Initial situation in 1998:
The requirements of the Occupational Safety and Health Act as regards
"risk assessment" and
"documentation"
are only implemented in the enterprises hesitantly.

Regional Programme "Risk Assessment"
Small and medium-sized enterprises - SMEs - in particular have problems with implementation:
70% of the enterprises in NRW have 1-19 employees
Surveys in 1998:
43% of the enterprises with 1-9 employees
33% of the enterprises with 10-49 employees
do not know the Occupational Safety and Health Act!
Programme of the NRW occupational safety and health authorities in 720 enterprises in 1997/1998:
81% of the enterprises with 11-99 employees have not conducted a risk assessment.

Reasons for problems:
Lack of motivation for preventive occupational safety and health
Lack of information on the implementation of the Occupational Safety and Health Act
Lack of internal and external support
Difficulties in the selection and application of aids such as
- action aids
- check lists
Fear of too much expense (very extensive action aids)

Programme objectives:
Basic understanding of the depth and scope of the risk assessment
Uniform action of the occupational safety and health authorities in consulting and monitoring - system control
Development of action aid to perform the risk assessment and documentation for SMEs
Support in the organisation of company occupational safety and health
Improvement in the working conditions of the employees
