To Whom It May Concern:

I have been asked to write a letter of recommendation for Mr. Lindsey Cartwright, who is a professional educator with the Windom Area Schools, ISO #177, Windom, MN. I have known Mr. Cartwright since 1992 when I came to this school district as the Superintendent of Schools. Due to the size of our school district and the many involvements we have in committees and other opportunities, I feel very qualified to recommend Mr. Cartwright, both professionally and personally. /

Mr. Cartwright is one-of our most acttve sfaffmembers when it comes to professional · involvement. Over the time that I've been here, he has served on a number of committees to include: chair of local continuing education committee for six years; PER Advisory Committee; Gifted and Talented Committee; Staff Development Committee; and on the Graduation Standards site committee. In addition to this, he served as the local Education Minnesota· Association· president as well as serving his professional association on a number of regional committees.

Lindsey is active within our community,. as well. He has served a number of years on the Zoning and Building Committee for the City of Windom. During his off hours, he's involved in his own construction business, having just completed the erection of a house, which he recently sold.

During the years I've served this.district, I've come to rely upon Lindsey in a number of· ways. He's extremely.. flexible: in· addressing .. situations. When we were unable to hire ~ Industrial Technology instructor a number of years ago, due to his construction and ~ wood working background, I approached him with a request to go into the classroo~Gl1 ~ the year. He not only agreed but enthusiastically addressed the situation and he, as ~ ~ as the students, had a fantastic year. January 21, 2003

A passionate and innovative ·teacher, a team player, and a strong willingness and desire to get involved are a few phrases that best describe the type of teacher and colleague Lindsey Cartwright is at our Windom Area Middle School. He devotes countless hours to his students, his coworkers and

· graciously supports and encourages a host of grade level, school wide, as well as community wide activities and organizations. /

As a classroom Lindsey has and is continuing to develop a science curriculum that excites and engages our active middle school students. In their words, "I can't wait for science to see what experiment we get to do!" or ."You should see what we did today in science!" Lindsey captures their interest and channels their energy into an understanding and appreciation of science. I have had the distinct pleasure of teaching with Lindsey for eleven years both at the fifth and sixth grade level. He has been a wonderfully encouraging, knowledgeable, and most importantly inspiriting grade level partner.

Lindsey is sought out by school and community personal and organizations, because of his willingness and competence as a team player. He possesses positive leadership skills which encourage other members to become involved, while accomplishing a given task. I admire his sensitivity and awareness of others' ideas and feelings. Lindsey has a strong desire to resolve conflict in a nonconfrontational style. Both Lindsey's creative teaching style and his supportive involvement were recognized very early in his teaching career as his fellow teachers honored him as Windom's Teacher of the Year in 1987. Lindsey is an excellent team member and leader.

Lindsey Cartwright is not a person who sets back and watches others affect issues. He wilting gets involved and strives to shape outcomes. He Co-chaired our WEA, he has been part of a local and regional Legislative teams, and has held various leadership responsibilities on a host of school and community organizations. He is presently participating in the community Arts group, his church, builders and building contractors, child policy making groups, and sports teams.

I would like to enthusiastically recommend Lindsey Cartwright for this position on the Board of Teaching . I feel that with Lindsey's positive rapport he would be an excellent contributing member to your board.

Respectfully,

RE: Application of Lindsey Cartwright for appointment to the Minnesota Board .of Teaching

Dear Governor Pawlenty,

I write in support of the application from Lindsey Cartwright, a teacher from Windom, Minnesota, for your appointment to the Minnesota State Board of Teaching.

Mr. Cartwright is a career, elementary school teacher. Moreover he has for many years, been a voice ill the wilderness, so to speak, in educational circles, considering his conservative persuasion. He would be a real asset on the Board of Teaching, helping to bring a much needed philosophical balance to both the Board and the Department. Lindsey Cartwright is also highly respected with-in his school district and our community for the dedication he consistently brings to his responsibilities.

I highly recommend that you appoint Lindsey Cartwright to serve on the Minnesota Board of Teaching. Thank you in advance for your consideration.

Sincerely,

Elaine Harder State Representative, District 22B

Statement of qualification: lam a total.ly blind alumnus of the Minnesota State Academy for the Blind at Faribault, having att~nded when it was known as the Minne~ota Braille and Sight Sa,1ing School. I began my tenure there as a seventh grader in 1958 and graduated in 1964. Prior to Faribault, l attended public school in Duluth. There, I was ir.ttCf:,'fatcd into classes with s;ghted children for part of the day. T spent the remai.ning time developing Braille-reading and other blindness skms in a resource room for that purpose.

At Faribault, T honed existing skiils and received my first formal training in orientation and rnoh111ty - the discipline whereby blind people are able to trave.1 from one pfacc to another and know where they are while enrcute and once there. Equally as important were extracurricular opponunitics afforded me in Faribault thnt might net have co111e my \vay in public junior or senior high school. Most notable among them were these:

1111 The chance to perform in sever.al plays 11 The opportunity 10 1eam Braille music 111 piano classes 111 Four years a8 a member of the band. 111 My temu; as a class representative! vice president and president of the Sntdcnt Council.

My 35+-year cc-J'ccr has cncompassl"'.d work in radio, television and public relations. I worked at several radio stations while attending UMD, and made the trnnshion to television news locally follo"'ing my 1969 graduation with a B.A.degree in speech with broad.cast emphasis. A brief mid-'70s stint as Executive Secretary for the Duluth Mayor's Committee Qn Employment of the Handicapped and my subsequent return to UMD to acquire additional business courses bridged the gap between my broadcasting and public relations experience. I began work as a Minnesota Power Staff Writer in April, 1978 and continued in that capacity until my retirement in April, 2003.

During my early pursuit of care.er goals, my association with the Acr.dcmy too~~1'.!A1~.W rn [D profile form of occasional alumni visits there and keeping in touch with contemporaries.:

In late 1994, however, I accepted a.n invitation to join the board of a foundation that exists to supplement legislative allocations to the Academy with money for such things as adaptive equipment. l left the foundation board in May 1999 after 4 Y2 years as a member to focus on a role 1 had accepted at the beginning of that year. From January 1999 through 2001, I represented Academy alumni on the MSAB Site Council.

My experience on the Foundation board enUghtcncd me regarding a staffchar.acteristic I may not have been as willing tc acknowledge as an adolescent - the consjstcn11y ca.ring attitude toward students there by teachers, house pa.rents~ administrato:rs and presumably most others.

During and after my years on the Site Council, I served on :vISAB 's Public Relations.Committee. In that capacity l assi~ted with development of a presentation about :\1SAB designed to heighten awareness of the Academy throughout Minnesota. T also helped train selected presenters in October, 20{)2~ and have. been among those who have rnade the presentation to groups since facn. As one seeking a seat on the board that governs both a.cadc.mics, my purpose is threefold:

• To work in panncrship whh adminjstrators and staff who have already demonstrated to me their c.onsiderable skill and competence in educating students who are blind, deaf and otherwise disabled.

11 To help perpetuate the caring Cltmosphere at both academics so present and future students can gain maximum life skills at Faribault while maintaining their life at home to the fullest extent possible.

1111 To expand my own boundaries relative to knowledge about disnbilities through involvement with the Academy for the 'Deaf as well as with my alma mater

Thank you for the call today. As I stated on the phqne, I am very interested in serving on the MnSCU Board of Trustees. Enclosed is my resume for your review, which covers a number of organizations that I have played a leadership role on including my continued service on the MnSCU Citizen's Commission.

I am very pleased that Governor Pawlenty plans to focus his appointments on people who represent MnSCU's customers. As I mentioned, we travel the state :frequently and visit with thousands of businesses every year so I believe I have a clear understanding as to what businesses want from their state colleges and universities. I believe I could bring that point of view professionally, and constructively, to the Board of Trustees.

Thank you for your consideration of appointing me to serve on the MnSCU Board of Trustees. I am confident that I would live up to the expectations of the Administration.

Thanks again for the call. I look forward to working through this process with you.

Application for the Board of Trustees of the Minnesota State Colleges and Universities

Essay Questions

1. ·What has been your most important work or volunteer achievement? As the founding President of the Northland Foundation over the past 18 years, I would have to say that my most important work has been to help build that organization into a credible, financially self-sufficient, and professional organization that has had and continues to have a significant impact on critical issues in the seven-county region of northeastern Minnesota. Created by The McKnight Foundation, Northland was one of the six Minnesota Initiative Foundations. The challenge from McKnight was to become part of the economic and social fabric of. our rural region, to develop competence in the issues of importance, and to build a strong and supportive Board of Trustees. At the same time, the Foundation was charged with engaging individual, corporate, and other public and private partners to contribute to this effort. Now, 18 years later, the Northland Foundation is having real impact on the lives of individuals, families, businesses, and communities in this rural part of the State. It has a staff of thirteen, a diverse and committed Board, and assets exceeding $42 million. The Foundation distributes over $1 million annually to nonprofit organizations. Our Loan Prqgram has provided over $25 million in financing to small and medium sized businesses. Our KIDS PLUS Program has been recognized statewide and nationally for its quality and effectiveness in the delivery of programming for children and youth. ·

2. How do you characterize your style in group decision making? I feel I am a quick study and a good listener. I understand that each person processes facts and information differently, and that there are usually many differen_t routes to the same conclusion or decision. I do my homework, participate fully in discussions, and respect the will of the majority. I trust my colleagues will say that I do not attempt to dominate those discussions, and that I am reasonable, well-informed, and supportive. When I am in a leadership position, I work hard to engage all members of the group and to set a tone of respect for divergent opinions.

3. Describe how vour experience and qualifications would enable you to be a good trustee. I had the privilege of serving for 10 years on the Regent Candidate Advisory Council (RCAC) for the University of Minnesota, .chairing that body for two years. I participated on the Committee that crafted the original "criteria and responsibilities" for use by the RCAC. That document was essentially identical to this one. Consequently, I fully recognize their relevance and seriou_sness. Rather than addressing each criterion individuaUy, I will summarize my qualifications by discussing three general areas:

• Understanding Governance - As my work and volunteer history indicates, I have worked with and served on many governing boards during my entire~_,. O ;;ear career .. I feel I have an understanding of what constitutes good governance. ~i~~~@trW rn ® conduct and philosophy of the Northland Foundation Board of Trustees 1ir~al!1 ' _, ~-' , .. ,

President of the ~enp+Lr-'"'"" ......... -..._,

Page 101: STATE OF MI NESOTA...STATE OF MI NESOTA Office of Governor Tim Pawlenty 130 State Capitol + 75 Rev. Dr. Martin Luther KingJr.Boulevard • Saint Paul, MN 55155 July 7, 2004 The Honorable

reflection of that understanding. The Board is committed to the mission of the organization, involved at the policy and oversight level, and have a working knowledge of the Foundation's programs and activities. While demanding accountability from me, the Board supports .both my administrative decisions and programmatic initiatives. I have tried to translate this approach to all of the boards and advisory groups on wMich .1 have served over the years. I don't agree to join a governing board unless I understand and can fully commit to the mission of the organization. I believe my experience in management, business finance; fund development, public relations, and investments has contributed positively to the organizations with which I have been affiliated.

• Partnerships with MnSCU - Through my work with the Foundation, I have developed a strong sense of the critical roles· played by the MnSCU Institutions throughout rural Minnesota. Our work in economic and community development at-the local and regional level has built meaningful partnerships in an effort to create jobs. and sustain rural economies. Representing the Foundation, I have worked closely with the Northeast Higher Education District (NHED) and its True North Initiative. This strategy, which has attracted- national attention, is based on the premise that rural community colleges offer unique "place based" capacity to engage rural people and institutions in the process of building and sustaining viable places to live, learn, work, and grow. A growing number of regional partners, including the Northland Foundation, are aligning with True North in support of focal initiatives which are tied to global opportunities.

• Personal Qualities and Commitment - I am struck by the fact that the criteria place primary emphasis not on professional or technical background and knowledge, but on personal attributes such as integrity, vision, inquisitiveness, and the ability to ·

. contribute to the collective effort of a diverse board of a highly complex organization. I hope my work, volunteer activities, and personal history, as well as the individuals you may contact, will lead you to conclude that I possess these qualities. I would come to the Board of Trustees with a· sincere desire to work with my fellow members to support the mission and direction of MnSCU. I do not have a personal agenda or . preconceived notions about changes that I would affect.

4. What are the most important issues confronting Minnesota State Colleges and Universities. and how would you contribute to solving them? It is impossible to capture in this brief space the critical issues surrounding a complex institution such as MnSCU, so I will only summarize, in the hope that I will have the chance to explore them in greater depth later. I feel the most important issue, or challenge, confronting MnSCU is establishing the appropriate b~lance between college· autonomy and alignment as a statewide educational system. With 53 campuses and 32 institutions, there is a richness of texture and specialization that is not recognized by many Minnesotans. Even within the four institutional types, there are vast differences. Individuality and self-determination must continue to be essential chafi\c~r~. ft. ~n ~ ri\\. MnSCU. These are what allow the institutions to address the needs o!E~~f~ [~. ~ VJ I~ ill! communities, and to support their regional economies. It is what insures a good

program mix and a portfolio that is complimentary to both the current and future needs of local businesses. It is also that which preserves healthy competition. However, alignment from a system-wide perspective means that stepping into any one of these institutions should be a portal to the entire system. Alignment of the MnSCU system will guarantee quality and consistency of programming, seamless transfer of credits, nonduplication, and uniformity of access.

5. What is your understanding of conflict of interest that arises in connection with service on a governing board? On any diverse board, comprised of individuals who are active in business and in the broad community, situations will invariably arise in which one or more members have interests or relationships which are not necessarily aligned with the best interests of the Institution. A conflict exists only when there is .not full disclosure accompanied by the offer to recuse oneself from discussion, debate, and voting on the issue. Failure to do so should prompt a challenge by fellow board members, first privately with the individual, then with the Chair, and finally if still unresolved, as part of the official proceedings of a meeting. If the conflict of interest becomes pervasive, rather than related to a single issue, the board member should remove him/herself from the governing body.

6. What strategies and policies would you propose as a board member to broaden diversity of students and staff on MnSCU campuses? · Because MnSCU has a presence in virtually every corner of our increasingly diverse State, the challenge of broadening diversity becomes one of system-wide policy that drives individualized goals for each institution. At a. minimum, the institutions in the system should strive to have their students, faculty, and staff reflect the population of their respective community ~nd region. An aggressive plan must be in place that holds institutions accountable for movement toward those goals. A variety of programming, such as Upward Bound, must be implemented to remove barriers to entrance for first generation students and students of color. As a MnSCU Trustee, I would expect to participate with the administration and my colleagues in a process to develop, refine, and formalize such a plan.

7. Are you prepared to make the commitment of time necessary to be a Trustee? I am aware of the major commitment of time required to perform the duties of a Trustee, and I am prepared to make that commitment. I currently serve on a number of nonprofit boards. and advisory groups, and am an active participant in all of them. If selected to be a Trustee, I would assess my involvement and make MnSCU a tqp priority. I would focus on the business of becoming an active, informed, and fully engaged MnSCU Trustee. If elected, it is my intention to serve for the full duration of the term. I do not anticipate any changes in either my personal or work life that would precipitate· my leaving the Trustee position during the six~year term. I have the full and enthusiastic support of my family and the Northland Foundation Board of Trustees in this endeavor.
