z Thursday z December 1, 2016 13 STATE TIMES NEWS JAMMU: First Additional Sessions Judge Jammu M.A Chowdhary awarded five years imprisonment and fine of Rs 50,000 to Baljeet Singh, son of Chhattar Singh, resident of Chak Bhagwana, at present Devipur Tehsil Akhnoor, District Jammu who imper- sonated himself as his broth- er namely Sanjeev in recruit- ment process of police for the post of constable. Court after hearing APP Ajay Singh Manhas for the state whereas Advocate D.S Saini for the accused observed that prosecution case was that Baljeet Singh had impersonated as his brother Sanjeev Singh in a special drive conducted for the recruitment for the posts of Constables held on 8th December 2007 at Devipur Akhnoor as the said person himself being not Matriculate was not qualified and it was detected later dur- ing CID verification that his brother Sanjeev Singh had found place in the select list at Serial No. 32 by imperson- ation of convict Baljeet Singh, having made signa- tures and used certificates of Sanjeev Singh and pasting his own photograph. The offences under Sections 419 and 468 RPC for forgery and impersonation were fully proved against the accused/convict Baljeet Singh, however, offences under Sections 420 RPC and 467 RPC were not proved and Baljeet was discharged from the commission of offences punishable under Sections 420 and 467 RPC. Since, it has been proved that the convict by imperson- ation and forgery had cheat- ed and tried to obtain the job of Constable for his brother Sanjeev Singh, who was 12th Pass, as such, he was convicted by this court vide judgment dated 29th November 2016, for the com- mission of offences punish- able under sections 419 and 468 RPC and awarded imprisonment for one year for the commission of offence punishable under section 419 RPC. The convict is further sentenced to undergo an imprisonment for a period of four years and a fine of Rs. 50,000 for the commission of offence punishable under section 468 RPC. Court fur- ther clarified that both the sentences shall run concur- rently. Five years RI for impersonating in police recruitment STATE TIMES NEWS JAMMU: With an objective to further strengthen the ambulatory care services across the State, the Government has procured a fleet of 157 ambulances ( 136 with Basic Life Support and 21 with Critical Care support) involving a cost of Rs 20.36 crore for deploy- ment in various health insti- tutions and on strategic locations along the National Highway. Minister for Health and Medical Education, Bali Bhagat on Wednesday hand- ed over the keys of three Critical Care Ambulances and 136 Ambulances with Basic Life Support to the concerned authorities and flagged off these from Nagrota for onward destina- tions. The delivery of remaining Critical Care Ambulances will be met within next couple of months. The procurement of Critical Care Ambulances was a long pending require- ment of the department, which will help tremendously in meeting the emergencies in case of road accidents on National Highway and evac- uating the critical patients in disasters and border firings. He lauded the specifications of the Critical Care Ambulance and said that these will play the role of mini ICU and provide imme- diate medicare to the serious patients while shifting them to the hospital. He called upon the concerned func- tionaries of the health department to make opti- mum use of these ambu- lances for the patient care. STATE TIMES NEWS JAMMU: A meeting of the Committee on Government Assurances of Jammu and Kashmir Legislative Assembly was convened here on Wednesday under the chairman- ship of MLA, Vikar Rasool Wani to examine the Action Taken Report (ATR) on the Government Assurances of Power Development Department (PDD). Legislators Javaid Hassan Beigh, Dina Nath Bhagat, Delden Namgail, Devinder Kumar Manyal, Kamal Verma, Pawan Kumar Gupta and Dr. Gagan Bhagat attended the meeting and gave their sugges- tions to make the Department more vibrant. The Committee discussed var- ious Government Assurances given by the PDD on the floor of the house from time to time. The Committee asked the PDD to ensure that all the un- electrified villages and hamlets are covered under Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY). STATE TIMES NEWS JAMMU: Private Schools Association (PSA) on Wednesday expressed its resentment over pending cases of recognisation and approval of management com- mittees of Middle Standard in Directorate Office for want of NoCs from Municipal Corporation and other depart- ments. Chairing a meeting held to discuss the emergent situa- tion, President PSA, Kamal Gupta said that maximum cases recommended by the concerned CEOs are pending for disposal. Kamal said it is very difficult for private schools to get fresh NoCs in 10 days as it is a lengthy process in which four to six departments are involved and will takes mini- mum two months. Gupta appealed to Education Minister to intervene into the matter and redress their issues forthwith. STATE TIMES NEWS JAMMU: Awami National Conference (ANC) strong- ly 'encouraged' India and Pakistan to engage in direct dialogue to reduce tensions, as the war of words between the two neighbours escalated over the Kashmir issue after the terror attacks on the secu- rity establishments in the past and also after terror attacks in Nagrota and Ramgarh yesterday. In a statement issued here on Tuesday, ANC Provincial President Gian Singh said that ANC robustly supports all efforts between India and Pakistan that can con- tribute to a more stable, democratic, and prosper- ous region, including meet- ings between the Indian and Pakistani officials. "We want India and Pakistan to continue to engage in direct dialogue aimed at reducing ten- sions," Singh said. "ANC is seriously concerned about the human rights situation in Jammu and Kashmir, as well as the rising tensions between India and Pakistan. The inflammatory remarks on both sides is only fuelling the tensions and could result in a fur- ther deterioration of the human rights situation," Singh added. Dialogue between India, Pakistan will help reduce tensions: ANC STATE TIMES NEWS JAMMU: Indian Oil Corporation Limited (IOCL) conducted emer- gency response drill at its LPG Bottling Plant at Bari Brahmana. In the exercise, different govern- ment agencies and neigh- bouring industries partici- pated. Samresh Kumar, Plant Manager, IOC was the Fire-in-Chief and Site Controller, who supervised the entire drill. He said such exercises are conducted by them on regular basis to assess the emergency preparedness of their employees and the facilities and also the response time of the neigh- bouring industries and government departments. It all started when the emergency siren began to ring declaring the emer- gency within the LPG plant and the drill was con- ducted in the plant premis- es. All the three teams of the plant i.e, fire combat team, auxillary team and the rescue team led by their team in-charges reached the incident site and took part actively in the emergency response drill. IOCL conducts emergency response drill IOCL officials along with others after conducting the emergency response drill. JWAM seeks inquiry against twin terror attacks Take appropriate action to unearth black money: NMC STATE TIMES NEWS JAMMU: State BJP expressed its deep concern and anguish on the sudden increase in the price of food grains those are being provided by the Food Corporation of India under National Food Security Act without any decision at the Central level, without any decision at the State Cabinet level and in the absence of any notification from Consumer Affairs & Public Distribution (CAPD) Department, thus putting the general public to hardships. The State BJP Spokesperson Prof. Virender Gupta stated that under NFSA, each individual of the approved category was to get 4 kg of Atta and 1 kg of rice at the rate of Rs. 8 per kg Atta and Rs. 10 per kg rice in Jammu province, whereas in Kashmir Valley the prescribed quota per individual was 4 kg rice and 1 kg Atta. However, after the resentment among the public, J&K Government provided addi- tional food grains to each individual with 4kg of Atta and 1 kg of rice in Jammu province and 4 kg of rice and 1 kg of atta in Kashmir province, but at the cost of Rs. 13/kg for Atta and Rs. 15/kg for rice. Looking at the public grievance and unrest, particularly in the Valley, Union Minister, Ram Vilas Paswan, allowed the ration supplied under MMS at the rates as was specified by Govt. of India in NFSA and agreed to bear the additional financial burden for three months from June to September, 2016, thereby the ration both under NFSA and MSS, was provided at the rates of NFSA, i.e. Atta at Rs. 8 per kg and rice at Rs. 10 per kg. Prof. Virender Gupta said that irony is that instead of continuing with the rates of NFSA after the month of September, the Tehsil Supply Officers (TSOs), even raised the rates of the food grains provid- ed by NFSA and kept it at par with that supplied under MMS, i.e. at the rate of Rs. 13/kg for atta and Rs. 15/ kg rice even though the Food Corporation of India is still supplying the food grains at the old rates to the State. He added that as per the report the existing rate of sugar is also shortly going to enhance from Rs. 13.50 to Rs. 25 per kg. The Spokesperson said that these sharp hikes are unjustified and shall adversely affect the budget of a common man and going to invite strong public protests and agitation. Therefore, he appealed to the concerned authorities, including the concerned Cabinet Minister and also the Chief Minister to look into the matter and get the hike in the prices rolled back. STATE TIMES NEWSJAMMU: Awami NationalConference (ANC) strong-ly 'encouraged' India andPakistan to engage indirect dialogue to reducetensions, as the war ofwords between the twoneighbours escalated overthe Kashmir issue after theterror attacks on the secu-rity establishments in thepast and also after terrorattacks in Nagrota andRamgarh yesterday.

In a statement issuedhere on Tuesday, ANCProvincial President GianSingh said that ANCrobustly supports allefforts between India andPakistan that can con-tribute to a more stable,democratic, and prosper-ous region, including meet-ings between the Indianand Pakistani officials.

"We want India andPakistan to continue toengage in direct dialogue

aimed at reducing ten-sions," Singh said. "ANC isseriously concerned aboutthe human rights situationin Jammu and Kashmir, aswell as the rising tensionsbetween India andPakistan.

The inflammatoryremarks on both sides isonly fuelling the tensionsand could result in a fur-ther deterioration of thehuman rights situation,"Singh added.

STATE TIMES NEWSJAMMU: Indian OilCorporation Limited(IOCL) conducted emer-gency response drill at itsLPG Bottling Plant atBari Brahmana. In theexercise, different govern-ment agencies and neigh-bouring industries partici-pated.

Samresh Kumar, PlantManager, IOC was theFire-in-Chief and SiteController, who supervisedthe entire drill.

He said such exercisesare conducted by them onregular basis to assess theemergency preparedness oftheir employees and thefacilities and also the

response time of the neigh-bouring industries andgovernment departments.

It all started when theemergency siren began toring declaring the emer-gency within the LPGplant and the drill was con-ducted in the plant premis-

es. All the three teams ofthe plant i.e, fire combatteam, auxillary team andthe rescue team led bytheir team in-chargesreached the incident siteand took part actively inthe emergency responsedrill.

STATE TIMES NEWSJAMMU: State BJP expressed its deepconcern and anguish on the suddenincrease in the price of food grains thoseare being provided by the FoodCorporation of India under National FoodSecurity Act without any decision at theCentral level, without any decision at theState Cabinet level and in the absence ofany notification from Consumer Affairs &Public Distribution (CAPD)Department, thus putting the generalpublic to hardships.

The State BJP Spokesperson Prof.Virender Gupta stated that under NFSA,each individual of the approved categorywas to get 4 kg of Atta and 1 kg of rice atthe rate of Rs. 8 per kg Atta and Rs. 10per kg rice in Jammu province, whereasin Kashmir Valley the prescribed quotaper individual was 4 kg rice and 1 kg Atta.

However, after the resentment among thepublic, J&K Government provided addi-tional food grains to each individual with4kg of Atta and 1 kg of rice in Jammuprovince and 4 kg of rice and 1 kg of attain Kashmir province, but at the cost ofRs. 13/kg for Atta and Rs. 15/kg for rice.Looking at the public grievance andunrest, particularly in the Valley, UnionMinister, Ram Vilas Paswan, allowed theration supplied under MMS at the ratesas was specified by Govt. of India inNFSA and agreed to bear the additionalfinancial burden for three months fromJune to September, 2016, thereby theration both under NFSA and MSS, wasprovided at the rates of NFSA, i.e. Atta atRs. 8 per kg and rice at Rs. 10 per kg.

Prof. Virender Gupta said that irony isthat instead of continuing with the ratesof NFSA after the month of September,

the Tehsil Supply Officers (TSOs), evenraised the rates of the food grains provid-ed by NFSA and kept it at par with thatsupplied under MMS, i.e. at the rate ofRs. 13/kg for atta and Rs. 15/ kg rice eventhough the Food Corporation of India isstill supplying the food grains at the oldrates to the State. He added that as perthe report the existing rate of sugar is alsoshortly going to enhance from Rs. 13.50to Rs. 25 per kg.

The Spokesperson said that these sharphikes are unjustified and shall adverselyaffect the budget of a common man andgoing to invite strong public protests andagitation.

Therefore, he appealed to the concernedauthorities, including the concernedCabinet Minister and also the ChiefMinister to look into the matter and getthe hike in the prices rolled back.
