    Subject: Convergence of MGNREGA with other SchemesSirlMadam,

    Ministry has identified Convergence as one of the thrust areas under MGNREGA.You may be aware that the Ministry had organized a National Workshop on Convergence ofMGNREGA with other Schemes on 1 September, 2013 at New Delhi. The Workshopprovided a platform for the Government of India as well as the State and Districts to learnabout convergence initiatives and some of the best practices in the field level.2. The Workshop set pace and direction for the way forward on convergence underMGNREGA. There was unanimity among the participants in suggesting that the convergenceof MGNREGA with other programmes/schemes will help in attaining the objective ofcreation of durable assets and strengthening the livelihood resource base of the poor. As afollow up to the Workshop, the Ministry has taken the following decisions:

    a. State awards will be given for effective initiatives in three spheres:(i) Sustainable livelihood through convergence(ii) Transparency and accountability(iii) Social inclusion.

    b. State nodal officer will be designated for convergencec. Setting up of exclusive online forum for convergence called Knowledge

    Network3. State awards for effective initiative: Ministry has prepared a Scheme for StateAward for effective initiatives on the above-mentioned three spheres. States are requested tosend proposals by 30th November, 2013 as per the enclosed copy ofthe Scheme.4. State nodal officer for convergence: States are requested to nominate a seniorofficer (preferably Commissioner Director MGNREGA) as the State nodal officer forconvergence. The nodal officer will be responsible for day to day coordination with LineDepartments/ District Officials/ MIS updation on convergence activities and regularinteraction with the Ministry. You are requested to send the details of nominated nodalofficer to the Ministry by 5th November, 2013.

    5, Exclusive online forum for convergence called knowledge network : Ministrywill set up an exclusive website for convergence, This will serve as a forum for sharing ofbest practices, peer learning and trouble shooting. It will also facilitate collaboration with apool of creative practitioners, willing to help to develop new models and approaches.

    We seek the support of State Government in implementing the decisions above.Ministry will be lending to State all possible assistance for facilitation.

    4 Evaluation criteria4.1. Final selection will be based on the performance by the applicants against predeterminedcriteria given below:

    A Sustainable Livelihoods through ConvergenceCategory Criteria Description

    This includes perspective planning, annual shelf ofPlanning projects and formulation of labour budget with a focuson optimization of resources of other line departmentsand on strengthening livelihoods in rural areasAchieving convergence with other development andwelfare programmes pertaining to agriculture,Convergence initiative environment forestry, fishery, animal husbandry,watershed management, horticulture, health, education,sanitation, Public Distribution System, nutrition, roads,water resources etc. The quality of convergenceSustainable between MGNREGA and NRLM will be speciallylivelihood assessedthough Guidelines/advisory Issue of guidelines and advisory at states level.convergence and monitoring of Mechanism set up to monitor convergence initiatives/of different convergence initiatives quality of assets in the districts.
