Section I: Introduction to SFSO Training
1.0 Notes on “Officer” Courses
Some of the requirements for certain grades requires the student to take OTS, OCC and FOS.
• Please note this is not to say that our NCO’s cannot advance to these grades or along these tracks. The in-
tention in including them is because these courses offer some of the best ways to familiarize oneself with the
workings of STARFLEET International.
Having taken these courses if for some reason you need to help out and run your respective chapters, it will be
known that STARFLEET Strategic Operations (SFSO) Operatives whether Officer, NCO or Enlisted are among the
finest in the fleet. And that we are all able to take upon the mantles of command in a crisis.
1.1 Grandfather Clause
1.1.1 Tactical Operations Command
Any certifications which have been awarded prior to the adoption of this manual are still in effect along with the past
requirements to hold any current position. By adoption of this manual what changes will be the requirements to
move forward.
All operatives who have thusly been grandfathered will only need to meet the requirements for the next grade in
which they seek to certify and not the requirements for the previous grades.
Tactical Operations Command encourages, but does not require its operatives at some point to review the previous
grades and complete the missing courses.

fications which have been awarded prior to the adoption of this manual are still in effect along with the past require-
ments to hold any current position. By adoption of this manual what changes will be the requirements to move for-
ward.
All operatives who have thusly been grandfathered will only need to meet the requirements for the next grade in
which they seek to certify and not the requirements for the previous grades.

MACO Operations Command encourages, but does not require its operatives at some point to review the previous
grades and complete the missing courses.
*NOTE: If an Operative is a Grade 5 Ranger but then switches to be RECON certified, they must start at the begin-
ning of that branch track. Do not assume you are a Grade 5 in one branch and it makes you a Grade 5 in another.
1.2 Purpose
STARFLEET Strategic Operations is a unique organization. It is a “purple suit” organization comprising all Fleet
(SEALS, Rangers, Reconnaissance, MACO and Intelligence) Operatives alongside SFMC Special Operations units
coming together to accomplish missions that require a special breed of person.
This is not a group that just any person can be a part of.
Because of this, there is no place for an untrained member. Being Strategic Forces is about training. All elite organ-
izations have one thing in common, they are all highly trained, highly motivated and have a no failure mindset.
The adage of “the more you sweat in training, the less you bleed in war” applies to those Strategic Operations mem-
bers who are called upon to do the impossible with small groups. As with all Strategic operations units it calls for the
training that allows them to believe “the hard is common place and the impossible takes a bit longer.” Training is
something common to all Strategic operations units and the more intense, the more likely the mission will be accom-
plished.
The training program is designed to:
1. To Train the operative to a high level of proficiency needed for Strategic Operations.
2. To Encourage the Operatives to continue to rain, upgrade and maintain their high standard of proficiency.
3. To have a progressive path for Specialists and Operative grades.
4. To provide specialties, both Basic and Advanced, for Operatives to better serve and contribute to the overall
mission success of their respective Chapters, SOU’s and Regions and Brigades; STARFLEET Strategic Oper-
ations, STARFLEET International and ultimately the United Federation of Planets
5. To most importantly have FUN!
1.3 Plan

2) Specialty
a. In each of these commands are different types of specialties (both Basic and Advanced). Specialists are
experts in their occupation or branch of study and/or research. They all STARFLEET Strategic Opera-
tions to possess a higher standard of expertise on almost any matter and bring it into play. Grade 1 oper-
atives must demonstrate they are truly interested in this career path and the default specialty is Opera-
tive.
b. At Grade 2 Operatives have chosen their path between Tactical and Intelligence Commands. At this point
they have begun the studies into making them the basic level person all crews rely upon. Once the oper-
ative have chosen their respective command they may become specialists in one of the many sections.
STARFLEET Strategic Operations personnel are generally considered to be under the Security division
on many Starships and Starbases and are assigned to security details. Cross training in other security is
highly recommended, because of the wide range of missions the operative may be called upon to con-
duct. The areas that an operative often finds themselves cross-trained in are Engineering, Operations,
Medical and Sciences; and is actually actively encouraged.
3) Levels of Proficiency for continual training
a. All operatives require a basic knowledge of some subjects before continuing of any training. All grades
are progressive and you must advance through each grade level available before being promoted to the
next highest grade. All course requirements are from specific colleges found with in STARFLEET Acade-
my (http://acad.sfi.org).
b. At this point the training department would like to acknowledge the hard work and dedication of the staff
and students of the SFA for all the courses offered by their respective colleges.
1.4 Route of Advancement
The Route of Advancement Training Plan is a program for advancement of STARFLEET Strategic Operations Oper-
atives within STARFLEET Strategic Operations. Being EXCLUSIVE to STARFLEET Strategic Operations is it totally
independent of any other promotion or advancement structure in place within STARFLEET International or any of its
lesser bodies.
STARFLEET Strategic Operations is a Fleet-level asset for the support of STARFLEET International. There is no
such thing as a reserve operative, the person who chooses STARFLEET Strategic Operations must be prepared
and committed to the intense training and strict requirements of that status. The requirements for a Grade 1 are the
basics for any training. The difference between Tactical, Intelligence and MACO Commands will be defined as train-
ing continues.
1.4.1 Commands
In SFSO Specialties are divided into the following Commands:

1.4.2 Tactical Operations Command
Is in charge of all tactical specific missions where their training in intelligence gathering and espionage activities in-
cluding the need of snipers, counter insurgency covert field intelligence and tactical field operations in conjunctions
with other tactical organizations.

1.4.3 Intelligence Operations Command
Is in charge of all other non-military intelligence gathering, research & development and Technology & Sciences of
Starfleet Strategic Operations. For example Section 31 would be prime examples of this command type.

1.4.4 MACO Operations Command
Is in charge of all MACO specific missions and training including but not limited to intelligence gathering, strategic
strikes, hostage rescues, boarding parties, and other covert operations as required.

In each of these commands, there are different types of Specialties. Specialists are experts in their occupation or
branch of study or research. They allow SFSO to possess a higher standard of expertise on almost any matter and
bring it into play. Grade 1 Operatives must demonstrate they are truly interested in the career path for that branch.
1.5 Grades
1.5.1 Overview
Grades are how we differentiate our newer and less trained operatives from our more senior and more highly trained
operatives.
Grade 1 represent the Basic Training that all operatives in STARFLEET Strategic Operations (SFSO) receive. Grade
1 is general to all operatives of SFSO and must be completed before becoming a Grade 2 operative and choosing a
specific training program that is specific to each command (Tactical Operations vs Intelligence Operations vs MA-
CO).
Grade 2 is branch specific depending on the path the operative wishes to travel (Rangers, SEALs, Reconnaissance,
Intelligence and MACO). It is this grade in which an operative decides which Command specialty they will become.
Grades 3 through 7 continues with advance training for those operatives desiring to serve in leadership positions that
are specific to a branch of service SOU/team (SOU leadership).
Grades 8 through 9 represent the Core of the STARFLEET Strategic Operations leadership. Grade 8s are Assistant
Branch Commanders; they are specific to a branch of service (Hazard, Rangers, SEALS, Reconnaissance, MACO
and Intelligence). Grade 9s are the Field Directors; these are our members who have mastered and truly understand
their Command (Tactical Operations, Intelligence Operations, or MACO Operations). Grade 8s/9s can also be as-
signed by the Director, SFSO as our Regional Directors (for those Regions that have such positions); they represent
us to their regions and find ways to best integrate our operations to the function of their region for the betterment of
STARFLEET as a whole. Grade 8s/9s can also be appointed as Special Directors; these highly trained personnel are
often given special projects to pursue to better STARFLEET Strategic Operations as well as STARFLEET as a
whole.
Grade 10s are the Senior Leadership of STARFLEET Strategic Operations. Grade-10 is earned by those Operatives
of our Command/Senior Staff as well as those Grade 9s who have proven their dedication to both SFSO and their
furthered education.

Level Grade Overview Description
Basic Training
1 Basic Training
Basic Training that all operatives of STARFLEET Strategic Operations are assumed to have regardless of Command and/or Branch Selected
Command Specific Training Tactical v Intelligence v MACO Operations
After completing Grade 1, all Operatives have to decide which branch track to follow. The Operative should be communicating with their Team Leader to ensure the proper career path based on SOU requirements.
Operatives are to declare their branch of service upon starting Grade 2 Training (i.e. Hazard, Rangers, SEALs, Reconnaissance, Intelligence or MACO)
For Ranger, SEALS or Reconnaissance, tracks are only available to pre-existing
SOU team members.

2 Agent
Once you have selected your Branch you can begin your branch specific training to be fully recognized as an opera-tive of that branch.
After completing Grade 2, Operatives are now able to take any of the SFSO Additional Skills Certifications. (Sniper/Weapons, Medical, Engineering, Communications, Intelligence Officer and
Aerospace Shuttle Pilot)
Operative Level
3 Specialist
Once you have completed all of your Grade 2 require-ments, you will continue with intermediate courses in Grade 3.
4 Operative Once you have completed Grade 3, you will begin transi-tion into the Advanced Operative skill training in Grade 4.
5 Senior Operative
Once you have completed Grade 4, you are now prepared for your Advanced Operative skill training.

7 Senior Team Leader Command Leadership
In order to lead a Branch one must have mastered that branch. They have completed all aspects of Branch Train-ing as well as leadership training required of them.
8 Vice Commander STARFLEET Strategic Operations Leadership
To lead a command (i.e. Tactical or Intelligence) one must have mastered all disciplines in that command. This means Hazard, Rangers and SEALs for Tactical Opera-tions, Intelligence and Reconnaissance for Intelligence Operations as well as MACOs for MACO Command Oper-ations.
9 Commander STARFLEET Strategic Operations Adv. Leadership
To lead STARFLEET Strategic Operations, one must not only understand their own Branch; but all aspects of STARFLEET Strategic Operations. They must understand intimately both Tactical and Intelligence Operations to best command our Operatives.
10 Director Senior, Highly Trained SFSO Directors
Only Command/Senior Staff of STARFLEET Strategic Operations as well as those operatives who have spent 5 to 10 years at Grade 9 will achieve this position. In the case of Command/Senior Staff they will only hold Grade-10 credentials as long as they hold that position.

Section II: New Carrickfergus System
2.0 Introduction
After the Dominion War, all Strategic Operations training was relocated to the New Carrickfergus System in 2376
after it was determined that the previous facilities on Earth no longer met the needs that was required for training all
five of the components that made up the Starfleet Strategic Operations.
The Carrickfergus System is made up of five planets, each with their own ecosystems, which provide varying training
grounds for all five SFSO components.
2.1 Carrickfergus I
Carrickfergus I is a hot desert world with moderate polar regions. In the vast deserts that sur-
round the planet are various desert condition-training camps that are designed to prepare a
SFSO student for the harsh environments that might be encountered while on various missions.
On the north pole is the small civilian center that acts as the spaceport and recreation and re-
laxation facilities .

2.2 Carrickfergus II
Carrickfergus II is a much more temperate planet, covered with humid jungles that are host to
all sorts of natural dangers. It is here that the SFSO students learn to work under the oppres-
sive humidity that some planets offer. Again there is a civilian populace, but in this case it is
only for the spaceport.
2.3 Carrickfergus III
Carrickfergus III is the home of the Starfleet Strategic Operations Strategic Warfare Center
and School. A M-Class planet, it is a host to the majority of the systems population. Here is
where the many research battalions reside, along with the various other administrative units
required to run the Strategic Operations Training Facilities.
Also, the Starfleet Strategic Operations Urban Warfare School, Starfleet Strategic Operations
Sniper School and the Starfleet Strategic Operations Freefall School are located here where
the planet offers the most diverse climates in the system.
2.4 Carrickfergus Station
Carrickfergus Station is the station that orbits the main planet in the system, Carrickfergus III.
This facility is used as the systems link to the outside universe, all freight and supplies, as well
as civilians and new recruits, all process through this facility while going into or coming out of
the system. The Carrickfergus Station is also used to support Starfleet vessels and their crews
when in support of Strategic Operations Training.
2.5 Carrickfergus IV
Carrickfergus IV is an ice planet, virtually a giant snowball. This is where the SFSO students
test their abilities in contrast to the other three planets. Again, there is a civilian population but
it is only there for the support of training efforts.
2.6 Carrickfergus V
Carrickfergus V is the final planet in the system and is on the outside of an asteroid belt that
circles the four planets. From here the Starfleet Strategic Operations Zero-Gravity Combat
School is run, as well as the Starfleet Strategic Operations Orbital Freefall course. As opposed
to having the base on the atmosphere bare planet, the SFSO Training Command uses one of
the larger asteroids in orbit around Carrickfergus V.

Section III: STARFLEET Strategic Operations Training Program
3.0 STARFLEET Strategic Operations Basic Training
New SFSO recruits with in the SFSO Commands (Tactical, Intelligence and MACOs) must complete this Basic
Training (Grade 1) program to continue on to their branch Grade 2 track. Those SFSO members who have not certi-
fied in any grade prior to the current training manual will be referred to as “Strategic Operations Cadet”. After certifi-
cation of Grade 1, then the SFSO cadet will be referred to as SFSO Student until they certify in their branch Grade 2
track.
3.0.1 Entry Requirements
No one shall be admitted to the training program unless they complete these basic requirements.
• Must be a STARFLEET member in good standing.
• Must be affiliated as Special Operations in the STARFLEET Database

3.2 Branch Specialized Training
Prior to progressing to Branch Specialized Training all operatives must have completed the Grade 1 “Basic Train-
ing” for STARFLEET Strategic Operations. All operatives are assumed to be proficient in those areas covered under
the Grade 1 training.
Tactical Operations Training has one primary component, that is the Hazard Team. (See the SFSO Standard Oper-
ating Procedures Manual for more information). However there are three sub-component team with in the Hazard
Team. The career tracks are as follows:
Hazard Team (A mixture of either all Hazard Team certified or a mixture of any of the other branch components)
Rangers (Strictly all Ranger certified)
SEALS (Strictly all SEALS certified)

3.4 Branch Specialized Training
Prior to progressing to Branch Specialized Training all operatives must have completed the Grade 1 “Basic Train-
ing” for STARFLEET Strategic Operations. All operatives are assumed to be proficient in those areas covered under
the Grade 1 training.
Before any Operative or Trainee attempts the MACO Certification Program, they must first seek approval from the
MACO Command Operations Certification Officer.
A proposed MACO unit can only be approved if all of the below requirements are completed.
• All new MACO SOUs will request activation per the SFSO Activation Form Request on the SFSO website.
These units will be designated as MACO Training Units. Once the requirements listed below are completed,
the MACO Training Unit will be re-designated as an operational MACO SOU.
• MACO Team Leaders must be as a minimum certified as a MACO Grade 4. MACO Team Leaders will have 1
year from the date that the MACO SOU became operational to be certified as a MACO Grade 6.
If at any time that a MACO Unit does not maintain the above requirements, the MACO Command Operations will
notify the SOU Team Leader that the unit has an additional 3 months to comply with the requirements as stated
above. If the MACO SOU still has not reached the required conditions to remain as a MACO SOU, the SOU will be
either re-designated to another SFSO branch component or be deactivated
