Would the Members please take their seats and give their

attention to Mr. McCarthy."

McCarthy: "Thank you very much, Mr. Speaker. It’s a great

pleasure today to stand before the House and present House

Resolution 1502. House Resolution 1502 acknowledges the…

the fine work that Executive Director Larry Matejka has done

for all of the people in the state in his position as

executive director of the Illinois Student Assistance

Commission. Larry has been the executive director since

July of 1980, so he’s been there over 26 years. And as

such, he is the state’s longest serving agency director. I

see that Director Matejka is up in the chamber here today,

so we’re glad that you’re able to be with us in the gallery.

Page 12: STATE OF ILLINOIS 94th GENERAL ASSEMBLY HOUSE OF ...134th Legislative Day 11/16/2006 09400134.doc 1 Speaker Madigan: "The House shall come to order. The Members shall be in their chairs

But during Larry’s tenure at ISAC we’ve awarded over $5.7

billion to over 3 million different students during this

time. And being director there for 26 years, he’s actually

been director for more than half of the 50-year existence of

the Student Assistance Commission. All of us in the General

Assembly who’ve had the fine relationship of working with

ISAC know how cooperative Larry and his staff have always

been. Whether you’re a Democrat or a Republican, you could

always go to ISAC and get the information that was

necessary, get it in a timely manner and… and also always in

a friendly gesture. And he worked very well with the Higher

Education Committee over the years. I know former Chairman

Judy Erwin would join me in thanking Larry for his fine work

for the… our committee. But the… unfortunately, Larry has

decided that it’s time to move along, so we’ll have to find

a new executive director in a couple of months. But we do

want to thank him for his fine service at the State of

Illinois and wish him all the best in his future decisions.

So, Larry, we salute you. Please stand so you can be

recognized by the Body."

Speaker Madigan: "Mr. Black."

Black: "Thank you very much, Mr. Speaker and Ladies and

Gentlemen of the House. I’m proud to be a cosponsor of this

Resolution with my good friend Representative McCarthy.

Ladies and Gentlemen, very seldom will you have the

privilege of working with somebody of the integrity and

concern and general knowledge that many of us have had over

the years with working with Larry Matejka. And let me… let

me just remind you of one thing. When somebody like Larry

Page 13: STATE OF ILLINOIS 94th GENERAL ASSEMBLY HOUSE OF ...134th Legislative Day 11/16/2006 09400134.doc 1 Speaker Madigan: "The House shall come to order. The Members shall be in their chairs

retires you lose a lot of institutional knowledge and a lot

of institutional memory, but in Larry’s case… and… and it’s

a concern to me… I wish him well in his retirement… but I

want you to remember one thing, if you take nothing away

from Kevin’s Resolution and if you’ve not had the privilege

of working with… with Larry, Larry always was an advocate

for students seeking the opportunity of higher education,

and he didn’t let anything get in the road of that.

Politics, polls, however the wind would change, Larry always

advocated how can we maximize the amount of dollars that we

allocate for students who need financial assistance to go to

college. And with his leadership, I think ISAC is one of

the best, if not the best, college financial aid programs in

the State of Illinois, and most of that is due to Larry’s

hard work. And speaking for a number of students in my

district who would not have been able to attend college

without the Monetary Award Program or the very, very good

student Direct Loan Program that ISAC has run and run so

well, I want to thank Larry on behalf of literally hundreds

of students, many of whom I know personally would not have

been able to get their college education without the

outstanding work of Larry Matejka and the direction and the

love and the attention that he gave to the Illinois Student

Assistance Commission. We will be paying… his service will

pay dividends to this state for decades to come. Larry, we

wish you the very best in retirement. I wish you’d stay

another 26 years, but I understand that it’s time perhaps to

enjoy another phase of your life. Thank you very much for

the effort and the work that you have done on behalf of

higher education opportunity for people throughout the State

of Illinois."

Speaker Madigan: "Representative Myers."

Myers: "Thank you, Mr. Speaker. I also want to add my

congratulations to Larry Matejka on his retirement. I echo

everything that Representative McCarthy and Representative

Black have said before me. In my years on the

Appropriations Committee for Higher Education it has been a

pleasure to work with Larry Matejka, and… as the executive

director of the Illinois Assistance Commission. I agree

that his best interest… that he has the students at their

best interest in his heart when he focuses on all of the

programs for the Student Assistance Commission. And I know

that he’s brought the agency along over the years into

providing outreach to many areas, many high school students,

many adult students that are interested in seeking MAP

grants and other student scholarships to continue their

education. We have students today that have been able to

receive an education were it not for Larry Matejka and his

help with the Student Assistance Commission. It’s a sad day

that we’re going to lose your services, Larry, but it’s a

great day in your life, I’m sure, when you… when you finally

are able to retire. But, we thank you for all of your

services over the years and we’re gonna miss you."

Speaker Madigan: "Representative Monique Davis."

Davis, M.: "Thank you very much, Mr. Speaker. I, too, would

like to offer my congratulations to Larry on his long years

of service to ISAC. There are many students in the African-

American community who certainly would not be aware of or

have a possibility of going to college without the necessary

information and the timely distribution of the funds from

ISAC. Larry, I would ask, and I ask the Sponsor of this

legislation, to include all of us as Sponsors of this

Resolution to a person who has certainly served the state

well. Thank you."

Speaker Madigan: "Representative Turner."

Turner: "Thank you, Mr. Speaker and Ladies and Gentlemen of the

Assembly. The previous speaker mentioned about some

African-American students that have benefited from Larry’s

hard work and efforts. I’m here to attest to that. I was

one of those students that back in 1969 when I walked into

the financial aid’s office at ISU, Larry Matejka was the guy

there that helped made it possible for me to complete my

higher education. And so, I’m a living proof of what Larry

and his efforts and his… his willingness to help has

provided. And also having worked here for the last 26 years

and worked with him while he’s at ISAC, I can only commend

him. And as I say, he’s held true from the days in 1969

when he helped me personally at the ISU financial aid’s

office ‘til today, and we just wish him well and Godspeed."

Speaker Madigan: "Mr. Dunkin."

Dunkin: "Thank you, Mr. Speaker, Members of the House. I, too,

would like to express my congratulations of you going into

another chapter of your life. As a Member who actually took

advantage of the… of your program before I even came down

here, your staff was the… were the utmost professionals.

They were diligent and they made things work for me. So,

Larry, I’m in… having served on the Approp Higher Education

Committee a few years… when I first got down here, I

positive regard for you in that you are running a tight ship

discussion? Mr. McCarthy."

didn’t list my primary cosponsors: Representative Black,

Representative Rich Meyers, Representative David Miller, and

Representative Burke, but I really appreciate the suggestion

by Representative Monique Davis to please add all of the

Members of the House as Sponsors of the Resolution and I ask

for the adoption of the Resolution at this time. Thank
