line 1 WHEREAS, In 2014, the State Department of Public Health line 2 reported 5,551 new HIV diagnoses in California; and line 3 WHEREAS, As of June 30, 2014, the cumulative number of line 4 HIV-positive cases in California reached 50,955, and the line 5 cumulative number of HIV/AIDS cases reached 169,588; and line 6 WHEREAS, As of June 30, 2014, Whites represented 50.4 line 7 percent of all cumulative HIV-positive and HIV/AIDS cases in line 8 California, Hispanics represented 27.2 percent, Blacks represented line 9 17.7 percent, and Asians/Pacific Islanders represented 3 percent;

line 10 and line 11 WHEREAS, From 2009 to 2014, inclusive, the proportion of line 12 Latinos and Asians/Pacific Islanders in California who made up line 13 new HIV diagnoses increased; and line 14 WHEREAS, In California, African Americans are line 15 disproportionately represented among those diagnosed with HIV; line 16 and

line 1 WHEREAS, In 2014, five states, including California, made up line 2 almost half of all new HIV diagnoses in the United States; and line 3 WHEREAS, More than 1.2 million people in the United States line 4 are living with an HIV infection, and that number grows by almost line 5 50,000 each year; and line 6 WHEREAS, One in seven people with HIV do not know that line 7 they are infected, and three in 10 new HIV infections in the United line 8 States are transmitted by people who do not know that they are line 9 infected; and

SUBJECT: HIV Testing Day

SUMMARY: Proclaims June 27, 2016, as HIV Testing Day in California and urges

Californians to learn their HIV status. Specifically, this resolution makes the following

legislative findings:

1) More than 1.2 million people in the United States are living with an HIV infection, and that

number grows by almost 50,000 each year. In 2014, the State Department of Public Health

reported 5,551 new HIV diagnoses in California.

2) One in seven people with HIV do not know that they are infected, and three in 10 new HIV

infections in the United States are transmitted by people who do not know that they are

infected.

3) More than 90 percent of new HIV infections in the United States could be prevented by

testing and diagnosing people who have HIV and ensuring that they receive prompt and

ongoing care and treatment.

4) National HIV Testing Day is held on June 27, 2016, and should serve as an opportunity to

Our children and grandchildren line 5 have the chance for longer and healthier lives because of line 6 breakthroughs in medical technologies and drug treatments. line 7 Cutting-edge processes have turned the United States into a leader line 8 in energy production, while better data and advanced weather line 9 warning systems hold the promise of saving lives from natural

line 10 disasters; and line 11 WHEREAS, The next great medicine, energy source, or line 12 communication platform is waiting to be discovered by the people line 13 of California. Our greatest asset, and the biggest driver of line 14 California innovation, is California’s people, and we need laws line 15 that support and enable the people of California; and line 16 WHEREAS, California is home to a thriving world-class region line 17 which that is home to high-tech corporations and thousands of line 18 innovative startup companies. These California-based corporations line 19 have given us amazing technological advances, such as the iPhone line 20 and semiconductors, and have changed how we utilize the Internet; line 21 and line 22 WHEREAS, Innovation and technology are essential to line 23 achieving and maintaining economic prosperity in this increasingly line 24 competitive world, and our place as the most innovative and line 25 technology advanced nation on Earth cannot be taken for granted. line 26 We must stay focused on promoting growth and expanding line 27 opportunities for the next great idea; and line 28 WHEREAS, California leads the nation with nearly 1.1 million line 29 tech industry jobs. For each job created in the tech sector, line 30 approximately 4.3 jobs are created in other local goods and services line 31 sectors across all income groups, including lawyers, dentists, line 32 schoolteachers, cooks, and retail clerks, among many others. There line 33 are an estimated 46,000 information and communication line 34 technology (ICT) industry-related businesses in California. ICT line 35 industry-related businesses produce $172 billion in revenue. These line 36 businesses employ more than one million Californians and pay line 37 out close to $76 billion in wages annually; and line 38 WHEREAS, Communities throughout California will line 39 commemorate the month of June as California Technology and

SUMMARY: Proclaims the month of June as California Technology and Innovation Month.

Specifically, this resolution makes the following legislative findings:

1) Technology, innovation, and an entrepreneurial spirit are woven into our identity as

Americans. We are pioneers that always look beyond to the next frontier. From sending a

man to the moon, to leading the Internet revolution, the world has always looked to America

to lead into the future.

2) Innovation and technology are essential to achieving and maintaining economic prosperity in

this increasingly competitive world, and our place as the most innovative nation on Earth

cannot be taken for granted; we must stay focused on promoting growth and expanding

opportunities for the next great idea.

3) The next great medicine, energy source, or communication platform is waiting to be

discovered by the people of California. Our greatest asset, and the biggest driver of

California innovation, is California's people, and we need laws that support and enable the

people of California.

4) California leads the nation with nearly 1.1 million tech industry jobs and for each job created

in the tech sector, approximately 4.3 jobs are created in other local goods and services sectors

line 1 education, music, philanthropy, sports and athletics, arts, and line 2 culture, that enrich our national life; and line 3 WHEREAS, For the first time in the history of the United States, line 4 a sitting President and Vice President, President Barack Obama line 5 and Vice President Joe Biden, affirmed their support for the line 6 fundamental right to marry, regardless of sexual orientation or line 7 gender; and line 8 WHEREAS, The Supreme Court of the United States struck line 9 down a provision of the federal Defense of Marriage Act (DOMA),

line 10 which barred the federal government from recognizing same-sex line 11 marriages, affirming that all loving and committed couples who line 12 are married deserve equal treatment and respect; and line 13 WHEREAS, The Supreme Court of the United States ruled that line 14 Proposition 8 sponsors had no standing to appeal the federal trial line 15 court’s decision that Proposition 8 is unconstitutional, thereby line 16 restoring marriage equality in California; and line 17 WHEREAS, The Supreme Court of the United States has found line 18 a constitutional basis for marriage equality, granting millions of line 19 lesbian, gay, bisexual, and transgender individuals across the line 20 country the ability to marry people whom they love; and line 21 WHEREAS, A growing number of married same-sex couples line 22 now enjoy the same rights and privileges granted to other married line 23 couples, including joint tax filings, military benefits, family and line 24 medical leave, and the ability to sponsor their foreign spouse; and line 25 WHEREAS, The transgender community in particular, has line 26 gained newfound prominence in the media, entertainment, sports, line 27 and business, raising awareness about gender identity and the line 28 obstacles this community continues to face; and line 29 WHEREAS, While our great state and nation have progressed line 30 in our journey toward dignity, understanding, and mutual respect line 31 for all, we still have a long way to go in eradicating the prejudice line 32 and discrimination that lesbian, gay, bisexual, and transgender line 33 people and their families encounter, and to this end, we continue line 34 working for the passage of the inclusive federal Employment line 35 Non-Discrimination Act (ENDA), comprehensive immigration line 36 reform, and increased awareness of the difficulties facing the line 37 transgender community; and line 38 WHEREAS, Friends and allies of the LGBT community have line 39 shown considerable support and commitment to the struggles of

to help advance the cause of equality for lesbian, gay, bisexual, and transgender people.

Specifically, this resolution makes the following legislative findings:

1) Lesbian, gay, bisexual, and transgender people come from all walks of life, regardless of

race, color, religion, ancestry, ethnicity, national origin, economic status, physical or mental

ability, medical condition, sex, or gender identity.

2) Lesbian, gay, bisexual, and transgender people have made important and lasting

contributions to our great state and nation in every field of endeavor including business,

medicine, law, humanities, science, literature, politics, education, music, philanthropy,

sports, arts and culture that enrich our national life.

3) Lesbian, gay, bisexual, and transgender Americans, their family and friends, and all those

committed to justice and equality celebrate during the month of June the rich culture, the

notable achievements and outstanding services that lesbian, gay, bisexual, and transgender

Americans make to our great state and nation.

4) For the first time in the history of the United States, a sitting President and Vice President,

President Barack Obama and Vice President Joe Biden, affirmed their support for the

fundamental right to marry, regardless of sexual orientation or gender; and, President Obama

has proclaimed June 2016 as LGBT Pride Month and reaffirmed his administration's goal of

eliminating prejudice everywhere it exists and to celebrate the great diversity of the

American people.
