History
ICSEW has evolved through a number of advisory councils since
1963, when Governor Rosellini established the Washington State
Commission on the Status of Women in response to President
Kennedy’s National Commission on the Status of Women.
On October 19, 1970, Governor Evans established the Washington
State Interagency Committee on the Status of Women.
When Governor Gardner reaffirmed his support for the committee
in 1989, he gave a 1990s focus to an effort that began in the 1960s.
The committee’s name was changed to the Interagency Committee
of State Employed Women (ICSEW) and expanded to include
members of higher education and the judicial system.
In 2016, Governor Inslee reaffirmed his support by signing
Executive Order 16-04 to continue the work of ICSEW long into
the future.

About
The lnteragency Committee of State Employed Women (ICSEW) is
the state committee charged by the Governor to better the lives of
state employees through advocacy, outreach, and opportunity.
ICSEW members represent 50 state agencies and are active in at
least one of the committee's specialized subcommittees. ICSEW
members are well-organized, motivated, and strongly committed to
these precepts:

Enriching lives through advocacy, outreach, and opportunity.
Mission
To better the lives of state employees by advising the Governor and
agencies on policies that affect state-employed women.
Values
Leadership, Integrity, Fostering growth, Empowerment, and
Well-Being.
Priorities
Strengthen our role as a policy advising body
Increase awareness of ICSEW within agencies and
communities
Empower women to positively shape their lives
Increase engagement of state employees
Promote inclusion and cultural competency among state
employees
Awards for 2016-17
Everlasting Award
The recipient of the Everlasting Award has served at least two
terms as representative for their state agency. The recipient remains
calm under pressure and handles changes in leadership with
resilience. This representative also retains and shares a wealth of
historical information and assists others at all times.
Visionary Award
This award recognizes a committee member who helps see out
future and helps us get there. The recipient demonstrates innovation
and constantly implements new ideas.
Lorrie Jo Brown Excellence in Service Award
This award honors someone who demonstrates innovative problem
solving and excellence in public service. It is named after the late
Lorrie Jo Brown. During her service with ICSEW she played an
instrumental role in the committee’s breastfeeding survey project
and in mentoring others.
Extra Mile
The recipient of this award has gone above and beyond to serve the
ICSEW’s mission. The recipient demonstrates an outstanding effort
on committee work and activities and commits time and energy to
enrich lives though advocacy, outreach and opportunity.
Leadership Award
This award is given to an outstanding leader. The recipient
demonstrates courage in making leadership decisions, excellence in
professionalism and actively assists others in realizing their full
potential.
Accomplishments for 2016-17 by Subcommittee
EXECUTIVE BOARD
Accomplishments:
Engaged members by soliciting feedback for updates to bylaws,
policies, and procedures
Appointed a representative to serve as historian, the first
ICSEW historian in 10 years Started using EventBrite for meeting RSVPs
Increased budget for promotional materials
COMMUNICATIONS & INFORMATION SECRETARY
Goals: Increase awareness of committee through professional
communications | Communicate activities and important info via website,
blog/e-newsletter, and social media | Assist subcommittees and members
with communications needs
Accomplishments:
Grew average monthly website visits to 465 per month & linked
social media to blog
Requested and received Governor’s Proclamations for Women’s
Health Week & Month and Take Your Daughters & Sons to Work
Day
Redesigned brochure and other promotional materials to ensure
clear, consistent and engaging branding
PUBLIC OUTREACH
Goal: Promote and support ICSEW events | Sponsor annual toiletries and
personal hygiene item drive | Establish and coordinate other public
outreach opportunities
Accomplishments:
Worked with employees from 19 state agencies to collect more
than $10,800 worth of hygiene products for YWCA of Olympia’s
Other Bank program
Tabled five large events including Public Service Recognition
Week in Olympia & Spokane, which draws thousands of state
employees
Attended community breakfast supporting Family Support Center

MEMBERSHIP
Goals: Coordinate and build membership through agency and member
engagement | Organize logistics for general membership meetings
Accomplishments:
Held evening “mixer” in Olympia for current and prospective
members
Assisted subcommittees with logistics & coordination of events
Appointed 14 new representatives and 8 alternates to ICSEW
HEALTH AND WELLNESS
Goals: Create new, fun ways to promote spectrum of health &
wellness | Stay updated on women’s health issues | Add new vendors
to annual Health & Wellness Fair | Secure speakers to promote health
& wellness awareness
Accomplishments:
Hosted annual Health & Wellness Fair with 57 vendors and
457 state attendees
Engaged state employees in health and wellness activities such
as walking, line dancing, and tai chi yoga stretching
CONFERENCE
Goals: Coordinate ICSEWs annual professional development
conference to enrich the lives of state-employed women through
convenient and low-cost access to training
Accomplishments:
Increased attendance at annual leadership conference.
(A total of 436 attended 2016 conference, compared to 374 in
2015)
Secured a dozen state agency conference sponsors
Raised over $15,000 to promote ICSEW

PROFESSIONAL DEVELOPMENT
Goal: Provide educational opportunities to state employed women
through recruitment of high-quality trainers for ICSEW
conferences, meetings, brown bags and training courses
Accomplishments:
Provided more than 15 hours of professional development
training to members through 14 guest/group presentations
Maintained accessible master list of professional trainers &
speakers
More than 21 professionals volunteered time and expertise
to lead workshops and trainings
LEGISLATIVE & POLICY
Goal: Educate state employees on bill tacking and use of
legislature’s website
Accomplishments:
Tracked more than 245 bills during regular and special
legislative sessions
Participated on paid family leave work group
Provided resources to ICSEW members on how to contact
their representatives
Held educational workshops on civic engagement and how
to look up and track legislation
Provided input to Governor’s office on executive order on
development of statewide mentorship program
