2.0 General

2.1 Short Description

The proposed project is to modernize, perform routine maintenance and upgrade the elevator systems located at four, (4), different parking facilities. The work will entail but not be limited to architectural finishes, replacement of electrical distribution components serving the conveyance system, including additional lighting and smoke detection devices for the various elevator machine rooms and lobby area and mechanical systems modifications. Additional work will be conducted on the proposed project to address through penetrations of fire rated assemblies that were noted to breach the

current rated enclosure. As noted in the approved plans new fire rated entry doors servicing the various elevator machine rooms will be removed and replaced with new assemblies.

Systems and components facilitating the operations of both the hydraulic and geared traction system elevators will be removed and replaced as denoted on the approved drawings. The current annunciator system, call button, car designation signs, and floor designation signs, and car designation signs shall be fully physically inspected and replaced to comply with the 2010 ADA Standards for Accessible Design. Additional analysis will be made to determine the door and signal timing duration in accordance to

Standard 407.3.4 and corrected to meet the minimum acceptable time from notification until the doors of that car start to close. Audible signals on multiple elevator banks found not to have audible and / or means of differentiation will be replaced with a new system signifying the separate designation.

There are four, (4), separate areas which are categorized by the separate parking garages housing the conveyance systems. Four, (4), sets of plans corresponding to the proposed work have been developed and approved for construction. Although separate plans are provided the project will be performed in totality as one, (1) effort. The packages will be as follows, which are in no certain order of priority:

1.) Package #1 2nd Street & Grace Street 2.) Package #2 5th & Marshall Street 3.) Package #3 7th & Marshall Street 4.) Package #4 501 North 7th Street / Coliseum Parking Garage

Provided that the current funding is sufficient to accommodate all the efforts Packages meaning: 1.) Package #1, 2.) Package #2, 3.) Package #3 & 4.) Package #4, the proposed project will perform all work as outlined in the contract and construction documents. The Agency, meaning the City of Richmond retains the exclusive right to award any or a combination thereof any selection of packages that can sufficiently be completed based on the current allotted funding resource.

2.2 Background

A facility and equipment operations assessment was conducted to determine the condition of the elevator system and the various areas containing the support systems. Although limited to the conveyance system the review noted accessibility in respect to operations of the system in accordance to ADA, architectural systems, conveyance systems and operations, electrical systems, fire protection attributes and existing mechanical systems. The original study was conducted by Whitman, Requardt and Associates, LLP (WRA) in which a comprehensive facilities and equipment assessment was conducted of the various attribute so the parking garage. Vertran, a consultant specializing in conveyance systems accessibility compliance and system maintenance and operations performed the assessment of the elevator system in early 2017.

Through the investigation conducted of the current elevator systems and the facilities condition index deficiencies were noted on the condition of the architectural features, conveyance equipment and other accessibility features of the system. In particular the machine rooms, only tempered by ambient air, were found to allow for particulate matter to enter into the machine room space. Due to the air temperature being ambient fluctuations in temperature occurred as the outside air temperature changed. It was noted by the Agency’s third party elevator consultant the extreme fluctuation in temperatures were severely impacting the equipment’ ability to sustain operations. To address this the A and E of record proposed placement of “mini split systems” to temper the elevator machine rooms.

Further review of the systems also entailed examination of the electrical systems which included lighting, distribution system and disconnects and the smoke detection system. Based on the review of the systems additional disconnects were required to facilitate the new load requirement of the mini split system and other elevator systems. Placement of additional smoke detection was based on the review which found sensors were not present a strategic locations at typical areas of both equipment operations and patron common assembly areas. Lighting levels also examined in these key locations with the present fixtures noted to be exceeding the useful life cycle.

2.2.1 2nd & Grace Street Elevator System

The conveyance system at 2nd & Grace Street entails a single hydraulic passenger elevator. The elevator has a rated capacity of 2,000 lbs. and operates at a rated velocity of 125 fpm. Installed in 1973 the vertical conveyance system was manufactured by Dover Elevator Company and has been in service for 44 years. The system services four, (4) landings and is equipped with single speed side sliding doors.

The hoistway, consisting of cast-in-place concrete does not exhibit any signs of water infiltration or deterioration within the enclosed area. The location of the machine room is directly adjacent to the hoistway at the lowest landing. The elevator pit does not have a floor drain or sump pump system.

The existing controller is a Dover Elevator Company relay logic type. Originally installed by Dover, the Wire Relay Contact, (WRC), is no longer in production. Some spare parts, i.e., solid state logic boards and components are still readily available.

Finishes within the interior of the cab encompass a raised interior plastic laminate for the wall finishes. The car doors and the return panel are stainless steel. The floor system is a through bolted aluminum diamond plate panel.

The last inspection was conducted and documented on November 9, 2015.

2.2.2 5th & Marshall Street Elevator Systems

The conveyance system at the 5th & Marshall Street location comprises of three, (3) hydraulic passenger elevators arranged in a dual car bank and a single, simplex, conveyance system. Capacity rating of these elevator systems is 2,500 lbs and respectively operates at a rated velocity of 125 fpm. All the elevator systems were installed in 1985 by the Dover Elevator Company and have been in service for 31 years.

The hoistway, consisting of cast-in-place concrete does not exhibit any signs of water infiltration or deterioration within the enclosed area. The location of the machine room is directly adjacent to the hoistway at the lowest landing. The elevator pit does not have a floor drain or sump pump system.

Similarly to the 2nd and Grace Street conveyance system, the existing controller is a Dover Elevator Company relay logic type. Originally installed by Dover, the Wire Relay Contact, (WRC), is no longer in production. Some spare parts, i.e., solid state logic boards and components are still readily available.

Finishes within the elevator cab comprise of painted interior wall panels and a car door with brushed stainless steel return panels. The floors existing covering is a standard type raised rubber material. The ceiling is a metal frame with an egg crate type panel system with fluorescent lighting.

The last inspection was conducted and documented on August 15, 2015.

2.2.3 7th & Marshall Street Elevator Systems

The conveyance system at the 7th & Marshall Street location comprises of three, (3) overhead traction passenger elevators arranged in a dual car bank and a single, simplex, conveyance system. Capacity rating of these elevator systems is 2,500 lbs and respectively operates at a rated velocity of 200 fpm. All the elevator systems were installed in 1965 by the Otis Elevator Company and have been in service for approximately 51 years.

Elevators #1 & #2 were partially renovated by the Otis Elevator Company in 2010. Elevator #3 was also partially renovated in 2010 by the firm of Virginia Elevator. During the project investigation the name of the company conducting the 2010 renovation could not be found during the research of the records. The elevator renovations included replacement of the machine room control panels, hoist motors, car and hall pushbutton stations and door operating equipment. The geared traction hoist machines, deflector sheaves and over speed governors are original Otis equipment and are exhibiting signs of wear consistent with years of operation.

The hoistway, consisting of cement masonry units and presently do not exhibit any signs of water infiltration or deterioration within the enclosed area. The location of the machine room is directly above the elevator hoistways at the top landing. The elevator pit does not have a floor drain or sump pump system.

Elevators #1 and #2 employ a microprocessor controller with a solid state interface board to provide dispatching and elevator car control functions. The elevator is also equipped with a variable frequency alternating current, (VFAC), solid state motor drive for speed control and leveling.

Finishes within the elevator cab comprise of a raised wall panel with plastic laminate facing. The car doors and return panels are brushed stainless steel return panels. The floors existing covering is a standard type raised rubber material. The ceiling are a metal frame with opaque panels and a fluorescent back light system.

The last inspection was conducted and documented on December 22, 2016.

2.2.4 Coliseum Parking Garage

The conveyance system at the Coliseum Parking Garage Street location comprises of three, (3) hydraulic passenger elevators arranged in a single, simplex, conveyance system. Capacity rating of these elevator systems is 2,500 lbs and respectively operates at a rated velocity of 150 fpm. All the elevator systems were installed in 1992 by the Dover Elevator Company and have been in service for 25 years.

The hoistway, consisting of cement masonry units and a glass curtain wall system and do not exhibit any signs of water infiltration or deterioration within the enclosed area. The location of the machine room is directly adjacent to the hoistway at the lowest landing. The elevator pit are fully equipped with sump pumps and sump well systems.

Similarly to the 2nd and Grace Street conveyance system, the existing controller is a Dover Elevator Company relay logic type. Originally installed by Dover, the Wire Relay Contact, (WRC), is no longer in production. Some spare parts, i.e., solid state logic boards and components are still readily available.

Finishes within the elevator cab comprise of raised plastic laminate panels on the side walls, glass on the rear walls and brushed stainless steel of the car door and return panels. The floors existing covering is a ceramic red brick type tile. The

ceiling are metal drop frame system with decorative metal panels and a drop ceiling with decorative metal panel concealing a fluorescent back light fixture.

The last inspection was conducted and documented on August 15, 2015.

2.3 Scope of Work

The construction manager / general contractor (CM / GC), will perform and provide all materials and labor to facilitate and substantially complete the Elevator Repairs, 2nd & Grace, 5th & Marshall, 7th & Marshall, & Coliseum Parking Garage proposed project. As stated the Agency will reserve the right to select at the discretion of the project manager, (PM), all or a combination of or all of the separate the Elevator Repairs, 2nd & Grace, 5th & Marshall, 7th & Marshall, & Coliseum Parking Garage packages.

There will be no lane closures granted during the construction phase of activities.

The following Construction Specifications Institute’s Master Format Codes selected from the updated and expanded 50 Divisions will be utilized as noted below for categorizing the various specifications.

2.3.2 Alternate Pathways and Protection of Work 2.3.2.1 Provide and maintain safety barriers to effectively and safely

contain all areas with ADA approved barriers in areas of disturbance potentially preventing safe means of accessible means of travel during the duration of the work.

2.3.2.2 Provide and maintain directional and informational signage directing pedestrian to alternate safe means of accessible routes for the duration of the work.

2.3.2.3 Protect all work from the elements and disturbance until such time the placement of the system has obtained substantial integrity.

2.3.3 Pedestrian and Vehicular Traffic Control 2.3.2.1 Provide and maintain directional and informational signage

directing vehicle traffic within the proposed work area. 2.3.2.2 Provide traffic control personnel, i.e., flaggers, to direct vehicular

and pedestrian traffic during construction activities which impede both pedestrian and vehicular traffic means of travel within the area that is under construction.

2.3.4 Demolition & Removal of Materials 2.3.4.1 Demolition and removal of materials from the work area shall not

be allowed until the PM issues authorization to proceed with the proposed work.

2.3.4.2 The CM / GC will provide the following to the PM for review and consent.

2.3.4.2.1 A Virginia Stormwater Management Program (VSMP) General Permit for Stormwater Discharges from Construction Activities (VAR 10) Registration Statement.

2.3.4.2.2 Three (3), copies of the approved Storm Water Pollution Prevention Plan for the area(s) of disturbance.

2.4.4.2.3 All materials removed from the site will be required to have a chain of custody and bill of laden as proof of proper storage and / or disposal of the demolition materials removed from the site.

2.4.4.2.4 Materials temporarily removed from the site and taken to a temporary holding site shall require documentation stating the following:

2.4 Contract Type

The contract will be a firm fixed price type of contract agreement between the City of Richmond and the selected CM / GC.

Given in the unforeseen event additional scope, which is explicitly indicated and written, within the original contract a change order request, (COR) shall be required to be submitted to the A & E of record and PM. This COR will be thoroughly reviewed by the A & E of record, PM and contracting officer (CO) prior to accepting or rejecting the request. Provide two, (2) hard copies of the COR outlining the basis of the request in which a change order is justified with supporting documentation to substantiate additional costs and increases in requests for additional time. Allow a minimum of ten, (10) business days for review of the submitted COR.

2.5 Disadvantage Business Enterprise

The project will attain a minimum of 15% or more participation by Disadvantaged Business Enterprises, (DBE). If the participation is less than the 15% the CM / GC will provide supporting documentation as to the good faith efforts set forth in giving full consideration for DBE firms.

2.6 Place of Performance

The project(s) will be performed in the four locations as noted below:

2.7 Hour of Operations

Work is permitted on this project from 7:00 a.m. to 3:30 PM Monday through Friday. No work shall be performed on Saturday, Sunday or holidays without written consent of the owner.

The holidays in which shall not be performed unless otherwise given written authorization and consent are:

2.8 Period of Performance

The CM / GC shall provide date to the A & E of record and PM supported by National Oceanic Atmospheric Administration, (NOAA) and / or National Weather Service (NWS) to support the claim for delays due to inclement weather past the 10 days allotted float. The request shall be in the format of a “no-cost” unilateral change order requesting additional days for performance.

2.9 Privacy Act

Work entailed on this project does not require the CM / GC to have any access to any Personal Identification Information, (PII). There will be no access given to the CM / GC to any City of Richmond information systems.

2.10 Personal Service

This proposed contract to be issued does not entail any contractual agreement for personal services. The work is limited to providing CM / GC services to facilitate the upgrade and other modifications to various intersections as proposed in the approved construction documents.

2.11 Safety

The CM / GC shall submit prior to assuming any construction activities a site safety plan and also company safety plan to the A & E of record and PM. A list of emergency contact numbers will be also submitted to both the A & E of record, PM and also posted on site at an area that can be readily visible to first responders and others in the event of an unforeseen emergency.

Immediately report any accidents and other incidents to the PM or PM designate. Post-accident reports shall be submitted to both the A & E of record and PM or PM designate for further review.

2.12 Key Personnel

The GC / CM shall submit a list of key personnel that will be assigned to the project / project areas. The list shall comprise of the following:

If personnel are removed from the project the CM / GC will immediately notify the PM of the personnel change. Newly assigned personnel to the project shall be discussed and approved by the PM prior to CM / GC assigning new personnel to key positions to oversee the project.

Provide at minimum three, (3), to five, (5), business day notice as to the change in the assigned personnel. In accordance with this change the CM / GC will reissue a revised key personnel chart to the A & E of record and PM.

2.13 Quality Control

Quality Control, (QC) and Quality Assurance, (QA), of the project shall entail the CM / GC to review all construction work and other associated activities on the project to verify conformance to the approved construction documents. The GC / CM shall provide to the A & E of record and PM a QA and QC for both the construction elements of the plan. Within this plan an outline of procedures to correct non-compliant work that does not conform to the contract.

The A & E of record, PM, and an Agency designated third party inspector will also review all work in place for adherence to the approved construction documents. A running punch list will be developed by the A & E of record and the Agency’s third party inspector. The punch list will be given to the CM / GC by the A & E of record and or PM in order to have the outstanding issues immediately corrected.

2.14 Records & Data

The CM / GC will retain and submit to the A & E of record and PM all records and data associated with the construction phase of activities for the project. The PM will direct the CM / GC on the format and the types of information that will need to be kept at the specific project site and also the types of information required.

As-built documents will be maintained and updated as changes to the existing conditions have been made. These as-built documents, “red-lines” will be kept at the construction site at all times in order to provide reference to the A & E of record and PM.

The CM / GC shall maintain and also provide daily construction reports which contain the following information:

2.14.1 Count of personnel on the specific construction site. 2.14.2 Atmospheric conditions at the work site. 2.14.3 Daily activity summary of inspections on site. 2.14.4 Daily activity summary of work performed on site and the start time of the

planned work and time the work ended for that specific day.

4.0 Specific Requirements

The proposed project requires the installation of conveyance, electrical, including fire alarm devices and mechanical systems that shall require testing and certification prior to turnover to the Agency. The CM / GC shall perform and also in accordance document performance testing and the final results after the required adjustments are conducted in order for the systems to satisfactory meet performance specifications. Failure to conduct testing and demonstrate testing shall delay payment for the schedule of value of the line item and also delay acceptance of the system by both the A and E of record and PM.

4.1 Deliverables & Reports

The deliverables for the project shall include, but not limited to the following items in which will be relinquished to the A and E of record in presence of the PM.

4.1.1 Spare parts as recommended by the original equipment manufacturer. 4.1.1.1 Conveyance Systems 4.1.1.2 Electrical Disconnects

4.2 Inspection & Acceptance

Inspections of the proposed new installations shall be coordinated by the CM / GC whom shall be responsible for scheduling of the inspections with the A and E of record, Authority Having Jurisdiction, (AHJ) and PM. Final acceptance testing will be coordinated by the CM / GC and shall be scheduled at a time in advance to ensure

presence of both the A and E of record, ASHJ, PM, or PM designate. A minimum of ten, (10) calendar days advanced notice will be required and will be subject to change based on the availability of all parties.

Acceptance of the testing shall be the primary responsibly to the A and E of record. This effort will be a special inspection in which shall be required to be conducted prior to the submission of the final payment and acceptance of the equipment. The warranty period will not commence until the final acceptance test is certified by the A and E of record.

5.0 Project Closeout

Project closeout shall entail a number of conditions and terms be satisfactorily met before the final payment per the last schedule of values. Prior to close out of the project the A and E shall certify there are not outstanding items pending on the project punch list and also the receipt of the Affidavit of Claims. Close out of the project shall be at the discretions of the A and E of record and PM or PM designate.

Refer to the Specifications Manual, Division 1, Section 017800 for closeout procedures and the required procedural protocol and the project book for other further details

6.0 Proposal Submission

6.1 Instruction to Bidders

The bidders shall review and conform to the requirements of the Project Book, for the construction of Parking Garage Elevator Repairs, dated day, month, year.

Submissions in non-conformance with the requirements of the invitation for bid shall be disqualified and will not receive any further consideration in respect to this solicitation.

INSTRUCTIONS / DEFINITIONS

1. SUBCONTRACTOR – a business hired by the prime contractor to perform a specific aspect of the contract.(Provide name of company, address and telephone number.)

2. SCOPE OF WORK – A commercially useful function performed by the contractor.

3. EMERGING SMALL BUSINESS (ESB) – A business that (1) has been certified by the Office of MinorityBusiness Development (OMBD) for a period of seven years or less, (2) has annual gross receipts for each of itsthree fiscal years preceding application for certification of $500,000 or less if engaged in the const ructionbusiness or of $250,000 or less if engaged in non-construction business, (3) has fewer than ten employees, (4) isnot a subsidiary of another business and does not belong to a group of businesses owned and controlled by thesame individuals, (5) has its principal place of business within the City of Richmond Enterprise Zone, (6)possesses a City business license, and (7) pays personal property, real estate, and business taxes to the City ofRichmond.

4. MINORITY BUSINESS ENTERPRISE (MBE) – A business at least 51% of which is owned and controlledor 51% operated by minority group members or, in case of a stock corporation, at least 51% of the stock, whichis owned and controlled by minority group members. Minority group members are citizens of the Unite d Stateswho are African American, Hispanic American, Asian American and American Indian.

5. FIRST, SECOND, AND/OR THIRD-TIER SUBCONTRACTING – The scope of work that is initiallycontracted by the prime contractor to a subcontractor is considered 1 st-tier subcontracting. MENTOR/PROTÉGÉ – An arrangement based on a written development plan, approved by the City, whichclearly sets forth the objectives of the parties and their respective roles, the duration of the arrangement and theservices and resources to be provided by the mentor to the protégé. MBE/ESB credit for a legitimatementor/protégé arrangement will be four (4) points toward the satisfaction of the MBE/ESB goal for thespecified project.

8. JOINT VENTURE – An arranged partnership of the MBE/ESB and one or more other firms to carry out asingle, for-profit project, for which the parties combine their property, capital, efforts, skills and knowledge, andin which the MBE/ESB is responsible for a distinct, clearly defined scope of work and whose share of the capitalcontributions, control, management, risks, and profi ts of the joint venture are commensurate with its ownershipinterest. MBE/ESB credit for legitimate joint ventures will be five (5) points toward the satisfaction ofthe MBE/ESB goal for a specified project .

9. OTHER CREDIBLY VIABLE METHODS – BLANKET BONDING – The prime contractor covers thebonding requirement for the subcontractor. MBE/ESB credit for Blanket Bonding will be two (2) pointstoward the satisfaction of the MBE/ESB goal for a specified project .

Apprenticeship – An apprentice that is bound to work for another for a designated amount of time in return forinstruction in a trade or business. MBE/ESB credit for Apprenticeship will be one (1) point toward thesatisfaction of the MBE/ESB goal for a specified project .

10. DOLLAR AMOUNT & PERCENTAGE OF CONTRACT – MBE/ESB monetary value and percentage of thesubcontract.
