Meeting minutes for October 26, 2017 were approved: motion made by
Chief Jonathan Lamm and seconded by Chief Joel Sneed.
IV. TTF Conference Call Updates
Chief Matt Marshall is working to revise/create a Hazmat Operations
Level Capabilities Checklist referring to NFPA 472 and mission specific
capabilities.
Chief Matt Marshall discussed the mission of the Firefighter Cancer
Support Network (FCSN) and helping First Responders and their families
cope with cancer and to provide cancer awareness and prevention
training nationwide. The threats faced by them in their daily duties need
to be studied in more detail and safety recommendations made. The
Memo was sent out on December 11, 2017.
V. Current Business
1. Project boxes updates – Matt Marshall
Chief Matt Marshall asked if there is any updates regarding project
boxes and mentioned the Medical Protocol project needs an update and
asked Mr. Butch Loudermilk to assist with it.
Mr. Forest Willis discussed the Off-Shore Hazmat project need an
updates from Chief Murphy since he was champion this box.
Mr. Forest Willis talked about how to formalize the agreement between
the Coast Guard and the State utilizing an existing FDEP MOU. He also
mentioned the funding issue and the option of using CERCLA for a live
event. Chief Jonathan Lamm suggested supported the project and
suggested to use the HMEP funds for the training side, more discussion
to follow.
2. Hazmat Team Assessment – Scott Chappell
Mr. Scott Chappell talked about the process for the Hazmat Team
Assessment Type I and Type II as well as the Site Visit. He also said it
is the 1st year for having LEPC assistance, his plans are to host train
the trainer and evaluate the courses.

2. Florida Association of Hazardous Materials Responders (Matt

FLAR have scheduled meeting on Friday January 19, 2018 @11:00
AM. In room MO2A and will discussed funds.
3. Florida State Fire College (Scott Chappell)
No Update.
4. Florida Department of Health (Bobby Bailey)
Mr. Bobby Bailey was unable to attend.
5. Hazmat Symposium 2018- Jonathan Lamm
Chief Jonathan Lamm said this year the symposium had a huge
success than last year and said there were 525 registers this year, 40
sponsor, 34 vendors, 60 instructor and 26 staff, which gives 433
attendees compared with last year (368) who came from (Georgia,
Ohio, North Carolina, North Dakota and also Germany).
6. Other Agencies and Organizations
Mr. Robert Dietrich gave a quick update about DEM website, and
asked if there is an issue with SharePoint or website send Ms. Anhar
Al-Asadi or himself an email.

Mr. James Kelly gave a presentation about the Pipeline Emergency
Responders Initiative (PERI) program, for more information please contact

5. Thomas Yatabe Award Presentations – Richard Delp
Mr. Richard Delp announced that tomorrow January 17, 2018 will be the
Thomas Yatabe Award Ceremony @10:00 AM. And encouraged that each
LEPC may read the nomination letters at the ceremony and the nominees
will be receiving a SERT challenge coin with a certificate of appreciation.

VII. Issues for State Emergency Response Commission (SERC)
Mr. Robert Dietrich asked if there is any questions or concerns regarding
the contracts or grants please ask Ms. Donna Ray and she will be
answering all questions after the meeting, Ms. Donna Ray asked the
LEPC coordinators to submit all the invoices on time and if some are
running out of time they can submit a request for extension and she will
assist with this matter.

SUMMARY: The RMP Program’s annual work plan prioritizes and identifies thefacilities recommended for audits/inspections based on the audit selection criteria found inthe Florida Accidental Release Prevention and Risk Management Planning (ARP/RMP) Actof 1998, Chapter 252, Part IV, Florida Statutes (F.S.). Accompanying this memorandum isa list of facilities that have been selected for audits/inspections.
BACKGROUND: As the implementing agency for the Clean Air Act Amendments of1990, Section 112(r), and pursuant to the Florida ARP/RMP Act, the Division of EmergencyManagement is required to conduct audits/inspections of facilities that have been identifiedas “high priority” due to the possibility of an accidental release of regulated substances thatcould impact the public health and the environment. The determination of these “highpriority” facilities is based on the following audit selection criteria in the Florida ARP/RMPAct, facility location and proximity to population centers, chemical characteristics andinventories, accident history, process incident history, compliance of, or inspection by,allied agency programs and the results of stationary source self-audits.
The audit/inspection work plan is comprised of 41 facilities. Considering the statutory criteria, these facilities should receive priority audit/inspection consideration. Please note that additional facilities may be added to the attached list of facilities as a result of accidental releases that occur after the audit/inspection work plan is approved.
RECOMMENDATION: It is recommended that the SERC consider for approval andadoption, the annual RMP Program Audit/Inspection Work Plan.

Volume 33, Number 2 West Florida Local Emergency Planning Committee Serving Bay, Escambia, Holmes, Okaloosa, Santa Rosa, Walton and Washington Counties The West Florida Local Emergency Planning Committee (WFLEPC) met on Wednesday, January 24, in Escambia County, Fl. Topics discussed included a recap of the Hazmat Symposium; the January SERC meeting in Daytona Beach; dates for the Hazmat Awareness Week; the training schedule for the region including the 160 Hybrid Course; and the decommissioning of the Okaloosa Hazmat team as a regional asset and the impact this would have on the HMEP planning project decision, as well as, updating the LEPC Emergency Response Plan regionally. Additionally, Chairman Delp handed out the SERC Certificates of Appreciation to the recipients in attendance following the Thomas Yatabe awards ceremony at SERC.

DECOMMISSIONING OF REGIONAL RESPONSE TEAM The Okaloosa Hazmat Team (HM1A), one of West Florida’s regional response teams, was decommissioned as a regional asset effective January 2018 due to economic/sustainability issues. Okaloosa coverage will be through automatic and mutual aid agreements or vendor contracts. The remaining two regional Hazmat teams - Bay County Emergency Service’s HAZMAT (HM1B) and Escambia County Fire Rescue’s HAZMAT (HM1C) - remain available for regional response.

HMEP PLANNING PROJECT With the loss of the Okaloosa Hazmat Team as a regional asset in West Florida, the LEPC strategically chose to conduct a training needs assessment survey of the region’s public and private hazardous materials first responders. The assessment will survey the capabilities of all local responders, as well as, personnel and training needs at each department to collectively understand the strengths and areas needing improvement in our region. With the data from the previous planning project that looked at the formerly three regional hazmat response teams, West Florida now as a true starting point for determining how responders in all counties can uniquely compliment one another as needs arise across the panhandle. 160 HOUR HYBRID COURSE Utilizing the HMEP grant, the West Florida LEPC assisted with funding the 160 Hour Hybrid Tech Course hosted both online and in person at the Ocean City-Wright Fire Control District in February and April. The instructors provide a more hands-on approach resulting in higher achievement rate. This is the second year in a row the West Florida region has conducted a 160 Hour course. Additionally, the LEPC is sponsoring tech refreshers bimonthly throughout the fiscal year, using HMEP funds, in Escambia, Okaloosa and Bay counties. NEW PLANNING SUBCOMMITTEE CHAIR The West Florida LEPC welcomes Kathy Ahlen as the new Planning Subcommittee Chair. Kathy joined the committee as an interested citizen upon retiring from the West Florida Regional Planning Council in September 2017. She served as the West Florida LEPC Coordinator for seven years and will bring an immense wealth of knowledge to the position. TIER II WORKSHOPS During the height of the Tier II reporting season, the LEPC hosted two regional meetings for interested stakeholders to hear directly from the Division of Emergency Management regarding 2018 reporting changes in E-Plan. Both meetings provided opportunities for facility contacts to submit Tier II reports in person with Wendy Reynolds, DEM representative, while also providing a forum for dialogue on EHS chemicals in the community. LEPC Staff opened the sessions with a presentation on EPCRA and concluded with follow up on questions the community brought forth including when and where to file hard copies of the reports and which fire departments would be best to build relationships with to ensure the safety of the public.

SHELTER-IN-PLACE TRAINING LEPC Staff partnered with Walton County Emergency Management to provide a Shelter-in-Place (SIP) presentation to approximately 90 employees during the County’s quarterly Department of Health (DOH) staff training. Attendees ran through potential real-world scenarios involving a tanker truck leaking an EHS chemical off the main highway in front of the DOH building. They also discussed best practices for sheltering in place while being open to the public with patients on site during an incident. The County’s goal is to build upon the initial training to include future tabletops and exercises that simulate real-world responses.

Apalachee Local Emergency Planning Council Serving Calhoun, Franklin, Gadsden, Gulf, Jackson, Jefferson, Liberty, Leon, and Wakulla Counties. The Apalachee Local Emergency Planning Committee held its most recent quarterly meeting on February 21, 2018 at the Capital Are Chapter of the American Red Cross. This meeting discussed current LEPC business and provided an opportunity to for the members and interested parties to discuss needs, concerns and future LEPC endeavors.
The following is a summary of recent LEPC activities over the last quarter:
Hazardous Materials Training Apalachee LEPC was able to sponsor 3 individuals to attend the 2018 Hazardous Materials Training Symposium. Staff coordinated multiple 4-hour awareness courses to train over 140 Leon County EMS employees as well as local volunteer firefighters within the Region. Staff has also coordinated multiple 8-hour Technician Refresher courses for the City of Tallahassee to train upwards of 100 employees. Finally, three (3) 3-hour Response to Gasoline Tanker Incident courses have been scheduled on three consecutive days to allow for various shifts of first responders to attend.

Staff will be meeting with the local volunteer fire departments to assess their needs and host trainings accordingly. HMEP Planning Project Staff will begin planning a comprehensive TTX in 2018 as their planning project for the HMEP FY 2018-19 contract. The exercise will be multi-jurisdictional in scope and will evaluate the Apalachee LEPC Regional Response Plan. No planning meetings have taken place yet, but the LEPC will begin planning for this exercise in May. Exercises Staff has worked as the lead facilitator in developing a tabletop exercise for the FSU Magnet Lab. The focus of the exercise will be responding to a hazardous materials release caused by a Hurricane directly affecting the Magnet Lab. The exercise has been rescheduled for April 24, 2018. Outreach Staff met with the Tallahassee Safety Alliance for Excellence (SAFE) on January 12, 2018 and presented on the EPCRA / LEPC program. The presentation outlined what EPCRA is and what the LEPC can do for the Region when it comes to training, exercise and outreach for hazardous materials. Other Staff Activities Staff will be attending the Build-Your-Bucket Event in Tallahassee on June 2, 2018. The LEPC will have a booth at the event with the Shelter-in-Place Doll House set up showing the benefit of sheltering in place during a hazardous materials incident. The LEPC will also be attending the Department of Education’s Safety Fair on April 13, 2018 and will set up the Shelter-in-Place Doll House. For more information, please contact Zachary T. North Central Florida Local Emergency Planning Committee Serving Alachua, Bradford, Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Levy, Madison, Suwannee, Taylor, and Union Counties The North Central Florida Local Emergency Planning Committee last met on February 15, 2018, at the Gilchrist County Emergency Operations Center. Agenda items included the expanded scope of work for the new contract, upcoming pipeline exercises, hazmat training, and Tier 2 reporting. Paul Lanius gave a presentation on the recently completed Sabal Trail Transmission Natural Gas Pipeline. He reviewed the route and the pipeline configurations. He reported that there is no odorant in the pipeline in our region and that is added south of here in Dunnellon. He discussed the safety in the community. He discussed the outcome of the tabletop exercise completed last quarter as part of a U.S. Department of Transportation PHMSA Technical Assistance Grant. A second Technical Assistance Grant activity discussed was the purchasing at least 24 four-gas detectors for distribution to firefighters in the counties containing natural gas pipeline systems. The idea is that firefighters in each county need be able to respond to a natural gas leak and determine if an area is vulnerable to a flammable threat. A series of full-scale exercises will be started in 2018. The group discussed the creation of a Florida Pipeline Emergency Responder Initiative organization. Council staff are helping plan organizational meeting prior to the April and July State Emergency Response Commission Meetings. Based upon lessons learned during pipeline tabletop exercises, it was concluded that increasing pipeline safety should include looking at equipment needs and planning needs and gaps, in addition to training. Shift friendly pipeline training should also include dispatchers. The award includes travel funds for emergency responders to attend Florida Pipeline Emergency Response Initiative organizational meetings prior to September 30, 2018. Dwayne Mundy reported that he had been contacted by a Hazardous Waste Transfer Storage and Disposal Facility and conducted a site visit to enhance coordination with the Local Emergency Planning Committee. He stated that the LEPC coordination model is that the local fire department Gainesville Fire Rescue is a primary responder for hazardous materials incidents on the University of Florida. Mr. Mundy reported that this request was prompted by the site renewing its hazardous waste storage permit and that the most significate change would involve the incident command structure for an incident involving hazardous waste to be the same as with the University’s emergency response plan and not something separate. A presentation was given to the North Central Florida Regional Planning Council Board on “An Overview of Florida’s Local Emergency Planning Committee Program.” This presentation on LEPCs and EPCRA is available for download from the ncflepc.org website and Committee members are encouraged to use it to share their involvement on the LEPC with community groups as appropriate. A Shelter In-Place PowerPoint and flyer are also available to support local public education. The group discussed conducting an Evacuation workshop in conjunction with the Shelter In-Place workshop. Northeast Florida Local Emergency Planning Committee Serving Baker, Clay, Duval, Flagler, Nassau, Putnam and St. Johns Counties March, 2017 The quarterly meeting of the Northeast Florida Local Emergency Planning Committee was held on February 14, 2018 at the Jacksonville Port Authority offices in Jacksonville, FL. Each meeting has been tailored around subcommittee reports on initiatives taking place at the local level, followed by presentations and discussions of a specific issue area. This LEPC meeting focused on the recognition of our three regional Hazmat Teams (Clay F/R, Jacksonville F/R & St Johns F/R), our Yatabe Award winner (Brooke Martin), and our Certificate of Appreciation Awardee (Chris Naff).
• LNG Field Trip Following the Northeast LEPC quarterly meeting, LEPC members and local HazMat teams conducted a tour of Jacksonville Port and Crowley Maritime in Jacksonville, FL. This gave the LEPC a special look at the new liquefied natural gas fueling system in Jacksonville. This will be used for the new Commitment Class ConRO ships, used to carry cargo from the U.S. to Puerto Rico. As a result of using the LNG powered ships, the ships will offer a 35% reduction in CO2 emissions per container. With LNG gaining momentum it was beneficial to have the LEPC and regional Hazmat teams tour the facility and LNG storage systems before they are operational.
• How-to-Comply/E-plan Workshops On February 15 & 16, in partnership with Wendy Reynolds from FDEM, the Northeast LEPC offered three How-to-Comply/E-Plan Workshops. These workshops identified who and what the LEPC is and why we exists throughout the nation, as well as, what the LEPC’s roles are specifically in the State of Florida. As a result of these free trainings, the LEPC was able to train 50 individuals on EPCRA and E-plan.
• Georgia SERC/LEPC Meeting On February 20th LEPC staff attended the Georgia State Emergency Response Commission Local Emergency Planning Committee Annual Summit. The Northeast LEPC attended to this summit to speak about the regionalization of LEPCs and how the Emergency Planning and Community Right to Know Act are addressed in the State of Florida. The next quarterly meeting of the LEPC will be held at the office of the Northeast Florida Regional Council in Jacksonville on May 9, 2018. Completed Training:

EAST CENTRAL FLORIDA Regional Planning Committee
Brevard, Lake, Orange, Osceola, Seminole, Sumter, Marion and Volusia Counties GENERAL ACTIVITIES LEPC and TTF Chairs, along with the Staff Coordinator, attended the SERC meetings in Daytona Beach, FL on January 16 & 17, 2018. The East Central Florida Training Task Force Subcommittee (TTF) and Local Emergency Planning Committee (LEPC) meeting was held Friday, March 2, 2018 at the Florida State Fire College in Ocala, FL. Butch Loudermilk, Jonathan Lamm, Pat Feagle, and Michelle Cechowski gave updates on the LEPC, TTF, and SERC meetings held in January. Michelle hired a new employee: Mark Reali is the new Emergency Preparedness Planner at the ECFRPC. Mark worked at the State Logistics Response Center (SLRC) for FDEM and is a retired Staff Sergeant from the ARMY. Next LEPC Quarterly Meeting Date will be on April 27, 2018 at 10:00 a.m. at the Volusia County EOC. OTHER NEWS The ECF LEPC Coordinator participated in the Orlando International Airport’s Full-Scale Exercise as an evaluator on December 7, 2017. The exercise simulated a downed aircraft resulting in a mass-casualty incident.
Michelle also participated in the Sanford Orlando International Airport’s Full-Scale Exercise as a controller on February 13, 2018. The exercise simulated a downed aircraft with a multi- agency decon event.

Central Florida Regional Planning Committee Serving Desoto, Hardee, Highlands, Okeechobee, and Polk Counties December 2017 December was a very calm month for the Central Florida LEPC. As with many of our counterparts this was an opportunity to catch up on many of our projects and to establish priorities as we go forward into a new year. One of our major projects during December was to make sure that all of our personnel who are participating in the HAZMAT Symposium in January are properly identified and that we have their registration and reservations taken care of. In the past we have actually provided sponsorships to the Symposium for individuals who were not in our region due to the fact that we could not convince HAZMAT team personnel to participate. With new leadership in Polk County Fire Rescue and Highlands County there is a much stronger desire to attend. This year will sponsor 13 attendees. We feel certain that once these attendees return to home station and tell their fellow firefighters of the value gained that we will be able to sponsor even more attendees. Additional projects we worked on included the preparation of an After-Action Report for Okeechobee County to capture lessons learned from Hurricane Irma. This report will be completed in 2018. The entire staff of the Central Florida Regional Planning Council attended our meeting on December 13th where each staff member was able to make a short presentation to the Council to let them know who we are and what areas they work in. We do this each year to allow any new members to get to know who we are and how we can assist them in their counties or agencies. JANUARY: On January 8th Mr. Carter met with Fire Chief Walker in Hardee County to discuss pre planning for the HAZMAT sites in their county. We encouraged them to take our list of 302 sites that are used in the Hazards Analysis program and use them to establish a baseline. This idea was well received and Chief Walker dispatched his fire inspector and Deputy Chief to begin pushing these inspections. By the end of the month all 14 302 sites had been inspected and copies of the pre-plan provided to Mr. Carter. Next year we will do the same with Okeechobee and DeSoto Counties. Mr. Carter, Dep Chief Linkins (LEPC Chairman) and Mr. Domenic LetoBarone (Training Chairman) attended the SERC meetings in Daytona. Mr. LetoBarone also was one of the attendees to the HAZMAT Symposium sponsored by his home agency, Division of Environmental Protection. CFLEPS sponsored a total of 13 individuals to attend the symposium including representatives from Polk County Fire, City of Lakeland and Highlands County. CFLEPS is sad to announce that the long time Polk County Emergency Management Director, Mr. Pete McNally, retired and will relocate to New Jersey. Pete has served as a superior leader, coach and mentor to many and his direction and guidance will be greatly missed. FEBRUARY: Mr. Carter was out of the office for a short vacation early in the month. While it meant a little extra work prior to and after to make sure that we can stay up to date with our requirements it was worth it. Having said that February turned into a busy month. On February 15th we held our quarterly LEPC meeting. This meeting was very worthwhile in that our major focus was based on identifying our major training events for the year and verifying that we could handle the cost associated with them. We have identified training events that will allow us to conduct our annual “Live Fire” event with Polk County, sponsor approximately 10 individuals to attend the HAZMAT Symposium, and bring in instructors for the HAZMAT IQ class. If funding is available we would like to purchase a HAZMAT training trailer. We will see how everything works out. The After-Action Report for Hurricane Irma was released for review near the end of this month. The report will provide valuable insight as the county begins to make their preparations for next hurricane season. Our work on the

Okeechobee Full Scale Exercise continues with some modifications after the hurricane AAR was completed. As spring is nearly upon us it is time to get out and put eyes on many of our facilities that we may not have spent time on during the winter. We are looking forward to getting back out into the areas where we will be working our Small Quantity Generators of Hazardous Waste visits. Tampa Bay Local Emergency Planning Committee Serving Citrus, Hernando, Hillsborough, Manatee, Pasco, and Pinellas Counties Tampa Bay LEPC staff was involved in a number of activities during the quarter. Staff attended the SERC quarterly meetings held at the Plaza Resort & Spa in Daytona Beach, FL on January 16-17, 2018. The quarterly Tampa Bay LEPC meeting was held on February 28th at an off-site location - the Pinellas County Public Safety Complex.. The Tampa Bay LEPC’s HMEP Training Subcommittee also met on February 28th. The mission of the meeting was to discuss the training objectives and desires for the FY 2017-18 HMEP Training Contract. The following constitutes the training expenses which, at minimum, will be (or has been) requested by the Tampa Bay LEPC in association with the FY 2017-18 HMEP Training Contract: attendance of 24 to the 2018 Hazmat Symposium; attendance of firefighters to 160-Hr. Hazmat Technicians Certification courses (Hernando/ Manatee/Pasco/Pinellas Counties); Registration fees ($30 each) & Exam fees ($42 each) for most firefighters taking the 160-Hr. Hazmat Technician Certification course this year across the District (Hernando/Hills-borough/Pasco/Pinellas); 40-Hr. Shipboard Marine Firefighting course (Hillsborough); three 8-Hr. “The Art of Infrared Spectroscopy” courses (Manatee); 40-Hr. Hazmat Medic course (Pinellas); three 8-Hr. Hazmat IQ courses (Pinellas); and a Decon course of undetermined length and/or frequency at this point (Pasco/Hernando). HMEP Training expenses incurred by the Tampa Bay LEPC during this quarter were limited to the funding for 24 to attend the 2018 Hazmat Symposium from all Counties Districtwide except Citrus. Citrus County was invited to attend but due to the timing associated with a change in administrative personnel, their participation and attendance could not be coordinated this year. Tampa Bay LEPC staff will be submitting the Hazmat Team Self-Assessment to all eight Hazmat Teams within the District, upon receipt, requesting their completion. Site visits were conducted in association with the following Hazmat Team Self-Assessments in 2017: Citrus County Fire Rescue, Hernando County Fire Rescue, Tampa Fire Rescue and the 48th Civil Support Team during 2016-17. Hazmat Team Self-Assessments site visits will be completed for the remaining Hazmat teams within the District prior to September 30, 2018 (i.e. Hillsborough County Fire Rescue, Southern Manatee Fire Rescue, Pasco County Fire Rescue and Pinellas County). This ambitious schedule clearly meets and exceeds the Florida State Fire College’s request for assistance of the LEPCs to complete this task within their respective Districts over a “three- to four-year period.” In terms of miscellany, LEPC staff and/or members additionally: attended the Sea-Level Rise/Climate Change Workshop held at the TBRPC offices (January 8th); attended the bi-monthly meeting of the Tampa Bay Spill Committee (January 9th & March 13th); facilitated the (nearly) monthly meeting of the Pinellas Police Standards Council (January 10th & March 14th); attended the (nearly) monthly meetings of Ammonia Handlers/Operators group (January 23rd, February 27th & March 27th); hosted the annual EPCRA How-to Comply Workshops (February 5th & 6th);

The Southwest Florida Local Emergency Planning Committee Serving Charlotte, Collier, Glades, Hendry, Lee, and Sarasota Counties Southwest Florida Local Emergency Planning Committee (SWFLEPC) staff and members were involved in a few activities during the quarter. Staff attended the SERC quarterly meetings held at The Plaza in Daytona Beach January 16-17, 2018 (LEPC, TTF & SERC Meetings), and the 6th Annual HazMat Symposium January 17-19, 2018. After these events, there was a staff change; the new LEPC coordinator for SWFLEPC is Sean McCabe, who can be reached at [email protected] or 239.938.1813 x218. The quarterly SWFLEPC meeting was held on February 22, 2018. Also in February, the SWFLEPC awarded RFP #SWFLEPC 18-01, Consulting Services to perform a Full Scale Hazardous Material Exercise, to Advanced Planning Consultants, LLC (APC). APC has commenced planning for the exercise, which is scheduled to take place in June 2018 in Punta Gorda. SWFLEPC’s HMEP Planning Subcommittee met on February 21st for the Initial Planning Conference with the awarded vendor, Advanced Planning Consultants, and the LEPC planning team. At the meeting, the vendor and planning team reviewed all the decisions made at the December Concept and Operations meeting, began assigning LEPC members to specific planning team positions, discussed plans to evaluate the exercise, and began drafting the MSEL.

Treasure Coast Local Emergency Planning Committee Serving Indian River, Martin, Palm Beach, and St. Lucie Counties
Treasure Coast Local Emergency Planning Committee Activities The last Treasure Coast Local Emergency Planning Committee (TCLEPC) meeting was held February 15, 2018 at Stuart Emergency Operations Center hosted by City of Stuart Fire Rescue, Stuart, Florida. The next scheduled meeting of the Treasure Coast LEPC is May 24, 2018, location to be determined. Planning and Review: During the last quarter staff reviewed past Shelter-In-Place projects to begin development of an updated presentation with inclusion of new information. Current diorama scale model can be augmented to include simulated gas in compartments to simulate incident for sheltering training. Outreach Activities: staff reviewed the current shelter-in-place powerpoint presentation and outreach brochure to establish updates needed in preparation for education and outreach workshops/presentations to hold within the region. In addition, the current tabletop exercise planning will engage the private sector business community on hazardous materials incidents planning and will include recovery planning. The tabletop will focus on hazmat response capabilities responding to a rural area of Palm Beach County. Discussion topics will address response coordination between private and public response groups, shelter- in-place, and recovery aspects public and private. In the next quarter staff will contact Large Quantity Generators (LQG) companies within the region to begin preparations for exercise planning workshops.
Hazardous Materials Emergency Preparedness (HMEP) Training During the last quarter, the TCLEPC sponsored the fifty (51) student registrations and lodging to attend the 2018 Annual Hazmat Symposium in Daytona Beach, Florida. The current grant funds have been completely expended and will be coordinating classes that do not require funding instructors. The classes requested have been a 16-hr hands-on Methamphetamine Lab class, a rail car Chlorine leak control class and a toxicology class. Planning During the last quarter the 2017/2018 Treasure Coast Regional Hazardous Materials Response Plan was reviewed for sectional information updates as well as inclusion of planning project results/outcomes.
Hazards Analysis The 2017/2018 Hazards Analysis Agreement for St. Lucie County was received by the Treasure Coast Regional Planning Council /TCLEPC. 302 Facility compliance site visits for the second 50% of sites was completed and submitted to Florida Division of Emergency Management (FDEM) for review in fulfillment of the scope of work. Upon final approval of the completed Hazards Analyses for the County, emergency management and the hazardous materials team and County fire chief will be provided electronic copies of the CAMEOfm database for utilization in planning and response activities. Facilities in St. Lucie that were visited for Tier II/E-Plan annual reporting compliance were notified of the availability of their individual analysis. South Florida Local Emergency Planning Committee Miami-Dade, Broward and Monroe Counties
The South Florida LEPC held a regularly scheduled meeting on February 21 in Hollywood at the South Florida Regional Planning Council offices. The Committee accepted nominations for three new members: Peter Schecter, Safety Supervisor, Jet Blue Airways, Fort Lauderdale, as Primary in the Transportation Category, A.J. Navarrete, EHS&S Manager, Sentry Industries, as Primary in the Facility Owners and Operators Category and Ian Moscoso, Duty Manager, Oil Spill Response USA, as Primary in the Local Environmental Category. The members were briefed on training activities in the past year: Six OSHA 8-hour HAZWOPER Refresher classes were offered to 198 students, 16 persons received sponsorships to attend the HazMat Symposium in Daytona, 90 students attended three HazMatIQ classes and another 22 took part in the District’s first Hybrid HazMat 160 offering. In addition, several attended a 24-hour CAMEO offering at Treasure Coast LEPC and the NASTTPO Conference in Cocoa Beach. Finally, an additional 50 attended the annual FDEM E-Plan How-2-Comply class. There was great interest from the District’s seven HazMat Teams to attend the 2018 HazMat Symposium in Daytona. All told, the Committee authorized 20 sponsorships for the Symposium plus one HazMat Team (Fort Lauderdale FR – see below) for the HazMat Competition.
Additional training during these three months included an 8-hour OSHA HAZWOPER Refresher at Miami-Dade WASD, completion of a Hybrid HazMat 160 class in Broward, the annual FDEM E-Plan How-2-Comply classes and the start of a HazMat 160 class for Miami FR. The FY1617 HMEP Planning Project, HazMat Team Assessments was completed. The Committee obtained and reviewed assessments from five of the seven teams in the District, likely covering 90% of the hazmat personnel and resources. For FY1718, the members elected to Plan an Exercise as the Planning Project. Update of the South Florida LEPC HazMat Emergency Response Plan has started. In addition to the Committee, District partners will review and offer edits to complete the work by June 2018. The FY1718 Monroe County Hazards Analysis Contract site visits are complete and the finished analyses turned over to FDEM for review and approval. During this reporting period, the Coordinator also attended the SERC January meetings in Daytona, one Broward Fire Chiefs Special Ops meeting in January, three South Florida Regional

SUMMARY: This memorandum presents information on the financial status of theHazardous Materials Planning Program and the Risk Management Program (RMP)Program. Table I displays revenues received through annual fees and penalties by the twoprograms. The data for Fiscal Year FY 2015-2016, FY 2016-2017 and FY 2017-2018through February 28, 2018 are provided for comparison.
Table II displays the budget and expenditures (by category) related to theHazardous Materials Planning Program for FY 2016-2017 and FY 2017-2018 as ofFebruary 28, 2018. Table III presents the same financial information for the RiskManagement Program.
Ongoing outreach efforts are making a positive impact on the financial stability of theOperating Trust Fund (OTF). As always, our goal is to ensure the OTF remains fiscallysound in its ability to support the citizens of Florida through the SERC, LEPC Staff,contracts to the locals and the support staff at the Division.

SUBJECT: Hazardous Materials Incidents Report
SUMMARY: The attached tables and graphs provide information on all hazardous materialsincident reports received by the State Watch Office for the period of up to January 1, 2002 throughFebruary 28, 2018. Incident reports are reviewed by staff on a daily basis for compliance withSection 304 and other provisions of the Emergency Planning and Community Right-to-Know Act(EPCRA) program. They can also be used to identify facilities that may have an obligation to reportunder the Risk Management Planning (RMP) program.
The “Potential Section 304 Investigations” information in Table 1 is listed by LocalEmergency Planning Committee (LEPC) District. These are incidents involving the release of anExtremely Hazardous Substance (EHS) or a Comprehensive Environmental Response,Compensation, and Liability Act (CERCLA) chemical at a fixed facility. In order for an incident to becovered under Section 304, the EHS or CERCLA chemical must meet or exceed its designatedReportable Quantity (RQ) and have potential for offsite exposure. Those facilities found not to be incompliance with all Section 304 reporting requirements are referred to the Division of EmergencyManagement’s General Counsel for possible enforcement action. The incidents listed in Table 2cover hazardous materials incidents for which evacuations, injuries and/or deaths were reported.Also note that the official cause of death is determined by the medical examiner’s office. Thisprocess may take up to 90 days. The numbers for these tables were obtained from the State WatchOffice incident reports, as well as other sources. This information is still being recorded and isavailable upon request.
The figures in Graph I show the total number of hazardous materials incidents per year(including Section 304) reported to the State Watch Office for the period of January 1, 2002 throughFebruary 28, 2018. The figures in Graph II compare incidents that occurred at fixed facilities tothose involving transportation-related incidents during the past 12 months. Note that the incidents inGraph II have been further refined to list petroleum, LNG and propane incidents.

A. Meetings/Exercises/Activations UPDATED 3/6/2018 Staff participated in an E-Plan Workshops in Bay County (January 30, 2018) and Santa Rosa County (February 1, 2018) for the WFRPC. Staff participated in E-Plan Workshops in Pinellas Park (February 5-6, 2018) for the TBRPC. Staff participated in E-Plan Workshops in Hollywood (February 14, 2018) for the SFRPC. Staff participated in E-Plan Workshops in Jacksonville and St. Johns County (February 15-16, 2018) for the NFRPC. Staff participated in E-Plan Workshop in Rockledge (February 20, 2018) for the ECFRPC. B. Verification UPDATED 3/6/2018 For the current filing year (2017), there are 10,685 Tier II reports filing in E-Plan (as of March 4, 2018). This represents 88% compliance compared with 12,125 Tier II reports filed for year 2016. The attached graphs provide information on Tier II and various activities conducted by the verification staff. The “E-Plan Filing - Total Facility Count” by LEPC graph (see Graph I) displays the total number of facilities by LEPC that have year 2017 Tier 2 data in E-Plan (as of March 5, 2018). Graph II depicts the number of technical calls (per month) received by staff for the period of March 1, 2017 through February 28, 2018. Finally, Graph III depicts the total numbers of facilities & chemicals in E-Plan by year for the last seven reporting years (2011 through 2017). For the period of December 1, 2017 through February 28, 2018, staff processed two refund applications for $ 1,220.00. Going forward, staff will be identifying non-compliant facilities and working to get them current with EPCRA Tier II filing requirements. It is quite likely that an additional 2,000 to 2,500 Tier II reports will be added to E-Plan this calendar year. C. Risk Management Planning UPDATED 3/1/2018 Planning
Staff provided outreach and technical assistance to 28 facilities and their staff. This was conducted by means of annual RMP Fee assistance, follow up post inspection. Eight Risk Management Plan On-Site Inspections were performed. Staff completed seven final determination reports, eleven desk audits and two document audits. Kevin Hardy and Eric Lott continue on the job training and are scheduled for the EPA inspector certification training in May 2018

D. Radiological Emergency Preparedness (REP)
Radiological training was provided in the State Emergency Operations Center on December 13, 2017.
REP staff provided Radiological Emergency Response Training to Region 4/6 IMT on December 18, 2018 at Polk County Emergency Operations Center.Staff is working to create two Task Forces for Ingestion Pathway Counties within the State of Florida.St. Lucie Nuclear Power Plant Practice exercise completed on January 10, 2018 with a full State Emergency Operations Center participation along with an AHIMT in St. Lucie County assisting with the exercise.
St. Lucie Nuclear Power Plant FEMA EVALUATED exercise successfully completed February 14, 2018. Full State Emergency Operations Center activation along with an AHIMT in St. Lucie County assisting with the exercise.
Turkey Point Nuclear Power Plant Off Year exercise successfully completed March 1, 2018.
FEMA REP training was provided at the State Emergency Operations Center March 19-23, 2018 and is listed on SERT TRAC.
E. Public Information/Technical Assistance
Staff handled technical assistance calls and provided outreach assistance calls totaling 3,290 for the period of December 1, 2017 through February 28, 2018.
G. Notices
Staff has sent out 8 Potential Notice of Violation letters for the period of December 1, 2017 through February 28, 2018.
