New Euro-Mediterranean initiative for Youth Employment Promotion Description of the action (max 1 page) Our general object is to increase knowledge and experience of the professionals of the Mediterranean Area. Our specific objective is to create a lot of international business network and intermediary organisations. Our targets are professionals (18 35) that want to have a working experience in other country to enable them (after coming back home), to improve the economics and the multilateral connection of their countries. Our general object is to increase knowledge and experience of the professionals of the Mediterranean Area. Our specific objective is to create a lot of international business network and intermediary organisations.

For professionals between 25-35 (probably university students) we’ve thought to put in connection two important Universities : UMSBA “Faculté des Sciences et Techniques Fes Université Sidi Mohamed Benabdellah” (FES) , http://www.usmba.ac.ma/ and the “University of Trient” Italy http://www.unitn.it/en that is always in the first place in the classification of the University in Italy and is specialized in Engineering, I.C.T., Computer Science, Mathematics and Physics. The University has also a lot of connection with the center of research like FBK (www.fbk.eu) Graphitech (www.graphitech.it) Createnet (www.createnet.eu) that are European leaders in their sectors.

We’ve looked also connections with Algeria to involve in the project the main important countries of Mediterranean economy and some Algerian consultants have appreciated our project and would like to contribute.

The methodology we’ll use it is to take the best practice of Spain and Italy in Mediterranean countries with a lot of attention to the risks and obstacles (cultural barriers, few women at work, low scholar level...).

The logic we’ll follow is not to choose the professionals and send them to a company but the professionals will work in groups with this goal - Local organizations set up a business “pre-incubator”: - The professional works in multi-disciplinary group - they identify an interesting project for the territory - they contribute to the project through the establishment of a start-up of production or for services - they will be helped by a network of professionals, Universities, Center of Research, Governmental Entities The “cluster” projects will follow two main directories:

1. Development based on agriculture 2. Development based on product innovation

For the first theme the professionals will focus on agriculture and the development of products with a short chain, improving the quality of life through a continuous process of refinement.

For the second theme they will be trained on the best practices of Center of Research of North Italy and they will be put at disposals an European network of consultant from innovative corporate.

The ingredient of our success will be:

- well trained and motivated consultants (that see in this project also an opportunity for themselves) - well trained and motivated professionals (chosen with a very strong selection and trained by trainer expert in start –up) - a good and motivated team of project with the right tools of project management (foreseen by PCM Management manual of E.C.)

Relevance of the action (max 3 pages)

1.1.1. Relevance to the objectives/sectors/themes/specific priorities of the call for proposals

This project has been an idea of the Vice-president of C.S.I. TRE, a no-profit corporate that has worked in Bolzano (North Italy) for 2 years with professionals and unemployed people to help them to find a job (the philosophy and cooperative-objectives is social innovation). The Director of C.S.I. TRE is professor Lanteri Alessandro that 5 years ago prepared his courses in the University of Trient with the aim of helping the students to understand better the reality where they live and to find easily a job. It has been (in 2012) the first Italian multidisciplinary university laboratory. In this laboratory the third-year students or specialist can participate and, working in groups, they are getting in touch with small and medium business networks trying to help them understanding the complex issues that the global markets pose (Internationalization, innovation through scientific research, culture or communication, European project…) We’ve thought that it will be very interesting to match Italian students with students of other countries and with local SMES and Center of Research to build new cooperation and innovation program. When we’ve seen the call for New Euro-Mediterranean initiative for Youth Employment Promotion we’ve looked for partners to participate. Our general object is to increase knowledge and experience of the professionals of the Mediterranean Area. Our specific objective is to create a lot of international business network and intermediary organisations, to implement the programme at local level. Some potential partners have demonstrated interest to the project (2 UNIVERSITY,1 CHAMBER OF COMMERCE,3 CENTER OF RESEARCH ,1 CENTER FOR UNEMPLOYMENT,2 CONSULTANT THAT WILL COLLABORATE WITH US TO FIND

OPPORTUNITY IN THE FIELDS OF THEIR BRANCH/CLUSTER) and with the financial support of this grant we want to improve our network at least at 5 Organisation each country (in total 20) . The group of project is one of the “key of success” of a project and for this reason C.S.I. TRE has chosen partners with European expertise in Spain (FCVPE) that will be the applicant of the Call and will be the main responsible for giving support from the technical assistance in charge of the coordination. The co-applicant has the residence in Morocco (FES) and is one of the most prestigious University of North Africa .C.S.I. TRE will be the coordinator of the project and will give to the project the connection/collaboration of the Research Center of North Italy. The other consultant/Organisation will be decided by the Project Board that will be established after the approval of the project (by the applicant and co-applicant).

Our action/activities will provide on-the-job-training for new entrepreneurs in SMES in the Participating Countries (held by experts in start-up that have organised 3 editions of Ideatailors, a “game” to create start-up in collaboration with 3 important Universities – www.ideatailors.com) in order to facilitate a successful start-up, and development of their business ideas. The on-the job training will be giving during the stay in Italy or in Spain but also before and after

through a platform of e-learning and through experts and European consultant that have declared to like the project. To enforce networking between entrepreneurs from different Participating Countries by building on knowledge and experience from other Participating Countries, we’ll give hosting corporate an analysis of the opportunities they have to grow their income investing in Tunisia and Morocco (countries with 4% - 6 % rate of growth, with a lot of natural resources, after years of relative stagnation, democracy is increasingly taking root, the Arab Spring offers new opportunities for regional co-operation)

We expected the follow particular results :

-. Increased innovation’s rate of local corporate - developing a network of new entrepreneurs (NEs), host entrepreneurs (HEs) and Intermediary Organisations (IOs) with precise and clear aims, divided in cluster and targets - Creating new businesses, joint ventures and spin-off companies and foster cross-border business cooperation (we’ don’ t look for an individual solution but puit together students with different skills for a single aim/objectives in a cluster /network with experts and researchers) - Increased interest of European business organisation towards Mediterranean Countrues - Increased contact with foreign Universities for business reason

1.1.2. Relevance to the particular needs and constraints of the target country/countries, region(s) and/or relevant sectors (including synergy with other EU initiatives and avoidance of duplication)

The economy of Morocco has this strategic sector: - Sustainable energy and in this field we’ve contacts with the district/cluster of the green economy of Rovereto (http://www.habitech.it/english/) - Logistic and transport where Verona is one of the best center in Italy http://www.quadranteeuropa.it/en/index_en.php and a girl of the laboratory of social innovation has written a thesis about this argument (https://sites.google.com/site/li3tonline/temi-interessanti-per-tesi-e-tesine) - ICT and in this field our partners Createnet (www.createnet.eu) and Graphitech (www.graphitech.it) are leaders not only in Italy but also in European project - Sostainable Buildings (Graphitech with the project sunshine (http://www.sunshineproject.eu/) and our partner Casaclima (http://www.klimahaus.it/en/climatehouse/1-0.html..) in Bozen are involved in the newest technology and are collaborating for the news European rules

Tunisia has less political stability than Morocco but needs to create stabile connection with Italy and Spain because:

- Italy is the second largest trading partner of Tunisia, - Tourism is one of the main source of income of Tunisie and we’ve a model in North of Italy of sustainable tourism with a lot of little SMES that works non only for its gain but also with respect of the place where they live and we collaborate with SMG – the touristic agency of South Tyrol (http://www.smg.bz.it/it/alto-adige-marketing/1-0.html ) and the agency in Trentino (http://www.visittrentino.it/en)

The pre-project of we’ll use in Morocco areLaboratory of Research in University Sidi Mohamed (new Technology, Health, Susteinable economy, biotechnology ... http://www.usmba.ac.ma/laboratoires.php) and Project in cooperation with other countries of University Sidi Mohamed (Erasmus, FP 7)

- Results of interviews to the students in the University of France (1/3 of the students would like to come back to Tunisia and 1/3 have no idea about the future)a comprehensive database on youth in various fields (open Data)

- completion of an annual report on the situation of young people to international scientific standards and a Guide on Youth in Tunisia

this information will be very precious to our project in the first phase (analysis of the general situation in the country) and in the phase of selection of the new entrepreneurs.

About Algeria we’ve found in the report of the country (from Sace and ICE) only some information about the economic situation and the situation is the worst of the 3 countries (for the limits access to credit, the inefficiency of Bureaucracy and the level of corruption, the low level of training of the workforce, the level of taxation and regulation and high inflation). But Italy considers a priority to ensure adequate support to the stabilization and consolidation of Algeria, also contributing to the economic development and progressive liberalization and modernization of the country.

Describe and define the target groups and final beneficiaries, their needs and constraints, and state how the action will address these needs

Unemployment, social exclusion, inequality and poverty are at the most problem of the young professionals’ concerns for the future in Tunisia Morocco and Algeria. They are among the root causes of instability and unrest and need to be addressed to make democratisation sustainable. A third of the southern Neighbourhood’s population being under 15 years of age, up to 60 million young people will join the workforce by the middle of the next decade.

To involve 200 young professional from Algeria, Morocco and Tunisia, we’ll prepare an email that the 3 partners of the project will send to the students of the University (Morocco), the young people that are in the database that the ONJ has created in the last years and to the contact that the Algerian professionals have in their database.The University of FES, ONJ and partners from Algeria will select them using the method that FCVPE has used in the last years to select the participants to their course. FCVPE told us that 1/3 of them could be right to begin this project (if we don’t find 60 new potential entrepreneurs, we’ll make more advertising to reach 300/400 young professionals). During this selection FCVPE and C.S.I. TRE begin to contact the corporate they know to reach the number of 100 host entrepreneur. At the beginning we’ll start with North of Italy and the community of Valencia, but if we don’t reach this number, we have other contacts with corporate in all Italy and Spain. Each partner will present the project with a meeting in its city with the most important authority, to reach a number of 20 Governmental entities/center of research involved. C.S.I. TRE will implement two kind of platform: one internal platform for the exchange of documents and the timing of the project for the partners and a platform for advertising of the project (with logo of the project and with the goal to be the basis of further projects and commercial connection.) The professionals involved in the projects will supply 1700 hour of assistance/training to the new enterpreneurs.

1.1.3. Particular added-value elements

The contact of women with local entrepreneurs (women) that are successful both at home (with children) both in job could give them an acceleration to their willingness to enter in the -world of the job. Addressing also the issues of family carers, mental health, intergenerational solidarity, time for volunteer activities.

2. Change in business structure The duplication of the laws and system of “third economical sectors” in Italy (no-profit sector ) could establish in North of Africa some corporates that respect people and landscape.

3. More respect in the job-world to “disabled people” Social corporate not only respect environment and land but also help people with disability to improve their ability and to feel comfortable in a place of work. In a long term prospective we hope that Tunisia Morocco and Algeria take part to the network “Workability Europe” (http://www.workability-europe.com/). 4. Change in rural economy The “short chain” method established in Isola della Scala (Verona – Italy) that we would like to transport in the rural economy of Tunisia will give the Tunisian territories a card to better perform in the globalized world . 5. Improvement of legislation: the project will focus the issues of co-operatives, start-ups, business networks, international cooperation, local culture, centers of scientific research, agricultural development with a short chain. To make concrete these issues will require the enactment of specific laws. Information technology if well used will help to reduce costs and improve outcomes. Multimedia communication will allow the widest possible audience to follow the development and results of the project. If this action will have the result expected it can be duplicated in the future not only in these three countries but also in other countries of the Third World. It could also be duplicated in the next years (with the financial help of UE or of the single countries) to help not only 40 professionals but many more and involve in the project other consultant of other countries and other Universities. The platform and network will survive to help European corporate to collaborate with African corporate. OBSTACLES: The difference between European and African culture will not be a division but could be a good opportunity to better the person (manager, employers) at a human level. In this duty two important association whose aim is to introduce Muslim and African culture in Italy will help us.

HOW THE STORY BEGINS

This project has been an idea of the Vice-president of C.S.I. TRE, a no-profit corporate that has worked in Bolzano (North Italy) for 2 years with professionals and unemployed people to help them to find a job.

With the advent of globalization, the study of culture is more complicated and easier at the same time. If modernity in the territories were conceived as containers of cultures in contemporary studies culture is studied in a relational and networked perspective (the Swedish anthropologist Ulf Hannerz states that "as collective systems of meaning cultures belong before all to the social relationships and to the network of these relationships”) The Director of C.S.I. TRE is professor Lanteri Alessandro that 5 years ago prepared his courses with the aim of helping the students to understand better the reality where they live and to find easily a job. It has been (in 2012) the first Italian multidisciplinary university laboratory. The third-year students or specialist can participate and, working in groups, they are getting in touch with small and medium business networks trying to help them understanding the complex issues that the global markets pose:

• Internationalization • Innovation through scientific research, culture or communication • Projecting the European

The students have real opportunities to visit research centers and companies, they ask for advice about their future and the professor tries to direct them according to the methods of the laboratory. The biggest challenge of the next year will be the start of some pre- incubators (big places where professionals that want to become entrepreneurs find information, networks, instruments, formation….) in the province of Verona, Vicenza and Rovigo. The thematic areas of the laboratory are the most innovative (energy, agribusiness, tourism, culture, health, etc..). The methodologies used are very complex but have moved enthusiasm because the students have seen successful and concrete examples.These methods: - encourage students with different skills to work in a group also including people with disabilities - encourage students to deepen the knowledge of their territory and the great wealth that it makes available to us (quality of life, sustainable development, solidarity, cultural heritage, etc.). The students: - develop projects that also enhance investors and to international markets - establish networks of small and medium-sized enterprises interested in the topics - go abroad as exporters of these models of development and not as sellers of individual products

innovation of a governmental service (asked by the Director of this g.s.) or a new idea that a group of students would like to take to the market are 37 (75%). Next year there will be 2 Laboratory (the new on is the one in Sociology Faculty). We’ve thought that it will be very interesting to match Italian students, students of other countries with local SMES and Center of Research to build new cooperation and innovation program. When we’ve seen the call for New Euro-Mediterranean initiative for Youth Employment Promotion we’ve looked for an applicant that had already done international projects and had experience in helping unemployment people to find a job.

Through Linkedin we’ve met FCVPE ( Foundation for work in the province of Valencia) and we’ve found a lot of things in common in the objectives of our organization and in the value in which we believe. So we’ve found the applicant.

The beneficiaries The main beneficiaries (our target group) will be young professionals who intend to, or are in the process of setting up their company (potential entrepreneurs).

The final beneficiaries are:

Italian and Spanish (and perhaps other European corporate) that will establish a stable connection with Mediterranean countries3

The families of young professionals that will improve their welfare

The Mediterranean Universities that will have the opportunity to match their system of teaching, their system of research with the ones of italian Universities

The whole welfare of Algeria, Morocco and Tunisia

The selection of the target group The young professional must not have particular technical or management ability because our consultant will train them but must have the STRONG WILL TO BECOME ENTRPRENEIRS AND STRONG LOVE FOR THEIR OWN COUNTRIES. Our consultant (from ONJ, USMBA and someone in Algeria) will choose the best of them because the financial resources are limited. They will choose them on the basis of curriculum vitae and personal knowledge. After the first selection (with the aim of reaching 200 students) the students will have to fulfill a module (the same for everybody). This module has been prepared by the Italian and Spanish consultant and will be evaluated by the Italian

and Spanish consultant in collaboration with the potential “Host-entrepreneurs” . They will choose the final 40 professionals that will make the experience abroad and after a confrontation with the Mediterranean partner the team has been created. If possible there will be: the same importance of the 3 countries (if all the partners work with the same engagement the respect of the gender equity a % of disabled people The Italian consultant will use the informatics tools used the last 3 years in an Italian competition with the objectives of creating entrepreneurs: IDEATAILOR (www.ideatailors.com). Ideatailors is the first idea competition organized by the Chamber of Commerce of Bozen/Bolzano involving the main universities Free University of Bolzano/Bozen, University of Innsbruck and University of Trento of the Euregio Tirol, South Tyrol and Trentino. It is an innovative and unique educational framework: •to bring cross-cultural and cross-functional students together to form a team •to give them tools and know how to assess products & business ideas and the related business and execution potential •to force students to think about economic and technological issues in business ideas •to build an entrepreneurial mindset, which is becoming of more importance in our times. Its aim is: •bridge the gap between universities, companies and institutions regarding concretizing raw ideas into a business setting, •foster entrepreneurship early on in universities •provide students with the ability to work in cross-functional and cross-cultural teams on new ideas. The 1st edition has seen 150 applicants (65% male – 35% female), 32 Teams / 32 Nationalities 3 Universities 22 Faculties, 8 factors framework Business Economics (Market Research, Marketing & Promotion , Sales, Technology Society & Politics), 2 university seminars 1 full-day workshop

THE DEVELOPMENT OF THE PROJECT At the beginning of the project we’ve searched some information about these countries to understand how our professionalism could help them. We summerize the information found in this table :

The result of increasing school-participation and the increase in graduates without the simultaneous economic growth is that in 2015 young people under 25 years will be 75% of the population and already today 24% of young people are underemployed

LONG TERM

Decrease in unemployment rate Decrease of emigration (illegal or not) Improvement of the general economy which leads to a stabilization of democracy and avoid what has happened in other Islamic countries such as Iraq (War)

The so-called “gender gap”, the exclusion of ¾ of women from the world of work in all the countries of the Mediterranean basin. This means that 75% of the potential population that could contribute to economic growth in fact remains inactive.

LONG AND SHORT TERM

Reduction of gender gap

The reasons of youth unemployment among graduates, (think Dr. Sawahel), are the excessive number of graduates in the humanities and social sciences. The economy of these countries needs many more engineers, mathematicians, physicists, biologists and there is little connection between the studies of the professionals and needs of economy.

SHORT TERM

Deepen the knowledge of professionals about the “real economic needs” of their countries. Better connection between Universities (also from different countries - Morocco, Tunisia and Algeria -, governmental entities, corporate and students

All the partners have got used to PCM projecting- technique, so we decided to follow this approach. We’ve chosen to follow a PCM approach also because it helps to ensure that: • projects are supportive of overarching policy objectives of the EC and of development partners; • projects are relevant to an agreed strategy and to the real problems of target groups/beneficiaries; • projects are feasible, meaning that objectives can be realistically achieved within the constraints of the operating environment and capabilities of the implementing agencies; and • benefits generated by projects are likely to be sustainable.

OUTPUT AND RESULTS We want to involve 200 young professional through the promotion on the web and through the connections of the University of Fes, ONJ and partners from Algeria. We’ll contact 120 “potential Host entrepreneur “ through contacts of applicant and his partners. At least to find 40 HE that will host young professional in France, Italy and Spain. The engineering, mathematical and physician professional will be hosted (potentially) in North Europe. The professionals that are specialised in artisans, agriculture, commerce and tourism will be hosted (potentially) in Spain. We’ll involve 20 Governmental entities/center of research involved from Italy, Spain, Tunisia and Morocco. Our consultant will work very hard to give good opportunity to professionals to build their future with at least 1700 hour of assistance/training. REDISTRIBUTION OF THE GRANT The activity eligible for a sub-grants are: Train of the professionals Choose the professionals Contact with the entrepreneurs Promote the project Supply of platform of e-learning Translate the courses We need at least 6 sub-contract to be identified. A PARTNER FOR THE TRAIN OF THE PROFESSIONALS

This professionals will be trained about: Opportunity of financial support in Italy or in their countries Strong and weakness of the countries Innovation and trends of the market Fields in which the Research is carrying on important successes How to use the instrument of traditional and innovative marketing for the success of their business (f.e. web 2.0, internet marketing, video...) How to create groups of professionals/entrepreneurs that have different skills and are interested in the same field Different existing form of corporate Opportunity of internationalisation of the corporate

The partner will be chosen in one of the countries involved in the project and the motivation of choice will be: his curriculum vitae and his experience in this field the knowledge of the situation of the countries involved the price of consultant

This choice will be done (after an insertion in linkedin) by all the partners with a report that explains the choice. We’ve thought of an estimated amount of 30.000 €

We’ll choose the partner that will give us the best garantie to reach our objectives. The details of our requests will be prepared (after the approval of the project by the applicant). We’ve thought about an estimated amount of 30.000 €.

A PARTNER FOR THE E-LEARNING PLATTFORM THAT: Is compatible with the most of operations system included tablet and smartphone Provide final testing of learning Give the possibility to share experiences through text and video Allows the Loading of the content of the courses and or presentations Supply technical help desk phone and through email: support for the use of the system (web and app), to possible difficulties of access to the system, downloading apps, etc. support activities, coaching and motivation through the preparation and sending of email (eg cases of low participation, special events, publications of new courses and new educational resources, application updates, etc..) with individual feedback and group. Give entertainment activities of the project participants through the Didablog problems and solutions that will collect and then synthesize them, formalize and publish them available to everyone. Methodology (max 5 pages)

The rationale for such methodology First, the logic that we will follow is not to choose the professionals and send them to a company followed by the trainer. The professionals will work in groups with this goal - Local organizations set up a business “pre-incubator”: - The professional works in multi-disciplinary group - they identify an interesting project for the territory - they contribute to the project through the establishment of a start-up of production or for services - they will be helped by a network of professionals, Universities, Center of Research, Governmental Entities What is a pre-incubator? A pre-incubator according to the experiments already underway in Trentino is an environment where young students can develop their ideas aided by local entities for the development of the territory. For the development of the projects it is increasingly necessary to build enterprise networks or clusters of SMEs profit and non-profit organizations in a logic away from the multinationals ones that often is not careful exploitation of territories. There are two main directories: - Development based on agriculture - Development based on product innovation For the first theme: - they have to focus on agriculture and the development of products with a short chain (example of Isola della Scala - Verona compared with Vercelli)

- they will improve the quality of life through a continuous process of refinement based on: culture, sports-entertainment, scientific research, European projects - they can also give an impulse to tourism sector Development based on agriculture The scheme to follow is the model of Isola della Scala (Verona – North Italy) that is more sophisticated than the one explained in the last European study on the advantages of short supply chains in the EU agriculture (http://enrd.ec.europa.eu/themes/local-food-and-short-supply-chains/en/). Isola

della Scala is a little municipality in North of Italy near Verona (11.000 Inhabitants and 70 km²) where all the labour force is involved in the “rice world”. This mean that each year there is a Fair (5 days In October) with 500,000 visitors and more than 340,000 cooked risotto. Risitaly is a gastronomic event is both technical and informative. Moreover Risitaly will be dedicated to the different elements that make up the chain of rice: - Aspects of production (agricultural issues, the choices of varieties, the links between production techniques and quality of rice); - Aspects of transformation (with the overall picture of Italian rice mills and their regions of production); - The economic aspect (with the latest news concerning the common organization of the rice market, the impact of international marketing policies, the protection of trademarks); - Aspects of gastronomy (dissemination of the culture of rice in relation to its various applications in the kitchen); - Nutritional (health-enhancing elements of the rice). As a result of this approach it is possible to start with various countries, international cooperation and a diffusion process of sustainable development of the territories. More complex is the development based on product that requires scientific research center and great attention to technology transfer to established businesses, clusters, or to generate spin-offs. For this topic, we can start a close cooperation with research center in different countries with the Italians or the Spanish ones . The laboratory of Internationalization and Business Innovation has developed studies and research on incubators and pre-incubators and suggests the launching of pre- incubators called SINCE - Social Innovation Center. In summary SINCE wish to contribute to the development of the territories by placing the person at the center of the projects, with its history that is rooted in antiquity, from where they originated productions and professions that have brought high levels of quality of life.
