    SLBC MEETING

    Confirmation of Proceedings of 143rd SLBC Meeting held on 18.05.2016 at

    Bhubaneswar.

    The Proceedings of the 143rd SLBC Meeting held on 18.05.2016 at Bhubaneswar

    was circulated among all the members of SLBC vide our letter No.

    SLBC/ODI/306/201-17 dated 18.07.2016. Since no comments have been received

    from any quarter, the same may please be confirmed.

    Action Taken Report on major decisions taken in 143rd SLBC Meeting held

    on 18.05.2016.

    Progress of Implementation of Financial Inclusion Plan in the State

    1. Opening of Brick & Mortar Branches.

    Banks have opened 31 branches in the state for the period 01.04.2016 to

    30.06.2016, out of which 15 are in rural centres. 7 branches have been opened in

    Unbanked GPs.

    Provision of banking outlets in unbanked villages with population below

    2000

    As on 30.06.2016, Banks have covered 40289 villages constituting 87.80 % of the

    total target. Out of these villages, 539 are covered through B & M Branches and

    rest by branchless modes mainly through BC mode. Details are at Annexure - 1.

    2. Roadmap for opening of Brick & Mortar branches in villages having

    population more than 5000 without a bank branch of a Scheduled

    Commercial Bank.

    78 identified villages having population more than 5000 without a bank branch of

    a scheduled commercial bank have been allotted by SLBC among various Banks

    for opening of branches by March 2017.

    SLBC has requested concerned banks to submit quarterly progress report in a

    prescribed format starting from quarter ended March, 2016 by the 15th of the

    following month to SLBC. The concerned banks are requested to adhere to the

    time norm for submission of the progress report. The progress is reviewed by

    Department of Financial Services, Ministry of Finance on weekly basis.

    During the June 2016 quarter only 7 branches have been opened in Unbanked Gram Panchayats.

    Second State Level Financial Inclusion Committee was held on 09.08.2016

    under the Chairmanship of the Chief Secretary, Odisha.

    Chief Secretary suggested the following action points for implementation.

    1) Business correspondent model to be strengthen by all banks in the

    unbanked areas for providing banking services at door step.

    2) Potential & Credible SHG members may be engaged as individual BC by

    banks in the unbanked areas.

    3) Banks may ensure qualitative credit flow under MUDRA scheme and

    achievement of the given target.

    4) Completion of Aadhaar & Mobile number seeding in the account of all

    beneficiaries. He informed that State Government is putting all efforts to

    facilitate enrollment of Aadhaar number and seeding in camp mode.

    5) All Banks were advised to avail the benefit of setting up Solar Power V-SAT

    connectivity to fixed BC/CSPs in the sub-service area (SSAs) by availing

    financial support under Financial Inclusion Fund of NABARD.

    6) It was decided to form one DBT Cell and one DBT Advisory Board at the

    State level for carrying forward the activities for implementation Direc

    Benefit Transfer (DBT) in the State.

    Setting up of Solar Powered V-SAT

    NABARD has sanctioned an amount of Rs.2035.16 lakh for installation of 511 Solar

    Powered V-Sat at Fixed Kiosks or CSPs in the areas having connectivity issues in

    the State. The details of sanction for Odisha are as under:

    The Banks may take necessary steps for setting up Solar based V-SAT in the

    difficulty areas on missionary mode and convey the developments regarding the

    matter to NABARD and SLBC on monthly basis.

    Post Office as Banking Outlet:

    The proposed India Post Payment Bank is likely to get RBI license by March, 2017.

    This will enable the vast network of rural post offices to serve as possible banking

    outlets in hitherto unbanked areas. The Chief Post Manager General has informed

    that there are 1201 Post Offices including 35 Head Offices and 1166 Sub Post

    Offices and 6971 Branch post Offices. After rolling out of CBS in the Odisha Circle,

    1004 Post Offices, 35 Head Offices and 969 Sub Post Offices have been migrated

    to CBS platform. However, still 194 Post Offices have not been migrated to CBS

    due to non feasibility of BSNL Network.

    Based on the experience of implementation of the scheme in the first year, the

    Ministry of Finance, Department of Financial Services vide their letter

    No.F.No.29/2/2016-IF-2 dated 23.06.2016 has advised to operationalize the

    following points.

    1. Activities allied to Agricultures- e.g. pisciculture, bee-keeping, poultry,

    livestock, rearing, grading, sorting, aggregation agro industries, dairy, fishery,

    agri-clinics and agri-business centres, food & agro-processing etc.(excluding

    crop loans, land improvement ,such as , canals , irrigation, wells) and Services

    supporting these, which promote livelihood or are income generating shall be

    eligible for coverage under PMMY in 2016-17.

    2. MUDRA Loan may be extended on cluster basis in addition to existing individual

    cases as a present.

    3. Further, as per Code of Bank‟s commitment, loan applications should be

    disposed of for credit limit up to Rs.5.00 lakh within 2 (two) weeks, and for credit

    limit above Rs.5.00 lakh within 3(three) weeks from the date of receipt, provided

    the application is complete in all respects and is accompanied by documents as

    per „check list‟ provided. Reasons for rejection have also to be recorded on the

    application.

    Banks have come a long way in achieving various targets given for financial

    inclusion like opening of the bank accounts under PMJDY along with associated

    actions. Still number of tasks remain to be achieved, like seeding of bank

    accounts of various categories with Aadhaar number, mobile number,

    distribution and activation of RuPay cards to name a few. Now it is the time to

    finish this task in mission mode on or before stipulated time frame.

    Apart from this, henceforth all such new accounts being opened should be

    simultaneously seeded with Aadhaar number, mobile number and RuPay card

    distribution and activation.

    To achieve the target, DFS has decided to adopt the common strategy based on

    the inputs provided by the Banks. Since new strategy is based on the common

    inputs provided by the ground actors, it is hoped, this is to be psychologically

    and administratively adopted in right spirit to achieve the target so set.

    Further, DFS will continue to monitor the achievement through weekly VCs. It is

    desirable that the authority concerned who all are monitoring the target and its

    achievement, would monitor the progress on daily/weekly basis and in case of

    any backlog the same should be covered in next day/week, so that no extra

    burden is carried forward. This strategic approach should be taken seriously by

    all of us in the right spirit to achieve the targets well before the set deadline.

    Banks will continue to operationalize their effort in camp mode on daily basis. In

    addition to that, the camps indicated below are the Super Camp Mode wherein all

    out concentrated efforts need to be channelized by the branches and associated

    entities to achieve the target in mission mode.

    We hope each one of us will put our sincere effort to achieve the target and come

    up with flying colours.

    6. Atal Pension Yojana (APY)

    In order to improve the performance under APY scheme, PFRDA, Ministry of

    Finance has planned two campaigns named “EACH ONE FETCH ONE APY 1” to

    be celebrated on 17th and 18th August, 2016 and next “EACH ONE FETCH ONE

    APY 2” to be celebrated on 29th & 30th August, 2016.

    All Banks are requested to percolate this important message to branch level

    asking the entire employee to source one account each during the campaign

    period.

    addressed to “The Principal Secretary/Secretary In-charge MNREGA” along with

    consent letter to be obtained requesting the state and administration to organize

    camps we request all banks to use the services of Business and Correspondents

    to participate in the special camps being organized for Aadhaar seeding and to

    ensure availability of the consent forms in sufficient quantity both at branch and

    at Bank Mitra outlet for seeding of Aadhaar number in bank accounts in order to

    achieve 100 percent seeding.

    As at the end of June 2016, the total number of Bank Branches in Odisha increased

    to 4920. During the period 01.04.2016 to 30.06.2016, Banks have opened 31 new

    branches in the State. Out of which, Public Sector Banks and Private Sector Banks

    have opened 23 & 8 branches respectively.

    Deposit Growth

    Deposits of the Banks in the state have increased from Rs. 199837.87 Crore as of

    June 2015 to Rs. 219482.54 Crore as of June 2016, registering an increase of Rs.

    19644.67 Crore. The year on year incremental deposit growth is 9.83%

    Credit Expansion

    The total outstanding advances increased from Rs. 141484.35 Crore as of June

    2015 to Rs. 172434.02 Crore as of June 2016, registering an increase of Rs.

    30949.67 crore. The year on year incremental advance growth is 21.87%.

    CD Ratio

    The Credit Deposit Ratio of all Banks in the state increased from 71.65 % as of

    June 2015 to 78.56 % as of June 2016. Overall CD ratio is above the benchmark of

    60%.

    Priority Sector Advances

    The percentage of priority sector advances is 62.61 % as of June 2016 against the

    national norm of 40 %.

    The incremental growth on year to year basis is 25.80 %.

    Agriculture Advances

    The aggregate of agriculture advances extended by Banks in Odisha have

    increased from Rs29804.57 Crore as of June 2015 to Rs. 38937.31 Crore as of June

    2016, thus registering an increase of Rs. 9132.74 Crore in absolute terms and

    30.64 in percentage terms. The share of agricultural credit in total advances as

    of March 2016 is 33.20 % against the national norm of 18 %.

    Micro, Small & Medium Enterprises (MSME)

    The advances to MSME during the period under review have witnessed an

    increase from Rs. 20628.60 Crore as at June 2015 to Rs.27047.62 Crore as at June

    2016, thus registering an increase of Rs.6419.02 Crore in absolute terms and

    31.11 in percentage terms on year to year basis.

    Education Loan

    An increase of Rs. 206.17 crore in balance outstanding as on 30.06.2016 over

    30.06.2015 under Educational Loan represents annual growth of 10.35 %.

    Housing Loan

    The housing loan balance outstanding has increased from Rs.8698.86 crore as on

    30.06.2015 to Rs.9644.66 as on 30.06.2016 registering an increase of Rs.945.80

    crore in absolute terms. The incremental growth on year to year basis is 10.87 %.

    The advances to Weaker Sections increased from Rs.19522.96 crore as of June

    2015 to Rs.22462.10 Crore as at June 2016.The share of weaker section advance to

    Priority Sector advance is 30.44 % against the bench mark 25 %.

    SLBC has requested to Registrar of Cooperative Societies to release further a sum

    of Rs.40.00 crores in the current account – Interest Subvention for crop loan for

    utilization in the current year (2016-17).

    SLBC has already submitted utilization certificate for interest subvention as on

    31.03.2016 to the concerned department.

    9. Relief measures undertaken by Banks in areas affected by recent

    Drought.

    As on 30.06.2016, 27602 number of crop loan accounts involving Rs. 151.86 Crore

    have been converted into medium term loan by different banks.

    FRESH ISSUES

    Concessional Credit to Person with Disabilities (PWDs) in the State of

    Odisha

    1. The representative of National Handicapped Finance and Development

    Corporation, New Delhi has requested to give a small presentation on Refinance

    Scheme through banks for flow of concessional credit to the Persons with

    Disabilities (PwDs) for employment and higher education. They want to tie up

    with various Public Sector Banks.

    2. “Doubling Farmers’ Income by 2022”.

    A National Seminar on “Doubling Farmers‟ Income by 2022” was organized by

    NABARD on 12th July 2016 at New Delhi which was attended by, among others,

    Hon‟ble Union Minister of Agriculture and Hon‟ble Union Minister of State for

    Finance. Some of the action points that emanated from the seminar are as follow:

    i) Doubling of farmer‟s income should be included as a regular agenda item in

    the SLBC/DCC/BLBC meetings.

    ii)Visit by Branch Managers of every rural branch to the villages on a pre

    determined day of the week with prior intimation to the Panchayat of the

    concerned village to interact with the borrowers and people is an effective tool

    to understand the ground situations of the farmers to design and implement

    suitable interventions.

    SLBC may discuss the above issues with the banks to introduce such a system.

    This can be initiated with RRBs and one or two major CBs initially and

    expanded in due course. There is a scope for further simplifying the agriculture

    loan application forms of banks, streamlining the process so as to facilitate

    easier processing of applications and speedier sanction of loan, etc. These

    issues may be discussed in the SLBC forum for redressal.

    For doubling the income of farmers, apart from increasing his income, it is

    equally important to study his expenditure, avoidable visits to the bank branches

    for loan/saving purpose etc. These issues need to be studied and discussed in

    various forums like, SLBC, DCC, and BLBC etc. so as to cut down the avoidable

    expenditure of farmers thereby indirectly contributing to increasing farmers‟

    income.

    3. Waiver of Stamp Duty on Agriculture Loans

    As per suggestion of Indian Banks Association, SLBC Odisha, vide its Letter No

    SLBC/ODI/221/2016-17 dated 16.06.2016 has requested State Government for

    complete waiver of stamp duty on Agriculture Loans. Finance Department has

    referred the matter to Revenue & Disaster Management Department for taking

    needful action.

    Sambalpur district registered low CD ratio on account of MCL deposit of Rs.13066

    It is observed that

    i) 5 districts – Dhenkanal, Bargarh, Boudh, Kalahandi and Sonepur have achieved

    CD ratio of more than 60%.

    ii) 12 districts have registered CD ratio below 40 %.

    Angul, Sambalpur, Deogarh, Gajapati, Ganjam, Jagatsinghpur, Kendrapara,

    Malkangiri, Nuapada, Puri, Kandhamal and Mayurbhanj.

    The LDMs of those districts and the Lead Banks should take needful action for

    improvement in CD ratio in the coming quarters.

    Sambalpur and Dhenkanal districts have registered lowest (13.99%) and highest

    (84.55%) CD ratio respectively in our State.

    NPA & Overdue position as on 30.06.2016

    The NPA % of the State is 12.86 and overdue % is 39.54 which is at much higher

    side and alarming. Rising NPA in Odisha is a matter of great concern The Bank

    wise and Sector wise NPA & Overdue position is given in Annexure – 16. For

    PMRY / PMEGP / SJSRY (NULM)/ SHG (NRLM) / WCC, the NPA & Overdue % is

    too high, which can only be rated as unsatisfactory. The Banks are facing

    problem to recycle the funds owing to non repayment of loans, mounting overdue

    and rising NPA %. Banks & Govt. Departments have to make joint efforts with

    specific strategies to improve the recovery performance for better recycling of

    funds.

    Status of OPDR cases as on 30.06.2016

    16902 no. of OPDR cases involving Rs 136.13 crore are pending as on

    30.06.2016.Highest number of cases( 1901) are pending in Khordha district

    followed by Cuttack district (1444 cases).All District Collectors may be advised

    by State authority for early disposal of pending OPDR cases. All the Lead District

    Managers may put their coordinated efforts to yield desired result. District wise &

    Bank wise report is available at Annexure – 17.

    SLBC is yet to receive communication from State Government regarding the

    amendment in OPDR Act as suggested for improving the recovery position in the

    State.

    Applications for attachment of property under Section 14 of SARFAESI Act

    pending with District Magistrates

    315 numbers of applications involving Rs.256.53 of different banks for attachment

    of property under section 14 of SARFAESI are pending with District Magistrates.

    We request Development Commissioner cum Addl. Chief Secretary to advise the

    District Magistrates for early action.

    A) Kissan Credit Card (KCC):-

    The Bank wise achievement made under KCC as on 30.06.2016 is available at

    Annexure – 20. It is observed that Banks have disbursed Rs. 4377.84 crore in

    1293720 KCC accounts during 01.04.2016 to 30.06.2016, out of which fresh KCC

    has been issued in 185372 accounts disbursing Rs. 890.39 crore. Total outstanding

    balance as on 30.06.2016 is Rs. 16648.54 crore in 6342098 No. of KCCs.

    Against a target of 7.5% of ANBC, Banks have achieved 12.29 % under Micro

    Year on year growth of outstanding advance to MSE sector is 39.15 % which is

    above the stipulated target of 20%

    Year on Year growth in number of micro enterprises is 68.36 % as aginst the Task

    Force parameter of 10%

    The allocation of Micro sector to MSE advance at the end of June 30, 2016 is 60.23

    % which confirms to T.K.A Nair Committee recommendation.

    Stand Up India Scheme

    As on 30.06.2016 Rs.89.58 crore has been disbursed in 686 accounts to SC/ ST

    applicants and Rs. 70.76 crore has been disbursed in 1379 accounts to Women

    applicants.

    Department of Financial Services, Ministry of Finance, Government of India has

    communicated that LDM has a pivotal role in effective implementation and

    monitoring of Stand Up India Scheme.

    This, inter alia, includes the following:-

    i) providing guidance to potential borrowers.

    ii) working with local offices of SIDBI and NABARD for problems solving and

    support for the Stand up India Scheme in the district.

    iii) sensitizing the concerned bank branch on potential cases likely to come up or

    are entered on the Stand Up India portal (www.standupmitra.in).

    iv) updating the list of connect centers of the district as available on the portal and

    above SIDBI & NABARD of any change if required.

    LDMs are requested to login on the online portal on regular basis.

    Identification of unrecognized clusters of MSMEs in Odisha in order to

    facilitate availability of banking outlets and credit flow in such clusters

    RBI, Bhubaneswar has carried out a survey for unidentified/unrecognized clusters

    in Odisha and found 43 clusters comprising of 2605 Micro and Small Unities in 14

    districts (Annexure- 24). Out of above, only 1347 units (52%) have credit

    linkages with banks.

    In view of the above, all banks are requested to extend banking facilities to such

    clusters/agglomerations either through Brick & Mortar branch or through

    Banking Correspondents.

    A quarterly progress report as per prescribed format (Annexure-25) may be

    submitted to us by 7th of succeeding month.

    BPL/NRLM Target group Training Target for FY 2016-17

    Claim pending for reimbursed of training cost of BPL candidates from State

    Government.

    State Bank of India & UCO Bank are yet to get reimbursement Rs 81.97 & 61.51

    lakh respectively from State Government. RSETI wise and year wise claim

    pending is enclosed at Annexure – 30.

    Claim pending for reimbursed of EDP training cost of PMEGP candidates

    from KVIC

    UCO Bank & SBI have lodged claim before KVIC, Bhubaneswar and they are yet

    to get reimbursement Rs.17.68 & Rs.81.97 lakh respectively.

    Request for waiver of payment of Annual Ground Rent, Cess and

    miscellaneous charge in respect of sanction of Government land for

    construction of Rural Self Employment Training Institute( RSETI).

    We would like to reiterate that Government of Odisha allots land to RSETIs on free

    of premium for establishment of RSETIs in different districts in the State. For

    sanction of Plan by local body and execution of Lease Deed for construction of

    RSETI Building, District Administration demand payment of certain annual dues

    by the RSETI.

    Annual Dues are:-

    i) Ground Rent @ 1 % of the market value of the allotted land

    ii) Cess @ 75% of the annual ground rent.

    iii) Miscellaneous ( Establishment / Contingency)

    RSETIs are centers of Entrepreneurship promotion which aim at solving the

    unemployment problem in rural areas through Self Employment and

    Entrepreneurship.

    Keeping in view the importance of RSETIs, SLBC requested State Government to

    waive payment of Annual Ground Rent, Cess and miscellaneous charge in respect

    of sanction of Government land for construction of Rural Self Employment

    Training Institute (RSETI).

    Finance to Weaver Sector:

    The bank wise information on fresh finance to the handloom sector is enclosed at

    Annexure – 31.

    The following points have been reported by the Director, Handlooms & Textiles,

    Odisha.

    Features of MUDRA Weavers Scheme

    1. It has been decided by Govt. of India to substitute the Weavers Credit Card

    Scheme with MUDRA weavers scheme all over India. The Scheme will be now

    implemented in identified Handloom clusters in a project mode with participation

    of willing banks having presence in those clusters.

    2. Concessional credit component for Handloom Sector will now be available only

    through MUDRA Yojana for individual Weavers & Weaver entrepreneurs. The

    applications pending under Weavers Credit Card Scheme will be sanctioned by

    the concerned banks up to 31.08.2016 only. After that the operation of Weavers

    Credit Card scheme shall be no effect.

    3. The credit limit will be fixed based on assessment of working capital

    requirements as well as cost of tools and equipments required for carrying and

    weaving/allied activity. Minimum loan for loom for cotton products should be

    Rs.50,000/- and around Rs.1,00,000/- for silk products. As the limit sanctioned

    would normally have a validity of three years, the need to accommodate

    incremental working capital requirement may be kept in view.

    4. The limit is expected to be utilized as a revolving cash credit and will provide for

    any number of withdrawals and repayment within the limit. RuPay Card will be

    issued for withdrawal of working capital. Banks may, however, fix a repayment

    schedule for portion of loan availed for the purchase of tools & equipments.

    5. A centralized online system will be developed which will have the facility of

    crediting the margin money directly into the loan account of weaver and interest

    subvention to concerned Bank. Till such system in place, the funds will be

    provided in advance to participating Banks Head Offices directly by O/o

    Development Commissioner for Handlooms.

    6. Facility of Bunkar Facilitator will be available under MUDRA Yojana. Banking

    correspondences are also eligible as Bunkar Facilitator.

    7. Loan products will be designed separately for self Help Groups & Joint Liability

    Groups.

    Finance to Handicrafts Sector.

    1. “Modernization & Technical Up- gradation of Handicraft Industries”.

    Scheme (M.T.U.H.I)

    In order to enhance the productivity of the handicraft items, under the scheme

    “M.T.U.H.I. an amount of Rs.55.00 lakh is available towards release of subsidy.

    The project cost ranges from Rs.3.00 lakh to Rs.50.00 lakh. 20% subsidy

    (maximum Rs.10.00 lakh) is given to general category entrepreneurs while 30%

    subsidy (maximum Rs.12.00 lakh) is given to special category entrepreneurs.

    During 2016-17, 200 nos. of applications have been received in different districts

    & the process Sponsoring of application is under progress. Banks are requested

    to take credit decisions early on receipt of applications from DICs/RICs.

    2. Silpi Unnati Yojana (SUY)

    Margin money assistance is provided to individual artisans @ 20% of the project

    cost (up to Rs.1,00,000 in seven crafts and up to Rs.50,000.00 in rest 43 crafts) per

    artisan to avail bank loan for setting up of own handicraft production unit. During

    2016-17, 1467 nos. of applications have been received in different districts & till

    date 15 nos. of applications have been sponsored to banks. RICs/DICs have been

    instructed to sponsor the eligible applications to the concerned Bank Branches

    immediately after scrutiny. The Bankers are requested to take credit decisions

    early on receipt of application from DICs/RICs.

    Financing under Self Help Groups (SHGs)

    Performance under SHG-Bank Linkage during FY 2016-17:

    Achievement under SHG-Bank Linkage during 01.04.2016 to 30.06.2016 is

    Rs.144.18 Cr credit linkage to 10706 WSHGs against target of Rs.966.05 Cr to

    75000 WSHGs,

    Physical Achievement is 14% and Financial Achievement is 15%. Bank wise

    performance is available at Annexure – 32.

    Mission 2.64’: A unique initiative of Odisha Livelihood Mission for improving the

    focus and extend the reach to 2.64 lakh households in 700 Gram Panchayats of 88

    blocks. Odisha Livelihoods Mission is working with 15 lakh rural households with

    intensive approach.

    The mission aims to bring quality support for sustainable agriculture, livestock

    rearing and Non Timber Forest Produce (NTFP) and non-farm sector activities.

    The Krishi-mitras, Prani-mitras and Udyog-mitras developed through NRLM

    would create enabling ecosystem for a better livelihoods scenario in rural

    landscape of Odisha. The credit support will be mobilized on a priority basis to

    support the livelihoods plan. All the families would be targeted under insurance

    schemes like Aam Aadmi Bima Yojana, Pradhan Mantri Surakshya Bima Yojana

    and Pradhan Mantri Jeevan Jyoti Yojana to reduce household vulnerability. These

    SHGs would also practice DASA sutras that include Panchasutras and

    strengthening community agenda on health and nutrition, access to entitlement,

    sustainable livelihoods, convergence and education.

    All the banks are requested to extend full cooperation for successful

    implementation of Mission 2.64.

    Strategy for FY 2016-17

    There shall be Kharif and Rabi Bank Linkage plan. 35% of annual target to

    be achieved by 31st July 2016. Local Livelihoods Centric Credit Linkage and

    Entrepreneurship promotion to be given importance. Entrepreneurship Training

    under RSETI to be provided to members of WSHGs identified for Bank linkage to

    enhance credit absorption capacity.

    All Cash credit loans eligible for renewal during FY 2016-17 to be

    identified on a priority basis and renewed by Bank branches. Necessary

    instruction in this regard to be communicated by Controlling Heads.

    OLM in partnership with NABARD will organize Bankers Sensitization

    programmes at State Level and District level. Controlling Heads to ensure

    participation of concerned Banks officials in the programme.

    Bank Linkage and Recovery Committee to be formed in all Bank Branches.

    OLM will provide support to Banks in SHG-NPA recovery. Controlling Heads to

    issue necessary instructions to branches.

    OLM has positioned Bank Mitras in 725 Bank branches in the State. Bank

    Mitras to be positioned in Non-Intensive blocks as well. Banks to consider

    appointment of these Bank Mitras as B.Cs/B.C Agents/ Recovery Agents.

    OLM will support Banks in engaging SHG members as B.C Agents/ BCs in

    unbanked and under banked GPs.

    Community based Financial Literacy Intervention will be implemented

    during FY 2016-17. Banks to provide necessary support to OLM in this regard.

    Progress under Govt. Sponsored Programmes

    A) PMEGP

    Salient features of the revised modalities of the operation of PMEGP to be

    effected from 2016-17

    1. Application to be received through online only and no off-line application will be

    received.

    2. KVIC/KVIB/DICs after the preliminary scrutiny will forward the finally corrected

    application simultaneously to the DLTFC as well as to one of the Financing Bank

    opted by applicant and the Lead District Manager.

    3. DLTFC Meeting will be held at least once in every month preferably on every 1st

    Monday of the month. There shall preferably be no Interviews by the DLTFC. If

    the DLTFC does not clear within 45 days, the Banks can appraise the projects on

    their own.

    4. The Bank will appraise the projects and take their own credit decision on the

    basis of viability of each project.

    5. Either sanction or reject the loan applications within a stipulated period of 30

    days. If sanctioned, copy of the sanctioned order will be sent to the applicant (by

    e-mail / hard copy as well as to KVIC/KVIB/DIC). The sanction advice will also be

    automatically forwarded to concern RSETI / RUDSETI for EDP training.

    6. The Financing Branch will claim the Margin Money subsidy online through the

    online portal of KVIC of Corporation Bank / KVIC portal. KVIC will validate the

    subsidy claim and upload the same to Nodal Bank portal within three days.

    Pending PMEGP Margin Money Claim

    It has been communicated by state Director, KVIC, Bhubaneswar that

    1. Pending Margin Money claims available with the financing Bank Branches

    need to be settled. Accordingly, it has been decided that the Financing

    Bank Branches will furnish the pending PMEGP margin money claims along

    with certifying that the claims are fulfilling the PMEGP Scheme norms along

    with Transient Account Number in which the margin money is to be

    deposited before it is transferred to TDR Account.

    2. Hence, it is requested to the controlling heads of all participating banks to

    instruct their financing Branches to submit their margin money claims to

    the State Office, Khadi & V.I. Commission, Bhubaneswar immediately along

    with a certificate enclosed at Annexure – 33 certifying that the margin

    money claims have been scrutinized by them as per PMEGP norms.

    kind co-operation of financing bank branches is solicited.

    B) National Urban Livelihood Mission (NULM)

    Mission Director, DAY-NULM has informed that

    1. Till now 24 Urban Local Bodies have completed taskforce meeting and sponsored

    2069 applications under SEP- Individual, 42 applications under SEP- Group and

    446 applications under SHG bank linkage to banks.

    2. Only 77 applications under SEP-I, 3 applications under SEP–G and 6 applications

    under SHG bank linkage have been disbursed during the first quarter of FY-2016-

    17.

    3. In spite of repeated follow up and official reminders from SLBC and SUDA on

    branch wise credit target distribution, the banks namely HDFC Bank, Kotak

    Mahindra Bank, Bandhan Bank and DCB bank have not responded till date. Due to

    non-response of these banks, the target distribution has been delayed.

    4. Utkal Grameen Bank (UGB) has expressed their concern and declined to sanction

    loan under DAY-NULM, since the bank is not eligible to cover the loan under

    CGTMSE.

    5. DAY-NULM is extended to all 110 Urban Local Bodies.

    C) Financing under SC/ST Schemes:-

    The representative of Odisha Schedule Casts & Schedule Tribe Development

    Finance Co- operative Corporation limited (OSCSTDFCC Ltd) informed that

    during the current financial year 2016-17, the Corporation has fixed target for

    financing 21000 Sch. Caste families through 2100 Self Help Groups, 5300 Sch.

    Tribes through individual and SHGs under Credit Linked Income Generating

    Schemes through Banks. It has also been decided to finance SC individual

    applications during 2016-17 where group applications are not available but the

    individuals should not be more than 30% of total target of a district. But in case of

    ST Sector, there is no limitation for financing individual ST candidates. District

    wise achievement under SC & ST sector is given at Annexure – 35.

    Because of restriction on transfer of immovable property by a member of a

    Scheduled Tribe for execution of mortgage in favour of any bank for securing a

    loan, the deserving ST applicants are deprived of availing loan from banks. We

    request State Government for necessary amendment in Odisha Scheduled Areas

    Transfer of Immovable Property ( By Scheduled Tribes) Regulation.

    D) Joint Liability Group (JLG):-

    Total amount disbursed for the period 01.04.2016 to 30.06.2016 is Rs. 70.27 crore

    in 15006 accounts against target of 40000 and balance outstanding as on

    30.06.2016 is Rs. 882.51 crore in 147327 accounts.

    E) Artisan Credit Card (ACC):-

    The state of Odisha is having abundant scope for skill development of Rural

    artisans. Issuance of Artisan Credit Cards should be a priority of Banks & Banks

    should take steps to finance more under Artisan Credit Card (ACCs) to all

    eligible persons.

    During the period of 01.04.2016 to 30.06.2016, the Banks in the state have issued

    69 no. of Artisan Credit Cards involving total amount of Rs35 lakh. The balance

    outstanding as on 30.06.2016 is Rs.31.94 crore against 7731 accounts.

    The Bank wise achievement is furnished in Annexure – 37.

    F) Swarozgar Credit Card (SCC):-

    704 SCCs have been issued for the period 01.04.2016 to 30.06.2016. The balance

    outstanding as on 30.06.2016 is Rs. 112.60 crore against 50444 accounts. No SCC

    has been issued by Private Sector Banks and a few Public Sector Banks. The

    performance of other Banks is not at all impressive and needs lot of improvement.

    Implementation of Prime Minister’s New- 15 Point Programme for Welfare

    of Minorities – Progress / Achievement made for 2016-17 – Financing under

    Minority Communities.

    Ministry of Finance, Govt. of India has advised that the share of credit flow to

    minority communities of Public Sector Banks (PSB) should be 15% of the Priority

    Sector Advances.

    During 01.04.2016 to 30.06.2016, the Banks have extended credit of Rs. 72.60

    crore to 6126 beneficiaries of minority community. The outstanding balance as on

    30.06.2016 is Rs. 2738.89 crore in 312298 accounts. Bank wise performance is

    available at Annexure – 41. Lead District Managers have been requested to

    discuss the matter in DCC meeting and monitor the progress.

    Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE)

    Timely submission of error free data by Banks to SLBC

    Timely submission of correct data by all Banks is of prime importance for

    effective functioning of Lead Bank Scheme. Delayed/Non submission of data to

    SLBC hampers in verification, compilation and consolidation of data. It also

    debars the Convenor, SLBC bank to submit complied data to RBI, NABARD,

    Central and State Government on various items as and when asked for.

    All Banks need to make lot of improvement in this area.

    Laxmi Vilas Bank, Kotak Mahindra Bank Ltd, State Bank of Mysore, State Bank of

    Travancore and State Bank of Hyderabad have not submitted the online SLBC

    Statement as on 30.06.2016 to SLBC within the set time period. We have repeated

    their balance outstanding figures as on 31.03.2016.
