RECOMMENDATION:

BACKGROUND:

Project Site. In 1949 construction started on Plant 1 for Wastewater Reclamation Facility (WRF) and

commissioned in 1950. Subsequent construction continued through late 1990’s with the addition of Plant 2

and Plant 3. The original operations building which was constructed in 1949 is now too small to accommodate

staffing need. The operations building was designed to accommodate up to five (5) operators. Currently,

staffing is at nineteen (19) operators and the building can no longer safely accommodate operational staff. The

City has identified a need for a new operation building, which will accommodate three utility divisions for the

City, including Water, Wastewater, and Collection Divisions.

The project site is located at 1155-1187 S. Rancho Avenue consisting of an approximately 15.78-acre of an

existing 36.66-acre City Water Reclamation Facility site within the I-P (Institutional/Public) Zone. The aerial

below provides an overall view of the site and construction area for the General Plan Consistency

Determination.

Estimated construction time for phase I is approximately one year and estimated construction time for phase

II is approximately six months.

Proposed Improvements. The proposed project consists of a 7,104 square foot administrative building with

2,999 square foot exterior canopy area, development with 45 employee parking spaces and other site

improvements and demolition of existing small Public Works Buildings, curb and gutter, AC Paving, Concrete

Driveway, Fence/Gate, trees/shrubs, and existing yard lights that are outdated or in need of replacement. The

project is fully funded by the City Wastewater Utility Funds

Project Zoning and General Plan Land Use Designations. The project site is located in the “Institutional

Public” General Plan Land Use designation and is presently zoned P-I (Public/Institutional). The 2013 Colton

Land Use Element describes the Public/Institutional Zone as follows:

“The Public/Institutional designation generally includes all major public, quasi‐public,

and institutional land uses, including the Civic Center, fire stations, hospitals, libraries,

community centers, water treatment facilities, waste disposal facilities, and public

schools.”

The Zoning Code describes the Public/Institutional Zone within Section 18.29.010 (Intent and Purpose):

“The Public/Institutional Zone is established to reserve sites throughout the community

consistent with the General Plan for public facilities and public service installations and

to provide a procedure for their establishment and for the expansion of their operations.

It generally includes all major public, quasi-public, and institutional land uses, including

the Civic Center, fire stations, hospitals, libraries, community centers, water treatment

facilities, waste disposal facilities, and public schools.”

Historic District. In 1999, Ordinance No. 0-2-99 amended the previous Historic Preservation Ordinance to

allow for the creation and placement of historic districts on the list of nominated resources. City Council

Resolution R-82-00 was subsequently approved Cultural Resources Preservation Element of the General Plan,

which included designation of six designated historic districts, including Agua Mansa as “significant in

Colton’s agricultural history and the origin of the town’s Hispanic population.”

Agua Mansa (i.e., "gentle water") is a former settlement, founded by a group of New Mexican settlers, in an

unincorporated area of San Bernardino County. It once was the largest settlement in San Bernardino County.

The town was established in 1845 on the Santa Ana River, across from the town of La Placita, on land given

to the settlers by Juan Bandini, owner of the Jurupa Rancho. Agua Mansa and La Placita were the first non-

native settlements in the San Bernardino Valley. Together known as "San Salvador", they were also the largest

settlements between New Mexico and Los Angeles in the 1840s. The settlements were based upon farming,

and raising cattle, horses and sheep. An adobe church, known as San Salvador Church, was built in Agua

Mansa and became the center of community social life. In 1854, a cemetery, Agua Mansa Cemetery, was built

behind the church and is now designated a California Historical Landmark (No. 121). The marker is located at

Agua Mansa Pioneer Cemetery, one half mile to the southwest, the only site that remains of the once

flourishing town that spurred the establishment of the Agua Mansa Historic District. No physical features or

artifacts associated with the Agua Mansa historic village remain on the site.

ANALYSIS:

GENERAL PLAN CONFORMITY

The subject site and Colton Public Works project is located on a site within a Public/Institutional Zone that is

consistent with the General Plan. The proposed project is an expansion of administrative facilities to

accommodate the growing needs of the wastewater treatment plant and the three Public Works Division (i.e.,

Water, Wastewater, and Collection Divisions).

Development of this project meets several of the goals of the General Plan. Key goals met by the project are:

Policy LU‐3.6: Identify and revitalize areas within the City which, through deterioration of

structures, high vacancy rates, vandalism, or health and safety concerns, merit

special attention, in that the proposed project merits an expansion and revitalization of

City facilities to accommodate for staff increases to Water, Wastewater and Collection

Divisions growing from 5 staff members to 19 staff members since 1949. The current

facilities are severely small and outdated to accommodate current Public Works and

City needs for water, wastewater and collection services provided by the City.

Policy LU‐18.6: Establish creative methods for funding the maintenance of and improvements to

aging infrastructure, the proposed 7,104 square foot administrative building with

2,999 square foot exterior canopy area, 45 employee parking spaces and other site

improvements and demolition of existing Public Works buildings, curb and gutter, AC

paving, concrete driveway, fence/gate, trees/shrubs, and existing yard light is fully

funded by the City Wastewater Utility Funds.

It is staff’s opinion, the construction project of the property for expansion of existing facilities is appropriate

and consistent with existing zoning and in conformity with the General Plan’s Land Use Element. While it is

located in the Agua Mansa Historic District, the proposed Architecture will be appropriate for an institutional

or City site. Below are colored building elevations of the future Administrative Building:

City Exemption. While the City may exempt itself from City Codes, the City is still required to seek review

of its proposed activities by the Planning Commission for conformity with its adopted general plan (Gov.

Code, §§ 65401 and 65402).

RESOLUTION NO. R-09-21

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF

COLTON, CALIFORNIA, FINDING THAT THE PUBLIC WORKS

WASTEWATER PROJECT AS A CITY INITIATED PUBLIC SERVICE

BUILDING PROJECTIS CONSISTENT WITH THE CITY'S ADOPTED

GENERAL PLAN

WHEREAS, the City of Colton ("City") owns approximately 33.6 acres of that

certain real property generally located at 1155-1187 S. Rancho Avenue (APNs: 0163-361-

26 & -27; 0163-452-06; and 0275-041-32) in the City of Colton, California ("City

Property"); and

WHEREAS, the proposed Administrative Building and site improvements are

located on approximately 15.78 acres of an existing 33.66 acres City Water Reclamation

Facility; and

WHEREAS, the City wish to proceed with the proposed Public Works project

consistent with the City’s General Plan and Zoning; and

WHEREAS, the Public Properties are designated for Public/Institutional use in the

City of Colton's General Plan ("General Plan") and are zoned Public/Institutional (P-I); and

WHEREAS, pursuant to Government Code Section 65401 & 65402, the Planning

Commission of the City of Colton must make a finding that the location, purpose and extent

of the Public Works Project conforms with the City's General Plan; and

WHEREAS, after a duly noticed public meeting held on the 9th day of March, 2021,

and the consideration of all facts and circumstances, the Planning Commission desires to make

a finding of General Plan conformance based upon substantial evidence.

NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City

of Colton, California, in Regular Session assembled this 9th day of March 2021, that the

proposed Public Works Project by the City is found to be in conformity with the City of

Colton General Plan, based on the following findings:

A. The proposed project merits an expansion and revitalization of City facilities to

accommodate for staff increases to Water, Wastewater and Collection Divisions growing

from 5 staff members to 19 staff members since 1949. The current facilities are small and

outdated to accommodate current Public Works and City needs for water, wastewater and

collection services provided by the City, as stated in General Plan Land Use

Element Policy LU-3.6.

B. The proposed 7,104 square foot administrative building with 2,999 square foot

exterior canopy area, development of 45 employee parking spaces and other site

improvements and demolition of existing small Public Works Buildings, curb

and gutter, AC paving, concrete driveway, fence/gate, trees/shrubs, and existing

yard light is fully funded by the City Wastewater Utility Funds consistent with

General Plan Land Use Element Policy LU-18.6.

BE IT FURTHER RESOLVED, that the Planning Commission has determined

that the above referenced findings, in conjunction with all written and oral evidence

presented to the Planning Commission, including staff reports and Commission

deliberation, provides substantial evidence for the Planning Commission's finding of

General Plan conformity with respect to the proposed Public Works Project of the Public

Properties described herein.

SECTION 7. The Secretary shall certify the adoption of this Resolution.
