2014 Public Planning Process

▪ The PenPlace Developer at that time, Vornado/Charles E. Smith, and

the County coordinated a public planning process for the PenPlace

PDSP open space network in 2014.

▪ A series of two public open space planning meetings and an open

house in 2014 led to the development of the Open Space Network

Design.

▪ The County Board adopted the Open Space Network (OSN) Concept

in July 2014 as an addendum to the PenPlace Design Guidelines.

▪ The OSN Concept was intended to provide additional detail for the

future open spaces and how the open spaces would relate to the five

planned buildings and interior and exterior street network.

▪ Interactive water feature, sculptures, trees, shade, seating, lawn

area, plantings and retail.

▪ Future Potomac Yard Crystal City Transitway stop on 12th Street.

Analysis of JBG Smith Proposed 12th Street Plaza Concept

Similarities with Adopted 12th Street Plaza Concept

o JBG Smith concept shows an urban plaza using high quality

materials and furnishings.

o The plaza incorporates shade, movable furniture, lawn, café seating

and seasonal planting.

Deviations from the Adopted 12th Street Plaza Concept:

o The diagonal pedestrian promenade for future connection through

the block is missing.

o No sculptures or interactive water features are provided.

o Overall organization appears to be independent from the two future

open spaces.

o Emphasizes pedestrian connection between two lobbies (east/west)

rather than connection to future parks (north/south)
