This handbook is provided for the players, coaches, managers and parents ofSTMAYHA/NWC teams as a reference document for association rules, regulations andguidelines. This document is supplemental to the STMAYHA/NWC By-Laws that areincluded in the Appendix.

Section 1:

The St. Michael /Albertville Youth HockeyAssociation/North WrightCounty River Hawks(STMAYHA/NWC)

A. Definition

The St. Michael Youth Hockey Association/North Wright County River Hawks(STMAYHA/NWC) is comprised of the best possible teams, traveling and in-house (boys and girls) that represent our communities in competition against teamsfrom Minnesota, the United States, Canada and Europe.

B. Mission & Philosophy

The STMAYHA provides all youth of our communities the opportunity to developas hockey players within a team concept to the extent allowed by their physicalabilities and interest. This is accomplished through skill development duringpractice sessions and execution during games.

STMAYHA believes that winning is positive, but only when it can be done inharmony with the welfare and interest of each individual player. Each player willbe encouraged to develop characteristics that promote the team concept (see rolesand responsibilities). Players, coaches, and parents must realize that coaching isteaching and that perfection is not possible.

C. Membership

STMAYHA is open to all residents, families within the STMA District. Allindividuals wishing to participate in STMA Youth Hockey that reside outsidethe STMA District must follow the Minnesota Hockey waiver process.

D. Goals

1. To experience the enjoyment and satisfaction of personal and teamparticipation and achievements.

2. To contribute to the social, emotional and physical development of theplayers.

3. To learn the fundamental skills of hockey.

4. To blend individuals and their skills into successful team play.

F. Affiliations and Representation

1. USA Hockey - The national governing body for amateur hockey in theUnited States. STMAYHA is represented at USA Hockey through itsmembership in MN Hockey. USA Hockey provides insurance coveragefor all players and coaches in the STMAYHA.

2. Minnesota Amateur Hockey Association (MN Hockey or MinnesotaHockey) - The STMAYHA is a voting member of District 5 of MNHockey. The STMAYHA is represented at District 5 meetings by amember of our Board of Directors.

G. Disclaimer

STMAYHA does not recognize or support any hockey activity (e.g. spring,summer or fall leagues) except for the program defined in this handbook.

H. Revisions

The STMAYHA Board of Directors shall have the authority to amend this Handbookin order to conform with any applicable revisions to laws, regulations, judicialdecisions and MN Hockey rules and regulations. In addition, the STMAYHA Board ofDirectors may amend the Handbook to correct scrivener’s errors or omissions andamend and restate the Handbook in order to consolidate into one documentamendments, exhibits, and appendices, previously adopted by the STMAYHA Board.Amendments to the Handbook shall occur at a duly noticed STMAYHA Board meetingand require a majority of the Board members, provided a quorum is established.

Section 2: Initiation: Mini Mites and MitesThe philosophy and mix of practice and scrimmage time shall be based on thecurrent USA Hockey Program guidelines.

A. Age Division

Current MN Hockey age classifications determine the level of participation.STMAYHA recommends that no child under the age of four be allowed toplay. General age requirements are as follows:

In addition to age, ability/skill is also used to determine the appropriate level.

**Season 2007/2008 and forward the Mites/Mini-Mites are to bereferred to as Initiation**

B. Restrictions

The following apply to all persons participating in the STMAYHA InitiationHockey Program and will be strictly enforced.

1. Individuals and/or teams may not engage in independent fundraisingactivities without the prior approval of the STMAYHA Board ofDirectors.

2. Access to the player’s box and ice during games and practices (inaccordance with MN Hockey rules) is restricted to individuals registeredas head coaches and assistant coaches with the appropriate coaching levelrequirements (Safesport, background screening, CEP, age-specificmodules, coaching ethics form, and concussion training declaration).

C. Player Assignment

The Initiation Coordinator/ Coaches will attempt to assign players to eachteam. Within each level (depending on number of players) the level may bedivided into smaller groups based on skill level. This will be based on initiationguidelines. Late registration is allowed with approval of the LevelCoordinator/ Coaches. A late registration fee in an amount determined by theBoard of Directors will be charged in addition to the normal registration fees.Late registrants may be assigned to a team in any area at the discretion of theLevel Coordinator/Coaches.

D. Playing Rules

See the USA Hockey, MN Hockey District 5 handbooks for specific playingrules.

1. All players shall have equal ice time during games.

2. Lines shall be structured so that each player rotates through each positionand has an opportunity to handle the puck each game. Example: one shiftplayer may be on defense; next shift player may be on offense.

3. Teams will attempt to match lines based on skill level.

4. Players may participate in organized practice sessions only with the teamto which they are assigned.

5. During Mini-Mites/Mites games, there shall be one coach from each teamon the ice at all times. There shall be no more than four coaches on thebench for each team.

6. No individual scoring statistics will be kept. Scoring and “Hat Trick”awards shall not be recognized. The emphasis shall be on team playallowing all players to handle the puck.

7. Any player scoring three goals in a game shall be moved back to defensefor the remainder of the game and coached to pass the puck to otherplayers.

8. The objectives at this level are to teach basic skills, promote team play andto have fun. Aggressive/competitive coaching styles will not be tolerated.

9. Coaches should offer players to a team that is shorthanded in order tomaximize the amount of ice time for all players.

10. Indoor games for Mini-Mites/Mites are scheduled for one hour (i.e. afive-minute warm-up and a 55-minute game). The game consists of asmany two-minute shifts as can be played in the scheduled time

f. Players shall be rotated through goal the entire season.

12. Mite program is an instructional programa. Games should be played on full ice sheet or half ice with a goalie.b. No scores or standings will be recorded or displayed on the

scoreboard.c. There are no referees and no penalties.d. On-ice coaches are expected to teach basic position play regarding

icing/off sides.e. The goalie position will be rotated each game giving all players

opportunity to play that position.f. A player may only skate two successive line changes within a

period when completing an injured player’s shift or if there are lessthan 11 team members.

13. Any fines assessed by any arena or rink to the STMAYHA for damageor cleanup of ice rink facilities shall be paid by the team responsible.

E. Attendance

Players should attend the scheduled practices and games or notify the coach orteam representative of any absence. Players will be excused for:

sickness or injury church obligations school obligations family obligations

F. Equipment and Uniforms

All STMAYHA issued equipment must be treated with respect and returned in asimilar condition as received. If equipment is lost or damaged, it is theplayer's/parent's responsibility to have the item replaced or fixed. Equipment notrepaired, he player/parent’s will pay for the cost of repair, plus a $10.00 service fee.

G. Maintenance of Equipment:

Players and parents are responsible for the up-keep of equipment issued tothem. All equipment that has been issued or rented must be returned at thelast game the player participates in and coaching staff/team representative isresponsible for collecting all equipment. If the player is not present at thefinal game, it is his/her responsibility to contact the team representative orcoaching staff within 2 weeks to return equipment. If applicable, there is adeposit required at registration for issued items. The deposit will be returnedat the end of the season when all items are returned in similar condition asreceived and with no outstanding ice bills owed. The deposit check will becashed 2 weeks after the final game if equipment is not returned.

STMAYHA may have equipment available for use for the Initiation level.

Goalie equipment is supplied for the Mite level by STMAYHA. The goalies areresponsible for minor repairs (buckles, straps, etc....). For major repair contact theEquipment Manager. The player/parent is responsible for lost or stolen equipment.

Equipment provided: Chest Protector Glove & Blocker Leg Pads Goalie Stick (Mite/Mini-Mite Level only)

Goalie Provides: Goalie Skates Padded breezers Goalie Mask (or approved HECC Helmet with approved Face Mask) Goalie cup or pelvic protection

All STMAYHA players are required to conform to the mandated equipmentrequirements set by MN Hockey. Failure to do so will result in immediate removalfrom the ice.

Section 3:

Rules for Squirt, Peewee, Bantam,Junior Gold and

Girls Levels: 10U, 12U, 14U, 16U, and 19U

A. Age Divisions

Current MN Hockey age classifications will determine level of participation.Those classifications are as follows:

Boys - All ages as of July 1st of the current year:LEVEL AGE

Junior Gold 15-19Bantam 13-14Peewee 11-12Squirt 9-10

Initiation 8 & under

Girls - All ages as of July 1st of the current year:LEVEL AGE

19 & under 19 & under15 & under 15 & under12 & under 12 & under10 & under 10 & under

B. Restrictions

The following restrictions apply to all traveling programs and aboveparticipating in the STMAYHA and will be strictly enforced:

1. Residence Requirementsa. Eligible players must reside within or attend school within the

boundaries of School District 885 or as otherwise established byMN Hockey. Eligible players are expected to play on STMAYHAteams.

b. Use of an assumed name or falsification of age will result inexpulsion from the STMAYHA for the remainder of the season asdefined by MN Hockey rules.

c. If minimum roster sizes for Squirt/Girls 10U or above teamscannot be met or maintained with eligible players from within theSTMAYHA boundaries, then eligible players from outsideSTMAYHA may be permitted to participate after obtainingSTMAYHA Board of Directors permission and other requiredclearances.

d. Any exceptions or requests to play for another hockey associationrequires STMAYHA Board of Directors approval and mustcomply with District 5 waiver policy.

2. Except as permitted by MN Hockey, participants in the STMAYHA maynot register or play hockey with any other USA Hockey sanctionedhockey team other than the team to which they have been assigned by theSTMAYHA during the winter hockey season, including playoffs. If aplayer is found to be registered or playing with another USA Hockeysanctioned team, the player may be suspended for the remainder of theseason. Failure to follow this rule could result in penalties or sanctions forall STMAYHA teams.

3. The use of an ineligible player in a scheduled STMAYHA game orscrimmage results in automatic forfeiture to the opponents of all games inwhich the ineligible player participated. The STMAYHA Board ofDirectors may impose additional sanctions against the team and itsmembers.

4. Individuals and/or teams may not engage in independent fundraisingactivities without the prior approval of the STMAYHA Board ofDirectors.

5. The maximum number of games is set by MN Hockey for Squirt/Girls10U teams. This limit includes all league games, non-league games,scrimmages and invitational tournament games. Failure to follow this rulecould result in all STMAYHA teams being barred from post-season play.MN Hockey defines a controlled scrimmage as "on ice instruction whereincoaches are using whistles to stop play for teaching purposes and no clockis used, no score is kept, and no officials are involved".

6. Access to the player's box and ice during games and practices (inaccordance with MN Hockey rules) is restricted to only those registered ashead coaches and assistant coaches with the appropriate coaching levelcertificate (Safesport, background screening, CEP, age-specific modules,coaching ethics form, and concussion training declaration).

C. Player Assignment

1. Players for "A/B and C" teams will be assigned a team according to thetryout procedure defined in section 4.

2. Late registration is allowed with approval of the appropriate levelcoordinator and coach. Late registrants may be assigned to any team atthe discretion of the level coordinator in conjunction with the director ofhockey operations committee.

3. Roster Changesa. Roster openings may be filled up to December 31, or such earlier

date at which time MN Hockey freezes the rosters of all teams.Roster Changes must be approved by STMAYHA Board ofDirectors.

b. If a roster opening becomes available, the coach may request theLevel Coordinator to move a player up to fill the opening. Thisrequest should be made by the November Board Meeting, ifpossible.

c. To fill an opening on an "A" team, the highest rated "B" playerduring try-outs will be offered the opening. The next player, player'sparents, and District 5 must all agree to the move.

d. To fill an opening on a "B" team, the highest rated "C" player (cutduring try-outs) will be offered the opening. The next player,player's parents, and District 5 must all agree to the move.

e. In extreme cases, players may be demoted due to disciplinaryreasons. In the event of a temporary or permanent demotion, District5, the Level Coordinator, STMAYHA President and both coachesinvolved must all agree to the move. If any member of this group isa parent of the player involved, that member is not eligible toparticipate in this decision.

D. Playing Rules

The following rules apply to all STMAYHA players, but are intended tosupplement, and not replace, the rules established by USA Hockey, MNHockey and District 5:

1. The STMAYHA believes in a policy of equal play. Equal play meansover the course of the season, all players should play approximately anequal amount of time, subject to the exceptions below. Equal play alsorefers to the opportunity to participate in power play and penalty killsituations. This does not mean stopwatches and logbooks are used. It alsodoes not mean play has to be completely equal in each and every game. Ifa player or parent feels that a coach is not following this policy, he or sheshould discuss this issue with the Level Coordinator.

2. The use of distinct power play and penalty killing units is not allowed atthe Squirt/Girls 10U level. All players shall have an opportunity to gainfrom these experiences throughout the year.

3. The STMAYHA grants all head coaches of Peewee AA/A, BantamAA/A, Junior Gold, Girls 15U A, and Girls 12U A the right to decide onthe use of "power lines" in scheduled league or tournament games.

4. Peewee B and Girls 12U B may use a “power line” in the final fiveminutes of scheduled league or tournament games. All players shouldhave equal opportunity to play in this situation.

5. Players at the Squirt/Girls 10U level will have the opportunity to play areasonable amount of time in both forward and defensive positionsthroughout the season.

6. Goalies on the “AA/A” team level, PeeWee/U12 and above, rosteringmultiple goaltenders, goaltending duties may be assigned based onactual game performance, work ethic, and attitude and practice, and

attendance (per the coach’s discretion). Over the course of a season, nosingle goalie shall garner more than a 70/30 split of total game timewhere multiple goaltenders are suited and available.

Goalies on Pee Wee B/Girls 12U B and below, and all Squirt levels, shallbe allowed equal playing time over the course of a season on teamrostering multiple goaltenders.

E. Discipline

1. Attendancea. Players must attend scheduled practices and games or notify the

coach to be excused. Players will be excused for legitimatereasons, such as:

Sickness or injury Church obligations School obligations Family obligations

b. Unexcused or chronic, habitual, or otherwise excessive excusedabsences from scheduled practices sessions and or games may, atthe discretion of the coach, make the player ineligible for part orall of the next game, as well as affect individual playing time. Anyplayer in this category must be notified of his status by the coachbefore the game is started.

2. Game MisconductFor any player on a traveling team who receives a misconduct penalty in ascrimmage, tournament, district game or playoffs, the coach or team manager willforward a documented summary of the details surrounding the misconductpenalty. The documented details should include

the date of the incident the offense committed which drew the misconduct penalty a summary of the events

The report should be forwarded to the Boys/Girls Coordinator and HOC forreview. Upon review, the Boys/Girls Coordinator and HOC will review theoffense with the Executive Board along with any recommended actions.

This document will be retained for the remainder of season at which time if therehave been no additional offenses the document will be discarded. Excessive orextreme cases surrounding misconduct penalties will be subject to disciplinaryactions including but not limited to suspension for all or part of a season asdeemed appropriate by the Executive Board, Boys/Girls Coordinator and teamcoaches.

Excessive or extreme cases will be documented and retained for future seasons.The STMAYHA Board of Directors reserves the right to include thesedocumented offenses in future disciplinary actions.

a. A game misconduct is subject to the District 5 hand backregulation.

b. If a player receives a second "Game Misconduct" during the sameseason, that player shall be suspended from all team activity untilthe case is reviewed by the STMAYHA Executive Board andDistrict 5.

c. It is the coach's responsibility to ensure that the penalties definedabove are imposed. For each "Game Misconduct", the coach shallsubmit a written report (within 7 calendar days) to the Boys/Girlscoordinator explaining the circumstances surrounding the incidentand will forward the report to the STMAYHA Executive Board.

If a player continues to receive game misconducts, he/she will be requiredto adhere to the discipline policy outlined in the next section.

3. Team DisciplineThe STMAYHA prohibits the use of violence, excessive profanity or obscenegestures at all sanctioned events including practices, games, scrimmages, drylandand in all locker rooms. Any player who violates this rule will be subject todisciplinary actions by the STMAYHA Board of Directors. Violations will behandled in the following manner:

a. First offense - automatic suspension from all STMAYHA sanctionedevents including but not limited to practices, games, scrimmages,tournaments, play-offs, dryland, team meetings and association meetingsfor a period of 5 days. The Boys/Girls Coordinator must review theconsequences of a second violation with the player, parents of the playerand the coach.

b. Second offense in same season - automatic suspension from allSTMAYHA sanctioned events including but not limited to practices,games, scrimmages, tournaments, play-offs, dryland, team meetings andassociation meetings for a period of 15 days. The player in violation willautomatically forfeit any captaincy or assistant captaincy they currentlyhave and will not be eligible to obtain these honorary positions on theteam for the remainder of the season. In extreme cases, the board reservesthe right to suspend the player until the player and parents appear beforethe Executive Board and the Boys/Girls Coordinator at a meetingscheduled within a reasonable timeframe from the incident. The meetingmust be held within a reasonable timeframe that cannot exceed 30 days.During this meeting, the consequences for a third offense must bereviewed with the player, parents of the player and the coach.

c. Third offense in the same season will result in the player beingautomatically suspended for the remainder of the season.

d. The Executive Board reserves the right to reinstate the player uponcompletion of a meeting by the Executive Board members, Boys/GirlsCoordinator, team coach and the parents of the player. Anyreinstatement of a suspended player with a third offense within the sameplaying season must have the terms of the reinstatement documented andsigned by the player, the players parents and the President of theSTMAYHA Board of Directors. Violation of the agreed upon terms of thereinstatement will result in the player being automatically suspended fromall STMAYHA sanctioned events for the remainder of the season and forthe entire next season.

The STMAYHA Board of Directors reserves the right to administer strongersuspensions or additional disciplinary actions when a situation is deemedexcessive or extreme after a review by the Executive Board and the Boys/GirlsCoordinator. All suspensions administered under this policy are final and will notbe eligible for review under the grievance procedures as outlined in theSTMAYHA Hand Book.

4. District HearingsAny coach or player required to appear before a District 5 Hearing for anydisciplinary reason, shall be required to appear before the STMAYHAExecutive Board within 10 days following the District Hearing or at areasonable time scheduled by the District 5 Representative. The ExecutiveBoard can suspend the player or coach until the hearing. The Board canlevel additional punitive measures ranging from a verbal reprimand toexpulsion within 15 days from the STMAYHA Executive Board hearing.Any additional action taken by the Board must be communicated inwriting to the parties involved within 7 days.

F. Tournaments and “Out of Town” Games

1. All STMAYHA traveling teams are eligible to play "Out of Town" gamesand scrimmages. "Out of Town" is defined as outside the metropolitanTwin Cities area, as well as, outside of the boundaries of District 5.However, league play must come first.

2. Teams may only play in tournaments that are USA Hockey/MN Hockeysanctioned. It is recommended that teams do not register in anytournament that requires players to miss school.

3. Regarding Out of Town tournament accommodations, players must staywith at least one parent/guardian in the room.

4. A team desiring to play in any additional tournaments or an additional Outof Town tournament may do so. The following procedure is required:

a. A team meeting is called to vote on the additional tournament. Oneparent from each family must be notified.

b. If a team registers for a progressive tournament, e.g. Silver Stick,the discussion on how far the team wishes to advance must takeplace before tournament registration.

c. The above procedure does not apply to post-season playoffs.

5. Each team shall notify the Boys/Girls Coordinator of all tournamentparticipation and all "out-of-town" participation prior to the activity.

6. The STMAYHA will contribute one half of the registration fee for anyteam that advances to a tournament (e.g. MN Hockey/USA Hockey post-season play).

7. State Tournament Paticipation – STMAYHA will cover the tournamentregistration fees only.

The deposit will be returnedat the end of the season when all items are returned in similar condition asreceived and with no outstanding ice bills owed. The deposit check will becashed 2 weeks after the final game if equipment is not returned.

All players are required to comply with the equipment requirements set forthby MN Hockey and shall, at all times, include the following:

K. Summer Deposit and Rental:

Deposits will be required on Jerseys and Initiation Equipment being usedduring the season. This deposit will be set yearly by the STMAYHABoard. Also, the Initiation level using equipment for summer leagues willbe required to rent and deposit money on such equipment. All equipmentnot returned TWO WEEKS AFTER THE CONCLUSION of the seasonwill not have deposit returned. There will be no exceptions.

Goalies that do not qualify for the above discounts will be given a $200 discount if theymeet the following requirement:

Play a minimum of 10 officiated games or scrimmages as goalie.

Section 4:

Procedures for Selectionof“A,BandC" Teams

A. ObjectiveTo bring structure to the tryout process to ensure consistency and fairness inthe evaluation and selection of "A, B and C" hockey players at all levels.

B. Registration1. Registration dates will be published in local newspapers and the

2. Late registrations may be accepted until the day of final date rosters arefrozen by the District, but players not registering before tryouts will beplaced on a team according to the procedure set forth below. A late feemay be assessed.

C. Tryout Procedures Summary1. The Hockey Operations Committee will submit a tryout plan andprocedure each year by the August Meeting for STMAYHA Boardapproval.

2. After the scrimmages are complete the non-parent head coach,Executive Board representative(s), and Hockey Operations Committee(HOC) will meet to declare the teams. Any of the above personnel willnot be allowed to participate in this process if they have a player at thatlevel.

3. In the case that a coach has not been identified, the final teamselections will be based on the scores submitted from the independentevaluators and input from the HOC.

4. Players will be notified within 3 days of try-outs for their team

5. If a player opts out of tryouts, they will automatically be placed on thelowest team at the appropriate level.

6. We reserve the right to move a player prior to final roster submissionson December 31st.

7. Tryout Policy for ill/injured player: All players must attempt to be on the ice for evaluations and

tryouts. When a player is not able to participate because of illness or injury,

the parent is responsible for contacting the Hockey Director orPresident. The HOC along with the head coach can make adecision in regard to the seriousness or validity of illness regardingone session. If for multiple sessions, proper physician forms and askater history form can be obtained. These forms must becompleted and returned to evaluate the player for placement on atraveling team.

Should a player become ill/injured during the tryout process, theplayer must undergo a medical examination within 24 hours afterthe onset of the illness/injury. The examining physician shouldcomplete the medical evaluation form at the time of the exam.This form must be received by the Hockey Director or Presidentwithin 24 hours after the medical exam.

After the Hockey Director or President receive the player’sinformation form, they will forward it to the head coach at thatparticular level to decide which team the player will be placed on.There may be the potential for further evaluation if necessary.

D. Player Responsibility During Tryouts:Each player must attend all sessions unless excused because of illness orinjury. Other excused absences are at the discretion of the Hockey Director.An unexcused absence can result in removal from tryouts at the discretion ofthe Hockey Director and Head Coach. All communications should be throughthe Hockey Director or President.

E. Parent’s Responsibilities During Tryouts: Tryouts will be closed to all parents and HOC members with a

player at that level. The remainder of the HOC will participate inorganizing players for tryouts.

Parents or members of the Board will not approach or talk toevaluators before, during or after tryout sessions. The result ofsuch misconduct may result in immediate expulsion from the board

All communications by a parent or Board Member regardinghis/her child must be done through the Hockey Director orPresident.

F. Coach/Evaluator Responsibilities During Tryouts: Coaches and Evaluators should not approach or talk to parents

before, during, or after tryout sessions until the last scrimmageshave been concluded.

G. Moving Players Up From Level To Level – preseason1. To facilitate progressive and proper development of skills in all age

groups and to provide an avenue for players who have reached beyondthe skill level for which their age limits them the following shall apply:

a) Parents must make a request known to the Board that their son ordaughter wishes to play at the next level. Request should be madeto a Board member at the minimum, 48 hours prior to the start ofthe tryouts.

b) At the tryouts, the player(s) wishing to move up a level must rankin the top 5 players for the level which they wish to move up to(assumes 2 or more teams per level). If a player is not in the topfive, he or she must stay at their regular age level.

c) Both the coaches from each level including the Hockey Directormust agree that the player is ready for the advanced level change.The Level Coordinator will be informed of the decision made.

d) The Executive Board must approve all level changes. Followingthis approval, the District would then be informed of the waivers.Approval is completed upon District approval.

2. STMAYHA PEER MOVE-UP POLICY

An Athlete that will be 9 years of age before September 1st and will be enrolled in4th grade of the current registration year may register for the Squirt/Girls 10Ulevel.

An Athlete that will be 11 years of age before September 1st and will be enrolledin 6th grade of the current registration year may register for the Pee Wee/Girls12U level.

An Athlete that will be 13 years of age before September 1st and will be enrolledin 8th grade of the current registration year may register for the Bantam/Girls 15Ulevel.

Any returning player intending to use the peer move up policy must NOTIFYTHE STMAYHA BOARD IN WRITING at or before the end of registration

Once an athlete has registered using his/her grade level (peer move-up) they willNOT be allowed to play back down to the age as set by Minnesota Hockey.

An Athlete will not be allowed to play more than two years at any one level whenusing the Peer Move-up policy, except Bantam and Girls 15U.

An Athlete using the peer move-up policy will go through the tryouts asdetermined by STMAYHA at the level which they registered and placed on theappropriate team. No penalty or benefit will be assessed to the tryout rankings.

3. Extenuating circumstances regarding player movement may be brought tothe STMAYHA Board on a case-by-case basis. All requests that fall intothis category should be submitted to the STMAYHA Board prior to theOctober Board meeting. All requests that are submitted after the OctoberBoard meeting will require approval of the Hockey Operation Committeeand the Executive Board of STMAYHA before they are considered andpresented to the STMAYHA Board.

4. In the event that the STMAYHA Board deems it necessary to inviteplayer(s) to move up a level due to a lack of players at the next higherlevel (i.e. Squirt/Girls 10U to Pee Wee/Girls 12U) said invited players(s)will be allowed to move up and play on the lowest level team offered atthat next higher level or as otherwise permitted by Minnesota Hockey.

Those eligible to move up will be second year, by age, players at theirrespective level. The order of which players will be invited will be basedon the players tryout score from their respective level. The player with thehighest score will be invited first, moving down the ranking order untildesired number of openings has been filled or all on list have been invited,whichever comes first.

5. Players may be moved from the Mite/Girls 8U levels, to the Squirt/Girls10U levels based on an evaluation at the beginning of the season. Thenumber of players selected will be based on skill level and player numbersat the higher level.

8. Players may also be moved up upon the request of a coach at the higherlevel before December 31st or such earlier date District 5 freezes rosters.If a coach so desires to move a player up from a lower level, the coachshall make the request in writing to the Hockey Operations Committee,which shall review and consider the request. If a majority of the HockeyOperations Committee approves the request, the Hockey OperationsCommittee shall submit the request to the Executive Board for finalapproval. If the Executive Board approves the request, the ExecutiveBoard shall initiate the process of requesting approval from District 5.The player shall not be permitted to move up unless and until finalapproval is received from District 5.

Section 5:

Coach Selection/Replacement Policies

STMAYHA is committed to securing individuals as coaches who are qualified toteach skills, strategy, team concepts and personal development of all players ontheir team. All coaches selected must have proper certificates in accordance withMAHA regulations. All coaches will be reimbursed for their USA Hockeyregistration ($50) if rostered.

A. Selection CommitteeThe coaches’ selection committee (“CSC”) shall be chaired by the HockeyDirector. The Hockey Director will select the CSC members, but eachcandidate must be approved by the STMAYHA Executive Board.

B. Coach Selection Process

1. Coaching candidates are encouraged to apply at any time during thecalendar year. Candidates need to apply verbally or in writing to the CSCChair. In addition, the committee shall attempt to recruit other qualifiedcandidates.

2. Each candidate may be interviewed by the committee.

3. Selection Criteria:a. General coaching philosophy, knowledge and commitment to

perform within STMAYHA guidelines.b. Willingness to dedicate 300 hours or more during the season.c. Other considerations:

Experience as a Head Coach in STMAYHA. Non-parent coach. Experience as an assistant coach in STMAYHA. Evaluation forms from previous teams. Experience as a coach in other youth hockey programs, with

references. Coaching experience in other youth programs.

4. Each candidate must give consent to a background check for a criminalrecord.

5. The CSC will provide a recommended slate of qualified candidates. TheSTMAYHA Board will review and vote on each candidate. Decisionsshall be based on majority vote but will be subject to such candidateattaining all certification requirements as required by Minnesota Hockey.

6. The STMAYHA will attempt to select head coaches prior to tryouts.

C. Coaches

1. Certification Requirements will follow the MN Hockey requirements.

2. A current coach could be asked to return at the end of the season by theCSC.

3. Returning coaches will be evaluated based on written information receivedby the Level Coordinator and the Hockey Director. (e.g. parent/playerfeedback forms, level coordinator input and parent letters). Performancewill be reviewed considering but not necessarily be limited to, attendanceand conduct at games, practices, and clinics STMAYHA coach clinics,parent meetings and tryout sessions.

4. Head coaches may select their own assistant coaches pending approval bythe STMAYHA Board.

D. Coach Replacement

1. If during the course of the season a coach or assistant coach has to bereplaced for any reason, a replacement coach must meet all criteria inSections B and C above.

2. A coach or assistant coach may be removed from a team for any reason bythe Executive Board. Before removal, a coach or assistant coach will beasked to attend a meeting with the STMAYHA Executive Board. Uponcompletion of this meeting, the Executive Board will vote on removal. Asimple majority is required for removal. An affirmative vote of removalmust then be approved by a simple majority of the STMAYHA Board ofDirectors.

3. District Hearings: Any coach or player required to appear before a District5 Hearing for any disciplinary reason, shall be required to appear beforethe STMAYHA Board of Directors within 10 days following the DistrictHearing or at a reasonable time scheduled by the District 5 Representative.The Executive Board can suspend the player or coach until the hearing.The Board can level additional punitive measures ranging from a verbalreprimand to expulsion within 15 days from the district hearing. Anyadditional action taken by the board must be communicated in writing tothe parties involved within 7 days.

Code of Conduct & Academic Standards

A. Code of Conduct

1. General – This code is not intended to be an all-inclusive list ofAssociation rules concerning player behavior. Hockey players registeredto play on a team under the auspices of the STMAYHA are expected toconduct themselves in a manner that is respectful of others and reflectspositively on the association and the STMA community. Players areexpected to use good judgment and common sense in their behaviorconsistent with social standards of conduct normally expected in youthathletic settings and core values of hockey associations affiliated withUSA Hockey:

a. Sportsmanship – Foremost of all values is to learn a sense of fairplay. Become humble in victory, gracious in defeat. We willfoster friendship with teammates and opponents alike.

b. Respect for the Individual – Treat all others as you expect to betreated.

c. Integrity – We seek to foster honesty and fair play beyond merestrict interpretation of the rules and regulations of the game.

d. Pursuit of Excellence at the Individual, Team and OrganizationalLevel – Each member of the organization, whether player,volunteer or staff, should seek to perform each aspect of the gameto the highest level of his or her ability.

e. Enjoyment – It is important for the Hockey experience to be fun,satisfying and rewarding for the participant.

f. Loyalty – We aspire to teach loyalty to the ideals and fellowmembers of the sport of hockey.

g. Teamwork – We value the strength of learning to work together.The use of teamwork is reinforced and rewarded by success in thehockey experience.

2. Social Media & Mobile Policy - Post only Appropriate and RespectfulContent on Social Media

a. Post only Appropriate and Respectful Content on Social Mediai. We understand that STMAYHA members may maintain

and/or contribute to social media and may on occasion postinformation that relates to the game of hockey. Commonsense is the best guide if you decide to post informationthat, in any way, relates to the game or to the Association.Express only your personal opinions, and the Associationasks that you keep those opinions appropriate andrespectful knowing that as a member of the STMAYHA

Association that you represent the Association within theCommunity.

ii. Be respectful and courteous to fellow members of theAssociation and other volunteers of the Association.

iii. Please keep in mind that you are more than likely to resolvea complaint by speaking directly with your player’s teamcoach or the Board of Directors rather than postingcomplaints on social media. However, if you decide to postcriticism or complaints, avoid posting content thatreasonably could be viewed as obscene, malicious,intimidating, threatening, or that might constitute bullyingor harassment.

b. FaceBook, Twitter, Instagram, Snap Chat and Similar Sitesi. Online discussion boards, Facebook, Twitter, and other social

media make it easy to share ideas and experiences. STMAYHArecognizes this; however, that social media, mobile and otherelectronic communications can be especially concerning whereyouth participants are involved.

ii. Coaches are prohibited from having players joined to theirpersonal social media page.

iii. To facilitate communication, an official organization or team pagemay be set up and players and parents may join (i.e., “friend”) theofficial organization or team page and coaches can communicateto players though the site. All posts, messages, text, or media ofany kind between coach and player must be non-personal in natureand for the purpose of communicating information about teamactivities or for team orientated motivational purposes.

c. E-Mail, Text Messaging and Similar ElectronicCommunications

i. Coaches and players may use e-mail and text messaging tocommunicate. All e-mail and text message content between coachand player must be non-personal in nature and for the purpose ofcommunicating information about team activities.

ii. E-Mail and text messages from a coach to any single youth playermust include a copy to the player’s parents.

iii. Where possible, a coach should be provided and use theorganization web site e-mail center for all communications withthe team and players.

d. Reporting Misconducti. Infractions of STMAYHA’s Social Media, Mobile and Electronic

Communications Policy should be reported to STMAYHA’sSafesport coordinator.

ii. An STMAYHA participant, coach, volunteers, administrator,official, or parent of a participant who violates this Social Media,Mobile and Electronic Communications Policy is subject toappropriate disciplinary action including but not limited to

suspension, expulsion and/or referral to law enforcementauthorities.

3. Player’s Code – Consistent with the association’s core values, each andevery player registered with the Association should:

a. Play for fun.b. Work hard to improve your skills.c. Be a team player – get along with your teammates. Learn

teamwork, sportsmanship and discipline. Be on time for practicesand games.

d. Learn the rules and play by them. Always be a good sport.e. Respect your coach, your teammates, and your parents, opponents

and officials.f. Never argue with an official’s decision (USA Hockey Annual

Guide)

4. Parents Code of Conducta. Do not force your children to participate in sports but support their

desires to play their chosen sport. Children are involved inorganized sports for their enjoyment. Make it fun.

b. Encourage your child to play by the rules. Remember that childrenlearn best by example, so applaud the good plays of both teams.

c. Do not embarrass your child by yelling at your own child, players,coaches or officials. By showing a positive attitude toward thegame and all of its participants, your child will benefit.

d. Emphasize skill development and practices and how they benefityour young athlete. De-emphasize games and competition inlower age groups.

e. Know and study the rules of the game and support the officials onand off the ice. This approach will help in the development andsupport of the game. Any criticism of the officials’ only hurts thegame.

f. Applaud a good effort in victory and in defeat and enforce thepositive points of the game. Never yell or physically abuse yourchild after a game or practice – it is destructive. Work towardremoving the physical and verbal abuse in youth sports.

g. Recognize the importance of volunteer coaches. They areimportant to the development of your child and the sport.Communicate with them and support them.

h. If you enjoy the game, learn all you can about the game andvolunteer!

5. Vandalism – Players found to have been responsible for or a party toproperty damage or vandalism at the STMA Arena or at any team activityunder the auspices of the Association (including out-of-town tournaments

& games) will be subject to suspension and/or reimbursement fordamages.

6. Zero Tolerance Drug Policy – Continued participation in team activitiesunder the auspices of the STMAYHA is contingent upon the strictavoidance of the mood-altering chemicals. Any player who is found tohave consumed/used, possessed, sold or furnished alcohol, tobacco, orcontrolled substances shall be subject to disciplinary action up to andincluding permanent suspension from all player activities under theauspices of the Association. A player’s parent or legal guardian may berequired to consent to the release of all relevant findings and reports heldby school and or law enforcement agencies as a part of any hearing intoalleged violations. Failure to release such information will be consideredin the Board’s disposition of the matter.

7. Anti-Harassment – No player shall engage in violent behavior towardanother player because of his/her race, religion, sex or ethnic origin orengage in physical or verbal conduct related to another player’s race,religion, sex or ethnic origin when the conduct:

a. Creates an intimidating, hostile or offensive team environment;b. Substantially or reasonably interferes with a player’s teamparticipation; orc. Adversely affects a player’s team opportunities.

8. Sanctions and Discipline for Violations of the Code of Conduct – TheExecutive Board shall determine, in its sole discretion, whetherdisciplinary action is necessary for violations of the Code of Conduct by aplayer or parent. If the Executive Board determines that disciplinaryaction is needed, the Executive Board shall also determine the extent ofthe punishment, which may include but is not limited to, a warning,suspension or ban from STMYHA, including attendance at anySTMAYHA practice, game or other event.

B. Academic Standards

1. Because STMAYHA wishes to encourage all players to maintain at least a2.0 (“C”) grade point average on a 4 point system, parents and legalguardian may at any time suspend the player from participation until theplayer can demonstrate satisfactory academic improvement to the parentor legal guardian. Any parental suspension for academic reasons will notbe considered in any way in future team selections.

2. To further encourage academic achievement, players who are named to“A” or “B” Honor Rolls will be recognized by the Association in theAcademic Excellence Program and at an appropriate team or clubfunction. A copy of the most recent report card or notification from the

Player’s school must be submitted to the Academic ExcellenceCoordinator. Players’ names will be placed on the “wall of achievement”at the STMA Arena.

C. For all STMAYHA Membership:

STMAYHA is a team of Parents, Coaches and players. The more we exhibit teamcharacteristics on and off the ice the better our teams will perform. The followingis a list of characteristics that help build team effectiveness: (Share these with yourplayers)

Section 7:

Rolesand Responsibilities

A. Head Coach

1. The Head Coach is responsible for operation of the team.

2. Restrict access to the player’s box during games (in accordance with MNHockey rules) to only the assistant coaches or Team Representative whosenames appear on the team registration.

3. Select the assistant coaches and submit names to the STMAYHA ExecutiveBoard and Hockey Director for approval.

4. Will work with the Team Manager Coordinator to select a Team Manager.

5. Formulate practice procedures and game decisions.

6. Run the team within USA/MN Hockey and STMAYHA guidelines.

7. Teach hockey skills, per the player development manual, using practices andchalk talks.

8. Treat all players fairly and equally.

9. Strive for at least 3 practice hours for every game hour utilizing outdoor icewhenever possible.

10. Set a positive example of good conduct and sportsmanship on and off the bench.

11. In conjunction with the team manager, a parents meeting must be held shortlyafter the teams are selected. The objectives of this meeting are to review theteam goals, expenses, and tournament options and enlist volunteers to help theteam the overall program. The STMAYHA Handbook should be distributed atthis time.

12. Administer player discipline as required.

13. Be reasonably accessible to players and parents to discuss the player’s progressor lack of it or to clear up misunderstandings. The coach, parents and/or playermust all meet together to resolve any misunderstanding.

14. With level coordinator, conduct the first and second parent-coach meetings todiscuss all team issues.

15. Cooperate with the Level Coordinator, Hockey Director, STMAYHA Board ofDirectors and District 5 Representative; in an effort support their duties andresponsibilities.

16. Immediately report any violation of the STMAYHA Policy on Use of non-prescription drugs and alcohol to the board of directors. Failure to do sowill be just cause for immediate dismissal.

17. Will insure that there will be 1 adult locker room monitor in the lockerroom at all times.

B. Level Coordinator

1. Will assign players to house team.

2. Be involved in player disciplinary action.

3. Shall be notified of all roster changes.

4. Ensure that all tournaments are sanctioned by MN Hockey/USA Hockey andcoordinate dates with the coach.

5. Coordinate the evaluation of the coach through Parent questionnaires.

6. Cooperate with Team Manager, Hockey Director, STMAYHA Board ofDirectors and District 5 Representative in an effort to support their duties andresponsibilities.

7. Shall attend the monthly board meetings and be involved with registration.

C. Team Manager

1. Solicit volunteers for locker room monitor, scoresheet, penalty box, and timeclock throughout the season.

2. Work with Boys/Girls Coordinator in securing lodging for out of town trips

3. Make available team records or other pertinent data at each league game ortournament. The manager should maintain a copy of the approved USA Hockeyteam roster and all necessary forms for District 5.

4. Forward scores of all league games as required by the District.

5. Obtain accident forms and distribute when necessary.

6. Prepare a team roster with names, addresses, and phone numbers for each teammember.

D. Parents

1. Get players to practices and games on time.

2. Be understanding and supportive of the time commitment.

3. Keep abreast of all information pertinent to the team.

4. Assist with organization and team functions when requested.

5. STMAYHA will provide jerseys. All other equipment must be provided by theplayer. (Exceptions at the initiation level and goalies)

6. Meet team financial obligations promptly. Repeated breaches ofobligations will be subject to review and action by the STMAYHA Boardof Directors.

7. Turn in necessary forms promptly.

8. Notify the coach in advance when player cannot make a game or practice.

9. Ensure your player gets proper rest and diet.

10. Attend as many games as possible.

11. Be supportive, not critical, of your team and coach.

12. Do not criticize referees or opposing team and coaches. Referees will enforcea zero tolerance rule.

13. Do not discuss or criticize coaches or players in the presence of your child.

14. Discuss your problems or the progress of your player with the coach at theproper time. The proper time is never right after a difficult defeat or in thecompany of other players and parents.

15. Appreciate the fact that the coach has the responsibility of an entire team in thelocker room and on the ice. Activity and behavior of the player at all other timesis the sole responsibility of his or her parents. Do not allow players into thelocker room without coach or coach designated adult supervision.

16. Don’t be a chronic complainer.

17. Unreasonable or irrational conduct on the part of a parent may be subject toreview and action by the STMAYHA Board of Directors.

18. Parental access to the locker rooms is limited to equipment and/or injury issues.

19. STMAYHA is a volunteer run organization. Participation by all parents in allfacets of the operation is critical to its success. Be prepared to volunteer.

E. Players

l. Be gracious and courteous in victory and defeat.

2. Obey rules in spirit and in letter.

3. Treat officials with respect, accept their decisions calmly.

4. Play hard, but fair.

5. Be a team player, give credit to your teammates and do not criticize your fellowplayers or coaches.

6. Follow the directions of your coach and be willing to accept constructivecriticism.

7. Attend all scheduled team activities except when properly excused.

8. MN Hockey has determined that the use of tobacco, alcohol or non-prescriptiondrugs will result in the immediate suspension of a player pending a review bythe STMAYHA Board of Directors following the MN Hockey guidelines:

a. First Violation: Two weeks suspension apart from team, which includesall practices, meetings, games, scrimmages and tournaments.

b. Second Violation: Player will be dismissed from the team for thebalance of the season.

9. STMAYHA locker room dress code is tee shirt and appropriate gym/boxershorts.

10. Playing on a STMAYHA team is a privilege, not a right. Player conduct shallat all times reflect favorably on the team, the association and our community.

11. The use of profanity and/or obscene gestures towards officials, players,spectators and coaches is not permitted.

12. Players are not allowed in the locker room without coach or coach designatedadult supervision.

F. Grievances

It is the belief of the STMAYHA that most differences are minor and the bestmanner in which to work out a difference of opinion is for the parties involvedto meet with one another. This is true whether the discussion is betweenparents, a Coach and player, a Coach and Team Manager, or a Coach andparent. Every effort should be made to resolve differences in this manner.

If a dispute cannot be resolved with someone acting on behalf of the STMAYHA,the following steps must be adhered to:

1. Notify Level Coordinator of the grievance. The Level Coordinator will attemptto resolve the grievance by communicating with and obtaining documents fromall parties involved. If unresolved after 7 days, or sooner at the discretion of theLevel Coordinator, the grievance will be moved to the Executive Board. Thewritten grievance must include the following:

a. Description of the incident (including date and time, if available).

b. List of all parties involved and any witnesses.

c. Site the section of STMAYHA/USA Hockey and/or MN HockeyHandbook(s) that is the basis of the grievance.

2. The Level Coordinator will submit the written grievance and alldocumentation to the Executive Board. The Executive Board may use allmeans at their disposal to resolve the grievance including, but not limitedto, the following:

a. Review documentation submitted by the Level Coordinator.

b. Meet with all parties involved separately, then together. This timewill be equally limited so all parties must be prepared tosummarize the issues and answer questions as directed by theExecutive Board. These proceeding shall be closed to the public.

c. The Executive Board will hold an open meeting within 10 days ofreceiving the written grievance from the Level Coordinator, torecommend a resolution and vote on it. The Executive Boardreserves the right to not recognize any members present. Uponcompletion of this meeting, all parties will be notified in writing,within 10 days of the Executive Board decision.

If in the opinion of the Executive Board the grieving or grieved party hasnot followed the above procedures, the Executive Board reserves the rightto suspend either party for the remainder of the season. Any unused icetime will then be refunded to the suspended party.

3. If this matter moves to District 5, the STMAYHA Executive Board willforward copies of all documentation related to such grievance to theappropriate District 5 Representative.

G. Conflict of Interest Policy

Any director, officer, or key employee who has an interest in a contract ofother transaction presented to the Board of Directors or committee thereoffor authorization, approval or ratification shall make a prompt and fulldisclosure of his or her interest to the Board of Directors or committeeprior to the Board acting on such contract or transaction. Such disclosureshall include any relevant or material facts known to such person about thecontract or transaction, which might reasonably be construed to be adverseto the corporation’s interest.

The body which such disclosure is made shall thereupon determine, by avote of seventy-five percent (75%) of the votes entitled to vote, whetherthe disclosure shows that a conflict of interest exists or can reasonably beconstrued to exist. If a conflict is deemed to exist, such person shall notvote on, nor use his or her personal influence on, nor participate (otherthan to present factual information or to respond to questions) in thediscussion and deliberations in respect to such contract or transaction.Such person may be counted in determining whether a quorum is present,but may not be counted when the Board of Directors of committee of theBoard takes action on the transaction. The minutes of the meeting shallreflect the disclosure made, the votes thereon, the abstention from votingand participation.

AppendixABy-Laws of St. Michael-Albertville Youth Hockey Association

(STMAYHA)

Article I.

Membership

SECTION I.

QUALIFICATION: Any person who is a resident of that area of IndependentSchool District No. 885 whom shall attend St. Michael-Albertville Schools(hereafter referred as the St. Michael-Albertville Area) and such other persons asshall be designated from time to time as members by the Board of Directors shallbe eligible for membership.

SECTION II.

NUMBER: The number of members shall be unlimited.

SECTION III.

MEMBERSHIP: Each person 18 years of age or older residing withinIndependent School District No. 885 shall be a member if he or she has made acontribution to this association during the immediately preceding twelve monthperiod. A contribution is defined as:

a) Having a child in the STMAYHA,

b) Contributing financially to STMAYHA, or

c) Contributing services to STMAYHA.

SECTION IV.

RIGHTS: Each member of the association shall be entitled to one vote at thegeneral meetings pertaining to the election of officers.

Officers

SECTION I.

OFFICERS: The STMAYHA shall have the following officers: President, Vice-President of Operations, Vice President of Communicaitons and Vice President ofFinance, who collectively shall be referred to as the “Executive Board.”

SECTION II.

PRESIDENT: The President shall preside at all meetings of the Board ofDirectors and the General Meeting of STMAYHA. He/She shall have charge ofthe business of STMAYHA and act in its interest in all cases. He/She shall havepower either directly or through delegation, thereof to, designate the powers, andduties of all officers and members save those specifically enumerated in thisArticle for other officers and the power reserved to the Board of Directors asoutlined in Article III of these By-Laws.

The President shall take direct charge and assume responsibility in the supervisionof the business of STMAYHA and may delegate such duties as may be necessaryto execute this responsibility under the general direction and guidance of theBoard of Directors.

SECTION III.

VICE-PRESIDENT OF COMMUNICATIONS: The VP of Communicationsshall be the first line of communication for the association. He/She will send outassociation emails, check DIBS for open volunteer/gambling shifts, take meetingminutes in the absence of the VP of Operations, make sure the association websiteand social media are being updated, and any other duties as assigned by thePresident.

The VP of Communications shall be responsible for overseeing the District 5 Rep,Website/Facebook Coordinator, HOC Administrator, Tournament Director, TeamManager Coordinator, Recruitment/Retention Coordinator.

SECTION IV.

VICE PRESIDENT OF OPERATIONS: In the absence of the President, the VPof Operations shall perform all of the duties and execute all of the powers of thePresident,

The VP of Operations shall take, transcribe, duplicate, and maintain a file ofminutes of the General Meeting and all meetings of the Board of Directors.He/She shall distribute agendas, minutes, directives, schedules, membership lists,and other materials as required.

At the end of each year, she/he shall collect, label, and file all materials whichhave come into his/her possession during his/her term of office.

The VP of Operations shall maintain an official document file, which shallcontain the Articles of Incorporation and By-Laws of STMAYHA. When asuccessor is elected, the VP of Operations shall transfer to his/her duly qualifiedsuccessor the official document file after reviewing such file to determine itscompleteness and accuracy.

The VP of Operations shall be responsible for overseeing the OperationsAssistant, Registration Coordinators, Level Coordinators, and GamblingManager.

SECTION V.

VICE PRESIDENT OF FINANCE: The VP of Finance shall have the followingpowers and responsibilities:

a) Collect data and submit to the Board of Directors estimates ofoperating expenses for the purpose of Budget preparation,

b) Have custody of all funds of the Association and shall keep anaccurate record of receipts and expenditures,

c) Issue checks on the STMAYHA accounts upon approval of thePresident, and/or Board of Directors

d) Prepare an annual report on the receipts and expenditures for thepresentation to the General Meeting of STMAYHA. He/She shall alsoprepare such other reports as may be required by the President orBoard of Directors.

The VP of Finance shall be responsible for overseeing the Finance Assistant,Volunteer Coordinator, Equipment Coordinator, Sponsorship Coordinator, andFundraising Coordinator

ELECTION OF OFFICERS AND TERMS: All officers shall be elected at theGeneral Meeting of STMAYHA and shall serve for a period of two yearsbeginning immediately after the adjournment of the General Meeting at whichthey are elected. If for any reason the President is unable to fulfill his/her powersand authorities, the Vice-President of Operations, upon the direction of the Boardof Directors, shall assume the office of the President and thereafter perform theduties of that office.

Article III.

Board of Directors

SECTION I.

SELECTION AND TERM OF OFFICE: The Board of Directors shall becomposed of not less than four nor more than fifteen as determined from time totime by the Board of Directors; provided, however, that the Board of Directorsshall at all times be composed of persons filing the following positions, each ofwhom shall automatically be a Director by virtue of the designated position he/sheholds and acceptance of a Directorship:

a) Members of the Executive Board (2-year terms);

b) District 5 Representative (2-year term beginning every even year);

c) Girls Level Coordinator(2-year term beginning every even year);

d) Boys Level Coordinator (2-year term beginning every odd year);

e) Initiation Level Coordinator (2-year term beginning every even year);

f) Fundraising Coordinator (2-year term beginning every odd year);

g) Volunteer Coordinator (2-year term beginning every even year); and

h) Registration Coordinators (2-year terms staggered odd/even)

i) HOC Administrator (2-year term every odd year)

All other board positions (non-voting) shall be elected by the Board of Directorsannually.

In the event of death, resignation, incapacity or removal of an elected director, theremaining directors shall appoint a successor to fill the unexpired term of theelected director.

A director whose continued service is deemed to be detrimental to the welfare ofthe corporation, or an elected director who no longer resides in the St. Michael-Albertville area, or who has missed more than five meetings in a twelve monthperiod, or three meetings in succession, may be removed as a director at any timeupon the majority vote of the directors present at any regular Board meeting.

SECTION II.

POWERS AND DUTIES: The Board of Directors shall be the general governingbody of STMAYHA. It shall approve the budget of STMAYHA and require suchreports from officers as are required to efficiently deal with the business ofSTMAYHA. In addition to the powers and duties specified above, the Board ofDirectors shall appoint replacements to serve as officers in the event any officer isunable to perform his/her powers and responsibilities and in the event ofresignation of a member of the Board of Directors, the remaining board membersshall appoint a replacement to serve until the next General Meeting ofSTMAYHA.

SECTION III.

MEETINGS: The Board of Directors shall hold monthly meetings and suchadditional meetings as may from time to time be called by the President or uponwritten request to the President by any three members of the Board. Thepresident shall preside at all meetings of the Board of Directors. Prior to anymeeting, notice to all members of the Board must be given at least 24 hours priorto such meeting. The notice shall indicate the time and place of the intendedmeeting and subject matters to be discussed. Monthly meetings of the Board ofDirectors may be held on the same day as the General Meeting.

SECTION IV.

QUORUM: For all meetings of the Board of Directors a majority of all theDirectors shall constitute a Sufficient Quorum to transact business and majorityvote of all Board members shall be required to adopt such matters as may comebefore the meeting.

SECTION V.

MANDATORY COMMITTEES: In addition to the powers and duties set forth inSection II above, and subject to the provisions outlined below, the Board of Directorsshall establish and oversee the following committees:

A. Gambling Committee. The Gambling Committee (“GC”) shall beresponsible for overseeing operations related to the STMAYHA gambling activities andgambling license, if applicable. Except as otherwise provided by State law or rulesrelated to the gambling license, if applicable, the Secretary shall be the Chairperson of theGC and shall nominate additional members for approval to the Board of Directors.Notwithstanding the foregoing, the gambling manager for STMAYHA shall always be amember of the GC. All members of the GC shall serve a one (1) year term, but may beremoved earlier by a majority vote of the Board of Directors. Each member may serve anunlimited number of terms. In addition, the GC shall be authorized, as may be necessaryfrom time to time, to submit documents, reports and other information to comply with allFederal, State and local gambling laws, rules and regulations.

B. Facilities Committee. The Facilities Committee (“FC”) shall beresponsible for the oversight and operations related to all current and future facilitiesowned or leased by STMAYHA. Notwithstanding the foregoing, and except as otherwisespecifically authorized in writing from time to time by the Board of Directors, the FCshall not be empowered or authorized to enter into contracts on behalf of STMAYHA,but instead, shall make recommendations to the Board of Directors for approval. ThePresident shall be the Chairperson of the FC and may nominate up to seven (7)committee members, who need not be voting members of STMAYHA, for approval tothe Board of Directors. All members of the FC shall serve a two (2) year term, but maybe removed earlier by a majority vote of the Board of Directors. Each member may servean unlimited number of terms.

C. Hockey Operations Committee. The Hockey Operations Committee(“HOC”) shall be responsible for the oversight and operations of certain technical andtactical aspects of the game of hockey for STMAYHA, including but not limited to, (i)working with all levels of competition and age groups to provide educational coachingmaterials, (ii) organizing coaching clinics, (iii) providing a consistent skill developmentphilosophy for STMAYHA, and (iv) other such programs and matters specificallyauthorized by the Board of Directors from time to time. The Hockey Director shall bethe Chairperson of the HOC and, together with the Boys and Girls High School HockeyCoaches, shall nominate candidates for approval by the Board of Directors to fill thefollowing leadership positions within the HOC: Girls Hockey Operations Manager(“GHOM”); Boys Hockey Operations Manager (“BHOM”); and Initiation HockeyOperations Manager (“IHOM”). The GHOM, BHOM and IHOM shall be collectivelyreferred to herein as the “Hockey Operations Managers.” To be eligible for the positionof Hockey Operations Manager, the candidate must (a) be CEP certified, (b) have aminimum experience of playing hockey at the high school level, and (c) have at least fouryears experience coaching competitive hockey, preferably within STMAYHA. TheHockey Operations Managers shall oversee player development coordinators for each oftheir respective age groups, who shall also be members of the HOC. Such playerdevelopment coordinators shall be appointed by a majority vote of the following five (5)individuals: each of the Hockey Operations Managers, the Boys and Girls High SchoolHockey Coaches. The roles and responsibilities of the HOC and its members may berevised from time to time by a majority vote of the Board of Directors, but such roles and

responsibilities shall at all times be in the best interest of the players and coaches inSTMAYHA. Notwithstanding the foregoing, unless specifically authorized by the Boardof Directors, the HOC shall have no authority to act unilaterally or bind STMAYHA toany agreements without the consent of the Board of Directors. All members of the HOC,including the Hockey Operations Managers shall serve a two (2) year term, but may beremoved by a majority vote of the Board of Directors. Each member may serve anunlimited number of terms.

VOLUNTARY COMMITTEES: In addition to the Mandatory Committees set forthabove, the Board of Directors may from time to time, subject to a majority vote of theBoard of Directors, establish special interest committees. Such special interestcommittees, when organized, shall have a chairperson elected by a majority vote of theBoard of Directors. The chairperson of such special interest committee shall nominate allother committee members for approval to the Board of Directors. The powers and dutiesof such special interest committees shall be determined upon the establishment andapproval of such special interest committee by the Board of Directors.

Article IV.General Meeting

SECTION I.

GENERAL MEETING: STMAYHA shall have a General Meeting of members,which shall be held on the last Monday in the month of April.

SECTION II.

ADDITIONAL MEETINGS: STMAYHA may have such additional meetings asare called by the President of the Board of Directors.

SECTION III.

NOTICE: To call a General Meeting, notice must be published at least one weekprior to such meeting, in at least one newspaper serving the area serviced bySTMAYHA. Notice shall consist of information as to the time and place of themeeting.

Article V.Elections

SECTION I.

PROCEDURE: All elections of STMAYHA shall be conducted under thesupervision of a committee composed of the President, the Vice-President ofOperations, and at least three other members of the Board of Directors. Ballotsshall be provided so that all qualified persons may vote at such elections and theVice-President of Operations shall act as the official Counter and announce theresults of the election. Absentee ballots will not be included in the vote ofelection of Officers or Board Members. One ballot per member present.

SECTION II.

NOMINATIONS: Nominating body comprised of board members from theSTMAYHA shall prepare a slate of nominees to be considered at the election. Inaddition to candidates selected by the Nominating Committee, any member mayhave his name considered for nomination by filing with the Vice-President ofOperations a petition signed by at least ten members of STMAYHA requestingthat his/her name appear on the ballot for whatever position may be involved in anelection, no later than two weeks before the General Meeting.

Article VI.Amendments

SECTION I.

AMENDMENT OF BY-LAWS: These By-Laws may be altered or amended by atwo-thirds vote of the Board members. Proposed amendments to the By-Lawsshall be presented at any regular meeting of the Board of Directors, laid over, andvoted on at the next regular meeting. A copy of the amendments shall be sent toeach Board member prior to the voting meeting.

Article VII.Parliamentary Authority

SECTION I.

Robert’s Rules of Order shall be the parliamentary authority on all matterscovered by the By-Laws of this association.

Article VIII.Suspension of By-Laws

Dibs Shifts/Credits replace Hours

Starting May 2011, all volunteer opportunities will be regarded to as shifts or credits and nothours. The Dibs button on the website will provide numerous events in which to fulfillrequired credits. Events and schedules will be uploaded throughout the season.

Team Managers are no longer able to approve volunteer opportunities. If an opportunity isnot on Dibs, it must be pre-approved by the Volunteer Coordinator. Any shift claimed (andworked) on Dibs will count towards commitment (no pre-approval is required).

Penalties for not working a claimed shift on Dibs:1st Offense = $25 added to ice bill2nd Offense = $50 added to ice bill3rd Offense – Forfeit of volunteer deposit

From the start of the Volunteer Year until October 31, families may only sign up for onegambling shift on Dibs. Beginning November 1, all volunteer shifts will be available onDibs, including gambling shifts. So, in order to maximize the opportunity of signing up fora date that works, members are encouraged to sign up for gambling shifts on Dibs beforeNovember 1.

Opportunities to Complete CreditsBoard Members:

All board members (voting and non-voting) will receive their entire volunteercommitment fulfilled, except that one gambling shift is still required per family to completevolunteer commitment for board members.

Hockey Operations Committee Managers:All HOC Managers will receive their entire volunteer commitment fulfilled, exceptthat one gambling shift is still required per family to complete volunteer commitment for HOCManagers.

Sponsors:Any Sponsor of a team will include ONE volunteer exemption of 15 hours.However, one gambling shift is still required per family to complete the volunteer commitment forsponsors.

Coaches:All Travel coaches: Head coaches will have their complete volunteer responsibilityfulfilled. Assistant coaches will receive full exemption with head coach approval.One gambling shift is still required per family to complete volunteer commitment for coaches.

Non Travel Coaches: Level/Head Coaches will have their complete volunteerresponsibility fulfilled. Assistant coaches will receive 10 volunteer credit hours withhead coach approval. One gambling shift is still required per family to complete volunteercommitment for coaches.

Appendix EFinancial Regulations and Shining Knights Fund

All members of the STMA Youth Hockey Program must follow theserequirements. Questions can be directed to the Treasurer – Garret Karels at

Financial Regulations:

1) Traveling Teams: Beginning October 1st of every season, monthlypayments of $100.00 must be made to the Association until actual bills arereceived. Once an actual bill is received, the designated portion of the bill thatneeds to be paid will be identified on the bill (i.e. 1/5 of total balance due,etc). All monthly bills will be due on the 25th of every month until bill ispaid in full.

2) Mites and Mini-Mites and 8U/Initiation: These teams will only pay a flatrate at the time of registration for the entire season. No monthly bills will besent unless additional charges not included in the flat rate have been added tothe bill (clinics, NSF fees, extra ice time, etc).

3) Billing Cycle: The first bill for the season will be sent to members the firstweek of November (or as soon as all Rosters are finalized) and then bills willbe sent the first week of every month thereafter. If you do not receive yourbill by the 2nd week of every month during the season, it is the member’sresponsibility to contact the Treasurer in a timely manner to determine why.Not receiving a bill does NOT constitute non-payment by the member.

4) Billing Process: All monthly bills will be sent via e-mail based on the e-mailaddress provided at Registration. It is the member's responsibility to updatethe Treasurer and Secretary with any e-mail changes throughout the season. Ifyou do not have e-mail, a paper copy of your bill will be sent to the addressprovided at Registration. Not paying your bill, because the bill was sent to anoutdated e-mail or house address, is not an acceptable excuse for non-payment.

5) Bill Payment: Payments by check can be made at the ice arena (in thepayment drop box located under the skate sharpening window) or sent toSTMA YHA, P.O. Box 134, St Michael, MN 55376. All checks should bepayable to “STMA YHA”. If one check is written for more than one skater, itis important that the amount per skater is designated with the payment so thatthe proper amounts can be applied toward each skater’s account. If the lastname of the parent is different than the skater’s last name, please write theskater’s full name in the memo line of your check. Online payments will soon

be available in the coming months where credit/debit cards can be used to paybills via the STMA YHA website.

6) Late Fees: A 2% late fee will be assessed for all bills that are past due. “PastDue” means any balance past the due date. Please allow at least 3 days foryour check to be received by the Treasurer if you are making payment bymail.

7) NSF/Closed Account Checks: A $25.00 return item charge will be assessedon all NSF/closed account checks.

8) Past Due Accounts: If an account is past due in excess of 30 days (whichincludes the $100.00 monthly payments beginning on October 1st) the parentsand Level Coordinator will be notified and the skater will be pulled off of theice. The skater will not be allowed to participate in practices, games,scrimmages or tournaments until the account is up-to-date and the Treasurerhas contacted the Level Coordinator for reinstatement.

9) Final Payments: The Association’s fiscal year begins May 1st and endsApril 30th. All balances must be PAID IN FULL by April 30th. If not, theentire past due amount along with ½ of the estimated next season’s hockeybill, for the same skater, is required to be paid at the next Registration. Theskater will not be allowed to try out if this process is not followed. If youraccount is past due at the end of the season and the skater is a 2nd year Bantamor Girls 15U player; and you have no other children registering the nextseason, your account will be turned over to a collection agency wherecollection fess will be assessed.

10) Financial Aid: Financial Aid is available to those that demonstrate afinancial hardship. You must provide the President of STMAYHA of theFinancial Assistance Committee with the proper documents proving youreligibility. (See Appendix F.) If you receive some sort of financial help andthen not pay your obligation to your ice bill throughout the season, you willNOT be considered to participate in this program for the following season.

11) Financial Hardships: At times there are situations that may result ininability to pay ice bills. STMAYHA recognizes this and is always willing towork with members to set up workable payment arrangements. If this shouldoccur, please contact the Treasurer immediately to discuss options. It isrecommended that communication of your concern be handled sooner thanlater to avoid additional late fees on your account. If both parties agree to apayment arrangement and payments are still not received, STMAYHA will beforced to resume all finance charges and will follow through with the actionsaddressed in item #8.

12) Shining Knights Fund: Funds are available for members who haveencountered financial hardship due to medical conditions. Each situation willbe reviewed on a case-by-case basis by the Executive Board and funds may beavailable to apply towards past due ice bill accounts. The funds available inthis account are donations received from various organizations.

13) Injuries/Illness: If a skater is not able to participate for 2 consecutive weeksor more due to an injury or illness, an ice bill credit will be issued thefollowing month upon the skater’s return to the ice. Notify your teamrepresentative with beginning and end dates of the injury or illness so thatexact dates can be used in the calculation. The credit is based on the numberof days off of the ice. Your team representative is responsible for notifyingthe Treasurer for all injuries/illnesses that exceed two weeks, but members areresponsible for notifying the team rep. This credit relates only to injury orillness. To recover the costs credited to the injured or ill skater, the credit isthen absorbed and added to the remaining team members’ ice bills. If askater is suspended from the team for unacceptable behavior, this credit doesNOT apply.

STMAYHA Financial Assistance Guidelines

1) Goala) STMAYHA strives to provide an opportunity for every child who wants to play

hockey. The STMAYHA Financial Assistance Fund is used to provide financialassistance to participants that demonstrate a financial need under the provisions of thisprogram.

2) Financial Assistance Funda) As part of its annual budget, STMAYHA will determine a dollar amount that will

be set aside as a financial assistance fund. These funds will be used to help offsetplayer’s fees that, because of financial reasons request assistance. Funding for theprogram comes from donations specifically given for financial assistance, alongwith any additional budget dollars designated for financial assistance at thediscretion of the STMAYHA Executive Board. The total amount of assistanceawarded cannot exceed the amount budgeted for assistance.

b) Assistance is granted on a per season basis. Applicants must reapply each season.

c) Amounts granted will be from $0 to $400 per player. The total amount grantedwill not exceed 50% of the total STMAYHA registration fees except in extremehardship situations as determined by the Executive Board. Assistance is awardedin the form of reduced STMAYHA fees.

3) Criteria for Assistance

a) All players that meet the eligibility requirements to play in the STMAYHA areeligible to apply for financial assistance.

b) The applicant must be in good standing with STMAYHA and exhibit a generalfinancial need. Preference will be given to those applicants whose familiesqualify for public assistance programs such as school lunch subsidies, medicalassistance and unemployment insurance. Additional consideration will be given tobut not limited to applicants experiencing long-term hardship circumstances andwith 2 or more children participating in the program.

4) Application Process

a) Applicants must submit a confidential financial assistance application to the attentionof the STMAYHA President. Applications submitted after the first tryout date may notbe considered.

b) The Financial Assistance Committee, which consists of the STMAYHAPresident, V.P. Secretary, and Treasurer will review all applications anddetermine the grants based on eligibility, the total number of applicants, the

amount of available funds, and other factors considered relevant by thecommittee.

c) The Financial Assistance Committee reserves the right to request additionalinformation at the time the assistance is being considered.

d) Applicant’s names and all information provided will be kept strictly confidential.Only the Financial Assistance Committee will review the applications.

e) All decisions of the Financial Assistance Committee are final; there is no appealprocess.
