STANDARD PROCEDURE INSTRUCTION
1. PURPOSE
1.1 To provide procedures by which persons authorized by Vale Canada Limited,Manitoba Operations may conduct tours of the operations in adherence to theoperations’ policies and procedures.
2. SCOPE
2.1 The following SPI applies to all personnel entering the Manitoba Operations plant sitefor such purposes as: employee guided site tours, facilitated external tours, surface andunderground tours. If an external person does not fall into this category, they will eitherbe a contractor, supplier or Vale personnel with means to access the site.
3. DEFINITIONS
Corporate Affairs - Led Tour – Tours given to recognized groups, including but notrestricted to NGO’s, customers/clients, chiefs, dignitaries, shareholders, governmentofficials, politicians, educators and students. Minimum Age: 13 years old, must beapproved by Corporate Affairs.
Specialized Tour – Tours provided that serve a business function; display plantprocesses or equipment. Tours of this nature must be approved by Vice Presidentand/or senior leadership. Minimum Age: 18 years old
Employee-Led Tour – Tours led by qualified employees within their work area.Minimum Age: 16 years old, must be approved by building manager.
Group Assessment Tours – Tours led by qualified employees within their work area.Minimum Age: 18 years old
Family Day Tours – Tours of this nature must be approved by Vice President.

5. PROCEDURES
5.1 Site Rules and Regulations
5.1.1 All visitors on Manitoba Operations property will follow the rules and regulationsof the site.
5.1.2 All tours must be authorized prior to tour date.
5.1.3 All tour participants (visitors) must submit completed release forms to L&DCoordinator prior to the tour commencing.
5.1.4 If any tours are performed and a personal vehicle is used this must be inaccordance to SPI 10-9 Plant Passes.
5.1.5 Visitors may be subject to a random property search as outlined in SPI 10-10Security Policy.
5.1.6 All tours performed on foot must adhere to SPI 34-39 Travel on Plant and PlantAccess Roadways.
5.1.7 In the event of an incident during a tour, it will be immediately reported to thelocal building management. Corporate Affairs will also be notified in the event of anincident.
5.1.8 A maximum of 7 visitors are allowed per tour guide. If a specialized tour containsmore than 7 visitors, additional tour guides will be required.

5.1.9 Visitors must dress for an industrial environment; sturdy footwear with a closedtoe, long pants, no contact or tinted lenses, no loose fitting clothing or jewelry. Longhair must be contained during tours. Mine tours will supply PPE from First Aid.
5.1.10 Cell phone and Personal Electronic device use is not permitted inside anyoperations portion of any building as outlined in SPI 34-45 Cell Phone and PersonalElectronic Devices.
5.1.11 Visitors are required to wear personal protective equipment (PPE) provided byVale. The tour guide is to ensure all visitors have properly fitted white hard hats, safetyglasses and Hi-Visibility vests. Hearing protection will be provided if required.
5.1.12 Tours will only be conducted on approved tour routes.
5.1.13 In the event a tour will be conducted in a respirator required area; SPI 36-4Respirator Protection must be followed. Visitors must be clean-shaven as per SPI.
5.1.14 Visitor(s) to the Mine(s) must either be clean-shaven and fit tested, or use anapproved protection such as a RACAL style helmet if guests will be required toperform work of any type on behalf of Vale, are unfamiliar with the ventilation flows;are entering areas requiring respiratory protection; are in areas where groundawareness letters are in effect or in areas where visitors may be subject to theventilation from the shaft ore handling system.
5.2 Responsibilities of Tour Guide5.2.1 Tour Guides will be responsible for the safe-being of the visitor(s) and manageall risks to ALARA.
5.2.2 Tour Guides will not conduct any tours without approval and requireddocumentation (Tour Release Form).
5.2.3 Tour Guides must provide brief orientation of each tour site. The tour guidemust be knowledgeable and/or trained to understand the general operations andsafety precautions observed in each area visited.
5.2.4 Tour Guides are required to wear approved PPE including Hi-Visibility clothing andexpected to act as situational awareness for the group – one in the front of the pack,one in the back if the volume warrants.

5.2.5 Tour Guides must sign the log book identifying number of visitors and timein/time out at each building visited.
5.2.6 Tour Guides will be authorized to take visitors on approved or designated andmarked tour routes only.
5.3Responsibilities of Visitors
5.3.1 All visitors are required to fill out the Tour Release Form. The information mustbe in a legible manner with his/her name and signature.
5.3.2 In the event the visitor is between the ages of 13-17, a Release Form for Minormust be filled out by a parent or guardian.
5.3.3 Visitors will be allowed to take personal photos and video in accordance to SPI19-4 In-Plant Photography and Videography. Both cameras: still and video are allowed inthe plant. Flash or auxiliary lighting equipment, however, must not be used unlessauthorized. Permission must be granted from tour guide prior to each picture.
5.3.4 Visitors are required to wear the PPE provided throughout the entire tour asdirected.
5.3.5 Visitors are prohibited from removing any sample product(s) from plant site.
5.3.6 Failure to comply with the rules and regulations set-forth or if deemed unfit willrequire removal of visitor(s) from site.
5.4 Responsibilities of Security Personnel5.4.1 In accordance to SPI 10-10 Security Policy, Vale reserves the right to conductsearches of the person and personal property, and to inspect any company orcontractor provided equipment or storage spaces, where Vale has concerns aboutsafety, security or compliance with Company policies and procedures
5.4.2 Prior to entering plant with visitors, Security will review Tour Release Form withtour guide. Security will verify the number of people on the tour, ensure all visitorsare allowed on the property and send the form to [email protected](electronically) and by mail to the L&D Coordinator for processing.
5.5 Responsibilities of Corporate Affairs Manager5.5.1 For Corporate Affairs-Led Tour(s), approval must be obtained from the Managerof Corporate Affairs.

5.6 Responsibilities of Building Area Manager5.6.1 For Employee-Led Tours, approval must be obtained from building manager.
5.6.2 Building manager will approve Tour Release Form and submit to L&DCoordinator for processing via email or mail ([email protected]).
5.7 Responsibilities of L&D Coordinator5.7.1 The L&D Coordinator will be the sole owner of the tour administration.
5.7.2 Tour Prep – Forms, Rules/Regulations will be set-forth by the L&D Coordinator.
5.7.3 The L&D Coordinator will initiate planning for Corporate Affairs-Led Tours.
5.7.4 The L&D Coordinator will ensure all tour materials are properly stored on thelocal intranet for easy accessibility.
5.7.5 The L&D Coordinator will be responsible for the collection and reporting of alltours. Tour reports will be submitted to senior leadership on an on-going basis.
5.7.6 The L&D Coordinator will be responsible for the PPE of the Corporate Affairs-Led Tours.
5.8 Responsibilities of Tour Requestor5.8.1 Vale Manitoba Operations and their agents, officials, officers, directors,employees, volunteers, contractors, servants or representatives are not responsible forany death, injury, loss or damage of any kind suffered by any visitor while participatingin tours and all related activities including injury, loss or damage which might becaused by failure to follow the rules and policies set forth.
