordance with Federal, State and Local lawrequireme nts. W here eq uipmen t is called for to be relocated. Con tractorshall carefully remove, clean and recondition, then reinstall. Rem ove allaba ndon ed piping, wiring, equipment, tubing, supports, fixtures, etc. Visiteach room , crawl spaces and roofs to determine total Scope of Work.B. Com pletely remove all piping, conduit, controls, and other devices

    assoc iated with the equipment not to be reused in the new work. Thisincludes all pipe, valves, fittings, insulation, conduit, pa nels, and allhangers, including the top connection and any fastenings to buildingstructural systems. Seal all openings , after remo val of equipm ent, pipes,conduits and other penetrations in roof, walls, floors, in an approvedmanner and in accordance with plans and specifications w herespecifically co vered.     mechanical, site, and electrical drawings and specifications for additionalfacilities to be demolished or handled.C. Ream pipes after cutting and clean before installing. Cap or plug

    equipment and pipe openings during construction.3.7 FREEZING AND WAT ER DAMAGE

    A. Take all necessary precautions with equipm ent, systems and building toprevent damage due to freezing and/or water damage. Repair or replace,at no change in contract, any such damage to equipment, systems andbuilding. Perform first seasons winterizing in presence of Ow ner'soperating staff.3.8 ROUGH-IN

    A. Due to sma ll scale of Drawings, it is not possible to indicate all offsets,fittings, change s in elevation, etc. Verify final locations for rough -ins withfield measu rements and with the equipment being connected. Verifyexact location an d elevations at work site prior to any rough in work. DONOT SCALE PLANS. If field conditions, de tails, chang es in equipm ent orshop drawing information require a significant change to the originaldocuments, contact the Owner's representative for approval beforeproceeding.

    B. All equipm ent locations shall be coordina ted with other trades to eliminateinterference with required clearances for equipment maintenance andinspections.1. Coordinate work with other trades and determine exact routing ofall duct, pipe, con duit, etc., before fabrication and installation.Coordinate with Architectural Drawings. Verify with Owner'sRepresentative exact location and mounting height of all equipmentin finished areas, such as thermo stats, fixtures, comm unication andelectrical devices, including panels. Coordinate all work with thearchitectural reflected ceiling plans and/or existing Architecture.Mechanical and electrical drawings show design arrangement onlyfor Diffusers, grilles, registers, air terminals, lighting fixtures,

    sprinklers, speakers and other items. Do not rough-in contractwork without reflected ceiling location plans.2. Before roughing for equipment furnished by Owner or in othercontracts, obtain from Architect and other Contractors, approvedroughing drawings giving exact location for each piece ofequipment. Do not "rough in" services without final layout drawingsapprove d for construction. Coop erate with other trades to insure

    proper location and size of connections to insure proper functioningof all systems and equipment. Obtain written authorization from theOwner's representative or other contractor for any "rough ins" that,due to project schedule, are required before approved coordinationdrawings are available. Any work installed without writtenauthorization or approved coordination drawings, causing a conflictwill be relocated by this contractor at no expense to the Owner.

    3. For equipm ent and conne ctions provided in this contract, prepareroughing drawings as follows:a) Existing equipm ent being relocated: Mea sure the existingequipment and prepare drawings for installation in newlocation.b) New equipment: Obtain equipment roughing drawings anddimensions then prepare rough-in drawings.

    4. Wh ere more than one trade is involved in an area, space or chase,all shall cooperate and install their own work to utilize the spaceequally between them in proportion to their individual requirements.In general, ductwork shall be given preference except wheregrading of piping becomes a problem, followed by piping thenelectrical wiring. If, after installation of any equipmen t, piping,ducts, conduit, and boxes, it is determined that ample maintenanceand passage space has not been provided, rearrange work and/orfurnish other equipment as required for am ple m aintenance space.Any changes in the size or location of the material or equipmentsupplied, which may be necessary in order to meet field conditionsor in order to avoid conflicts between trades, shall be brought to theimmediate attention of the Owner's Representative and approvalreceived before such alterations are made.

    C. Provide easy, safe, and code ma ndated clearance s at controllers, motorstarters, valve access, and other equipment requiring maintenance andopera tion. Contractor shall relocate existing wo rk in the way of newconstruction. VISIT SITE BEFORE BIDDING TO DETERMINE SCOPEOF WO RK. Provide new ma terials, including new piping and insulationfor relocated work.

Sched ules forvarious phases of contract work shall be coordinated with all other tradesand with Own er's Representative. Obtain approval in writing as to date, time, andlocation for s hut-down of existing facilities or services.

    3.22 START UP AND OWN ER INSTRUCTIONSA. Before accep tance of the work, furnish necessa ry skilled labor to operateall systems by seaso ns. Instruct the Ow ner's designated p ersonne l onthe proper operation and ma intenance of systems and equipment. Obtain

Mount the instruction in clear plasticholder on or adjacent to the equipment.

    B. W here supervision by a ma nufacturer is called for, provide ma nufacturer'scertified technician or engineer to supervise the startup, testing andadjustment of the equipment or system. Wh ere two or moremanufacturers are involved (i.e. variable frequency drive and pumps) bothmanufacturers shall be present at start up. The manufacturer shall providea written report detailing the testing and start-up including problems thatoccurred and their m ethod of resolution.C.     3.23 OPERATION AND MAINTENANCE MANUALSA. Provide Ope ration and Ma intenance Man uals. Includetypewritten instructions, describing equipment, starting/operatingprocedures, emergency operating instructions, seasonal changeover,freeze protection, precautions and recom mende d maintenanceprocedures.     B. W et down work during demolition operations to prevent dust from arising.3.3 DEWATERING

    A. Provide pumps, hoses, pipe, labor and fuel, necessary to keepexcavations free of water accum ulation. Maintain and operate equipment.Discharge water in manner not interfering with and not to undermine ordisturb existing or adjacent structures or land. Grade to prevent surfacewater from flowing into all excavations and trenches. Do not dischargedirt, backfill, debris, into sanitary or storm drainage systems.1.     A. Every attemp t has been made to indicate existing utilities as accu rately aspossible from existing drawings, surveys, and data. Report imm ediatelyother utility lines encounte red, but not shown on the drawings. NotifyUnderground Facilities Protection Organization (UFPO), where sameexists, before starting work. Phone (800)-962-7962 for information andlocation of nearest organization address and telephone num ber. Verifyexact location of existing utility lines where work crosses existing utilitiesand where connections are to be made by test hole before starting work.

    B. Notify utility com panies , municipalities, and other involved jurisdictionswhen excavation occurs w ithin vicinity of existing underground servicesuch as sew ers, water, electric, gas, telephone, including such servicesowned by Owner. If existing service lines, utilities and utility structureswhich are to remain in service are uncovered or encountered during thisexcavation, they shall be protected from damage, and securely supportedas directed and approved by the involved jurisdiction.C. Comply with Section 1918 of Penal Law of State of New York with regardto work in vicinity of combu stible gas piping. Immediately report damageor injury to utility lines to Owner's Representative and involved jurisdiction.Repair or replace utility lines damaged or injured as directed andapproved by the involved jurisdiction.

    3.5 EXPLOSIVESA. Explosives: Do NOT use explosives.

    3.6 EXCAVATIONA. Excavate to proper depth and width for installation work as called for andcomply with rules set forth by New York State D epartments of Labor an dTransp ortation. Remove ma terials including masonry work, rubble, earth,brickwork, concrete, sand, debris, abandoned pipe lines, drains andsewers, rocks, boulders, and concrete, all of which is considered "earthexcav ation." Provide for legal disposition of excess excavated m aterials.Make allowance for gravel fill, sand ba ses, thrust blocks, sheet piping,drainage pumps, and work space. Start excavation at rough grade andprovide form work and sheet piling where required.

    D. Shoring, bracing, sheathing:1. In addition to governing codes, protect sides of excavations withsheeting and bracing where necessary to prevent s liding or cavingof banks and to protect adjacent structures. Remove as backfill isplaced.2. Provide at locations adjacent to existing ma nholes, hydrants, andsimilar items.

    3.7 STORAGE OF SOIL MATER IALSA. W here permitted, stockpile borrow materials and satisfactory excavatedsoil materials at location designated by Owner's Representative.Stockp ile soil ma terials withou t intermixing. Stock pile soil ma terials awayfrom edge of excavations.B. Any excess borrow materials or satisfactory soil materials not required for

    3.8 BACKFILLA. Bedding:

    Shape bedding course to provide continuous support for bells,joints an d barrels of pipes, and for joints and fittings.Place around piping with coarse sand from 6 inches below to 8inches above. Apply by hand and compact under and at sides bymechanical means.Piping, jackets and sand bed must be inspected and tested prior tobackfill of any nature. Provide necessary anchors, thrust blocks,for testing.Do not place bedding on surfaces that are muddy, frozen or containfrost or ice.

    B. Rem ainder of trench:1. Fill remainder of trench in 12 inch layers, use ordinary fill material,except as otherwise spec ified. Do not use frozen material.Remove boulders, stones, broken rock, wood, bricks, blocks, anddebris from fill material before backfill operation.2. Bring backfill evenly up on both sides and along the full length ofpiping to avoid dam age or displacement of utility system .3. Coo rdinate back filling with utilities testing .4. Do not place backfill on surfaces that are m uddy, frozen or contain

    frost or ice.C. Under roadways, drives, parking areas, walks, slabs on grade and at utilityentrance to bu ilding:

    1. Backfill in 6 inch layers with gravel or crushed stone, free fromorganic or other unsuitable m aterial, to grade. Thoroughly compacteach layer.
