Dear Mr. Dawsey:
A recent f i e l d inspection reveals that the referenced wells have been dr i l l e d . You have not f i l e d spud notices and sundry reports on casing and cementing operations, in violation of Rule 1103.
The inspection also revealed that you d r i l l e d the well3 without adequate pits and mud apparently ran down h i l l s i d e unchecked during d r i l l i n g operations, in violation of Rule 105. You also have an unreported o i l s p i l l at the Elvado **1, in violation of Rule 116.
You are hereby directed to suspend a l l d r i l l i n g , completion and production operations until delinquent reports have been f i l e d , o i l and mud s p i l l s have been cleaned up, and until further notice from this office. Failure to comply w i l l result in a case being called for A.L. Dawsey and a l l other interested parties to appear and show cause why the Elvado 111 and the Elvado #2, should not be plugged and abandoned in accordance with Division approved plugging programs and possible fines. We also require copies of any logs and temperature surveys.

operator or approved by the Division.

for temporary abandonment of said well, but said permit and
any extensions thereof has expired more than six months
prior to the f i l i n g of this application and the
_ well has not produced hydrocarbons
since the expiration of said permit.
5. By v i r t u e of the f a i l u r e to obtain production or
to have an approved current temporary abandonment permit,

presumed to have been abandoned.
6. By authority of Section 70-2-12 N.M.S.A. 1978, the
Rules and Regulations of the Division require wells no
longer productive or capable of production to be properly
plugged.
7. Demand has been made upon the operator to either
place said well to be n e f i c i a l use or properly plug and
abandon the same and the Operator has f a i l e d to do so.
WHEREFORE, The Supervisor of D i s t r i c t J_____ of the
Oil Conservation Division applies to the Director to enter an
order:

plugging program;
2. Upon determination that said well should be plugged

You are hereby directed to plug and abandon this well or bring it into compliance with Rule 203 for temporary abandonment within 30 days.
If you fail to bring this well into compliance we will schedule a show cause hearing to plug this well using the bond.

Dear Rand:
A L Dawsey received the certified letter directing him to P&A or TA the above wells within 30 days. We have had no response from the operator as to his intentions for the wells.
Please docket a case calling A L Dawsey, First National Bank of Albuquerque and all other interested parties to appear and show cause why the El Vado #1, located 610' FSL, 2000' FWL of 11-27N-01E and the El Vado #2 located 1770' FSL, 970" FEL of 11-27N-01E should not be plugged and abandoned according to a Division approved plugging program.
The First National Bank of Albuquerque held bonds SCB #2 and SCB #3 (CD301117209) but as I understand it they released these bonds without OCD approval.
