Said deposit shall constitute an opening bid at the appraised
price. HARVEST METHOD: Shovel and Track skidder. Harvesting activities are estimated to be 100% ground based
harvesting. Ground based harvesting equipment shall be restricted to slopes of 35% and less, and only occur during dry soil conditions. Within Units 7 - 13, all persons involved in the manual or mechanical felling of timber, including fallers and operators, must have in their possession a copy of the Cutting Card for Riparian Forest Restoration Strategy and Wetland Management Zone Thinning during periods of active felling and/or yarding operations. See Schedule A for RMZ and WMZ thinning prescription specifications, and Clause H-140 and Schedule L for further harvest requirements. A detailed felling and yarding plan shall be required prior to any harvest activities and approved in writing by the Contract Administrator. Ground Based Yarding will not be permitted from October 1

to May 1 unless authorized in writing by the Contract Administrator. Harvest activities will not be allowed within Units 6, 7, and 8 between October 1 and July 1, unless authority to do so is granted in writing by the Contract Administrator.
ROADS: 13.15 stations of required reconstruction. 91.61 stations of optional construction. 289.40
stations of required pre-haul maintenance. 12.68 stations of optional pre-haul maintenance. 64.16 stations of required light road abandonment. Rock under this contract may be obtained at no cost to the Purchaser from the L-1181 Pit located in Section 01, Township 03 North, Range 04 East, W.M. and/or the L-1194 Pit located in Section 25, Township 04 North, Range 04 East, W.M. 2 1/2 INCH MINUS CRUSHED rock for roads under this contract shall be obtained at no cost to the Purchaser from the L-1100 Stockpile located along the L-1100 road at station 158+40 and/or the L-1181 Stockpile located in the L-1181 Pit. All rock source operations shall be conducted as directed by the Contract Administrator. Required pre-haul maintenance includes the installation of a 162" x 95' culvert on the L-1100 road at Sta. 209+30, to be installed in accordance with the Hydraulic Project Approval, Culvert Installation Detail, Culvert Design Detail, and Live Stream Culvert Removal Procedure. Any damage to any road resulting from any harvest operations will be repaired at the Purchasers expense unless authorized by the Contract Administrator. Road construction will not be permitted from October 1 to May 1 unless authorized in writing by the Contract Administrator. This construction restriction applies to road construction, reconstruction, pre-haul maintenance, abandonment, and rock pit development activities.
ACREAGE DETERMINATION CRUISE METHOD: Acreage was determined by GPS. Cruise was completed using a combination of variable
plot, fixed plot, and 100% cruise methods. FEES: $78,000.00 is due on day of sale. $9.00 per MBF is due upon removal. These are in
addition to the bid price. SPECIAL REMARKS: There are potential poles on this timber sale. The sale contains an estimated 288 MBF
DF mini-peel or better quality timber. See driving map for gate locations. Gate keys may be obtained from the region office.

No equipment, vehicles, or log decks will be permitted to the south of the B-Line road adjacent to Unit #2. See clause H-140, Schedule A, Schedule L, and Schedule Z for further prescriptions, harvest specifications, and Purchaser marked leave tree requirements. A detailed felling and yarding plan shall be required prior to any harvest activities and approved in writing by the Contract Administrator. Yarding will not be permitted from October 31 to May 1 unless authorized in writing by the Contract Administrator within the eastern portion of Unit #3 north of the B-1480 road, Unit #4A northwest of the B-1300 road, or Unit #4B.
ROADS: 4.75 stations of required reconstruction. 64.84 stations of optional construction. 386.54
stations of required pre-haul maintenance. 3.46 stations of required light abandonment. Rock for construction, reconstruction, and/or pre-haul maintenance under this contract may be obtained at no cost to the Purchaser from the Larch Pillar Quarry, located in Section 11, Township 17 North, Range 04 West, and/or the Too Thin Quarry located in Section 4, Township 17 North, Range 04 West, W.M. Purchaser shall stockpile an additional 2000 cubic yards of 2 1/2 INCH MINUS CRUSHED rock at the Larch Pillar Quarry. FEES: $88,600.00 is due on day of sale. $9.00 per MBF is due upon removal. These are in
addition to the bid price. SPECIAL REMARKS: This sale may contain poles. Units #1, #2, #4, #5 & #6 were previously thinned and/or

PAYMENT SECURITY: To be determined by the State as described in Clause P-041 of the Purchaser’s Contract. BIDDING PROCEDURES: A separate sealed bid and envelope must be submitted for each log sort. Prospective
Purchasers may bid on any or all log sorts. On the day of sale the Purchaser must bring their bid deposit up to 10% of their total bid price. Complete bidding procedures and auction information may be obtained from the Pacific Cascade Region Office in Castle Rock, WA. Phone number 360-577-2025.
TIMBER EXCISE TAX: Purchaser must pay the forest excise taxes associated with the log sorts delivered to them.
The tax rate for this sale is 4.2%. Taxable Stumpage = Total Delivered Value – (Harvest Cost + Estimated Haul Cost + ARRF). For more information contact the Department of Revenue, Forest Tax Section at 1-800-548-8849.
Use the following rates for estimating taxable stumpage: Harvest Cost = $100.00 for sorts 2-7 and 9-11(estimated), $8.00 for sorts 1 & 8 and $7.00 for sorts 12 & 13.
Hauling Services Payment Rate per Ton = (Base Rate + Mileage Rate) x (Contractor's hauling bid factor)
Base Rate = $2.35 per ton
Mileage Rate = (($0.16 x C miles) + ($0.11 x A miles)) x Fuel Index Factor
ARRF = $22.25 per mbf for sorts 2-7 and 9-11, $2.62 per ton for sort 1A $2.78 per ton for
sort 1B and sort 8. No ARRF on sorts 12 and 13 CONFIRMATION: Each sort is subject to confirmation following auction. Sorts will not be confirmed until at
least 10 days after auction. Final contract award is contingent upon the State’s haul cost analysis. Actual haul route may vary and is subject to change at the State’s discretion.
SPECIAL REMARKS: The successful Purchaser(s) will be required to purchase logs from the sale area upon delivery
to their location specified in the bid submitted. Logs will be delivered to the Purchaser’s delivery location by the State’s contract harvester. Purchaser is responsible for weighing and scaling costs. All tonnage loads will be weighed and all mbf loads will be scaled at State approved locations. The State reserves the right to determine where logs are authorized to be scaled and weighed.
