Dear parents and carers

Starting secondary school is a huge milestone for you and your child. If your child is due to start secondaryschool in 2014, I hope that this brochure will help to clarify the process of deciding which school is right foryour child by providing useful information about the different types of secondary schools in Southwark. Iregularly visit our secondary schools, and I can assure you that by choosing to send your child to a Southwarkschool, your child will go to a school that maintains some of the highest standards in the country.

Southwark’s young people are bucking the national trend with significant increase in the number of GCSE A*to C grades awarded this year. I can tell you that every year Southwark schools keep improving. Our schoolsare also some of the most rapidly improving schools across England.

Applications for secondary school places will only be accepted online. To access an online application formplease go to www.southwark.gov.uk/schooladmissions. If you don’t have access to the Internet, or feelyou need assistance in completing an application, please go to one of our Southwark libraries where staff willbe more than happy to help you. Last year, parents found our apply online sessions very helpful, so please goalong to one of these sessions if you need help with applying online

It’s important that when you select the six preferred schools you’d like your child to attend, that you readthrough this brochure carefully so that you understand what each school or academy offers, as some mayspecialise in arts, maths, languages, science or digital technology. I would also advise you to attend one of theopen days so that you can tour the school and meet the teachers. That way you know you are selecting aschool that is right for your child where they will thrive and meet their full potential.

What should parents/carers look out for?

■ The admissions process starts.

■ Contact schools for a copy of their prospectus and details of when you can visit for open days/evenings. We strongly advise parents to visitschools before naming them as a preference on the application form.

■ Apply for secondary schools by completing an online application form.To apply online visit www.southwark.gov.uk/schooladmissions

■ You must complete (and return directly to the school) thesupplementary information form if the school you have listed as one of your preferences requires this. Please contact the school to checktheir individual closing date.

■ Closing date for submitting online applications.

■ You must ensure that we have received your online applicationalongside any additional supporting information by this date. We strongly recommend that you submit your application by Friday 25 October so that we receive it before the half term holiday.

■ Offer letters will be posted by first class to all parents/carerswho have applied on time.

■ Online applicants will be able to view their offer details in the evening at www.southwark.gov.uk/schooladmissions

■ If you are interested in applying for a school, look at their oversubscription criteria in detailbefore completing the online application formand listing it as a preference. If your child meetssome or most of a school’s criteria, they will havea greater chance of being offered a place overanother child who doesn’t meet the criteria.

■ If you are applying to a secondary school thatuses banding as part of its criteria, your child will be required to take a test. Please contact the school for further details.

When can my child start secondary school?

If your child was born between 1 September2002 and 31 August 2003, your child is due tostart secondary school in September 2014. Youmust start applying from September 2013 andsubmit your application before the closing dateon 31 October 2013.

Different types of secondary schools in Southwark

There are three types of mainstream secondaryschools in Southwark. The schools all follow thenational curriculum and are regularly inspected bythe Office for Standards in Education (Ofsted). Forchildren starting school in Southwark there are 18secondary schools to choose from.

Voluntary aided schools

There are four voluntary aided secondary schools in Southwark. The school’s governing body isresponsible for their admissions and decides howpupils are admitted.

Academies

There are 13 academies in Southwark. The Academy Trust is responsible for school admissions and decides how pupils are admitted.

Free school

There is one secondary free school in Southwark.The school’s governing body is responsible for schooladmissions and decides how pupils are admitted.

University Technical Colleges (UTC) and Studio Schools

University Technical Colleges and Studio Schools are opening in some areas to provide technicallyoriented courses of study or work skill basedlearning for 14 to 19 year olds. Southwark will co-ordinate applications for residents for UTCs andStudio Schools in neighbouring local authorities.Currently there are no UTCs or Studio Schools inSouthwark. APPLICATIONS

All our secondary schools have their ownadmissions authority responsible for settingtheir admission arrangements. SouthwarkCouncil’s school admissions team coordinatesadmission applications to all schools. In caseswhere a decision not to offer a place has beenmade, parents/carers will need to contacteach school or academy for further details.

All admission authorities are responsible forensuring that their arrangements are fair, clearand compliant with current regulations. If youhave a query about a particular arrangement,you must raise it directly with the relevantadmission authority e.g. the school. If your query remains unresolved and it relates to aSouthwark school, please contact our admissionscompliance officer by email [email protected].

You may also raise any objections to admissionarrangements with the Office of the SchoolsAdjudicator. Please see page 44 for details onhow to contact them.

Information about applying

Before you start applying there are a few things youneed to know.

■ If you are a Southwark resident you must apply online by visitingwww.southwark.gov.uk/schooladmissions

■ If you live in another borough you must completethe admission application for the borough inwhich you live, even if you would like to applyfor a school in Southwark.

■ When applying for a school place you mayexpress a preference for up to six schoolswhether they are in Southwark or in anotherborough.

■ Some schools need to collect information that isnot included on the admission application. Theyrequest this information using a supplementaryinformation form (SIF). The school will use theinformation you provide by comparing it againsttheir published admissions criteria. For example,a faith school will require evidence of churchattendance.

■ You must complete a SIF if the school you havelisted as one of your preferences requires this.Please view the individual school’s page withinthis brochure to check if a SIF is required.

■ The SIF will be available from the school andmust be completed and returned directly to theschool. Please check the individual deadline datefor returning the SIF with each school.

■ The online application will not be valid unless it issubmitted by 23:59 hours on 31 October 2013.You will then receive an application referencenumber by email confirming that your applicationhas been submitted successfully. If you do notreceive this email please submit your applicationagain as it will not have been received.

■ Where a SIF is required alongside an admissionapplication, your application may be invalid oryour chance of a place reduced unless both theforms have been completed and received at thecorrect addresses by the closing dates. Pleasenote that you will also need to sign the SIF beforesending it to the school.

When can I start applying online?

■ You can start applying online from 1 September 2013 atwww.southwark.gov.uk/schooladmissions.

■ If you do not have a computer at home or do not have internet access, Southwark Councillibraries and one stop shops offer free access tothe internet with staff on hand to help. To findyour local library or one stop shop contactSouthwark Council customer service centre on 020 7525 5000.

How do I apply online?

Online school admission applications are quick andeasy to do. All you will need is an email address toregister with www.eadmissions.org.uk, whichshould take approximately five minutes. Don’t worry ifyou do not have an email address. You can sign up fora free email account by reading our leaflet ‘Registeringfor an email account’ which can be requested fromthe school admissions team by calling 020 7525 5337.

Step 1

■ Click on

■ You will be taken to the eAdmissions webpage.

Step 2 Registering to apply online

This is the first time I am applying online usingeAdmissions. What should I do?

■ If this is the first time you are applying for aschool place on the eAdmissions website, youmust register to apply online. It is important thatthe person registering has parental responsibilityfor the child and that they both live at the sameaddress that has been stated on the onlineapplication.

■ You will need to click on ‘Register to applyonline’. Once you have registered, you will besent an email with your user name andinstructions. Follow these instructions and youwill be sent another email with your password.

■ The email will also contain a web link which willtake you to the eAdmissions log in page to startyour application.

I have applied online before using eAdmissions.What should I do?

■ If you have used the eAdmissions website beforeto apply for a school place for any of yourchildren you do not need to register again. Youwill need to click on ‘Login to an existingaccount’ or ‘User login’ and log in with thesame user name and password that you usedwhen you previously applied online.

■ If you wish to change any of your personal detailse.g. your address, email or phone numbers pleaseclick on ‘Edit your details’. You can then makethe necessary changes but you must ensure youclick ‘save and continue’.

■ If you have forgotten your user name andpassword you must contact the technical supportteam by telephone on 020 8255 5555 (option 1)who will be able to assist you.

Step 3 Completing the application

■ Each page on your screen will explain what youneed to do as clearly as possible with a ‘Help’button at the top of the page which you canclick on if you need further guidance.

■ It is your responsibility to check that the onlineapplication is fully completed and that you enterthe details correctly. Failure to tick certain boxes,e.g. the sibling box, will mean that the siblingcriteria will not be considered when yourapplication is being processed.

■ You must ensure that you click ‘Save & continue’each time you complete a page of the application.

When and how do I submit theapplication?

■ When you have completed your application you must submit it by the closing date of 31 October 2013.

■ You will not be able to sign the application.However, the registration process has a numberof security measures aimed to verify the identityof the parent/carer.

■ Use the ‘Submit Application’ button to submityour application. Once you have submitted youronline application the system will show as‘Submitted’ and show the date, time and versionnumber of the submitted application.

■ You will also receive an email confirming detailsof your application and will be given a uniqueapplication reference number similar to this: 210-2014-09-E-002100. If you do not receivesuch a number it means your application was not submitted successfully and you must trysubmitting it again as the school admissionsteam will not have received it.

Southwark Council cannot accept responsibilityfor application forms which are not received bythe closing date.

have submitted my application?

■ If you have submitted your online applicationbefore the closing date you are still able to make changes to it. If you do go back and make further changes you must save and submityour application again before the closing date.

■ After the closing date Southwark Council’sschool admissions team will accept the lastsubmitted version of your application.

If you feel you may need further help and advice in completing an online application why not comealong to our ‘Apply online’ information sessions?These will be held during the autumn term atschools and libraries across Southwark and ourschool admission officers will be available to giveyou one to one advice.

Important information

■ It is important that you keep a copy of yourfinal completed application and note down thereference number as you will need it to get theresults of your application when they becomeavailable online during the evening of 3 March 2014.

■ If you experience any technical difficulties orhave any questions regarding the eAdmissionswebsite you can contact the London Grid forLearning, which administers the website on020 8255 5555 and select option one.

What happens after the closing date?

How the decision to offer a school place is made

■ The schools listed as preferences on yourapplication are considered individually.

■ If you have listed any schools outside ofSouthwark, we will send your preferences tothose boroughs electronically.

■ Once all applications have been received theadmissions authority for the school will considerthem and if more applications have been receivedthan there are places available, the school’sadmissions criteria will be applied to all applicants.

■ All of Southwark’s secondary schools are noncommunity, the governing body of each schoolapplies their admissions criteria and decide onwhich applicants receive a school place. To vieweach school’s admissions arrangements pleaseview page 17 onwards.

■ Once all schools have prioritised applicationsbased on their admission criteria, they will providea ranked list to Southwark Council’s schoolsadmissions team.

■ Where a child can be offered more than oneschool they have applied for, the ranked order will be used to offer the child the highest of thepossible offers.

■ Your child will only receive one offer of a school place.

■ If your child is a Southwark resident and it is notpossible to offer him/her a school you have listedas a preference, we will offer an alternative place at a school with capacity. This is likely to be the nearest Southwark school to the child’shome which has a vacancy.

Offer of a school place

■ You will be able to view the results of yourapplication on the eAdmissions website duringthe evening of 3 March 2014. You will also besent a letter by first class post on 3 March 2014

which will provide more information regardingthe decision and what to do next.

■ Application results will not be provided over the telephone.

■ Please note that the offer of a school place isconditional until proof of address has beenconfirmed by the school.

■ Original copies of the following will be required

– Child benefit documentation, or if you are no longer eligible to receive child benefit, a letter from the HMRC confirming that you were previously in receipt of child benefit.

– Council tax bill – One other proof of address, e.g. TV licence,

bank statement, credit/store card statement

Respond to your offer of a school place

■ If you wish to accept your child’s offer of a schoolplace you do not need to inform us. Your offer willbe automatically accepted if you are a Southwarkresident and forwarded to the allocated schoolafter 17 March 2014.

■ If you are rejecting your child’s offer of a schoolplace, you must complete the slip attached toyour offer letter and return it to SouthwarkCouncil’s school admissions team by 17 March2014 so that other children may be offered theplace. You must also inform us in writing of anyother alternative suitable arrangement foreducation that has been made for your child.

■ If you do not notify us of an alternative arrangementfor your child’s education by 17 March 2014 we willforward their name to the school that has beenoffered/allocated in his/her offer letter.

What happens after the closing date?

Important information

If the council has reason to suspect that afamily does not live at the address stated, wewill carry out an investigation. Should wediscover that a parent is making a fraudulentclaim the offer of a place will be withdrawn.

If you are not offered a school of your preference

Waiting lists■ If it was not possible to offer a place at one of your

preferred Southwark schools and we have allocatedan alternative school, your child’s name willautomatically be put on to the waiting lists ofschools’ which were named as a higher preferenceon your application.

■ Southwark Council’s school admissions team holdwaiting lists for all Southwark schools and do sountil 31 August 2014.

■ You may also ask for your child’s name to be addedto the waiting list of any out of borough schoolslisted on your application form.

■ The school admissions code requires admissionauthorities to hold their waiting list strictly in orderof the priorities of their admissions criteria. Pleasenote, if your child's name is added to a school'swaiting list, their position may go up or down thelist depending on whether any late applicants havebeen added and how the admissions criteria appliesto these children (i.e. if a late applicant meets ahigher admissions criterion than others already onthe list, they will be given a higher waiting listposition). This then ensures that if a vacancy arises ata school at any time, the admissions criteria is usedto determine which child is offered a place from thewaiting list.

■ If a conditional offer made from a waiting list is not accepted within five working days it will bewithdrawn and offered to the next child on the list.

■ If you change address whilst on a waiting list,evidence of the new address will be required whenmeasuring for the home to school distance criterion.

Appeals■ You can appeal against the decision not to offer

your child a place at a preferred school. Pleasecontact the school directly for further information.

■ You have the right to appeal to an independentappeals panel for each school you made anunsuccessful application to.

■ Details of your right of appeal will be included inyour offer letter.

■ Each school sets their own deadline for when youcan submit your appeal paperwork. Please contactthe school directly for further information.

■ More detailed information about the appealsprocess can be found by contacting SouthwarkCouncil’s schools admissions team on 020 7525 5337 or by obtaining a copy of theSchool Admission Appeals Code of Practice fromthe Department for Education (DfE), contactdetails on page 44.

Late applications

■ Applications received after 31 October 2013 willnot be considered for a place until after the initialoffer of places on 3 March 2014.

■ However, under exceptional circumstancesSouthwark Council’s school admissions team canaccept a late application where it considers thereare exceptional circumstances. The governors’ admission policy recognises that thisis a Church of England school. It makes provision forthe admission of girls from practising Christianfamilies. FURTHER INFORMATIONEarly help service

In order for young people to get the best out oftheir education it is important that they attendschool regularly, they arrive on time, and thatthey get the right support to help them reachtheir potential. The early help service isavailable through Southwark’s schools toprovide some of this support.

School attendance

The early help service monitors school attendance andexclusions and helps schools and parents meet theirlegal responsibilities. Our officers work closely withschools to improve levels of attendance andbehaviour, and will always try to work in partnershipwith parents to resolve any difficulties.

If your child is too unwell to attend school, youshould contact the school straight away and tell the school when you expect them to return.

The council and government expect that parentswill not disrupt children’s education by taking themon holiday during the school term. Headteachersmay authorise up to ten days of absence but only if they believe that this will not disrupt the child’seducation. If your child is absent for more than tendays without the headteacher’s agreement, you may risk losing the school place. Please speak to theschool before making your travel arrangements.

Safeguarding your child

Schools and Southwark Council have a legal duty to safeguard pupils and promote their welfare and wellbeing through effective links with parentsand carers. They must consider reporting anyunexplained injuries, unusual behaviour or worryingthings said by or about the child and will not takerisks with the safety or welfare of your child.

■ Good communication is very important betweenhome and school about any accidents, illness orupset that might be affecting your child

■ If you cannot collect your child from school ontime, you must contact the school as soon aspossible

Private fostering

If you are looking after a child or young person whois not a close relative for 28 days or more you mustinform Southwark Council on 020 7525 1921. Theywill make sure that you and the child are givensupport and will also be able to tell you about otherservices which might be helpful.

Education psychology

Educational psychologists have been specially trainedin how children develop and learn and they have adetailed understanding of the school environment.They can work with children, parents and teachingstaff to help resolve problems that can affectlearning. If your child would benefit from supportfrom an educational psychologist the school willrequest this from the early help service.

Education when away from school

Schools have to provide continued education for anypupil who is unable to attend school for a period ofup to 15 school days. Your child’s school will makearrangements for setting and marking school workto do at home. However, you must first contact theschool to put these arrangements in place.If your child is likely to be out of school for morethan 15 school days, tuition will need to be

provided in your home. The school or parent mustinform Southwark Council in writing as soon as it isknown that the absence is likely to be more than 15days. Evidence relating to the child’s absence mustalso be supplied from the child’s GP, consultant orsocial worker confirming that the pupil is unable toattend school.
