SCOPE OF JOB:-

ITEM GROUP A: SPADING OR DESPADINGA.1. SPADING OR DE-SPADING

Carry out required Spading or De-Spading of Flanges of various Sizes and Ratings, as per HPCL advice, with necessary servicing of Joint Bolts. Note that Spading/De-Spading required for Hydro testing of newly fabricated lines at the Fabrication Yard will NOT be paid separately. However, Spading/De-Spading required at Site for Isolation, Hydro testing, Steaming, Flushing of old associated lines will be paid separately.

A.2. CUTTING OF SLIP BLINDS In case of non-availability of Slip Blinds at HPCL’s Store, Vendor may be advised to carry out fabrication of necessary Slip Blinds. Payment for the same will be made separately on Pipeline Nominal Bore Inch Dia basis. Plate required for fabrication of Slip Blinds will be provided by HPCL as Free-Issue Material. All such Slip Blinds shall be credited to Tool Room, LR after completion of the desired jobs.

ITEM GROUP B: FABRICATION & INSTALLATION OF SLEEVES FOR UNDERGROUND PIPING1. Provide Sleeves for underground Pipelines at the

Road crossings after Excavation. In such cases,

Page 2 of 26payment will be made on Inch Meter basis of the Sleeve provided. Vendor’s scope includes cutting of the Pipe (for Sleeve) to its required Length, including transportation of the same from Scrap Yard or any other issuing location, as advised by the concerned HPCL Supervisor to the Fabrication/Job Site.

2. In case of Sleeves being made from multiple Pipes, intermediate Welding of Pipes shall be carried out and payment in such cases will be made on the basis of Rates for ITEM GROUP D (Temporary Line fabrication and erection).

3. Pipe Sleeve details are provided in the attached Drawing no. 7-44-404, Rev.0. Plates required for fabrication of Sealing Plate, Guide Plate and Segmental Plate would be issued by HPCL as FIM. All Welding required for Sealing Plate, Guide Plate & Segmental Plate welding will be paid separately as per the relevant PO Line ITEM GROUP Rate, basis per Running Feet of 6mm Thick Fillet Welding. Any Thickness other than 6mm Fillet Weld will be paid on pro-rata basis. Calculation of the amount payable will be arrived at by Quantity Adjustment.

4. Carry out Excavation, Sand filling and Backfilling, as required for installation of the same and separate payment will be made as per the relevant PO Line ITEM GROUP Rates.

ITEM GROUP C: FABRICATION OF BENDS FOR ½", ¾”, 1", 1 ½” & 2” DIA LINE SIZES1. Provide necessary services to carry out Cold Bending

of the above sized Pipes, where required, using Cold Bending Machine.

2. Supply of Cold Bending Machine will be in Vendor’s Scope as a part of the Job.

ITEM GROUP D: FABRICATION & INSTALLATION OF TEMPORARY PIPING 1. Carry out fabrication and erection of temporary

piping as per requirement. Collect required materials from Scrap Yard or any other issuing location, as per advice of the concerned HPCL Supervisor.

ITEM GROUP E: FABRICATION/ERECTION OF STRUCTURAL SUPPORTS FOR PIPING1. Fabricate, weld and erect Structural supports for

Piping, wherever required, as per advice of the concerned HPCL Supervisor.

2. Structural Materials will be provided by HPCL, as FIM.

ITEM GROUP F: CS FILLET WELDING 1. Please quote Rate for 6mm Thick Fillet Welding. For

any other Thickness of Fillet Welding, Payment will be made on pro-rata basis. Calculation of the amount payable will be arrived at by Quantity Adjustment.

ITEM GROUP G: SCAFFOLDING JOBSPlease refer relevant section/s of the “Attachment SC”

ITEM GROUP H: REMOVAL & INSTALLATION OF FLANGED VALVES1. Removal & installation of Flanged Valves coming in

between the line being replaced will be paid as per this ITEM GROUP. Certain Valves may have to be serviced. In such case, transportation of the same to & from Workshop or any other location, as advised by HPCL, will be in Vendor’s scope.

2. Vendor may also have to replace Valves at locations other than coming within the replacement Section, as per advice of the concerned HPCL Supervisor.

3. Welded Valves will not be paid under this ITEM GROUP and they will be included in the Weld Joint Rates.

4. In case of only installation or only removal of any Flanged Valve, 50% payment will be made. This shall be arrived at by Quantity Adjustment against the respective PO Line ITEM GROUP.

ITEM GROUP I: REMOVAL OF CS/KCS/AS/SS PIPELINES AND REINSTALLATION OF THE SAME AFTER REPAIRS AND / OR MODIFICATION1. Scope of this ITEM GROUP includes removal of the

line that is to be repaired / modified by de-Bolting and/or Cold/Hot cut, as per advice of the concerned HPCL Supervisor.

2. Vendor to cut the line in such a way that re-fixing of line is done with the minimum number of Weld Joints. Reinstall the line by Bolting and/or Welding, as per the Site requirement or as advised by the concerned HPCL Supervisor.

3. Vendor will be paid for removal and reinstallation of line on Inch Meter basis. This Rate will be inclusive of Bolting/de-Bolting and no separate payment will be made for the same.

4. Weld Joints, Corrosion Pad, Reinforcement Pad, Corrosion Pad with Shoe Support, Spading/de-Spading, etc. carried out for modification jobs will be paid extra as per the applicable PO Rates.

Page 4 of 26REPLACEMENT OF CARBON STEEL (CS) / KILLED CARBON STEEL (KCS) / ALLOY STEEL (AS) / STAINLESS STELL (SS) of all grades PIPING, FITTINGS, CORROSION PAD, REINFORCEMENT PAD, SHOE SUPPORT (from ½" to 36" NB Pipeline sizes)1. CS /KCS/AS/SS PIPINGa) Piping will be de-pressurized by HPCL and handed

over to the Vendor for necessary Spading/de-Spading. Spading/de-Spading will be paid separately as per ITEM GROUP A. Flushing and Gas freeing of the Circuit shall be carried out by HPCL. However, Vendor to provide necessary assistance for the same. Fabrication of temporary lines, if any, for de-pressurizing the Circuit, is included in Vendor’s scope of job. Vendor shall fabricate the temporary CS line, generally from Scrap Pipe (to be collected from the available materials in the Scrap Yard, as advised by HPCL Supervisor). Payment for such temporary Piping will be made separately on Inch Dia basis as per ITEM GROUP D. After completion of jobs, such temporary connections shall be removed and shifted back to the Scrap Yard.

b) The existing Piping to be cut or disconnected and removed. Vendor may have to carry out Cold cutting, depending upon the Site condition. New Piping shall thereafter be installed after proper fabrication. This includes fabrication/replacement of ½² to 2² Threaded / Welded Piping, provision of Bleeders/Vents on Pipelines, along with Gussets, as per requirement and as advised by HPCL Supervisor (Back welding of threaded joints of Pipe & Valves, if required, is included in the scope of job). However, in case of Old lines, as advised by concerned Supervisor-in-charge of HPCL, Vendor to provide Gussets as required and the same shall be paid separately as per ITEM GROUP F. For thickness lower or higher, payment shall be made on pro-rata basis and calculation of the amount payable will be arrived at by Quantity adjustment. In case the existing Piping is not to be removed and only new Piping is to be fabricated & installed, then 90% of the applicable Line ITEM GROUP Rates will be paid (This will be applicable to all fabrication ITEM GROUP Rates only. This will however exclude ITEM GROUP s like Spading/de-Spading, Excavation & backfilling, Stress Relieving, Radiography, Cutting of Slip Blinds & Dewatering Pump Operation). Calculation of the amount payable will be arrived at by Quantity Adjustment.

c) As a part of the job, Vendor shall carry out disconnection/reconnection of any Tie-in Piping or

Page 5 of 26Electrical/Instrumentation Fittings (like Thermocouples, etc.) and provide suitable temporary Supports. As a part of the job and as advised by the concerned HPCL Supervisor, Vendor shall provide Plugs and Caps on Vents and Drains. Plugs and Caps shall be supplied by HPCL as FIM.

d) Erection/dismantling of Scaffolding, wherever required for the job, will be within Vendor's scope of job. This will be paid separately as per relevant Line ITEM GROUP Rates in PO.

e) Vendor shall depute only approved & Coded Welders for all Welding jobs. Jobs will be awarded to Vendor only after the Welders are duly approved by HPCL's Material Inspection Section.

f) The entire job will be subjected to stage-wise Inspection and Approval by HPCL MI Department. All Weld Joints must be of X-Ray quality. Weld Joints will be subjected to Radiography checks, as per HPCL Inspection requirements. Payment for the same will be made as per ITEM GROUP N. However, if any Weld Joint fails in Radiography, Vendor shall repair the same at no extra Cost to HPCL and shall bear the re-Radiography/Hydro testing charges.

g) Stress Relieve the Weld Joints, Corrosion Pads, etc. as advised by HPCL Inspection. All activities required for carrying out Stress Relieving will be in Vendor’s Scope of job. Required Power supply for Stress Relieving will be provided by HPCL. All requirements for Heat Treatment shall be as per ASME B31.3. Also, Vendor to take HPCL MI advice for details of Stress Relieving Cycle, requirement, Procedure, etc and furnish all Results, as required by MI. Vendor shall use appropriate number of Thermo Couples and position them at the required Pitch, as per the specification of applicable ANSI/ASME Standard. Vendor shall insulate Weld Joints to the required Thickness, as specified in ANSI/ASME Standard. The entire job will be subjected to Inspection and Approval of HPCL MI Section. Vendor to obtain certification of SR Charts from HPCL MI in-Charge during the process as well as after completion of the job. Stress Relieving will be paid separately as per ITEM GROUP O. If any Weld Joint fails in Radiography after Stress Relieving, the entire repair, re-Radiography, Stress Relieving, Hydro testing, etc. shall be carried out by the Vendor at no extra Cost to HPCL.

h) Only HPCL approved Welding Electrodes shall be used for the entire jobs under this Contract, as per the list provided in ANNEXURE WE.

Page 6 of 26i) In case of CS, for Welding of Thickness <12mm, AWS

E6010 shall be used for Root Welding and AWS E6013 Electrodes shall be used for subsequent Passes. For Welding of Thickness >=12mm, AWS E6010 shall be used for Root Welding and AWS E7018 Electrodes shall be used for subsequent Passes. For Fillet Weld & Socket Weld Joints, AWS E6013 Electrodes shall be used.

j) Fabricate Steam Tracing lines, as per the Field requirements/as advised by HPCL. Fix Steam Tracing lines with the help of Holding Lugs (provision of Holding Lugs will be in Vendor’s scope, including Materials, Electrodes, etc. as required for the same and no separate payment shall be made). Also, bend the Steam Tracing lines as per Site condition/as advised by HPCL. Payment for Bending the Steam Tracing lines will be made as per ITEM GROUP C.

k) For nipple/pipe of vent/drain bleeder connections, vendor to offer Fit up of all socket welded Joints & offer these welds for inspection / DPT examination for checking Integrity after completion of welding. Vendor to carry out DP check of socket welds for ensuring quality. Scope includes all necessary equipments, materials, skilled personnel, etc required to carry out DP Test as per advice of HPCL Supervisor. Only “MAGNA FLUX” or P-MET” DP material is acceptable. Cleaning of the area to be tested, by buffing etc. as required, is part of the scope of work. No separate payment shall be made for carrying out such above jobs including DP Testing.

2. CS/KCS/AS/SS CORROSION PADSa) Weld Corrosion Pads, as required, beneath the Piping

sections, which will be resting on the Sleepers. Size and orientation of the Corrosion Pads should be as follows - 12" Long Corrosion Pads, covering 1/3rd of the Pipe, circumferentially at the Bottom.

b) Payment will be made on Nominal Bore Pipeline Inch Dia basis.

3. CS/KCS/AS/SS SHOE SUPPORTSa) Provide Shoe Supports for Pipelines, where required,

as per the attached HPCL Drawing no. N-648, Sheet 1 of 2.

b) Welding of Corrosion Pad on the Pipeline is a part of Shoe Support job.

4. CS/KCS/AS/SS REINFORCEMENT PADSa) Vendor may have to carry out Branching of Pipelines,

as required, in case Tees are not available. Payment

b) Provide Reinforcement Pads as per Refinery Standard (2D, where ‘D’ is the NB Diameter of Branch Pipeline), wherever direct Tapping is taken from the Pipeline.

c) Payment for Reinforcement Pad Welding will be made on the basis of NB Diameter of Tapping.

5. CS/KCS/AS/SS FABRICATION OF ECCENTRIC / CONCENTRIC REDUCERS

a) Cut Strips/Sections from Pipes and fabricate CS/KCS/AS/SS Reducers, as per instruction of the concerned HPCL Supervisor.

b) Fabrication shall be carried out as per the Standard procedure. Vendor shall carry out optimum Cutting and Welding for fabrication of the Reducers.

c) The extent of Circumferential and Longitudinal Radiography shall be as directed by HPCL Ml in-Charge. Please refer to Clause # 1.6 of ITEM GROUP J/K/L/M for the scope of Radiography. Payment towards Radiography will be made separately as per applicable PO Rate.

d) In case of fabrication of Reducers, Vendor to quote per Running Feet of 10mm Thick Butt Welding. Any other Thickness of Butt Welding will be paid on pro-rata basis. Calculation of the amount payable will be arrived at by Quantity Adjustment.

ITEM GROUP N:RADIOGRAPHY1. Vendor shall carry out Radiography for Piping jobs,

as advised by HPCL MI Section. Broad indicative requirement is given below: 100% Radiography: For Piping in 900# Class,

Toxic/Lethal service & wherever required by Pipeline class requirement or Piping Drawings

100% Radiography: For Pipelines in LPG, Propane and Hydrogen service

20% Radiography: For Pipelines in Crude and Naphtha service

For other Hydrocarbon lines: 10% of Weld Joints, Welder wise

For Utilities and Class-D Fluid service (as per ANSI B31.3): 2% of Weld Joints.

Acceptance criteria & Penalty Clause will be applicable as per ANSI B31.3 Spot Radiography for other than 100% Radiography.

2. Vendor shall use own portable Gamma Ray Source, as approved by BARC, along with necessary Equipment and Accessories.

Page 8 of 263. Industrial Radiography Films, manufactured by AGFA,

FUJI, HP or KODAK, corresponding to Film Type 1 or 2, as per ASTM E94 and E142, shall be used. Normally all Radiographs shall meet the required sensitivity of 2% of Wall Thickness, unless specifically approved/agreed otherwise.

4. Strictly adhere to all applicable Safety regulations of BARC & HPCL. Take necessary Work Permits for carrying out Radiography in HPCL premises with Radiation Badges and cordon off the work place up to safe distance, with proper Caution Notices and Radiation Field Indicators.

5. All exposed Radiography Films will be HPCL property and Vendor shall hand over the same to HPCL MI Section accordingly.

6. Payment will be made on Running Feet basis, as per relevant PO Line ITEM GROUP.

ITEM GROUP O:STRESS RELIEVING OF JOINTS

Stress Relieve the Weld Joints, Corrosion Pads, etc. as advised by HPCL Inspection. All activities required for carrying out Stress Relieving will be in Vendor’s Scope of job. Required Power supply for Stress Relieving will be provided by HPCL. All requirements for Heat Treatment shall be as per ASME B31.3. Also, Vendor to take HPCL MI advice for details of Stress Relieving Cycle, requirement, Procedure, etc and furnish all Results, as required by MI. Vendor shall use appropriate number of Thermo Couples and position them at the required Pitch, as per the specification of applicable ANSI/ASME Standard. Vendor shall insulate Weld Joints to the required Thickness, as specified in ANSI/ASME Standard. The entire job will be subjected to Inspection and Approval of HPCL MI Section. SPECIFICATION AND PROCEDURE FOR COATING & WRAPPING OF PIPELINES

1. COLD APPLIED COATEK PVC BACKED TAPEThis is a Cold applied PVC backed self-adhesive Rubberised Compound Tape, with a Release-coated Paper.

1.1. TAPE CHARACTERISTICSElongation: 260% (Minimum)

Tensile Strength: 13N/mm (Minimum)

Holiday Test: Single layer, 15 KV

Dielectric Strength: 20,000 V/mm

Adhesion to Steel: 2 N/mm

Total Tape Thickness: 1.8mm

Compound Thickness: 0.9mm

PVC Thickness: 0.75mm (Minimum)

2. PRIMERThe Primer shall be a Rubberised Solution and fast drying, consisting of Synthetic Plasticizers and is Solvent based. The Primer is meant to provide strong bond between metal surface and the subsequent Tape System.

Drying Time for the Primer would be less than 15 Minutes. Clean, dry, prepared surface shall be primed with One Coat of Primer (of DFT 35 ) and allowed to dry.

3. APPLICATION METHODOLOGY OF PRIMER/COLD APPLIED COATEK PVC BACKED TAPE SYSTEM

3.1. SURFACE PREPARATIONa) Surface shall be completely free from Rust, Mill

Scale, Grease, Dust, Oil, etc.b) Oil & Grease shall be removed from the surface,

using an approved Solventc) The Pipe metal surface shall be prepared by Cu-

Slag abrasive blast cleaning, conforming to Swedish Standard Sa 2½.

3.2. PRIMER APPLICATIONa) Primer should be applied immediately after

surface preparation.b) Apply Primer on the prepared surface by Brush

application to the required DFT.c) Primer should be applied 100mm beyond the area

to wrapped with Tape on either side.

3.3. APPLICATION OF WRAPPINGa) The Tape shall be applied when the Primer is

touch dry.b) Peel off the Film on underside of the Tape and

spiral wrap, with a continuous overlap of 55% of the Tape. Ideally, the Tape should be applied in Sunny weather conditions, as adhesion of the Tape improves over a period of time under the Sunny conditions.

c) In a single layer of wrapping application, the total, clean & dry prepared surface shall be spirally wrapped with Laminated Tape, with 55% overlap, using sufficient tension to ensure complete conformability. Any bulges formed shall be removed by splicing the Tape in-suit and repressing.

d) End laps between the adjoining Rolls of the Wrap and Pipe sections shall be minimum 150mm.

e) Compatible Moulding Putty should be provided to go around the Fittings, Flanges, etc.

NOTE: For the application procedure, Vendor should additionally comply with all the requirements of Tape Manufacturers.

The Tape must comply with DIN 30 672, Part 1, September1991, DIN 53 481, DIN 53 455, DIN 53 122 and EN 12068 standards and also must fully self-amalgamate at the overlaps and between the Tape layers. The Tape system must have a DIN-DVGW Test Certificate.

The Tape shall be applied with 67% overlap creating three layers of Tape. Finished wrapping thickness shall be approximately 2.4mm, according to DIN 30672 Stress Class B, at 50 OC.

3. APLICATION PROCEDURE FOR 3-PLY TAPE

3.1. SURFACE PREPARATIONThe Surface has to be carefully prepared before application of the new corrosion prevention materials. Totally remove any loose or damaged coating (i.e. Coal Tar Enamel, Bitumen or any other Paint, etc.), Rust, Moisture, Grease and any other foreign matter. To remove Oil, Grease, etc. an Organic Solvent may be used like Petroleum Spirit or Ethanol. The Steel surface should be cleaned to Swedish Standard ST-2, i.e. Mechanical Wire Brushing. The existing coating/scales/painting shall be removed by using one or a combination of the following methods:

a) Scrappers, Chipping Hammersb) Mechanical Wire Brushing, by Hand or powered

Equipment

3.2. PRIMER APPLICATIONVigorously stir the Butyl Rubber based Primer in its original Container. Apply a uniform coat of Primer to the Steel surface (and where applicable

Page 14 of 26to the adjacent Mill coating, i.e. PE, Coal Tar, etc.), using a Paint Roller or Brush. Seal the original Container after use. Quantity of the Primer must be regulated in such a way that surface is entirely covered & the Film applied is dry & tacky immediately prior to Wrapping. Primer is to be applied in a thin uniform layer with no discontinuity.

Depending on Ambient Temperature, Air movement and Humidity, Drying Time is approximately 5 to 30 Minutes. Primer must be over wrapped with the 3-Ply Tapes within 8 Hours after application but ensure that Primer must have dried at the time of Tape application.

3.3. TAPE APPLICATIONWrap 3-Ply PE Plastic Tape spirally under tension around the Pipe with Butyl (say, Grey) side facing the Steel surface with a minimum of 67% overlap. Tape should be applied after the Primer is thoroughly dried. Vendor shall ensure good wrinkle-free workmanship while wrapping the Tape by maintaining proper tension while winding.

4. INSPECTIONa) Inspection will involve Visual examination & Holiday

Testing.b) Holiday Testing will be done preferably after lowering

the Pipeline in Trench or after installing at the desired locations. Testing of finished Wrapping will be done for freedom from Pores, according to DIN 30672, Section-1, Paragraph 5.5.5, using an Impulse High Voltage Instrument (Holiday Detector) at 5KV/mm + 5KV (3mm finished thickness = 20 KV). The Test Probe (Metal Brush or Spiral Ring) must touch the surface of wrapping since an Air gap will distort the result. In case the same is not possible, Holiday Testing will be done at the Application Yard & coating final repairs will be done basis Visual examination after lowering it in Trench. Proper care shall be taken while handling coated Pipe & during back-filling operations.

c) All Holidays & all damaged coating will be clearly marked & repaired immediately. Holes & limited areas of damaged coating must be repaired by cutting damaged Tape from the surface with a Knife, taking care so as not to cut the underlying or adjoining layers. The Tape must be applied as a Patch covering the damage location and overlapping by further

d) During procedure qualification, Peel Test may be carried out using Hand Peel Test Gauge. Peel Test shall be conducted on a Strip of 25 x 200mm Long. Minimum Peel value to be recorded shall be 3.5 Kg. at Temperature of 23-25 OC.

NOTE: For the application procedure, Vendor should additionally comply with all the requirements of Tape Manufacturers.

This Specification shall not be used where Pipeline Skin Temperature exceeds 60 o C.

1. SURFACE PREPARATIONPipeline shall be thoroughly cleaned of all Rust, Grease, Dirt, loose Scales, Mill Scales by means of Hand Tool cleaning (with Scrapper and Wire Brush) to ST-2, depending upon Site conditions as permitted by HPCL Supervisor in-Charge.

2. PRIMER COAT APPLICATIONThe Primer shall be of Type-B (fast drying, Synthetic), certified to meet AWWA C-203 (Latest standard). The Primer shall be applied immediately after cleaning on to the Pipe in uniform thin single Film (Single Coat) on the entire surface by means of Hand Brush, leaving no drips or runs. Any Holiday or un-primed location shall be re-primed immediately.

Application of Coal Tar coating shall be taken up after the Primer Coat has dried up completely and normally within 24 Hours after priming with a maximum limit of 5 Days. Any Pipe, which has been exposed to weather for more than 5 Days after the Primer Coat is applied, shall be given another Primer Coat before application of the Coal Tar Enamel.

Primer shall be applied as received from the Manufacturer and no Thinner shall be mixed with it.

3. a) COAL TAR ENAMEL COATING – SPECIFICATIONS & PREPARATION

Enamel shall be composed of a specially processed Coal Tar Pitch, combined with inert Mineral Filler. No Asphalt of either Petroleum or natural base shall be acceptable as part of the ingredients. Enamel shall have physical characteristics, conforming to Type-I of AWWA C203 (Latest standard).

Following is the procedure for preparation of Coal Tar Enamel to be applied on the Pipeline after application of Paint:Pieces of Coal Tar Enamel shall be cut from the batch at locations, which are free from Dirt, Weeds or other form of Contaminants. Cut pieces of Enamel shall be heated in clean Metallic Pot. The Pot shall be heated on light Heat, initially for 30 Minutes or so, until there is enough quantity of molten Enamel

Page 17 of 26at the bottom of the Pot. The Heat then be raised slowly to the application Temperature (225 to 245 oC), stirring continuously with Metal Agitator. Heat should be kept in control so that the Temperature of hot material does not exceed the maximum recommended Temperature of Coal Tar Enamel as specified by the Manufacturer. All Metallic Pots (used for heating) shall be thoroughly cleaned whenever cokes or other deposit form on the heating surface. Heating Pot shall be completely emptied of one charge, i.e. unmelted pieces of Coal Tar Enamel shall not be added to the melt Enamel. Clean the Pot thoroughly before re-charging. Molten Enamel shall be maintained at the specified Temperature. Enamel that has been heated in the Pot to a Temperature in excess of Manufacturer's recommendations shall not be used.

It should be noted that Open flame is not allowed inside the Refinery premises. Vendor to use Electrical heater for heating requirements.

b) GLASS FIBRE INNER WRAPPINGFibre Glass for the inner wrapping shall be thin, flexible & uniform Mat, composed of chemically resistant Boro-Silicate Glass Fibre Tissue, bonded together with a Thermosetting Phenolic type Resin, which shall be compatible with the Coal Tar Enamel.

The inner wrap Glass Fibre Tissue shall be longitudinally reinforced by continuous Filament Glass, embedded in Mat, and shall have a nominal thickness of 0.5mm and shall conform to AWWA C203, Appendix Section A.2. No disbanding of individual Glass Fibre shall occur during or following the Embedding process.

Fibre Glass Mat shall not cause bubbling under the condition of application. Glass Fibre Mat shall be sufficiently porous so that it can be embedded in the hot Coal Tar Enamel as it is applied to the exterior of the Pipe. Glass Fibre Mat (reinforced Glass wrap) shall also conform to AWWA C203, Section A2 and shall have the following characteristics:

Weight (minimum): 41 Grams per M2

Nominal Thickness: 0.5mm +/- 0.1mmTemperature resistance: Glass Fibre Tissue shall be unaffected

under load in hot Enamel at 530 oF (288 oC) for 1 Minute

Page 18 of 26c) 1st COAT OF COAL TAR ENAMEL APPLICATION, WITH INNER

WRAPPING OF GLASS FIBREFirst coat of hot Coal Tar Enamel shall be applied over the adequately cured primed surface to a minimum thickness of 2mm. Fibre Glass Mat shall be manually applied simultaneously with the 1st coat of Coal Tar Enamel. Sufficient tension shall be applied to the Rolls to embed it in the Enamel before it cools, to furnish a proper bond with the next coat of Coal Tar Enamel. Fibre Glass shall be of suitable uniform width for smooth spiral application. Overlap on the Mat shall not be less than ½" (12mm).

4. APPLICATION OF 2nd COAT OF COAL TAR ENAMEL & OUTER WRAP OF COAL TAR IMPREGNATED GLASS FIBREAfter application of the 1st coat of Coal Tar Enamel and Fibre Glass Mat, final coat of the Coal Tar Enamel shall be applied. Along with the final Enamel coat, Glass Fibre shall be spirally wound around the Pipe with a minimum overlap of 15mm. Thickness of the final coating of Enamel shall be so adjusted that the total thickness of wrapping & coating is maintained between 3.5 to 4.5mm. The coating must be free from any Pinhole and Holiday. HPCL Supervisor in-Charge may cut samples from the coating to determine thickness and bond of coating.

5. TESTING & REPAIRSAll finished wrapping coating shall meet the Spark Tests requirements to be applied with a Holiday Detector (Voltage should be applied as per Manual of the Instrument but in no case shall exceed 15KV). The Holiday Detector shall be a portable, low Amperage, adjustable Voltage, Pulse type, employing an audible Signalling Device.

Vendor shall arrange & submit Calibration Certificate of the Holiday Detector, testing range Catalogue and obtain approval of the Equipment from HPCL Inspection Division before using the same. All Pinholes, voids, Holidays, Air bubbles, cracks and other breaks shall be carefully marked. All Holidays and damaged coating shall be repaired by cutting out the defective coating in such a manner to provide a tapering edge on the firmly bonded coating around the damage area. If the damaged area is larger than 25mm in diameter, patch shall be made by applying one coat of Coal Tar Enamel followed by a patch of Glass Fibre with a minimum overlap of 12mm at the bonded coating. One more coat of Enamel shall be applied over the Glass Fibre with covering coat of Glass Fibre. If the damage area is

Page 19 of 26less than 25mm in diameter, repair shall be done by applying another coat of Enamel with a cover of Glass Fibre. All Holiday repairs shall be re-tested by the Holiday Detector.

6. FINISH COAT OF KRAFT PAPEROuter surfaces of all Pipes shall be given a finish coat of wrap with Kraft Paper, immediately after the final inspection. The Kraft Paper outer wrapping shall be water-proof impregnated with Coal Tar and shall conform to the following characteristics:

Weight, per 100 Ft2: 1.6 Kgs

Thickness: 0.01 Inch (2.54mm)

Moisture absorption, percentage of Weight, at a Relative Humidity of 95%, at 50 oC, for 24 Hours: 5% (maximum)

When unrolled at a Temperature from 0 to 50 oC, the Wrapper shall not crack or stick to such an extent as to cause breaking or tearing.

NOTE: a. Before starting the job, Vendor shall submit

Manufacturer's Test Certificate, in original, for each Batch of materials to be used for the job.

b. HPCL Supervisor in-Charge shall approve all Appurtenances and Equipment to be used for cleaning, priming, coating & wrapping and Holiday testing.

For details of Material Specifications or application procedure, Vendor may refer to AWWA C203 Standard.

ITEM GROUP Q: HYDROTESTING1. Carry out Hydro testing of Pipelines (both newly

fabricated as well as old lines, as required), as per the procedure and at the Test Pressure recommended by HPCL MI Section.

2. Provide Pressure Gauges at the required locations, as per advice of the concerned HPCL Supervisor. Note that Pressure Gauges, which are calibrated within the last 6 Months, shall only be used. Correlating Calibration Certificate shall be produced for verification.

3. Fresh Water, Sea Water, DM Water or Soda Ash Solution, as required and as advised by HPCL, shall be used for Hydro testing of the lines. Make arrangements for taking necessary connections from the near-by available supply points at the Work / Fabrication Site.

5. However, in case of any leak from the Weld Joints carried out by the Vendor, repair of the Joint and re-Hydro testing of the fabricated Section / Circuit shall be carried out at no extra Cost to HPCL.

ITEM GROUP R: OVERLAY PATCH ON PIPELINES / EQUIPMENTS ETC. This ITEM GROUP shall be applicable for Overlay Patch Jobs carried out on Pipelines, Equipments etc. and other areas as per advice of HPCL Supervisor.

1. As advised by HPCL Supervisor, vendor to carry out Overlay Patch job on the required Pipelines, Equipments etc.

2. All necessary cutting, grinding, rolling, bending, aligning, drilling, welding, testing etc. required for the jobs are included in the Vendor’s Scope of the Job.

3. The Rate payable is on Running Meter basis for the following welds:

a. 6mm thick Carbon Steel / KCS fillet weldb. 3mm thick Stainless Steel (any grade) fillet

weld4. For any job above or below the thickness specified

above, payment shall be made on pro-rata basis by quantity adjustment.

5. Any DP test or any other test required is included in the Vendor’s Scope of the Job and no separate payment shall be made for the same.

HPCL's SCOPE OF SUPPLY1. HPCL will provide all CS/KCS/SS/AS Pipes, Pipe

Fittings, Valves, Hardware (Nuts & Bolts, Gaskets), materials required for Reinforcement Pads, Corrosion Pads, Sleeves, materials required for fabrication of Reducers, Structural materials, Material for Overlay Patches as Free-Issue materials.

2. Fresh Water, Sea Water, DM Water or Soda Ash Solution as required for Hydro testing purpose shall be provided by HPCL. However, arrangement for using the same from the nearest supply point shall be made by Vendor.

3. Slip Blinds, Air/Water/Steam Hoses will be issued on Loan basis. Vendor to collect these materials from the issuing locations and return them after use.

4. Power for Stress Relieving jobs & 24 Volts Electrical Power supply point for illumination of Hand Lamps only will be provided .

4. Required metallic Scaffolding Materials like Metallic Scaffolding Pipes, Clamps, Pins, Planks, U-Clamps, Ladder arrangements etc. Safety Nets, Double Lifeline Safety Belts and other Personnel Protective Gears (as per HSE requirements) for all Workers engaged for Scaffolding jobs.

5. 24 Volts Hand Lamps, with sufficient Cables and portable Flame-proof Junction Box.

6. DG Set, Welding Machines, Diesel Air Compressor and Vehicles plying inside Refinery should be fitted with approved Spark Arrestors at their Engine exhaust. All Gas cutting Sets should be equipped with Flash-back Arrestors. Electrical Grinders to be used in the Plant areas should have ELCB.

7. Supply of required Tools, Lifting Tackles, fixed Aluminium Ladders, Rope Ladders, etc.

8. Vendor shall arrange for transport to & fro from refinery premises and inside the refinery premises for carrying the radiography source to various locations

9. Vendor shall arrange all Rigging Equipment like Cranes (Hydra Cranes are banned in HP Refinery), Forklift, Truck and other general Mobile Equipment required for execution of jobs in the Contract.

10. The 440V Supply Feeder for SR should have an Incomer Breaker/Switch-Fuse Unit and at least one outgoing Breaker of suitable capacity. The Relay used should fall within the range of required Amperage for the mentioned job. Also, if more than one outgoing is used, the Outgoing Breaker should have proper relay co-ordination. 11. Supply of all the materials required for carrying out Radiography and Stress Relieving.

12. Tarpaulin required for cordoning in the Unit area.13. Supply & transportation of Portable Air Compressor

(Diesel driven), Diesel, Lubricating Oil, Copper slag Blasting Hopper, Copper slag, Blast equipment Air Hoses, Air less spray equipment along with accessories, power cleaning tools, hand cleaning tools, connectors as per refinery standard etc., Measurement Tools like alcometer etc and required consumables.

14. Blasting equipment needs to be tested after entering refinery premises at a pressure 1.5 times the operating pressure. All safety apparatus as per HSE conditions are to be supplied and used at all times.

15. All consumables like Paints, Primer, Paint Brush / roller etc.

16. Holiday Detector Equipment and all other materials required for carrying out Corrosion Protection by various systems.

17. Copper Slag, various Paints & Primers and application equipment, Blast cleaning equipment etc.

18. Supply of 1st quality commercial grade silica quartz river sand for backfilling of underground pipelines

19. Vendor must provide Safety Shoes, Helmets, Safety Belts and other Personal Protective Gears as per HSE conditions to all his Workers while carrying out the job.

20. DP Test Kits (only Magnaflux or P-MET make are acceptable)

21. Electrical Heater and22. All other things required for carrying out the jobs

and not mentioned in HPCL's Scope of Supply.

NOTES TO VENDOR1. Before submission of quotation Vendor shall

thoroughly study the entire tender documents, visit the site & assess full scope of job and seek technical clarification(s) from Maintenance Planning office. All non-technical queries shall be directed to the Tender Issuing office/Officer(s).

2. After PO placement, No compensation, of any nature whatsoever, shall be claimed by the Vendor for lack of knowledge about job, site, terms & conditions or any other aspect(s) related with the subject job.

3. Vendor shall note that Financial Limit specified in the Tender is indicative only and may or may not be consumed fully, depending upon requirements. Also, HPCL reserves right to split the specified Financial

4. Since quantum of jobs, which may come up during the Period of Contract, cannot be specified at this Stage, Unit Rate ITEM GROUP s have been provided with an overall Financial Limit. However, it may be noted that Financial Limit specified in the Tender in indicative only and may or may not be consumed fully, depending upon Plant requirements only. Also, HPCL reserves right to split the specified Financial Limit across Vendors, as deemed fit while finalization of the Order(s).

5. Jobs shall generally be carried out in Shifts of 12 Hours, i.e. from 8:00AM to 8:00PM basis, on all Working Days (Monday to Saturday, except Public Holidays, declared in the Refinery). However, due to Plant exigency requirements/Shutdowns, Vendor may have to carry out and complete a given job in extended Hours/Round-the-Clock basis and/or on Sundays/Holidays, as advised by the concerned executing Maintenance Section of HPCL.

6. Commissioning: Vendor shall de-blind and make up all the flanges with new gaskets after completion of all jobs. Gaskets to be put in presence of Maintenance, Inspection and Operations to ensure proper gasket in the flanges. Provide steam hose / temporary hose connections wherever required. Vendor shall mobilize sufficient number of workers to carry out de-blinding, attending final check lists, hot bolting, tightening of all equipment / piping flanges, attending all leakages etc. for unit start up, in each shift depending on the plan.

7. Entire job will be subjected to stage-wise Inspection and Approval by HPCL inspection Section, except for ITEM GROUP A, B, C, D, E, G & H. All arrangements and materials required for stage-wise Inspection and as instructed by HPCL Inspection are in Vendor's scope. Vendor will have to co-ordinate with HPCL Inspection and Maintenance Sections to expedite completion of the jobs. Vendor to prepare proper Checklists (as applicable) for all the jobs carried out and shall be submitted along with the Delivery Challan. Vendor to take up jobs as per the priority set from time to time by HPCL Maintenance in-Charge. Vendor shall also maintain proper Documentation / Record keeping, etc. for all jobs.

8. All civil jobs shall be inspected & approved by the respective field maintenance job executing section itself.

9. All reclaimable Flanges, Pipe Fittings, Valves, etc. shall be cut / separated from the lines removed and

Page 24 of 26handed over to HPCL. All reusable material shall be serviced / reconditioned and reused.

10. Necessary Housekeeping required for carrying out Hot Work at Site shall be in Vendor’s Scope of work.

11. Vendor will be required to maintain Good Housekeeping during and after completion of every job, until satisfactorily accepted by HPCL. Old Scrap Piping removed from the Site will have to be cut into pieces of not more than 6 Feet in Length. Vendor shall collect back all Debris / Scrap generated from the Work Site and dump at designated places inside the Refinery, as instructed by the HPCL Supervisor.

12. In case of GHK not being done by the Vendor on daily basis, HPCL reserves right to make alternate arrangements for necessary GHK of the areas. In such case, all additional and incidental Costs incurred by HPCL would be deducted from Vendor’s running Bills.

13. Vendor shall submit Sketches, with details of the fabricated Lines / Sections, specifying as-built dimensions and location of installation at Site and submit along with the Delivery Challan for all jobs carried out. Hydro tested Pipelines, after Inspection approval, should be marked in the Sketches for ease of identification in future.

14. In case of non-availability of outage for installation of pre-fabricated lines (beyond a Period of 1 Month from the Date of completion of pre-fabrication job), 60% of the applicable quantities will be paid towards fabrication. Payment of balance 40% will be made only after installation and commissioning of the line. However, in case of installation of any line previously pre-fabricated by any other Vendor, payment will be made as per ITEM GROUP I.

15. For Welding of Two dissimilar Schedule of Pipes (Thickness), necessary Grinding for Edge fit-up will be considered as a part of the job and no extra payment will be considered for the same.

16. All Pipe Diameters specified are of Nominal Bore only.

17. Vendor should be in a position to carry out jobs simultaneously at several locations as per the requirement and instruction of HPCL Supervisor(s).

18. Total job shall be carried out in a manner not to hinder any near-by activities. Please note that any hindrance caused by other Vendors in the area shall not qualify for acceptance of delay in job execution.

issues, return from / to Warehouse, Planning Yards, and Tool Rooms to / from Site is in Vendor’s Scope of work.

20. Material Reconciliation: Vendor shall maintain Records of all FIMs (Free Issue Materials) received from HPCL and used for the jobs. Vendor to return balance materials to the issuing location and certified Material Return Ticket should be enclosed along with Delivery Challan to the concerned HPCL Engineer. Material Reconciliation Statement, duly signed by Vendor and certified by HPCL Engineer, should be attached to the Delivery Challan. Vendor shall ensure minimum wastage of materials. Deduction will be made if any material is not accounted for.

21. Vendor shall return all materials taken on Loan basis and obtain clearance of the issuing Tool Room, without which no payment can be processed.

22. Vendor to ensure that the Welders are appropriately certified by HPCL Inspection Section well in advance.

23. Removal of Insulation associated with welding job, if any, is included as a part of the job.

24. After satisfactory completion of all jobs, Vendor shall obtain clearance from the concerned HPCL Maintenance Supervisor regarding actual quantities of jobs completed and accordingly submit Delivery Challan in the Challan Box located near T&D Section at FR for further processing of payment.

25. For jobs done on pro-rata basis or percentage of the actual quoted Rate for Specification corresponding to the PO Line, calculation of Amount payable will be arrived at by Quantity Adjustment against the respective PO Line ITEM GROUP.

26. Job acquaintance: Vendor shall acquaint itself thoroughly with the job scope before submitting the Tender. All clarification regarding job scope and conditions of Contracts shall be obtained before submitting the quotation. The interpretation of the job scope and conditions of Contract by HPCL shall be final and binding on the vendor.

27. Required qualification of the Radiography Operator and Site in-Charge, adhere to the following requirements:

27.01 Operator shall be certified ASNT/ISNT, RT Level 1 and qualified by BARC for carrying out Radiography.

27.02 Site in-Charge shall be certified ASNT/ISNT, RT Level 2 for interpreting the Radiographs, etc.

27.03 Site in-Charge shall carry Copies at all times of all Approvals/Certificates obtained from the

27.04 Vendor shall have remotely operated Camera, as specified by BARC, as Radiography may have to be done at elevations and enclosed areas.

27.05 All Films shall meet the Density, Sensitivity and other requirements as per ASTM Standards.

27.06 Films not meeting the requirement or defective on any account shall be re-shot at no extra Cost.

27.07 Operator and Site in-Charge shall be certified by HPCL OHSC (Medical) Section, if required

27.08 Site in-Charge shall be certified by HPCL Fire & Safety Section.

28. All piping fabrication jobs shall follow and conform to ASME B31.3 Standards. However, in case of any conflict between the Standard and requirements specifically mentioned in PO (or as advised by the concerned HPCL Supervisor), requirements mentioned in PO or as advised by HPCL Supervisor shall be followed.

29. It may be noted that all associated things with the fabricated piping like Corrosion pads, reinforcement pads, shoe supports, reducers, structural supports etc. shall also be Abrasive blast cleaned and painted.

30. If depth of any Excavation is more than 2 Meters, necessary arrangements shall be made for preventing collapse of the side Walls.

31. All welders shall use Welder’s Helmet, along with Hood, during the Welding.

32. At any stage of work, if progress of the job is found unsatisfactory, HPCL reserves the right to carry out remaining portion of the job by hiring services of other Agencies to meet the job completion schedule and back charge the cost so incurred to Vendor's account.

33. Every opening in a floor which by reasons of its depth and situation and construction is or may be a source of danger shall either be securely covered or securely fenced by providing secured fencing (Handrail) or safety nets below such openings in the floors at all the job sites as per advice of HPCL Supervisor. These safety arrangements including materials required shall be in Vendor’s scope of job and no separate payment shall be made for the same.

34. HOW TO QUOTE: Please quote a Single %age (Plus or Minus), applicable to all the Line ITEM Rates provided in the Tender.
