Guidelines for International Arrivals to India

This Standard Operating Procedure shall be valid w.e.f. 22nd February 2021 (23.59 Hrs IST) till further orders. Based on the risk assessment, this document shall be reviewed from time to time.

Part A – For all international travellers except travellers coming through ights originating from United Kingdom, Europe and Middle East

A.1. Planning for Traveli. All travellers should (i) submit self-declaration form on the online Air Suvidha portal

( ) before the scheduled travel (ii) upload a negative COVID-19 RT-PCR www.newdelhiairport.inreport. This test should have been conducted within 72 hrs prior to undertaking the journey. Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise.

ii. They should also give an undertaking on the portal or otherwise to Ministry of Civil Aviation, Govt. of India, through concerned airlines before they are allowed to undertake the journey that they would abide by the decision of the appropriate government authority to undergo home quarantine/ self-monitoring of their health for 14 days, or as warranted.

iii. Arrival in India without negative report shall be allowed only for those traveling to India in the exigency of death in the family.

iv. If they wish to seek such exemption under para (iii) above, they shall apply to the online portal ( ) at least 72 hours before boarding. The decision taken by the government www.newdelhiairport.inas communicated on the online portal will be nal.

A.2. Before Boardingv. Do’s and Don'ts shall be provided along with ticket to the travellers by the airlines/agencies

concerned.vi. Airlines to allow boarding only those passengers who have lled in the Self Declaration Form on the

Air Suvidha portal and uploaded the negative RT-PCR test report.vii. At the time of boarding the ight, only asymptomatic travellers will be allowed to board after

thermal screening.viii. All passengers shall be advised to download Aarogya Setu app on their mobile devices.ix. Suitable precautionary measures such as environmental sanitation and disinfection shall be

ensured at the airports.x. During boarding all possible measures to ensure physical distancing are to be ensured.

A.3. During Travelxi. Suitable announcement about COVID-19 including precautionary measures to be followed shall

be made at airports and in ights and during transit.xii. While on board the ight, required precautions such as wearing of masks, environmental hygiene,

respiratory hygiene, hand hygiene etc. are to be observed by airline staff, crew and all passengers.

A.4. On arrivalxiii. Deboarding should be done ensuring physical distancing.xiv. Thermal screening would be carried out in respect of all the passengers by the health ofcials

present at the airport. The self-declaration form lled online shall be shown to the airport health staff.

xv. The passengers found to be symptomatic during screening shall be immediately isolated and taken to medical facility as per health protocol.

xvi. The passengers who have been exempted for pre-arrival RT-PCR testing [para (iii) and (iv) of A.1 above] (as approved and indicated on the online portal in advance) will show the same to the respective State counters. They will be prioritized for sample collection in the designated area, samples collected and permitted to exit the airport. They shall monitor their health for 14 days (subject to negative test report of the sample taken at the Airport that would be conveyed to such travellers by the concerned State authorities/airport operators).

xvii. All other passengers who have uploaded RT-PCR negative certicates on Air Suvidha portal shall be allowed to leave the airport/ take transit ights and will be required to undertake selfmonitoring of their health for 14 days.

xviii. All such passengers will also be provided the list of the National and State level surveillance ofcers and the respective call centre numbers, so as to inform State/National Call Centres in case they develop symptoms at any time during the quarantine or self-monitoring of their health.

International travellers arriving at seaports/land portsxix. International travellers arriving through seaports/land ports will also have to undergo the same

protocol as above, except that facility for online registration is not available for such passengers currently.

xx. Such travellers shall submit the self-declaration form to the concerned authorities of Government of India at seaports/land ports on arrival.

Part B – For all international travellers coming/transiting through ights originating from United Kingdom, Europe and Middle EastAll the clauses as above (part A) shall be applicable to such travellers coming/transiting from ights originating in United Kingdom, Europe and Middle East except for clauses on testing, quarantine and isolation as specied below:All international travellers coming/transiting from ights originating from United Kingdom, Europe and Middle East as described in the scope above should submit Self-Declaration Form (SDF) for COVID on the online Air Suvidha portal ( ) before the scheduled travel and will be required www.newdelhiairport.into declare their travel history (of past 14 days).i. While lling SDF, apart from providing all other information required in the SDF, passengers need to

select:a. Whether they plan to disembark at the arrival airport or take further ights to reach their nal

destination in India. b. Based on this selection, the receipt of SDF (dispatched online to the transiting travellers) will

display “T” (Transit) in easily readable and bigger font than other text.c. The passengers will need to display this receipt to State authority / Government ofcials at the

airport for segregation.ii. Keeping in mind the testing requirements for passengers from UK, Brazil and South Africa, who

have to take connecting ights, airlines should keep the passengers informed about the need for transit time of a minimum 6-8 hours at the entry airport (in India) while booking the tickets for connecting ights.

iii. All the passengers arriving from United Kingdom, Europe and Middle East shall be carrying negative RT-PCR Test report for which test should have been conducted within 72 hours prior to under taking the journey. The same also shall be uploaded on the online por tal ( ).www.newdelhiairport.in

iv. Airlines to allow boarding only those passengers who have lled in the SDF on the Air Suvidha portal and uploaded the negative RT-PCR test report.

v. The concerned airlines shall ensure that prior to check-in, the traveller is explained about this SOP particularly clause (ix) of part B of this SOP, besides displaying the same prominently in the waiting areas of the airports.

vi. Airlines should identify the international travellers arriving from/transiting through United Kingdom, Brazil and South Africa (during past 14 days) and segregate them in-ight or while disembarking to facilitate the authorities to follow the due protocol in respect of these travellers.

vii. In-ight announcements must also be made explaining the relevant information to the passengers. Relevant information in this regard shall be prominently displayed in arrival area and waiting area of the airports of arrival.

viii. The immigration ofcers of these identied airports shall also ensure identication of travellers (from their passports) who originated or transited from UK, Brazil and South Africa (during past 14 days).

ix. All the travellers arriving from/transiting through ights originating in United Kingdom, Europe or Middle East shall be mandatorily subjected to self-paid conrmatory molecular tests on arrival at the Indian airports concerned (port of entry). Entry made in the SDF regarding telephone number and address would be reconrmed.

x. Adequate arrangements for passengers waiting for their conrmatory molecular test as well as test results duly following effective isolation may also be made at the airports in conjunction with the airport authorities.

xi. The airport authority shall ensure streamlining of the systems for testing at the concerned airports to ensure seamless sampling, testing, and waiting arrangements to avoid crowding and inconvenience to passengers. Once passengers arrive at the entry airport, Airport Operator should lay down a well-dened ow for such passengers at their respective arrival terminals leading to the waiting lounges and to the exit from the terminal.

xii. Airports can provide options to the passengers to do online booking of the conrmatory molecular test through respective website (Air Suvidha portal) or other appropriate platforms as well as to do ofine booking. As far as possible digital payment facilities to be ensured.

xiii. Sample collection cum waiting lounge for the passengers should follow all sanitization and physical distancing related guidelines issued by Ministry of Health and Family Welfare from time to time.

xiv. The States/UTs Government concerned should set up helpdesks at airports concerned to facilitate implementation of the SOP.

xv. Travellers from UK, Brazil and South Africa taking connecting ights from the arrival international airport (‘T” in their SDF).a. Give sample at designated area and exit airport only after conrmation of negative test report

which may take 6-8 hours. b. Those transit travellers from UK, Brazil and South Africa who are found negative on testing at the

airport shall be allowed to take their connecting ights and would be advised quarantine at home for 7 days and regularly followed up by the concerned State/District IDSP. These travellers shall be tested after 7 days and if negative, released from quarantine, and continue to monitor their health for a further 7 days.

c. All those tested positive shall undergo the procedure as detailed in clause (xviii) below.xvi. All travellers from UK, Brazil and South Africa existing at the arrival airport:

a. Will give their sample in the designated area and exit the airport. They will be followed up by the State Integrated Disease Surveillance Programme (IDSP).

b. The concerned State authorities/airport operators will collect and convey the test report to the traveller.

c. If tested negative, they will remain in home quarantine for 7 days and regularly followed up by the concerned State/District IDSP. These travellers shall again be tested after 7 days and if negative, released from quarantine, and continue to monitor their health for a further 7 days.

d. All those tested positive shall undergo the procedure as detailed in clause (xviii) below.xvii. All other travellers from Europe and Middle East (other than those in ights originating from

Brazil, South Africa and United Kingdom) who have to exit the destination airport or take connecting ights to their nal domestic destination:a. Shall give samples at the designated area and exit the airport.

b. The concerned State authorities/airport operators will collect and convey the test report to the traveller.

c. If the test report is negative, they will be advised to self-monitor their health for 14 days. d. If the test report is positive, they will undergo treatment as per standard health protocol.xviii. Travellers from Brazil, South Africa and United Kingdom, testing positive (either at the airport or

subsequently during home quarantine period or their contacts who turn positive) shall be isolated in an institutional isolation facility in a separate (isolation) unit coordinated by the respective State Health Authorities. They would earmark specic facilities for such isolation and treatment and take necessary action to send the positive samples to Indian SARS-CoV-2 Genomics Consortium (INSACOG) Labs.

a. If the report of the sequencing is consistent with the current SARS-CoV-2 virus genome circulating in the country; the ongoing treatment protocol including home isolation/treatment at facility level as per case severity may be followed.

b. If the genomic sequencing indicates the presence of new variant of SARS-CoV-2 then the patient will continue to remain in a separate isolation unit. While necessary treatment as per the existing protocol will be given, the patient shall be tested on 14th day, after having tested positive in the initial test. The patient will be kept in the isolation facility till his sample is tested negative.

xix. The State-wise passenger manifest of the ights originating from Europe and Middle East and landing at Delhi, Mumbai, Bengaluru, Hyderabad and Chennai airports in India for the said period shall be conveyed by the Bureau of Immigration to State Government/Integrated Disease Surveillance Programme (IDSP) [[email protected] and designated e-mails provided by the respective State Governments] so that this data would be provided to the surveillance teams. This data of manifests provided by Bureau of Immigration will be supplemented by the online Self-Declaration Forms available on ‘AIR SUVIDHA’ portal.

xx. All the contacts* of travellers arriving from UK, South Africa and Brazil who test positive (either at the airport or subsequently during home quarantine period), shall be subjected to institutional quarantine in separate quarantine centers and would be tested on the 7th day (or early if develop symptoms). Contacts testing positive shall be accordingly further followed as mentioned in Clause (xviii) above.

xxi. Information regarding any passenger covered within the scope of this SOP, who has moved to another State will be immediately notied to the concerned State Health Authority. If any passenger is not traceable initially or during any duration while being followed up should be immediately notied to Central Surveillance Unit of IDSP by the District Surveillance Ofcer.

International Travellers on short stayxxii. International travellers (covered under Part A or Part B) on short stay (less than 14 days) and who

have tested negative and remain symptom free, shall undergo all the procedures as above and shall be permitted to leave India under proper intimation to their District/State health authorities, subject to them fullling the requirement of the airlines and destination country.

* Contacts of the suspect case are the co-passengers seated in the same row, 3 rows in front and 3 rows behind along with identied Cabin Crew. Also, all the community contacts of those travellers who have tested positive (during home quarantine period) would be subjected to institutional quarantine in separate Quarantine Centers for 14 days and tested as per ICMR protocol.

Note:• States may consider (if required) additional requirements with regards to testing, quarantine and

isolation as per their risk assessment.• The States should however do the same under timely intimation to Ministry of Civil Aviation and

Ministry of Health and Family Welfare.• Further, States should adequately publicize such additional requirements on their ofcial websites

well in advance to avoid inconvenience to the travellers.• The travellers destined to a specic State are also requested to refer to State specic ofcial

websites to be well informed about such additional requirements.

Standard Operating Protocol (SOP) for travel on Vande Bharat Flights & Air Bubble Flights

A. In-bound ights: 1. The category of persons, who will be eligible to travel on these ights, will be as permitted by MHA

from time to time. 2. Priority will be given to compelling cases of in distress, including migrant workers/ labourers who

have been laid off, short term visa holders faced with expiry of visas, persons with medical emergency/ pregnant women/ elderly persons or those required to return to India due to death of family member and students.

3. The cost of travel, as specied by the carrier, will be borne by such travellers4. Based on the registrations received for Vande Bharat ights, MEA will prepare ight/ ship wise

database of all such travellers, including details such as name, age, gender, mobile phone number, place of residence, place of nal destination; and information on RT-PCR test taken and its result. This data base will be shared by MEA with the respective State/ UT in advance.

In case of ights operating under air transport bubbles, passenger manifest containing the same details as given above for Vande Bharat ights or in a revised format as may be nalised by MEA with the country concerned, will be submitted by the airlines to the Indian Mission in the country concerned before operation of each ight with a copy to the State/ UT Government of the destination airport in India.

7. MEA/ MOCA will designate State/ UT wise nodal ofcers, who will coordinate: with the nodal ofcers designated for this purpose by the respective States UT, both for the Vande Bharat ights as well as for the ights operated under air transport bubbles.

8. MEA and MOCA will display with at least two days' notice, the schedule (place and time of arrival) of the incoming ight/ ship, on their online digital platform.

9. All travellers will also be required to give an undertaking that they are making the journey at their own risk.

12. Passengers arriving through the land borders will also have to undergo the same protocol as above. 13. The Guidelines on health protocols and quarantine for international arrivals, as issued by Ministry of

Health & Family Welfare (MoHFVV), from time to time.

B. Out-bound ights: 1. The category of persons, who will be eligible to travel on these ights, will be as pemtitted by MHA

from time to time. 2. MOCA will display on its website the category of persons eligible to travel out of India. 3. Such persons will apply to MoCA or to an agency/ agencies designated by MoCA for this purpose,

along with necessary details, including the places of departure and arrival. 4. The travel from India shall be on the non-scheduled commercial ights, as are allowed by MICA. 5. Indian seafarers/ crew seeking to accept contracts to serve on vessels abroad, can travel on the

non-scheduled commercial ights as allowed by MOCA or the ights arranged by their employers subject to clearance given by the Ministry of Shipping.

6. Before the tickets of such persons are conrmed, the airline concerned will ensure that the destination country allows entry of such persons with valid visa in that country. The conditions, if any, imposed by the destination country, will have to be fullled by the person intending to travel.

7. The cost of travel, as specied by the carrier, will be borne by such travellers as prescribed. 8. At the time of boarding the ight, MoCA will ensure that all travellers undergo thermal screening as

per health protocol. Only asymptomatic travellers would be allowed to board the ight.9. While on board the ight, required precautions such as wearing of masks, environmental hygiene

respiratory hyqiene, hand hygiene etc. are to be observed by airline staff, crew and all passenger.

Domestic:1. The tourists need to carry COVID-19 negative report from mainland based ICMR

approved lab using Reverse Transcriptase-Polymerase Chain Reaction (RTPCR). However, the sample for RTPCR test should have been taken within 48 hours prior to starting the journey from the origin station. (For e.g. if the tourist takes a ight from Delhi at 0600 hrs. on 1st January 2021, the sample for RTPCR test should have been taken not before 0600 hrs. on 30th December, 2020).

2. No institutional or home quarantine is required to be observed if the tourist has tested negative in RTPCR test at ICMR approved lab.

3. If the tourist tests positive during stay in the Islands, he/she will need to undergo institutional isolation as per existing health protocols. The cost of such isolation for govt. facility will be paid by tourist is xed by the administration from time to time.

4. If the patient wants to stay at hotels, he/she can stay in the Hotels if all the conditions below are met:

a) Patients are not symptomatic and not more than 60 years old. b) Request/undertaking is made by patient in writing. c) If allowed by doctors.5. Hotels will make necessary arrangement to designate a part of their rooms for

institutional isolation for this purpose.International – International Air passengers are permitted as per MHA order.

Passenger obligationŸ All passengers shall submit self-declaration form on online por tal

Passenger obligationŸ All incoming passengers arriving at VSI Airport from 26th December,2020 onwards,

shall have to mandatorily carry RT-PCR negative test report issued from a ICMR recognized lab, subject to condition that the RT-PCR test should have been taken within 48 hours prior to commencement of journey.

Ÿ All passengers must download Aarogya Setu App.Ÿ Passenger is required to undergo COVID-19 Test at the Airport as directed by the

Domestic: Mandatory COVID Rapid Antigen Test (RAT) will be conducted upon arrivals followed by RT-PCR Test at all the Airports. If RAT result is NEGATIVE- swab sample would be taken for RT-PCR testing. The following two options will available:Ÿ FREE RT-PCR Test Arranged by Govt. and result will normally be available within 3-5

days, the person will have to remain in isolation for a period of 5 days or till declaration of the test result, whichever is earlier.

(For Dibrugarh: If the Test results are negative, his/her swab sample would be taken for RT-PCR testing. Home Quarantine of 10 days is mandatory.)

Ÿ PAID RT-PCR test: Done by agencies at the designated testing centre on payment of the requisite fee (2200/-). Test results will be provided within 24 hours, person to remain in isolation till the declaration of the test result.

Ÿ If the test result is POSITIVE, the passenger will be moved to COVID facility for further treatment. If the passenger does not wish to Home Quarantine, district administration will facilitate the quarantine option in a hotel. The expenses will need to be paid by the passengers.

Exception to Quarantine:Ÿ For passengers who went outside the state and returned within 96 hours, subject to

negative RAT results and the person should not be symptomatic. Ÿ Passenger with valid return ticket within 72 hrs., subject to negative RAT results,

asymptomatic Ÿ Such persons who have tested positive in the past and subsequently tested negative

will be exempted, if they produce the relevant documents Below mentioned categories shall be exempted from Institutional Quarantine:- Pregnant women, Elderly person above 75 years, Person due to attend funeral of immediate relation, Children below 10 years, Divyang, Immediate relative of hospitalized patients, People with Pre-Existing health conditions., Passengers returning the same day.

Authorities in Kashmir ordered that inbound travellers will not be allowed to leave the airport here until their test report is received. The test reports will be issued on the spot before letting the travellers go. It has been decided that those travellers whose repor ts come positive would be isolated in order to prevent transmission and spread of the infection among the local population. Relevant protocol as given in the Covid-19 SOP manual will be followed in the case. The meeting was informed that those with 48-hour-old RT-PCR negative reports from their departing cities will not have to undergo testing at the Srinagar airport.

monitor their health for 14 days from the date of their arrival for any symptoms of COVID-19 like fever, cough, cold, throat pain, difculty in breathing etc.

5. Refer Part-B - Point No. (xxii) Travellers including airlines crew on short stay/ short term/ business purposes shall be regulated as follows :

- International travellers (covered under Part A or Part B) on short stay/short term / business purpose (less than 14 days) and who have tested negative and remain symptom free, shall undergo all the procedures as above and shall be permitted to leave Karnataka under proper intimation to their District/State health authorities, subject to them fullling the requirement of the airlines and destination country.

- To establish that one is on short stay/short term/ business visitor, person should show conrmed return ight ticket which should not be more than 14 days later from the date of arrival. The person should show the documents pertaining to the purpose of visit, place of stay, return ticket, visa, etc.

- They should provide the address proof of person in Karnataka intending to meet. - They shall provide the negative report of RT-PCR test done within 72 hours before

the departure from UK, Brazil, and South Africa, as relevant. - He/ she shall compulsorily undergo COVID-19 RT-PCR test at the airport and

following negative report, they shall be exempted from quarantine. - He/she shall undergo compulsory RT-PCR testing on 7th day of arrival if staying

more than 7 days.- He/she if tested positive for COVID-19, the person shall follow the COVID-19

guidelines for isolation, treatment, etc. - All precautions of wearing mask, using hand sanitizer, respiratory hygiene,

physical distancing, etc. should be strictly followed. - If the traveller develops any COVID-19 like symptoms during their visit, they shall

compulsorily seek medical consultation and get tested for COVID-19. - The traveller shall be monitored for COVID-19 like symptoms by district

surveillance unit.6. The current SoP /protocols of GoK in terms of testing, quarantine, isolation and

treatment shall remain unchanged even for those international travelers who have received COVID-19 vaccination/possessing vaccination certicate.

Kerala

Quarantine: Ÿ Seven days of Home Quarantine for all who visit other states and return to Kerala and

all visitors to Kerala. Ÿ They can be tested on the 7th day after arrival and if tested negative, further

quarantine of 7 days is optional and not mandatory, though 14 days quarantine is desirable as per Health protocol.

Ÿ Those who don’t get tested would be advised to continue on quarantine for the remaining 7 days and complete a total of 14 days in quarantine.

Exception of Quarantine: Ÿ Passengers who visit the State for a short period for purpose like business, ofcial,

trade, medical, court case, property management or any like purposes will be exempted.

Ÿ Government has allowed them to visit the State for a period up to 7 days without mandatory quarantine ONLY after obtaining entry passes through COVID-19 Jagratha portal.

Ÿ They shall provide the details of local itinerary along with the purpose of visit and local accommodation and contact person. Any deviations from this, during visit, shall be informed to the authorities with valid reasons.

Madhya Pradesh

Passengers arriving by ight from Maharashtra will have to produce the latest Covid-19 negative report on arrival at Indore as well as Bhopal in Madhya Pradesh.

Indore - Passengers coming from Maharashtra must produce a negative report of RT-PCR test carried out no more than 48 hours before. Those passengers who do not have negative RT-PCR test reports will have to undergo the test at their own expense at the airport. If they test positive, they will have to stay in home quarantine.

Bhopal - Passengers should produce negative coronavirus reports with the test carried out no more than 72 hours before.

Domestic Passengers: Ÿ Thermal screening and health proling shall be done upon arrival/ Departure.Ÿ Passengers are expected to certify the status of their health through the Aarogya Setu

app or a Self Declaration Form. Ÿ If passenger is found symptomatic, COVID test will be conducted at the designated

Maharashtra

All Airport in the state of Maharashtra

Passenger obligation1. All domestic passengers travelling from Airports in NCR of Delhi, States of Rajasthan,

Gujarat, Goa and Kerala shall carry RT-PCR negative test report with them before boarding and show it to the teams at arrival airport. The Airport Authority of India requested to check for the report before allowing the passengers to board the ight.

2. The RT-PCR sample collection should have been done with 72 hours of scheduled time of landing at Airport in Maharashtra.

3. Passengers NOT having the RT-PCR test reports fullling conditions 1 & 2 shall compulsorily undergo RT-PCR test at the concerned Airport, at their own cost. The Airport shall arrange the testing centres & charge the passengers directly for testing.

4. Only after undertaking the test, the passengers will be allowed to go home by Airport Operator. The Contact Information and address shall be collected from all passengers who undergo tests at Airport by Airport operator to facilitate contact, incase the test reports comes positive.

5. Passengers whose report comes positive will be contacted and treated as per existing protocol.

6. The concerned Municipal Commissioners will be the Nodal Ofcers for the same and ensure that the above instructions are followed strictly.

Updated Quarantine Guidelines for International Passengers Travelling From UK, Europe, Middle East And South Africa with Addition of "Brazil" in the list.

1. Passengers arriving / transiting through ights originating from Brazil requires compulsory 7 days of institutional (hotel) quarantine on arrival irrespective of negative report pre boarding. This will apply to all the passengers belonging to Maharashtra State arriving in Mumbai international airport.

2. The passengers from other States than Maharashtra taking connecting ights after their arrival will be allowed to take ights if their RT-PCR test report is negative at the airport. Information of such travelers to be sent to respective States.

3. Continue to follow the guidelines of compulsory institutional (hotel) quarantine for 7 days for travelers arriving /transiting from UK, Middle East, Europe and South Africa and test them by RT-PCR on day 7 [Self paid].

If travelers are found positive/symptomatic on arrival or on day 7, shift them to Isolation facility at Seven Hills Hospital if the travelers are from UK. If the travelers are from Middle East, Europe, South Africa and Brazil, shift to G.T. Hospital or designated private hospitals [Bombay, Raheja, Hinduja and Reliance Hospitals] as per the choice of the travelers.

If travelers are found negative on day 7, discharge from institutional quarantine and send for mandatory home quarantine for another 7 days with Stamp and Undertaking that they will abide by the home quarantine rules and they will be followed up by the MOsH team regularly.

The contacts of those travelers who turn positive during Home quarantine or on arrival will be followed up and isolated as per previous guidelines.

A new Standard Operating Procedure (S.O.P.) is being implemented with regards to compulsory Institutional quarantine for the passengers arriving from U.K., Europe, Middle East and South Africa. As per the policy, all the passengers arriving from these 4 destinations are compulsorily quarantine in the hotel or MCGM quarantine centre.It has been considered to exempt passengers in exceptional cases for exemption for compulsory institutional quarantine. Passengers may be considered for exemption in following cases :- 1) Elderly passengers above 65 years of age needing support. 2) Pregnant Woman 3) Parents accompanies children below 5 years of age.4) Passengers having serious illness and require medical attention such as cancer,

physical disability, mental illness, celebral palsy. 5) Extreme family distress condition i.e. father, mother, son, daughter in critical condition

(death bed), severe accident in family, death of immediate family member.

Passengers from above categories may be considered exemption from institutional quarantine subject to providing required documents to the satisfaction of in-charge Ofcer at the Airport. The exempted passengers shall strictly follow home quarantine rules and regulations and shall be liable for appropriate action for any breach of quarantine rules.

The Pune Municipal Corporation has issued an order making it mandatory for passengers arriving from Kerala to undergo an RT-PCR test on arrival.

Visitors who desired to extend their stay beyond 07 days, should go paid testing again on 6th & 7th day of arrival, the result of which should be reported to Health Dept.

Persons entering the State from any State or Union Territory possessing a valid nal

B. A negative RT-PCR I TruNat I CB AAT report is mandatory for persons coming from the States of Maharashtra, Kerala, Punjab and Karnataka. RAT negative report shall not be valid for persons coming from these four States. The COVID negative report will be valid only if they were tested within 72 hours of their arrival at the entry point. For those persons who do not have a COVID Negative report, sample for RT-PCR testing shall be taken at the entry point on payment basis. Such persons shall proceed to their residence or place of stay and shall be quarantined until the test results are declared.

C. Persons coming from States or Union Territories other than the four States mentioned above should have been tested at a recognized laboratory by RT-PCR I TruNat I CBNAAT I RAT. The RT-PCR / TruNat / CBNAA T report will be valid only if they were tested within 72 hours of their arrival at the entry point. RAT Negative report will be valid only if tested within 48 hours of their arrival at the entry point. For those persons in this category who do not have a COVrD-Negative report, testing at entry points will be available at a cost xed by the Government. Persons can choose either Rapid Antigen Test (RAT) or RT-PCR.

D. Persons coming with a COVID Negative report but showing symptoms on arrival at the entry point will have to be mandatorily tested by RT-PCR.

Quarantine:All persons tested by RT-PCR at the entry point should go into home quarantine or paid quarantine till the test results are declared. The test results are usually available within 48 hours which shall be communicated through an SMS or can be checked online at www.coronamegh.in. If tested negative, such individuals can carry on with their daily activities or work normally. If tested positive, SOP for home or institutional isolation should be followed.

For International Travellers:A. Persons entering the State from another Country (International Travellers)

possessing a valid nal certicate of vaccination or a COVID-Negative report (as indicated below) shall be exempted from testing at the entry point.

B. For International travellers entering the State who do not have a COVID vaccination certicate have to produce a negative RTPCR / CBNAAT / TruNat test report. The report will be valid only if they were tested within 72 hours of their arrival at the entry point. RAT Negative report will not be valid for International Travellers.

C. International Travellers who do not have a COVID Negative report, sample for RT-PCR testing shall be taken at the entry point on payment basis. RAT testing option shall not be available for such persons.

D. All international travellers should undergo home quarantine or paid quarantine for 7 days from the date of their arrival regardless of their test results.

IMPORTANT NOTE: All persons entering the State exempted from quarantine are to closely monitor their health for 10 days from the date of entry into the State. Upon development of any symptoms of COVID-19, such individuals should self-report to the nearest healthcare facility/ ANM/ ASHA worker. They can also report their symptoms on 14410 - State Level COVID helpline. All persons entering the State will be monitored on a regular basis through IVRS calls from the Health Department. It is also mandatory that all persons entering the State should diligently follow the three recommended practices: wearing mask, maintaining social distancing and practicing hand hygiene.

NagalandŸ 14 days of Home Quarantine and in case the person remains asymptomatic all

through out, there will not be any need for testing and the person will be discharged from home quarantine.

Ÿ In case the person does not have suitable room for home quarantining in his/her house, the person may go for institutional quarantine facility maintained by Government. At the institutional quarantine facility, the person will be charged for food at the rate xed by respective District Task Force.

Ÿ The person may even opt out for hotel/lodge identied by the District Task Force. Ÿ The duration of quarantine in all case will be 14 days. Ÿ In case a person desires to lessen his/her period of quarantine or there is a need for

doing so because of exigencies he/she may get tested on payment after 4 days of arrival in the State and on being tested negative, the person will be discharged from quarantine.

Ÿ Anyone entering Nagaland for an urgent and essential work and is not in a position to quarantine, on entry he/she may give prior intimation to the respective District Task Force and if the period of stay is less than 48 hours, he/she may enter Nagaland after obtaining clearance, for performing the work and while following all health safety norms.

Ÿ Before commencing the home quarantine, person will also download the nCOVID Nagaland Visitors App and update his/her health status twice in a day.

Due to the rise in Covid-19 cases in Maharashtra, Gujarat, Kerala, Madhya Pradesh and Chhattisgarh, travellers from these states have to undergo testing on arrival in Uttarakhand at state borders, railway stations and Dehradun airport.

HaridwarDevotees who wish to attend the forthcoming Kumbh Mela must bring a Covid-19 negative RT-PCR test report, according to a standard operating procedure (SOP) issued by the Centre for holding the religious congregation. The RT-PCR test must be conducted within 72 hrs of the date of the visit, stated in the document by the Union Ministry of Health and Family Welfare.

Uttarakhand

DomesticQuarantine - Ÿ All asymptomatic persons travelling outside the state from Uttarakhand for a

maximum duration of 5 days shall on return be exempted from being quarantined. However incase of outbound travel for more than 5 days, such person shall have to undergo home quarantine for 10 days and shall also monitor her / his health condition closely.

Ÿ All asymptomatic inbound persons shall be exempted from home quarantine if they have undergone RT-PCR / True NAT / CBNAAT / Antigen test with negative report on return not earlier than 72 hours before arrival to Uttarakhand.

Ÿ If they are coming for longer duration , then they will be placed in home quarantine or establishment quarantine (incase of army and paramilitary forces etc) for 10 days for Self Monitoring their health.

Uttar PradeshThe state health department made a week-long quarantine mandatory for symptomatic persons arriving from Maharashtra and Kerala to UP even if they have been found negative in the RT-PCR test. All persons coming from the two states will be screened though the mechanism to track and test them will be different.

Those coming from these states and landing at airports would be tested through rapid antigen method even if they are non-symptomatic. Those showing u-like symptoms will have to give their samples for RT-PCR test.

The symptomatic persons, even if they are found Covid negative in the RT-PCR test, will have to serve one-week quarantine either at their homes or at a health facility. Details of such persons will be notied to the domicile district for tracking purposes.

Domestic - Home Quarantine: 1. Incase the passengers travels to another state for a period upto 5 days, then incase

of the asymptomatic condition on return, the person does not need to be quarantined.

West Bengal

Kolkata-bound ights departing Mumbai, Pune, Nagpur, Bengaluru, Hyderabad and Kochi can only ferry passengers, who have Covid-19 negative RT-PCR reports. The test has to be carried out within 72 hours prior to departure. There is no provision of getting the test done on arrival. The rule also applies for ights departing for these cities that are bound for Bagdogra and Andal. The Bengal government put in place restrictions on ight travel from four states — Maharashtra, Kerala, Karnataka and Telangana — to airports in the state, making RT-PCR test prior to boarding mandatory.
