line 1 WHEREAS, The State of California is the nation’s most line 2 populous state with 38.8 million residents and growing; and line 3 WHEREAS, Traffic in California has become more congested line 4 in recent years, resulting in an increase in road debris and line 5 automobile collisions; and line 6 WHEREAS, Ethan Hawks, a 17-year-old senior and football line 7 star from Whittier Christian High School, was a victim of a tragic line 8 accident in the County of Orange caused by a heavy piece of metal line 9 escaping from another vehicle and striking the car that he was

line 10 riding in, ultimately taking his life; and line 11 WHEREAS, All residents of California should recognize the line 12 dangers of driving, and be accountable for their habits while in a line 13 vehicle; and line 14 WHEREAS, Section 23114 of the Vehicle Code prohibits a line 15 vehicle from being driven on a highway unless it is constructed,

SUBJECT: Secure Your Load Day

SUMMARY: Declares June 6, 2018, as Secure Your Load Day in California to increase public

awareness of the necessity of securing loads on vehicles using the state’s highways. Specifically,

this resolution makes the following legislative findings:

1) The State of California is the nation’s most populous state with 38.8 million residents and

growing. All residents of California should recognize the dangers of driving, and be

accountable for their habits while in a vehicle.

2) Traffic in California has become more congested in recent years, resulting in an increase in

road debris and automobile collisions.

3) Ethan Hawks, a 17 year old senior and football star from Whittier Christian High School,

was a victim of a tragic accident in the County of Orange caused by a heavy piece of metal

escaping from another vehicle and striking the car that he was riding in, ultimately taking his

life.

4) Section 23114 of the Vehicle Code prohibits a vehicle from being driven on a highway

unless it is constructed, covered, or loaded so as to prevent any of its contents or load from

escaping from the vehicle.

5) The commonsense, routine act of securing every load protects the lives of California

residents, and this precaution must not be overlooked.

6) The State of California recognizes and honors the profound suffering of those harmed by

unsecured loads and stands in solidarity with person impacted by those instances of

avoidable incidents caused by unsecured loads.

Manufacturing Day and would recognize the importance of California’smanufacturing sector. The measure would also commemorateCalifornia’s manufacturers as they continue to push the bounds of cleantechnologies that reduce emissions and increase energy efficiency inproducts and processes.

line 1 WHEREAS, California manufacturing represents 12 percent of line 2 the national manufacturing gross domestic product and 10 percent line 3 of the national manufacturing job base; and line 4 WHEREAS, California’s manufacturing sector is dynamic and line 5 diverse and includes industries such as advanced transportation, line 6 aerospace, beverages, cement, communications and information line 7 technology, consumer goods, energy and oil production, food line 8 processing, glass, medicines and medical devices, mining, plastics, line 9 paper and pulp, and steel; and

line 10 WHEREAS, California manufacturers continue to push the line 11 bounds of clean technologies that reduce emissions and increase line 12 energy efficiency in products and processes; and

line 1 WHEREAS, California manufacturers employ 1.3 million line 2 workers with high-wage, middle-class careers that pay an average line 3 salary exceeding $87,000 annually and generate more than $288 line 4 billion in annual economic activity that produces tremendous line 5 multiplier benefits throughout the economy; and line 6 WHEREAS, Many of the nation’s most innovative, productive, line 7 and energy efficient manufacturers have research labs, assembly line 8 plants, and administration operations in California; and line 9 WHEREAS, The nonpartisan nonprofit group, Next 10, found

line 10 in a report titled “2017 California Green Innovation Index” that line 11 California’s economy is the second least carbon-intensive economy line 12 in the world and the most energy productive economy in the world; line 13 and line 14 WHEREAS, The average age of a manufacturing worker is 57 line 15 years old signaling an acceleration in retirement and turnover of line 16 the California manufacturing workforce; and line 17 WHEREAS, The global marketplace is demanding greater line 18 innovation and technological aptitude that will necessitate a reliable line 19 pipeline of highly trained individuals for California manufacturing line 20 to remain competitive; and line 21 WHEREAS, Many manufacturing companies continue to line 22 experience difficulty in finding qualified candidates to fill positions line 23 for machinists, electrical and mechanical technicians, maintenance line 24 mechanics, automation technicians, welders and other line 25 manufacturing jobs, most of which demand a rigorous level of line 26 technical training, and line 27 WHEREAS, The first Friday in October is designated as line 28 National Manufacturing Day, which was created as an opportunity line 29 to recognize and celebrate the contributions of manufacturing in line 30 the United States; and line 31 WHEREAS, On October 5, 2018, California will join the nation line 32 in honoring the contributions manufacturing has made to our state line 33 with more than 150 events that invite the public to come see line 34 modern manufacturing facilities to promote interest in the line 35 manufacturing sector as a quality career; and line 36 WHEREAS, Many California manufacturing training facilities line 37 and community colleges will also host events highlighting their line 38 career technical education classrooms, equipment, students, and line 39 instructors; and

On National Cancer Survivors Day, line 7 thousands gather across the globe to honor cancer survivors and line 8 to show the world that life after a cancer diagnosis can be fruitful, line 9 rewarding, and even inspiring; and

line 10 WHEREAS, National Cancer Survivors Day is a day for line 11 everyone, whether a cancer survivor, family member, friend, or line 12 medical professional. In America alone, more than 14 line 7 million people are alive today after being diagnosed with cancer; line 8 and line 9 WHEREAS, Nonetheless, surviving cancer can leave a host of

line 10 problems in its wake. Physical, emotional, and financial hardships line 11 often persist for years after diagnosis and treatment. Cancer line 12 survivors are also at a greater risk for developing second cancers line 13 and other health conditions; and line 14 WHEREAS, Cancer survivors may face numerous challenges line 15 during and after treatment, including (1) limited access to cancer line 16 specialists and promising new treatments; (2) denial of health line 17 insurance and life insurance coverage; (3) difficulty finding jobs; line 18 and (4) economic burdens due to mounting medical expenses, lost line 19 wages, and reduced productivity; and line 20 WHEREAS, In addition to these challenges, cancer survivors line 21 may face emotional struggles, strains on personal relationships, line 22 and profound fear of cancer recurrence. The effects of cancer do line 23 not simply end when treatment does; and line 24 WHEREAS, The National Cancer Survivors Day Foundation line 25 believes that more resources, research, and survivor-friendly line 26 legislation are needed to improve the quality of life of cancer line 27 survivors, both during and after treatment. legislative findings:

1) National Cancer Survivors Day is an annual, treasured celebration of life that is held in

hundreds of communities nationwide, and around the world, on the first Sunday of June to

celebrate those who have survived, an inspiration for those recently diagnosed, a gathering of

support for families, and an outreach to the community.

2) National Cancer Survivors Day provides an opportunity for all people living with a history of

1) President Ronald Wilson Reagan, a man of humble background, worked throughout his life

serving freedom and advancing the public good, having been employed as an entertainer,

union leader, a corporate spokesman, Governor of California, and President of the United

States.

2) June 5, 2018, will be the 14th anniversary of Ronald Reagan's death.

3) Ronald Reagan served with honor and distinction for two terms as the 40th President of the

United States of America; and his commitment to our Armed Forces contributed to the

restoration of pride in America, her values, and those cherished by the free world, and

prepared America's Armed Forces to meet 21st century challenges.

4) President Reagan's commitment to the nation's children helped lower crime and drug use in

our neighborhoods.

5) In 1987 President Reagan gave a speech at the Berlin Wall where he famously told Soviet
